In a function conducted towards inauguration of NeGP Projects

implemented by Directorate of Information Technology through

Puducherry e-Governance Society(PeGS), Puducherry, the Hon'ble Chief

Minister Shri N.Rangasamy has inaugurated the Official State Portal of

Government of Puducherry https://py.gov.in , e-Forms and online issue

of Birth & Death Certificates through Common Service Centers(CSCs) on

11.2.2013 in the Training Hall of the Planning & Research Department

in the presence of the Hon'ble Minister for Local Administration

Shri N.G. Pannirselvam, Chief Secretary Smt.M.Sathiyavathy and

Secretary(IT) Shri T.Sreekanth.

The National e-Governance Plan (NeGP) vision is to "Make all

Public Services accessible to the common man in his locality, through

common service delivery outlets and ensure efficiency, transparency

and reliability of such services at affordable costs to realize the basic

needs of the common man. "

To achieve the above objectives the core infrastructure projects

such as State Data Center(SDC) and State Wide Area Network(SWAN)

have already been implemented by the Directorate of Information

Technology, Puducherry and are functioning. Under the State Mission

Mode Project(MMP) the work flow automation of various

departments have been taken up such as Commercial Taxes,

Transport, Employment Exchange, Agriculture and Treasury.

State Portal

The Puducherry Portal http://www.py.gov.in, the official website of

the Union Territory of Puducherry is the single window access for all

the Government to Business (G2B) and Government to Citizen(G2C)

services offered by the Government of Puducherry through their

departments. The portal provides citizen online access to the

information of Government Orders, Government Notification,

Recruitments, Tenders, Acts & Rules and about the various schemes

operated by the departments. The email contacts, addresses of the

departments and their website link are provided in the portal. The State

Portal and e-Forms have been developed by M/s Infosys Ltd.,

Hyderabad.

e-Forms(Electronic Forms)

The e-Forms are application forms to avail various government

services available online. Using the e-form a citizen can apply/send his

application through internet to the Government Department for

availing the services. The application submitted online will be routed

to the concerned department. The department will download the

applications for processing and update the status which can be tracked

by the citizen at any point of time. A total of 145 e-forms covering 15

departments have been developed and the forms pertaining to 5

departments viz., Revenue, Labour, School Education, Higher

&Technical Education and Social Welfare are made available in the

portal and the remaining forms to be made available shortly. The

Portal along with e-Forms will provide easy, anywhere and anytime

access to Government Services (both Information & Transactional) and

Reducing number of visits of citizens to a Government office /

department for availing the services

Online Issue of Birth & Death Certificate through Common Services

Center(CSCs)

CSCs are envisioned as the front-end delivery points for

government, private and social sector services to the citizens of India.

CSCs have been set up under PPP mode. M/s Tera Software Ltd.,

Hyderabad is the Service Center Agency(SCA) and they have identified

the Village Level Entrepreneurs(VLE) 42 CSCs is operational (Rural — 29,

Urban -13) and the citizen can get certificates of Birth & Death across

the counter pertaining to any Municipality/Commune Panchayat from

the CSCs. The certificate thus issued at CSC is digitally signed and the

authenticity of the certificate can be verified at

http://puduvaisevai.py.gov.in using security code mentioned in the

certificate. The certificate is issued at a nominal charge of Rs.11 per

Certificate. The application software for online issue of Birth & Death

Certificates have been developed by National Informatics Centre,

Puducherry.

The location of CSCs along with addresses are available in the

Portal. The other services such as Issue of patta copy, Settlement

Copy, Copy of Registered document are on the anvil and to be made

available to the citizen online shortly. Under the e-District Project work

flow automation of 61 number of services covering 12 departments is

being taken up for enabling online delivery of services to be completed

by March 2014.
