NEET UG 2017 INFORMATION BROCHURE: HEALTH SCIENCE COURSES

1. INTRODUCTION The Medical Council of India published Gazette dated 10/03/2017. Clause 5A

regarding Common Counseling is added. The Added clause 5A is as under:-

Common Counseling

1. There shall be a common counseling for admission to MBBS course in all

Medical Education Institutions on the basis of merit list of the National Eligibility

Entrance Test.

2. The Designated Authority for counseling for the 15% All India Quota seats of the

contributing States shall be the Directorate General of Health Services (DGHS).

3. The Counseling for all admission to MBBS Course in all Medical Educational

Institutions in a State/Union territory, including Medical Educational Institutions

established by the Central Government, State Government, University,Deemed

University, Trust, Society/Minority Institutions/Corporations or a Company shall

be conducted by the State/Union Territory Government. Such common

counseling shall be under the over-all superintendence, direction and control of

the State/Union Territory Government.

a. There shall be a single eligibility cum entrance examination namely ‘National Eligibility-cum-Entrance Test for admission to all Health Science courses’ from academic year 2017-18 onward.

b. In order to be eligible for admission to Health Science Courses for a particular academic year, it shall be necessary for a candidate to obtain minimum marks in ‘National Eligibility-cum-Entrance Test’ held for the said academic year besides obtaining minimum prescribed marks at the qualifying examination as prescribed by respective central council.

c. The reservation of seats in medical/dental colleges for respective categories shall be as per applicable laws prevailing in States/Union Territories. An All India merit list as well as State-wise merit list of the eligible candidates shall be prepared on the basis of the marks obtained in National Eligibility-cum-Entrance Test and candidates shall be admitted to Health Science courses from the said lists only.

d. No candidate who has failed to obtain the minimum eligibility marks as prescribed by the Medical Council of India/Dental Council of India shall be admitted to MBBS/BDS Course in the said academic year.

e. All admissions to Health Science courses within the respective categories shall be based solely on marks obtained in the National Eligibility-cum-Entrance Test.

f. The Central Board of Secondary Education shall be the organization to conduct National Eligibility-cum-Entrance Test for admission to MBBS/BDS courses.

Accordingly, the Central Board of Secondary Education, Delhi conducted the National Eligibility Cum Entrance Test for admission to MBBS/BDS Courses for the session 2017-18 on Sunday, the 07th May, 2017. The responsibility of the CBSE is limited to the conduct of the entrance examination, declaration of result and providing merit list to the Counselling Authorities. Besides MBBS / BDS the admission to other health Sciences courses i.e BAMS/BHMS /BPTh/BOTh/BASLP/BP&O & BSc (Nursing) will be filled on the basis of merit list of NEET UG 2017. The notice in this context was published on 6th December 2016. The Medical / Dental seats at Deemed universities of Maharashtra will be filled by Directorate General of Health Services, New Delhi (DGHS) on the basis of All India NEET Rank as per direction of Hon’ble Supreme Court in Write Petition No.267 of 2017, order dated 09/05/2017.

2. Merit list for seats under State quota of Maharashtra:

The Commissioner, State CET CELL, Mumbai will conduct the admission process for all

the Health Science courses in the State of Maharashtra. Online applications will be

invited from eligible candidate(s) for admission to all Government/Corporation, Private &

Minority Colleges. Online application form will be made available on websites

www.dmer.org and www.mahacet.org.

2.1 The provisional State merit list for seats under State quota in Government /

Corporation, and all the quota seats in Private/ Minority colleges will be published

on the website of DMER/ State CET CELL as per constitutional and / Or specified

reservation claimed by candidate(s).

The Provisional State Merit List will be prepared on the basis of information

submitted by candidate(s) through online process made available on websites

www.dmer.org and www.mahacet.org from 28th June 2017 to 10th July 2017.

However, the eligibility and final assigned category &region of the candidate(s) will

be subject to document verification at the time of document verification process.

2.2 Admission processing Fee: The candidate desirous of admission through NEET UG

2017 in the State of Maharashtra will have to pay fee Rs 1,000/- as administrative

charge. The Candidate shall Pay by Challan atSate Bank of India of Rs 1,000/- +

Rs. 60/- Bank Charges (One Thousand SixtyOnly). This amount is not refundable..

3.DEFINITIONS

a. “Act” means the Maharashtra Unaided Private Professional Educational Institutions

(Regulation of Admissions and Fees) Act, 2015 (Mah. XXVIII of 2015);

b. “Admission Reporting Institution” means an institution where the Candidate shall

report for confirmation for admission by submission of documents and payment of fees;

c. “Application Form” means the prescribed form to be filled up online or offline by the

candidate for admission to the Courses as defined in clause (e);

d. “CAP Seats” means the seats filled in through the Centralized process of admission

carried out by the Competent Authority/Commissioner State CET CELL;

e. “Courses” means the Undergraduate Medical Courses or Undergraduate Dental

Courses, as the case may be, conducted in the State as per the approval of the MCI and

DCI and affiliated to MUHS;

f. “Document Verification Centre” means the city or town declared by the competent

authority where the document verification is to be conducted;

g. “DCI” means the Dental Council of India constituted under the Dentists Act, 1948 (16 of

1948);

h. “Eligible Candidates” means the candidates who are eligible for different professional

courses as notified by the Government, from time to time, under sub-section (1) of section

3 of the Act;

i. “HSC” means the Higher Secondary School Certificate (Standard XII) examination

conducted by Maharashtra State Board of Secondary and Higher Secondary Education

as per the provisions of the Maharashtra Secondary and Higher Secondary Education

Boards Act, 1965 (Mah XLI of 1965) or its equivalent certificate awarded by a recognised

Board;

j. “Institutional Quota” means seats available for admission to eligible Candidates at

Institution level as declared by the Government or appropriate authority from time to time;

k. “inter-se-merit” means the order of merit in respect of various classes or category of

Candidates;

l. “Minority Quota” means seats earmarked for the Minority Community students from

within the State of Maharashtra, belonging to the Minority Community to which the

institution belongs;

m. “MUHS” means the Maharashtra University of Health Sciences established under sub-

section (1) of section 3 of the Maharashtra University of Health Sciences Act, 1998 (Mah.

X of 1999);

n. “MCI” means the Medical Council of India constituted under the Indian Medical Council

Act, 1956 (102 of 1956);

o. “National Eligibility-cum-Entrance Test” or “NEET” means the examination conducted by Central Board of Secondary Education, Delhi for admission to under graduate Medical and Dental Courses.

p. “Non-Resident Indian (NRI)” means a person who is “not ordinarily resident” under sub-

section (6) of section 6 of the Income Tax Act, 1961, and includes a person resident

outside India under clause (w) of section 2 of the Foreign Exchange Management Act,

1999, and also includes his child or ward;

q. “Overseas Citizen of India (OCI)” means a candidate or a person registered as an Overseas Citizen of India as declared by the Central Government under section 7A of the Citizenship Act 1955, and includes Persons of Indian Origin (PIO).

