- The firm should have an average annual turnover of at least INR 5 Crore in the last three financial years. i.e for

projects at grass root level.

- Proven experience of at least 6 years in handholding support to Government Departments/External funded

projects in the field of education projects (preferably in Non formal education) and skilling projects (preferably

- Prior experience of working with Government of Jharkhand will be preferred; and

- Availability of qualified experts in fields relevant to lead the proposed work.

5. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and

Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January

2011, revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In

addition, please refer to the following specific information on conflict of interest related to this assignment: conflict

between consulting activities and procurement of goods, works or non-consulting services; conflict among

consulting assignments; and relationship with Borrower’s staff.

6. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their

qualifications. The “Association” may take the form of a joint venture (with joint and several liability) or of a

sub-consultancy, and this should be stated clearly in the submission.

7. A consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.

Draft Terms of Reference

Hiring an agency/ consortium for the provision of advisory services to JWDS and development of Standard Operating Procedures/ Guidelines for institutional service providers associated with the Tejaswini Project in

Jharkhand

1. Background The Jharkhand Women Development Society (JWDS) is an autonomous society set up by the Government of Jharkhand with the broad objective to implement and manage state-level women’s development programs run by the Department of Women, Child Development and Social Security (DWCDSS). Its main vision is to protect and promote the rights of women and adolescent girls by ensuring their care, protection, development and socio-economic empowerment through various policies and programs. The Government of Jharkhand with World Bank financial and technical assistance is implementing a project titled Tejaswini: Socio-economic Empowerment of Adolescent Girls & Young Women (AGYW). The Jharkhand Women Development Society (JWDS), an autonomous society set up by the Government of Jharkhand, under the overall supervision and guidance of Department of Women & Child Development & Social Security (DWCDSS), Government of Jharkhand will implement the project. The project objective is to improve completion of market-driven skills training and secondary education, and broader socio-economic empowerment, for adolescent girls and young women (AGYW), ages 14-24, in select (17 non-Sabla) districts of Jharkhand. The Tejaswini project emphasizes two basic levels of intervention. The first is at the community-level: community-based platforms (“clubs” and “centers”) for AGYW to come together for regular activities and support, counseling and guidance, life skills education, livelihood support services, and information on, and access to, broader services and opportunities—especially project-contracted training and courses delivered at the institution-level. The second is the institution-level: working with partner institutions through performance-based contracts to deliver education services, vocational training, business skills training, and non-formal education to a subset of AGYW, and making it easier for them to participate by addressing critical constraints. In order to execute the community level interventions, JWDS is in the process of hiring qualified NGO service providers. For institutional level interventions, different service providers will be engaged through performance based contracts to deliver education and skills training to the project’s target group. The service providers for education and skills training will work in tandem with the NGO service providers who will mobilize beneficiaries at community level. It is therefore required to establish standardized operating procedures for the said service providers to facilitate project implementation and monitoring. In this context, JWDS seeks to hire an agency/consortium to support in streamlining the project operations and monitoring for the institution-level services under Tejaswini.

2. Objective The objective of this assignment is to support the development of standard operating procedures, act in an advisory role, provide desired handholding support to service providers and JWDS for implementation of various institution level services to AGYW under Tejaswini, namely, provision of education services, business skills training, vocational training for wage and self-employment across 17 districts in Jharkhand.

3. Scope of work The following scope of work has been envisaged under the assignment:

3.1 Review and finalization of Implementation Guideline for Institutional Level Service Providers Under Tejaswini project, education service providers and vocational training providers are being hired on performance based contracts to provide services to ensure completion of education and skill training of beneficiaries. There will be three types of providers at the institution level (a) education providers mainly providing non-formal education and bridge education (these providers will also be assisted in such education services by the NGOs being hired for community level services), (b) vocational training providers who will provide NSQF aligned and SSC certified skill training on market relevant courses to beneficiaries with focus on wage employment, and (c) training providers who will provide business skill training and hand-hold beneficiaries interested in self-employment and entrepreneurship.

The implementation of the Tejaswini project also has two unique features. In two (Dumka and Ramgarh) out of the 17 districts being supported under the project in Jharkhand, an intensive approach is being piloted. In these districts, a cluster center, namely, Tejaswini Kendra, will be identified as a safe space at the cluster level where AGYW from about eight Tejaswini clubs at the Gram Panchayat levels nearby will conglomerate to receive the institutional level services. These spaces will be provided to the institutional service providers under the project. In the remaining 15 districts, while there will be Tejaswini clubs at the Gram Panchayat level, there is no provision under the project for a Tejaswini Kendra at the cluster level. Hence, beneficiaries from these 15 districts may have to commute longer distances, in terms of travelling to the institutional level service providers at the district HQ level, to access such services. The intensive approach hence seeks to take the provision of services closer to the place of residence of the beneficiaries. (Refer to Annex 1 for Project Overview).

• The agency will review all project related documents such as Project Appraisal Document (PAD), Project Operations Guideline, Terms of Reference for the different institutional service providers, and implementation units at the State, District and Block levels1 etc. The agency will hold intensive discussions with the various stakeholders to understand their role towards achieving the project objectives. The stakeholders for education and skills training also include National Institute of Open Schooling (NIOS) and various Sector Skill Councils.

