Sub:-Creation of posts of Sevak/ Sevikas in the different Ashram Schools & Sevashram Schools of ST & SC Development Department.
Sir, I am directed to convey the sanction of Governor, Odisha to the creation of three
hundred and twenty three (323) posts of Sevak/ Sevikas in the Sevashram Schools of
ST & SC Development Department under the Sevashram Establishments in different
districts as per the details contained in the statement at Annexure-`A' subject to
adherence of the following terms and conditions.
2) The creation of such posts is necessitated in consonance with norms prescribed in
RCFCE Act. 2009 and subsequent concurrence of Finance Department vide their UOR
No.3661/psf dated 02.07.2011 and subsequent recruitment of Sikshya Sahayakas with the
directives issued from this Department vide letter No.28696 dtd.29.08.2011.
3) The--Finance Department in their file No. FIN-SOS2-CADRE-0002-2011 have
concurred in the proposal of ST & SC Development Department for regularization of 474
posts of Sikshya Sayakas in different districts out of which the number of posts to be
created under different districts comes to 323 after regularization of 151 nos. of
Sevak/Sevikas against the existing vacancies communicated to all quarters vide this
Department letter No.23410 dtd. 19.12.2018.
4) Out of the 2000 contractual posts of Sikshya Sahayaks created vide this Department
letter No.28696 dated 29.08.2011, 323 contractual posts of Sikshya Sahayaks are hereby
abolished as detailed at Annexure-T'.

5) Before regularization, it should be verified and ensured that the engagement of Sikshya
Sahayaks were undertaken as per the guidelines issued by ST & SC Development
Department and School & Mass Education Department from time to time.
6) They will be regularized in pursuance with the provisions laid down in the Resolution
no. 15107 dtd. 01.08.2011 of S&ME Department and Resolution No. 33428 dtd.
17.10.2013 of ST&SC Development Department.
7) The provisions of the ORV Act and other guidelines of Government relating to
reservation should strictly be adhered to during regularization.
8) The Sikshya Sahayakas shall be regularized as per their position in the gradation list
subject to the fulfillment of the conditions stipulated above.
9) The concerned DWOs will be the Drawing and disbursing Officers, Director (SC)
Welfare, Controlling Officer and the ST & SC Development Department, the
Administrative Department in respect of the expenditure.
10) The details of Head of Account from which the salary of the above Sevak/ Sevikas
shall be paid under the scale 23,600-74,800 and the same will be met out of the
appropriate unit under Demand No. 11-2225-Welfare of SCs, STs and OBCs-Non-Plan-
01-Welfare of S Cs-277 -Education-1274-S ev ashram-01003 -sal aries in the Sevashram and
Residential Sevashram Establishment.
11) On appointment as regular Sevak/ Sevikas they will be entitled to receive the
differential amount of pay (i.e., salary minus remuneration) for the period beyond six
years till the date of issue of regularization order.
12) This has been concurred in by Finance Department in their file No.F1N-SOS2-
CADRE-0002-2011. Yours faith ily,

Schools (SSD)/ Inspection Sec./ Audit Sec./ Statis cs Sec./ Edn-I / Edn-II Section (5 spare copies) for information and necessary action. The DWOs concerned are requested to take expeditious steps for regularization of such Sikshya Sahayakas within 15 days from receipt of this letter under intimation to this Deptt. and raise funds towards their arrear salary to facilitate allotment of funds from this end.