Explanation.—For the purposes of this clause, all the existing Persons of Indian Origin (PIO) card-holders registered under Notification of the Government of India, Ministry of Home Affairs No. F.No. 26011/04/98- F. I, dated 19th August 2002 and shall now be deemed to be Overseas Citizens of India, (OCI) cardholders by virtue of Notification of Government of India, Ministry of Home Affairs, No. 25024/9/2014-F.I, dated 9th January 2015.

r. “Qualifying Examination” means the Higher Secondary Certificate (12th Standard) or equivalent examination, from an institution situated in the State of Maharashtra with English, Physics, Chemistry and Biology (Botany and Zoology) at the time of admission;

s. “Region” means the area in respective Statutory Development Board for Vidarbha, Marathwada and Rest of Maharashta;

t. “SSC” means the Secondary School Certificate (Standard X) examination conducted by Maharashtra State Board of Secondary and Higher Secondary Education as per the provisions of the Maharashtra Secondary and Higher Secondary Education Boards Act, 1965 (Mah. XLI of 1965) or its equivalent certificate awarded by a recognised Board;

4. ELIGIBILITY FOR ADMISSION TO HEALTH SCIENCE DEGREE COURSES 4.1 The candidate must be an Indian National. However Non Resident Indian

(NRI) will be eligible only under institutional quota seats(including NRI Quota).

4.1.1 Indian Citizen 4.1.2 NRI candidate will be eligible for institutional quota seat only, NRI Candidate

will not be eligible for other seat. 4.1.3 OCI / PIO eligible

4.2 Domicile of Candidate: - The Candidates must be Domicile of Maharashtra (Except

candidates underclause4.1.3, 4.7, 4.8, Annexure C and E). 4.3 The candidate must be born on or before 31st December 2000 to be eligible for all

the courses except Ayurved, Homeopathy and Unani courses. However, for

admission to Ayurved, Homeopathy and Unani courses, candidate must be born on

or before 1st October 2000. The Birth certificate indicating name of the candidate,

Secondary School Certificate i.e. SSC or equivalent examination certificate or

School Leaving Certificate endorsing the date of birth will constitute a valid proof.

4.4 The candidate must be medically fit and must submit a certificate of medical fitness at the time of Document Verification as per proforma. (Annexure-“H”)

4.5 The candidate must have passed the SSC or equivalent examination from an

Institution situated in the state of Maharashtra. (Please refer 4.7, 4.8, Annexure "C"

& Annexure "E" for exception)

4.6 The candidate must have passed the qualifying examination i.e. Higher Secondary

Certificate (HSC/12th Standard) or equivalent examination, from an Institution

situated in the State of Maharashtra (Please refer 4.7, 4.8, Annexure"C" &

Annexure "E" for exception) with English, Physics, Chemistry and Biology (Botany & Zoology) at the time of admission. 4.6.1 Eligibility criteria of Qualifying Examination for various courses

4.6.1.1 For MBBS/BDS/BAMS/BUMS: A candidate belonging to Open Category must have obtained not less than 50% (i.e. 150 out of 300) marks in Physics, Chemistry and Biology taken together at the HSC (or equivalent) Examination. A candidate belonging to constitutional reservation (Annex. B);and constitutional reservation with Person with disability claim must have obtained not less than 40% (i.e. 120 out of 300) marks in Physics, Chemistry and Biology taken together at the HSC (or equivalent) Examination. Person with disability candidate in General category must secure not less than 45% marks in Physics, Chemistry & Biology (PCB) taken together at the HSC (or equivalent) Examination.

4.6.1.2 For BSc. Nursing - A candidate should have passed in the subjects of PCB and English individually and must have obtained a minimum of 45% marks taken together in PCB at the qualified examination i.e (10+2). Furthermore, the candidates belonging to constitution reservation, the marks obtained in PCB taken together in qualifying examination be 40% instead of 45% as stated above. English is a compulsory subject in 10 + 2 for being eligible for admission to B.Sc (N) OR as prescribed by the Indian Nursing Council from time to time.

4.6.1.3 For BHMS, BPTh, BOTh, BASLP & BP&O courses: Clause4.6.1.1 is not applicable. Passing grade at HSC/12th Standard or equivalent examination is however necessary.

4.6.1.4 For admission to BP&O candidates who have passed 12th standard examination with Physics, Chemistry, Biology and / or Mathematics are eligible.

4.6.1.5 For admission to BASLP, candidates who have passed 12th standard examination with Physics, Biology, Chemistry and/or Mathematics and/or Computer Science are eligible.

4.7 Exception for SSC (10th) and HSC (12th) or equivalent examinations: Children of

employees of the Government of Maharashtra or its Undertaking:-

Children of employees of the Government of Maharashtra or its Undertaking posted on deputation or transfer to a place outside the State of Maharashtra; or transferred from outside to a place situated within the State ofMaharashtra:- 4.7.1 The children of such employees of Government of Maharashtra or its

undertaking who have joined service since beginning at a place situated outside the State of Maharashtra but who have been transferred to a place situated within the State of Maharashtra shall be eligible for admission even though such children might have passed the S.S.C.(Std.

X) and/or H.S.C. (Std.XII) or equivalent exam from the recognized Institutions situated outside the State of Maharashtra, provided that such an employee of Government of Maharashtra or its Undertaking must have been transferred/ deputed at a place of work located in the State of Maharashtra and also must have reported-for-duty i.e. joined the duty before the last date of document verification.

4.7.2The candidates belonging to the aforesaid category at (1) shall be required to produce the requisite Certificate from the Office at which such an employee of Government of Maharashtra or its Undertaking has

reported for duty as a proof that such employee has joined the office and/or reported for duty before the cutoff date for eligibility i.e. the last date of submission of Preference Form. The certificate should contain full name of the employee, designation, transfer order number and date, date of joining and present status of posting. A copy of transfer order should also be produced at the time of document verification.

4.7.3 The children of such employees of Government of Maharashtra or its

Undertaking who have been transferred or deputed to a place situated outside the State of Maharashtra or who have returned to the State of

Maharashtra after initial transfer/deputation shall be eligible for admission

even though such children might have passed the S.S.C. (Std. X) and/or

H.S.C. (Std. XII) or equivalent examinations from the recognized Institutions

situated outside the State of Maharashtra. 4.7.4 The candidates belonging to the aforesaid category at (3) above shall be

required to produce the requisite Certificate from the Office at which such an

employee of Government of Maharashtra or its Undertaking has reported for

duty. The certificate should contain full name of the employee, designation,

transfer order number and date, date of joining and present status of posting.

A copy of transfer order should also be produced at the time of document

verification.

4.8 Exception for SSC (10th) and HSC (12th) or equivalent examinations: Children of employees of Government of India or its Undertaking:- 4.8.1 The children of the employees of Government of India or its Undertaking shall

be eligible for admission even though they might have passed the S.S.C.

(Std.X) and/or H.S.C. (Std. XII) or equivalent exam from the recognized

Institutions situated outside the State of Maharashtra, provided that such an

employee of Government of India or its Undertaking must have been

transferred from outside State of Maharashtra at a place of work, located in

the State of Maharashtra and also must have reported for duty and must be

working as on the last date of Document verification at a place located in

State of Maharashtra.

4.8.2 The candidates belonging to the aforesaid category (1) shall be required to

produce the requisite Certificate from the Office at which such an employee of

Government of India or its Undertaking has reported for duty as a proof of the

fact that such employee has joined the office and/or reported for duty before

the cutoff date for eligibility i.e., the last date of submission of document

verification. The certificate should contain full name of the employee,

designation, transfer order number and date, date of joining and present

status of posting. A copy of transfer order should also be produced at the time

of document verification.

4.9 NEET UG 2017 Eligibility for Admission to MBBS & BDS Courses: A candidate belonging to open category must secure not less than 50 percentile marks in Physics, Chemistry & Biology (PCB) taken together at NEET UG-2017. A candidate belonging to constitutional reservation (Annexure B); and constitutional reservation with Person with disability claimmust secure not less than 40 percentile marks in Physics, Chemistry & Biology (PCB) taken together in the NEET UG -2017. Person with disability candidate in General category must secure not less than 45 percentile marks in Physics, Chemistry & Biology (PCB) taken together in the NEET UG -2017.

4.10 NEET UG-2017 Marks for Admission to BAMS/BHMS/BUMS/BPTh/BOTh /BASLP /BP&O and B.Sc. Nursing: A candidate will be selected on the basis of merit in NEET UG -2017 to above stated courses.

4.11 Additional Eligibility for BUMS: Candidate should have passed SSC (or equivalent) examination from the recognized board with Urdu or Arabic or Persian Language as one of the subject.

4.12 Cut-off date for the eligibility: The eligibility of the candidate shall be determined and/or decided for all purposes including for applicability of all these Rules and Regulations by considering the last date of document verification as the cut off date. It is made abundantly clear that if a candidate is found ineligible as on the last date of submission of document verification, in terms of these Rules and Regulations, and if such an ineligible candidate acquires the requisite eligibility after the aforesaid cutoff date (i.e. the last date of Document Verification), such subsequent acquisition of eligibility will not make an ineligible candidate eligible for any purpose whatsoever, much less for the purpose of admission.

4.17 All those candidates who have passed the S.S.C. (Std. X) and/or H.S.C. (Std. XII) or equivalent examination/s from an Institution/s situated outside the State of Maharashtra and not Domicile of Maharashtra are not ELIGIBLE for admission to Health Science courses except, those exempted under Rule4.7, 4.8, Defence & MKB and NRI quota (41.2)in private unaided college.

4.18 Admission to Health Science Courses is subject to the grant of eligibility by Maharashtra University of Health Science, Nashik.

6 REVALUATION OF HSC OR EQUIVALENT EXAMINATION MARKS

If the marks of a candidate at HSC (or equivalent) examination have been revised on

revaluation, the eligibility of the candidate may be altered. The candidate will be permitted to avail the benefit of revised marks upto the last date of document verification, subject to his/her representation to that effect to the Competent Authority and production of necessary proof to the satisfaction of the latter.

7. DOCUMENT VERIFICATION:- The Candidate will have to select any one centre for document verification, out of four centres in online registration. The four centres according to his/her online registration, where the candidate should report for

document verification are given in tableno.1 bellow. The candidate should report

personally (proxy not allowed) to the respective centre, as per All India NEET UG

Rank., mentioned as in Schedule given in Table No.2, for the Document Verification.

9.1.2 NOMINEES OF GOVERNMENT OF INDIA: In Government / Corporation / Government aided colleges.

A specified number of seats i.e. at the Government Medical Colleges (15

seats), Dental Colleges (3 seats) and Ayurved Colleges (5 seats) in the

Maharashtra State have been kept at the disposal of the Government of India.

Seats for nominees of Government of India will be filled up by The Ministry of Health & Family Welfare, Government of India, Nirman Bhavan, New

Delhi.

9.1.3 All India quota In Government / Corporation Medical & Dental colleges - 15%

seats of the intake capacity for MBBS & BDS courses at Government &

Corporation Medical and Dental Colleges will be filled through all India NEET

UG 2017. These seats will be filled up by the ministry of Health & Family

welfare, Govt. of India. The seats surrendered from all India quota will be filled

by the Commissioner, State CET CELL as per direction of Central

Government / State Government / Hon’ble Supreme Court from time to time.

Similarly as per the Supreme Court order in Write Petition (s) (Civil) No. (s)

267/2017 dated 09/05/2017, Medical & Dental seats surrendered by DGHS at

Deemed universities will be filled by Commissioner State CET CELL.

9.1.4 DISTRIBUTION OF SEATS TO BE ALLOTTED BY THE COMPETENT AUTHORITY: for In Government / Corporation / Government Aided / Private

Unaided / Minority colleges, after excluding the seats as provided in Para

9.1.2 and 9.1.3; the remaining seats will be at the disposal of the Competent

Authority & available for candidates of the State for Selection in the following

manner.

9.1.4.1 Out of the seats at the disposal of the Competent Authority, 3% seats

for Person with disability candidates will be carved out. From the

remaining seats, 30% of such seats will be made available for

candidates from the State (State 30% quota) and these seats will be

filled on the basis of State Merit List. There will be constitutional,

specified (except defence quota seats) and female reservations in

these seats as per rules.

9.1.4.2 Distribution of Seats in Regional 70% Quota.

After the exclusion of State 30% quota seats mentioned at Para

9.1.4.1 the remaining 70% seats from the colleges situated in the

respective Developmental Boards will be filled from amongst the

Candidates who have passed HSC (or equivalent examination) from

the Schools/Colleges situated in the region of the concerned

Development Boards i.e. Rest of Maharashtra, Vidarbha and

Marathwada. There will be constitutional, specified (except MKB

quota seats) and female reservations for these seats as per rules.

9.4.1.3 CRITERIA FOR 70% REGIONAL QUOTA:-

A) For candidates who have passed qualifying examination form Maharashtra

State : Region of the candidates for selection under 70% regional quota will be the

region form where he/she has passed 12th/HSC or equivalent examination.

B) For candidates who have passed qualifying examination form outside the

state of Maharashtra :

9.1.5 DISTRIBUTION OF CONSTITUTIONAL & SPECIFIED (PARALLEL) RESERVATION SEATS:

The candidates desirous of claiming the constitutional and / or specified

reservations must have claimed the same in the online application form of

NEET UG 2017 for the State of Maharashtra, failing which the claim will

not be entertained subsequently.

The distribution of seats at the disposal of Competent Authority will be made,

by taking into consideration the constitutional reservations and the specified

reservations.

9.1.5.1 Constitutional Reservations:

The candidate should have claimed the constitutional reservation in the original Online

application form for the State of Maharashtra.

The Caste Certificate and the Caste/ Tribe Validity Certificate:- No document is required to

claim the reservation in online application form. Document is required only at the time of

document verification process. If a candidate claiming reservation in online application form

does not produce document, then he/she will be automatically considered in open category if

otherwise eligible.

The applicant request for change in category from Open to reserve once provisional merit list

is declared, will be straight way rejected. The candidates belonging to the backward class

categories will be required to submit the Caste Certificate / validity at the time of document

verification failing, which the category claimed, will not be granted and the candidate will be

treated as a general candidate. While applying online all the category candidates must

mention their category as SC, ST, VJ/DT(A), NT-B, NT-C, NT-D, OBC.

The Caste Validity Certificate:

• The candidates belonging to the following Backward Class categories i.e. SC, ST, VJ/DT(A), NT-

B, NT-C, NT-D, OBC will be required to submit the Caste Validity Certificate at the time of

Document Verification, failing which the category claimed, will not be granted and the candidates

will be treated as a general candidate. However, various Government resolution issued in this

regard by Social Justice Department and Special Assistance / Tribal Development Department

from time to time will be applicable.

• Non-Creamy Layer Certificate: A candidate belonging to VJ, NT1, NT2, NT3 & OBC (including

SBC) will be required to produce non-creamy layer certificate valid up to 31/3/2018, at the time

of document verification and at the time of admission also, failing which claim will not be granted.

It is mandatory to produce Non-Creamy Layer Certificate (NCL) at the time document verification,

candidates producing NCL after the document verification will be treated as open candidates.

In all the Government, Municipal Corporation and Government aided medical Institutions constitutional reservation will be as per NEET UG 2017 Information Brochure Annexure B.

A candidate belonging to backward class from Maharashtra State only, is eligible for

claiming seat under reserved category. All applications for change in category from

open to reserve after the declaration of provisional merit list will be straight way

rejected.

The seats remaining vacant from the categories SC, ST, VJ, NT1, NT2, NT3 & OBC will be filled in,

a) From among the candidates of the same category by inter-se State merit. If the seats still remain vacant, then the seats will be filled,

b) From among the candidates of their respective group of that particular Regional area where the vacancies exist, by inter-se Regional Area merit. The groups are as follows :

c) i) Scheduled Castes and Scheduled Caste converts to Buddhism (S.C) ii) Scheduled Tribes (S.T) d) i) Vimukta Jati - DT-A (V.J) ii) Nomadic Tribes - NT-B (N.T-1) e) i) Nomadic Tribes - NT-C (N.T-2) ii) Nomadic Tribes - NT-D (N.T-3) iii) Other Backward Classes (including SBC) (O.B.C) If the seats still remain vacant then the seats will be filled, f) From among the candidates of allcategories mentioned above of that particular

Regional Area where the vacancies exist, by inter -se Regional Area merit. If the seats still remain vacant then the seats will be filled,

g) From among the candidates of the common merit list of the concerned Regional Area. If the seats still remain vacant then the seats will be filled,

h) From among the candidates of the common merit list of the inter-se state merit.

9.1.5.2 Children of Defence personnel (DEF): (Refer Annx.-C) The seats reserved for Defence category candidates will be filled regionwise. In the

event of non-availability of candidate in any of the defence category, the vacancies

that have remained unfilled will be filled by inter-se merit of the candidates from

remaining two defence categories of the same region. Even after this, if the seats

remain vacant, then they will be filled in from 70% open category as these defence

seats have been carved out from 70% open category. Minimum eligibility criteria

shall be as per open merit candidate for selection.

9.1.5.3 Person with Disability (PWD) Quota: As per Government letter No. MED-1006/CR-

72/06/Edu-2, dated 07/03/2006, Three (3%) percent of the total available seats in

Health Science Courses at Government, Corporation and Govt. Aided colleges are

reserved for Person with disability candidates.

1) As per Graduate Medical Education Regulation 1997 and Amendment Notification No. MCI-34(41)/2008-Med./54469 Dated 25th March 2009, and MCI guidelines letter No.MCI-34(1)/2003-Med/11773, dated 14/07/2003 following is the criteria for reservation under PWD Category

3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory disability of lower limbs between 50% to 70%.

Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats of State Quota.

Provided further that this entire exercise shall be completed by each Medical institution as per the statutory time schedule for admissions and in no case any admission will be made in the Medical course after 31st of August”

2) The Candidate with a disability more than 70% will not be eligible for admission

to Health Sciences Courses. No other disability shall be allowed as per the MCI

regulations. However, such a candidate will be required to undergo medical

examination at any one of the under mentioned Disability Assessment Board,

constituted at

i) All India Institute of Physical Medicine and Rehabilitation, Hazi Ali, Park, K. Khadya Marge, Mahalakshmi, Mumbai OR ii) Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari Nagar, New Delhi OR iii) Institute of Post Graduate Medical & Research, 244, Acharya J.C.Bose Marge, Kolkata OR iv) Madras Medical College, Park Town, Chennai. The Medical Board after ascertaining his/her disability must be satisfied that the candidate is physically fit to undergo the course despite his/her disability.

3) Candidate is required to submit the proof of his/her disability by way of a certificate (issued in year 2017) in prescribed proforma (Annexure "D") from the authorities stated in 9.1.5.3 (2) above at the time of verification of documents during Preference form filling process.

These PWD quota seats will be distributed under 30% State quota. Any seat remaining

vacant will be reverted back to State 30% Quota.(Refer Annexure-D of NEET UG-2017 Information Brochure). The person with Disability candidate will have to submit Disability certificate issued by Competent Authority as mentioned above.

The candidate must satisfy other conditions of eligibility as prescribed in NEET UG 2017 brochure for selection to MBBS/BDS/BAMS etc. Courses as prescribed for respective course.

As per notification DMER/Notification No3PH/1A dated 25/03/2012 visually handicapped

candidate is eligible for admission to Bachelor of Physiotherapy (BPTh) Course.

9.1.5.4 Maharashtra-Karnataka disputed border area residents (MKB) Quota: (Refer

Annexure.-E)

Minimum eligibility criteria shall be as per open merit candidate for selection. If the

seat(s) from MKB quota remains vacant, they will be filled in from 30% Open

category as they are carved out from the same category.

9.1.5.5 Hilly Area (HA) Residents as per G.R. No.MED-1003/CR 641/03/Edu-2, dated

16/3/2004, 3% seats at Govt. / Corporation Medical colleges (MBBS course only) are reserved for the candidates from Hilly area. These seats will be

distributed under 30% State quota, 70% Regional quota. There will be constitutional

reservation and female reservation. (Refer Annexure.-E of NEET UG-2017 Information Brochure)

9.1.6 RESERVATION FOR FEMALE CANDIDATES: 30% seats at the disposal of the Competent Authority shall be reserved for female

candidates in all the courses. This reservation shall be for all the categories like SC,

ST, VJ, NT-1, NT-2, NT-3, OBC, Common, HA, MKB & DEF. 30% female

reservation shall be provided in 30% State seats & 70% regional seats of that

category. If requisite numbers of female candidates are not available, then these

seats shall be offered to male candidates of that category. 9.1.7 CRITERIA FOR DISTRIBUTION OF SEATS FOR MINORITY INSTITUTIONS:

Government Aided / Private: All the seats at Minority College will be filled by the respective minority candidate

and if particular Minority candidate is not available then the remaining seats will be

filled by general candidates.

9.1.8 The Private Institutions have 15% of total intake capacity under Institution Quota

including NRI.

9.1.9 There will be 25% seats of the total intake capacity of Unaided Private Professional

Educational Institutions allotted to constitutional reservation category candidates.

9.1.10 In all private unaided institution, there will be 30% State and 70% Regional Quota

(exception as per 9.1.4.4) from the seats available at the disposal of Competent

Authority. There shall be 30% female reservation. There shall not be any other

specified reservation.

9.1.11 Intake capacity of all health science institutions / courses and their seat distribution

shall be made available on website “www.dmer.org” and “www.mahacet.org” at

later date.

10. SELECTION PROCESS: 10.1 The selection of the candidates will be made on the basis of preferences given by

the candidates. Preferences (Choice) will be allowed to fill online to those candidate who appeared for document verification and found to be eligible. Seat allocation shall be made centrally at a later date on the basis of NEET UG 2017 merit in the State of Maharashtra, and preferences exercised by the candidates.

10.2 Selection Process shall be as follows: 10.2.1 The candidate can fill online preference form multiple time before clicking

submit button. Once submit button is clicked, then there is no provision to change the preference(s).These preference(s) will be used for 1st round and subsequent round(s)of selection / upgradation(if any).Upgradation in subsequent round is compulsory.

10.2.2 There shall be two or more rounds of selection of candidates depending on the availability of vacant seats. The selection will be on the basis of merit and the preferences submitted by the candidates. For second or subsequent round no separate online preferences will be filled by the candidate. The choices of courses and colleges, once entered online, shall be final and irrevocable. This final data shall be used in entire selection process for the admission to first year Health Science Courses for the academic year 2017-2018.

10.2.3 The candidates may kindly note while filling the preference form, that NEET UG 2017 merit list will be operated from NEET UG 2017 Rank number 1 onwards in each round of selection. The candidate getting selected in previous round will be considered for betterment in the subsequent round. The betterment herein means the higher preference exercised by the candidate. The Shift in such betterment shall be compulsory and mandatory except for those who have filled ‘Status Retention Form.’ Such a candidate who has filled Status Retention form will not be considered for any subsequent rounds of selection process for the year 2017-2018. The last date for filling Status Retention Form will be notified along with the selection list.

After concluding the first round, for the further round(s) candidates who have been allotted seat(s) in the earlier round(s) and joined the course, as also the candidate(s) who have not been allotted any seat, will be eligible. In the subsequent round(s), betterment chance(s) will be given to the candidate(s) who have already been allotted seat(s). After selection in any round if a candidate failto join the college, he/she will be ineligible for the subsequent entireadmission process.

It is hereby made abundantly clear that shifting on account of a better choice given by a candidate in any round, will be effected only and only if such a candidate in the subsequent round(s) is found entitled for 'change of course' or a 'change of college'. Mere possibility of a 'change in category' on account of availability of seat in the same college and/or same course in the further round(s) will not amount to "betterment" as such and therefore, no shifting will be effected in such an eventuality. Such a 'change in category' will include inter-alia change from reserved category to open category or vice-versa. The shift in such betterment shall be compulsory and mandatory, except those who have filled Status Retention Form. Once a status retention is submitted then there is no provision to withdraw or cancel the status retention.

10.2.4 Based on preferences given, the seat will be allotted on merit and the allotment will be displayed on website of State CET CELL "mahacet.org"& DMER i.e. “www.dmer.org”.

10.2.5 Candidates as per allotment should report alongwith all original certificates and a set of attested photocopies of each document as per NEET UG 2017 brochure, at allotted college as per the schedule. The Dean/Principal should verify all the original documents before finalizing the admission.

10.2.6 A candidate who is selected in first or subsequent round of selection process but does not join the college or cancels the admission after jointing, is not eligible for further selection process.

10.2.7 All India surrender seat / Deemed University surrender seat / newly created seat : If these seats are available and are to be filled through State CET Cell, fresh preference(s)will be called from the eligible candidates at appropriate time.

10.2.8 After conducting two or more rounds of seats for Government / private colleges, if seats remain vacant those seats will be filled in Mop-Up round. The details of Mop-Up round will be declares on the website in due course.

10.2.9 Government of India (DGHS) will conduct two rounds for Medical/ Dental Seats from Deemed University in the State of Maharashtra. After that remaining seats will be surrender to the State. The state Government will conduct one round to fill these seats. After this the remaining Deemed University seats will be filled by respective institution as per NEET UG 2017 wait list. For all these seats surrender to State, candidate having non selection/ Non admitted status in Central Government / State Government process will be held eligible.

10.3.1 While filling the seats for any college/Institution state quota seats (30%) shall be filled first, followed by regional quota seats (70%). Within 30% state quota and 70% regional quota seats; specified reservation seats will be allotted first to the eligible

candidates of respective specified reservation category. The seats for the MKB shall be available as per state merit list only. The seats for Defence category shall be allotted region wise.

10.3.2 Vacancies under GOI Quota shall be filled in by 30% OPEN category. 10.4 Reserved Category Candidates - "Ear-Marking": Reserve category candidate

entitled to admission on the basis of merit in an open category seat will have the option of taking admission either against his / her respective category seat or on an open category seat. If he / she opts for the reserved category he / she will be deemed to have been admitted as an open category candidate and not as reserve category candidate. One seat in the college where he / she was eligible for admission against open seat shall be earmarked for a candidate belonging to the respective reserved category. Such earmarked seat will be made available immediately to the successive reserve category candidate from the same category merit during the counselling."

10.5 A candidate who is selected but does not join the college within prescribe time limit or cancels the admission after joining, is not eligible for further selection process.

10.6 Seats that have arisen or fallen vacant after the first round shall be made available at the second round of selection on the basis of preference form already submitted. No new preference form will be required to be filled in for any subsequent round(s).

10.7 The inter-se round will be conducted for remaining vacant seats from the category as per rule 9.1.5.1 of this Brochure, if necessary at the end of each round.

10.8 The Cut-Off-date for all courses, will be as declared by the respective councils. 10.9 Selection shown on the official website will only be considered as valid,

selection letter given to candidate by unknown person/agency or available on unauthentic website will not be treated as valid. Candidates should not believe in such false/fake selection letter.

10.10 DISQUALIFICATION FOR ADMISSION 10.10.1 The candidate who was allotted a seat in any course under MUHS Nashik in

previous year(s) and who vacates / abandons it after availing the said seat, has completed such a period of course which would result into lapse of the said seat, will not be eligible for admission for the next two years under state quota.

10.10.2 Maharashtra University of Health Sciences, Nashik shall take the decision

regarding eligibility and granting of the term of selected candidates. The

selection of a candidate by the Competent Authority at a later date does not place any onus to accord approval for grant of term.

11. PAYMENT OF FEES:

11.1 The fee for the course should be paid at the respective college by Demand Draft

from any Nationalised / Scheduled commercial Bank in favour of Dean/Principal of

College, as applicable.

11.2 REFUND OF FEES BY THE COLLEGE AFTER CHANGE OF COLLEGE / COURSE OR CANCELLATION OF ADMISSION:

The candidate who has been admitted and desire to cancel admission he/she

should submit an application. The refund of fees to candidate admitted in the

college shall be made after deduction as under:

1. Before cutoff date as declared by the respective council - Rs.1500/- (Rs. One

thousand five hundred only) to be deducted and rest of the fees to be refunded

(Exception for MBBS/BDS as per clause 12).

2. On or after cutoff date as declared by the respective council-No refund of fees.

The Dean/Principal of the college shall be responsible for making refund of the fees, on

the basis of cancellation letter from the candidate. If the candidate expires or becomes

invalid within 90 days from the date of admission, no deduction shall be made.

12. CANCELLATION: The selected candidate must join the college at which he/she is selected, on or before

the date prescribed by the Competent Authority, failing which his/her admission stands

cancelled.

The selected candidate who has joined the college and desire to cancel the admission

should cancel it, at the respective college. The college should accept the cancellation

and inform the Competent Authority alongwith copy of the cancellation letter

immediately. Last date to cancel the admission of Medical / Dental course on or before

the prescribed date to be declared in due course. If a candidate cancels his / her

admission after this date, he/she has to pay penalty as per rule 14.

13.FINAL SELECTION: 13.1 The selection made by the Competent Authority as per this procedure is final, and

will be binding on the candidate.

13.2 Request for mutual transfer is not permissible. Such requests will not be

entertained.

14. SERVICE BOND & PENALTY:

14.1 As per Government Resolution (G.R. No. MED 1007/CR-490/07/Ed-2 dated 8th

Feb 2008 and any G.R issued in this regard from time to time), candidates joined

against the seats of Government/Municipal Corporation colleges for admission to

MBBS/BDS Courses either through GOI nominee, All India quota or through NEET

UG 2017 will be required to sign a bond to serve the Government of Maharashtra

or local self government or Defence services for a period of one year, after the

completion of internship, failing which he/she will be required to pay

Rs.10,00,000/- (Rupees ten lacs only) for the default as penalty. 14.2

Additionally, he/she will be required to sign an undertaking to the effect that he/she

will not leave India within a period of five years from the date of obtaining the

degree, otherwise he/she will have to pay Rs. 10,00,000/- (Rs.Ten lacs only) as

penalty.

PENLTY FOR LAPSE OF SEAT (MBBS/BDS COURSE): As per Government Resolution No. CET 3516/CR 169/Edu-2 dated 13/04/2017Any candidate responsible

for lapse of MBBS/BDS seat will have to pay a penalty of Rs.10,00,000/- (Rupee Ten

Lacs Only). This penalty is applicable to all those candidates who do not join during last

round or cancel a seat after last round of admission. This penalty is also applicable to

any candidate resigning a seat after cut off date for MBBS/BDS course or also fails to

complete the course, irrespective of admission quota of the candidate.

15. INSURANCE SCHEME:

In accordance with GR No.MED-100/880/CR-129 /EDU-1, dated 23/10/2003 “Amartya

Shiksha Yojana”, an insurance scheme has been introduced by Govt. of Maharashtra.

The details about this scheme shall be known to the candidate at the time of admission.

16.CONDUCT AND DISCIPLINE:

16.1 Failure of the candidate in making full and correct statements in the application

form and/or suppression of any information would lead to disqualification of the

candidate, even at later date. Such a candidate will be debarred from the entire

selection process.

16.2 It is responsibility of every candidate to submit proper documents. Any attempt to

submit documents which are not genuine will lead to cancellation of the admission

of the candidate, forfeiture of the fees, deposits and expulsion of the candidate

from the college by the Competent Authority or by his authorised official. The

name of such candidate/s shall be deleted from the State Merit List and he/she will

not be eligible for further rounds of the selection process and will be debarred from

the selection process. If deemed fit even criminal proceeding may be initiated by

the Competent Authority against such candidates / their parents.

If any candidate / authorised representative or person accompanying is found obstructing the counseling and / or admission process, or trying to influence in unlawful manner/ creating nuisance, the candidate shall be liable for disqualification from the process of selection and appropriate legal action will be taken. The decision taken by the Competent Authority in this

respect shall be final and binding.

16.3 The student while studying in the Health Sciences Courses, if found indulging in

antinational activities, unlawful activities or ragging in any form, contrary to the

provisions of relevant Acts and Law enforced by Government, will be liable to be

expelled from the college by the Dean/Principal of the College.

16.4 Pursuant to orders in W.P. (Civil) No. 656 of 1999, Hon’ble Supreme Court of

India, has directed the Department of Human resources Development and

Education, Govt. of India, to take all necessary steps to curb the menace of

ragging and take severe action against the students involved in such activities.

16.5 As per the provisions of Maharashtra Act XXXIII known as “Maharashtra

Prohibition of ragging Act of 1999”, students indulging in ragging can be

punished under the Act resulting in suspension, expulsion from the college and imprisonment.

16.6 Any issue not dealt here in above will be dealt with when arising, fully and finally by the competent Authority. Any amendment made by Government of India / Government of Maharashtra / Hon’ble courts from time to time will be implemented.

17. LEGAL JURISDICTION

All disputes pertaining to the selection state quota seats, shall fall within the jurisdiction

of Courts, at Mumbai only. The Competent Authority shall be the legal person in whose

name the Government of Maharashtra may sue or may be sued.

21. EXEMPTIONS AS PER GOVERNMENT RULES IN GOVERNMENT, GOVT. AIDED AND CORPORATION COLLEGES:

The Backward class applicants selected in Open Merit category are eligible for freeship

and scholarship as per Government orders. Students belonging to the communities

mentioned at Section V except the other backward communities on caste basis are

considered for exemption from payment of fees in accordance with the G.R. & SWD

No.DC/1059-E, dated 21st January 1962, dated 19th November 1962. If, however, any

of these students are granted scholarship under the scheme of post matric-scholarship

to scheduled caste and scheduled caste converts to Buddhism, scheduled Tribes,

Denotified, Nomadic and Semi Nomadic Tribes and Lower Income Group students,

educational concession in their favour are covered by regulation there under prepared

by the Government of India.

The Educational concession extended to the Backward Class student under the G. R.

cited above will be an extension of concession like tuition fees and University

examination fees to such students, even if they fail once in their annual examination

and for one reason or the other, they are not in receipt of Government of India

Scholarship. These concessions will be extended to them without insisting on caste or

income certificate from the Executive Magistrate or the Taluka Magistrate or the Sub-

Divisional Magistrate as the case may be. They are required to produce only the

declaration of caste and income in the prescribed form Circulated vide Directorate of

Social Welfare’s No. SIJ 1966-67, dated 21st July, 1966.

ANNEXURE-A General Instructions for filling Online Application Form & Specimen Copy of Online

Application form NEET-UG 2017

1. Applicants should have a valid Email Id.

2. Before filling Online Application Form download Information Boucher of NEET-UG 2017 and read the same carefully.

3. The Applicants must possess the required criteria and education qualification as mentioned in the Information Brochure of NEET-UG 2017.

4. There is provision to make changes in the Application Form, before Click on Submit Button. Candidate should verify the correctness of entries made in Application Form. There is no provision to make changes in the Application Form onces submit button is clicked.

5. After submitting Online Application Form, you should take Bank Challan printout which is in two parts.

6. Required fee is printed on your SBI Bank Challan. With this Challan pay the fee in any Branch of State Bank of India on Second Working Day onward, from the day of Printing Challan and obtain your copy of Challan indicating Journal ID/Transation ID.

7. Applicants need not send copy of Application Form or any Document to this office. However he can download printout of Application Form for subsequent use.

8. Please note that if you commit any mistake in filling the online Application Form, it can not be corrected by this office. The Office will take no responsibility of any kind for such forms. Hence candidate should submit the form carefully.

9. After reading above instructions to fill Online Application Form, the Applicant has to click Next button to display Online Application Form.

10. Once challan is generated the candidate has liberty for not to pay the Challan, and reapply in the system. If candidate pays the challan amount then there is no provision to reapply.

11. If a candidate submits application twice and pay challan amount twice his/her both application will be cancelled and money will not be refunded. Such a candidate will be held ineligible for admission. This rule is applicable to all candidates sapling multiple times.

12. If a candidate does not submit the prescribed amount in the bank then he/she will be held ineligible for entire admission process.

13. There is no provision to extent the time limit to either submit the online application or pay the prescribed fee in the bank. All such applications demanding time extension will be straight way rejected.

Buddhism, Vimukta Jati, Nomadic Tribes1,2&3 and Other Backward Class, Caste Validity Certificate is issued by Divisional Caste Certificate Scrutiny Committee of respective Divisional Social Welfare Office (Konkan, Pune, Nashik, Aurangabad, Amravati and Nagpur).

b) For Candidates belonging to Scheduled Tribe the Tribe Validity Certificate is issued by Director/Deputy Director, Tribe Certificate Scrutiny Committee of respective Region (Konkan, Pune, Nashik, Aurangabad, Amravati and Nagpur).

5) The candidate should have claimed the constitutional reservation in the original application form. The candidate claiming constitutional reservation must submit original caste validity certificate at the time of counseling for document verification, failing which the category claim will not be granted.

6) NON-CREAMY LAYER A candidate belonging to ‘Creamy Layer’ amongst the categories (C) to (G) must note

that the provision of reservation is NOT applicable to him/her. A candidate claiming benefit of reservation under the categories (C) to (G) above will be required to produce Non-Creamy layer certificate as specified in the Government resolution CBC-10/2008/CR-697 VJNT-1, dated 24th June, 2013. The certificate should have valid upto 31/03/2018. The Non-Creamy Layer Certificate is issued by Sub-Divisional Officer/Deputy Collector/Collector of the district.

However, such a Non-Creamy Layer Certificate shall be produced in any case at the time of filling up of Preference Form, failing which the category claimed will not be granted.

Applicants belonging to Special Backward Class N.B.: Hon’ble HighCourt Mumbai had stayed admission to SBC category as a separate quota and therefore, vide Government Circular from Social Welfare, Cultural Affairs and Sports Department No. CBC-1095/WS/264/BCD-5 dated 24th October 1995, the persons belonging to Special Backward Class (SBC) are to be considered as OBC candidates.

7) Inter-se amongst the reserved categories will be operated at the end of each admission process against the unfilled reserved categories seats as per merit and choice of the reserved categories candidates.

The seats remaining vacant from various categories will be filled in during inter-se admission process as follows:

a) From among the candidates of their respective group from the Interse State Merit List of that particular group where the vacancies exist.

The groups are as follows - GROUP - I

(i) Scheduled Castes and Schedule Caste converted to Buddhism (S.C.) 13% (ii) Scheduled Tribes including those living out-side specified area (S.T.) 7%

GROUP - II (i) Vimukta Jati (DT) (A) 3% (ii) Nomadic Tribes (NT1(B)) 2.5%

GROUP - III (i) Nomadic Tribes (NT2 (C)) 3.5% (ii) Nomadic Tribes(NT3 (D)) 2% (iii) Other Backward Classes (OBC) including SBC 19%

(b) If the seats still remain vacant, then the seats will be filled, from among the candidates of all the categories mentioned above from the all categories combined merit list.

(c) If the seats still remain vacant then the seats will be filled from among the candidates of the common merit list.

8) Ear-Marking : Reserved category candidate entitled to admission on the basis of merit in an open category seat will have the option of taking admission either against his/her respective category seat or on an open category seat. If he/she opts for the reserved category he/she will be deemed to have been admitted as an open category candidate and not as reserved category candidate. One seat in the college where he/she was eligible for admission against open seat shall be earmarked for a candidate belonging to the respective reserved category. Such earmarked seat will be made available immediately to the successive reserved category candidate from the same category merit.

Admission under constitutional reservation seat will be governed by the Maharashtra Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta Jatis), Nomadic Tribes, Other Backward Classes and Special Backward Category (Regulation of Issuance and Verification of) Caste Certificate Act, 2000 (Mah. Act No. XXIII of 2001).

ANNEXURE - C CHILDREN OF DEFENCE PERSONNEL

A specified number of seats i.e. 5% of the intake capacity, subject to a maximum of 5 seats in each Government/ Municipal Corporation /Government Aided Medical, Dental/ Ayurved ,Unani Colleges and some allied Health Science courses are reserved for children of Defence Service Personnel and Ex-Defence personnel, including those permanently disabled or killed in action. The ratio of these seats between Ex-defence and In-service Defence personnel is as given below.

1) DEFENCE CATEGORIES (a) Def1 - For a son/daughter/spouse of an Ex-defence service personnel, domiciled in the state of

Maharashtra. (b) Def2 - For a son/daughter/spouse of Active defence service personnel domiciled in the state of

Maharashtra. (c) Def3 - For a son/daughter/spouse of Active defence service personnel, transferred to Maharashtra

State from out-side Maharashtra, who is not domicile of the State of Maharashtra. 2)For selection against Def-1 & Def-2 seats following conditions will apply; a) To be eligible for such a seat, a candidate must be a son/daughter/spouse of a person who has been a

member of the Armed Forces of India and who has put in at least 5 years’ active service and has been subject to Indian Army Act, Indian Navy Act or Indian Air Force Act; and includes an ex-serviceman who has retired from such service or was permanently disabled/killed in action. A candidate claiming a seat under Defence category will be required to produce a certificate from an Appropriate Authority, who is authorized to issue such certificate/Zilla Sainik Board in the State of Maharashtra certifying the same.

b) However, the condition of minimum active service for five years will stand relaxed in case of Defence service person who has been permanently disabled or killed in action. The exception is admissible subject to production of a certificate from Zilla Sainik Board in the State of Maharashtra certifying permanent disability/death of such Defence Service person.

c) To be eligible for seat in Def-1 & Def-2 category candidate should produce following certificates, i) Certificate mentioning that his / her parent who is/was defence personnel ii) Domicile certificate of the parent stating that he/she is domicile in the State of Maharashtra. The domicile certificate should be obtained from District Magistrate/Metropolitan Magistrate/ Addl. District Magistrate or Tehsildar.

d) Candidates belonging Def-1 & Def-2 category shall be considered eligible for admission even if they have passed SSC and /or HSC examination from outside Maharashtra State.

3) For selection against Def.-3 category following conditions shall apply:- (a) The concerned Defence Service person who is not domicile of the State of Maharashtra and who has

been transferred in public interest to Maharashtra State, prior to the last date for filling up of Preference Form.

(b) The concerned Defence Service person ought to be working as on the last date of filling of Preference Form, at a place within the jurisdiction of the concerned regional area in Maharashtra in which the candidate is seeking a seat.

(c) The candidate ought to have appeared and passed the qualifying examination. (d) The candidate is required to attach necessary and sufficient proof to fulfill above conditions and a

certificate in proforma issued by appropriate authority who is authorized to issue such certificate. Note: The specified reservation for children of defence personel is not applicable to the civilian staff working in the Indian Army, Navy & Air Force. .

ANNEXURE - D PERSONS WITH DISABILITY (PWD) RESERVATION

1) As per Graduate Medical Education Regulation 1997 and Amendment Notification No. MCI-

34(41)/2008-Med./ 54469 Dated 25th March 2009, and MCI guidelines letter No.MCI-34(1)/2003-

Med/11773, dated 14/7/2003 following is the criteria for reservation under Physically

Handicapped Category.

“3% seats of the annual sanctioned intake capacity shall be filled up by candidates with

locomotory disability of lower limbs between 50% to 70%.

Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of

candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled

seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs

between 40% to 50% - before they are included in the annual sanctioned seats for State Quota

candidates.

Provided further that this entire exercise shall be completed by each medical college/institution as

per the statutory time schedule for admissions and in no case any admission will be made in the

Medical course after 30th of September”

2) The Candidate with a disability more than 70% will not be eligible for admission to Health

Sciences Courses. No other disability shall be allowed as per the MCI regulations. However, such

a candidate will be required to undergo medical examination by a Special Medical Board

constituted for this purpose by the Competent Authority. The Special Medical Board will ascertain

ANNEXURE-E MAHARASHTRA-KARNATAKA DISPUTED BORDER AREA (MKB)

RESERVATION Eight seats in Government Medical Colleges, two seats in Government Dental Colleges and five seats in Government and Govt. aided Ayurvedic Colleges in Maharashtra are reserved for the candidates belonging to Maharashtra-Karnataka Disputed border area on the following conditions:

a) The candidate must be a domicile of place situated in the areas as specified in the list given below, and produce a domicile certificate from the District Collector accordingly.

b) He should have passed SSC (or equivalent) and/or HSC (or equivalent) examination from an Institution situated in the border area. The candidate must produce a certificate from the Principal/Head-Master of the College/School stating that candidate has passed SSC/HSC (or equivalent) examination from the Institution.

c) Mother tongue of the candidate must be Marathi. The candidate must produce a certificate from the Principal/Head-Master of the School from which he/she has passed the SSC (or equivalent) examination, stating that the candidate’s mother tongue is Marathi as per the original school record.

d) To avail the benefit of MKB claim, the candidate must appear at NEET UG -2017 examination.

e) The Competent Authority shall select the candidates claiming MKB Quota, on the basis of their Merit at NEET UG -2017 examination

ANNEXURE - F HILLY AREA (HA) RESERVATION

As per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt. / Municipal Corporation Medical colleges are reserved for the candidates from Hilly areas.

In accordance with G.R. issued by the Govt. of Maharashtra MED Dept. G.R. No. MED-1002/3852/CR-617/02/Edu-2, dated 17/4/2003 and resolutions issued by Govt. of Maharashtra from time to time, the candidates claiming seat under HA claim should satisfy following criteria to be eligible:

i) Domicile Certificate of the parent stating that he/she is domicile in the village declared as a Hilly area specified in the Table for the respective Regions (Rest of Maharashtra/Vidarbha /Marathwada, As per the latest list issued by concerned Department) The said certificate should be obtained from the concerned Revenue Department officer (Tehsildar and Above).

ii) To avail the benefit of HA claim, the candidate must appear at NEET UG -2017 examination. iii) The Competent Authority shall select the candidates claiming HA, on the basis of their Merit at

NEET UG -2017 examination. iv) The constitutional reservation is provided under these HA claim seats. v) The candidate should pass SSC/HSC (or equivalent) examination from School/Junior

College situated in the hilly area of his/her parents domicile or if not so, at the most, from a School/Junior College situated in the taluka of his/her parent's domicile.

ANNEXURE "P" General Instructions for filling Online Preference Form & Specimen Copy of Preference

Form (Sample of online Preference Form) IMPORTANT: Candidates are advised to read the Information Brochure for Registration, Counselling & Preference form filling and Admission before filling this Online Preference Form.

1. Candidates, who are eligible during document verification and received Acknowledgement of Document Verification, can only fill the Preference Form.

2. Candidate should submit one Preference Form. After filling and final submission of Preference Form, no chance will be given to fill fresh preference form / change the preferences.

3. Login with Application No. /Username, Password and Document Verification Code. Document Verification Code is mentioned in Acknowledgement at left down corner.

4. After Login, Preference Form will be displayed. 5. Candidate can fill Minimum 1 preference and Maximum 300 preferences. 6. 100 preferences will be displayed; one after another in TAB .You have to click < SAVE

Preferences > with all 100 filled preferences to display next TAB for next 100 preferences. 7. Candidate must click < Lock Preferences > for final submission of Preference Form. 8. Before < Lock Preferences > Candidate can change Preference and < Save Preferences >

by multiple Logout & Login. 9. Before < Lock Preferences >, please check your Preferences carefully. After final

submission, in any Case of change of Preferences after locking is not allowed. 10. For Final submission, Click < FINISH > on TAB then, < Lock Preferences > TAB will

open, you have to click checkbox as you check all the preferences and then click on < Lock Preferences >.

11. If Candidate fails to < Lock Preferences >, his/her Preference Form will not be saved and will be rejected.

12. After submitting the form, please get the print out of the Preference form. 13. Help Line No.: 09769199421 / 07738781743 14. Candidate should not send copy of filled Preference form to this office. 15. Your login session may expire in 10 Minutes, So Please < SAVE Preferences > in an interval

of 10 Minutes. Hence candidate should decide preference to be fill in advance. 16. The preference code is a four digit college code, specific to each college. 17. Candidate should ensure about a particular code, that given faculty is available in the said

College/Institute from the table of seat matrix. 18. Candidates are required to fill the Preference form well in advance to avoid last day rush.

They should not wait till last date to fill the Preference form. Any delay due to electricity failure or due to any technical fault will not be considered by this office.

19. Candidate can fill online preference form multiple times before clicking submit button. Once submit button is clicked, then there no provision to change the preferences. These preferences will be used for 1st round and subsequent rounds of selection / upgradation process if any. Upgradation in subsequent round is compulsory.

20. Candidate should fill four digit number of all the colleges(more than 300) given in this brochure from page no 26 to 41.

21. While submitting the preference candidate must go through website of Shikshan Shulka Samiti / Admission Regulating Authority and also on the website of respective college for tuition fee, other fees and other terms and condition

22. Candidate submitting preference for a college / course, indicates that he / she has accepted tuition fees, other fees and other terms and condition of that college.

23. While filling the preference form, candidates must consider all the colleges including colleges not approved by the respective council. A non recognized/ non approved college if gets recognition/ approval during selection process of First Round or Second Round, then same preferences will be considered. A candidate not filling preference of a college (because it is not recognized/ not approved) will not be considered for selection in that college if the said college later on gets approval/ recognition.

24. If total college intake capacity shown in the present brochure is increased/ decreased during admission process, then also same choices will be considered while preparing selection list.

25. There are following eventualities which may/ may not happen after submission of choices. i. College capacity may increase (eg. 100 to 150) ii. College capacity may decrease (eg. 150 to 100) iii. College may be derecognized (Capacity 100 to Zero)

In all eventualities fresh preferences will not be called again. Candidates must consider all above eventualities while filling choices / preference.