• Based on review of documents and consultations with stakeholders, the Agency will review the draft Implementation Guideline for institutional level service providers detailing out the procedures/mechanisms aiming to provide a step by step guide and standardize the field implementation activities to be carried out by them. The Guideline will include the following:

• Detailed process of selection of beneficiaries from Tejaswini clubs including limited mobilization (if the batch size is less than standard size) by service providers directly, including the process of matching beneficiaries to service providers based on their preferences and capacity limitations.

• Criteria for selection of cluster centres (aligned to project phasing- refer Annex 2 on Project Rollout Plan) and setting up of same for delivery of services, defining minimum infrastructure requirements for safety, accessibility, sanitation, etc.

• Detailed customized packages for Tejaswini beneficiaries following existing NIOS curriculum (for Class 8 and 10) and SSCs (acceptance of Tejaswini clusters as valid service delivery points) and process for registering beneficiaries under NIOS and other databases to ensure proper certification upon completion

• Procedures for collecting and digitizing attendance records

• Standard procedures to follow in case beneficiaries fail to attend class and/or drop out—what types of outreach will be done to the girl and/or her family and at what point will the girl be considered a “dropout”, recording of these cases in the monitoring system

• Standard procedures for assessing student performance and issuing completion certificates in a timely manner

• Code of conduct for all trainers and other staff of service providers who will be directly engaging with beneficiaries to address non-discrimination, zero tolerance for sexual harassment, etc.

• Detail the role of service provides in facilitating all monitoring and impact evaluation activities of the project

• Detailing the process of verification of conditions for performance based contracts

• Detail follow up support to be provided by service providers which will require guidance on establishing linkages between institutional level service providers and relevant Government Departments such as Department of School Education & Literacy, Department of Higher, Technical Education & Skill Development, Rural Development, Department of Labour, Employment and Training etc.

• Pedagogy methods considering specific background of project beneficiaries- AGYW, school drop outs, out of school students, tribal students etc. including processes to deal with challenges/ issues related with the target group

• Mechanisms to focus on long term sustainability aspects of the target group

• The guidelines should provide standard formats for monitoring and reporting purposes, in collaboration with project’s M&E officer, to facilitate periodic tracking of service providers by JWDS

• Roles and responsibilities of SPIU, DRIU and BRIUs with respect to institutional level providers

• Any other relevant process/ activity/ task

• The Implementation Guideline must be aligned to other existing standard procedure/s followed by the state government (if applicable) and the processes/ standards, if any, being developed by JWDS in relation to the project (such as Project Operation Guideline)

• Agency will conduct the field testing of draft Guideline in at least 2 districts (one intensive and one non-intensive) On the basis of findings of field testing, the agency will incorporate the changes in draft implementation guidelines and will submit the final draft to JWDS for approval.

The following points will further guide the development of Guideline:

• The Guideline will be in Hindi and English languages

• Format should be user friendly and easy to understand by the target audience

3.2 Training and Handholding support to the Service Providers

The Agency will provide necessary handholding support to the institution level service providers in the execution of standard procedures in accordance with the Guideline prepared, to ensure quality implementation of the project interventions. The cost of all the logistics , venue and organizing all the training, monitoring and handholding support should be borne by the agency. The Agency will:

(i) Organize a training workshop of 2 days for education and skills training service providers, to train them on the Guideline and the standard operating procedures to be followed. The Tejaswini project will be rolled out in three phases, and such workshops may have to be several times over the duration of the contract, if different institution level service providers are selected for each phase.

➢ A two-day workshop should be conducted for all the service provider (refer annexure –III for institutional service provider) at state level.

➢ The location for the training should be confirmed in consultation with JWDS. Around 3-4 representative from each service providers needs to be trained.

➢ Training includes one main training and 1 refresher training considered with the given batch size. Training should be conducted annually with the follow-up refresher training.

➢ Average number of batch size for the main training has been taken as 30 considering the requirement of in-depth understanding of the subject; and for refresher training batch size can be taken around 40 . 50% of initial batches who have completed the main training session can receive the refresher training in the same year and for remaining 50% batches can be followed up in the second year of refresher training. The pattern should be followed for the consecutive years of trainings for the phases of implementation roll out as in annexure -2 .

➢ Refresher training are estimated referring the given batch size of 40 only training curriculum/ schedule will be shorter. This training may be clubbed with workshop on challenges/ issues faced by the service providers

(ii) Review of training materials and curriculum to assess whether adaptations are needed for the project

beneficiaries or adjustment of pedagogical method. (iii) Accompany the Tejaswini M&E staff during periodic spot checks for monitoring to observe pedagogy and

classroom procedures. (iv) Support and assist with the coordination of data collection as needed by the project for monitoring and/or impact

evaluation purposes. (v) Identification, documentation, and sharing of innovations and best practices across service providers. (vi) Capacity building and handholding to service providers on proper and timely submission of forms, progress

reports, and monitoring data through the project’s MIS. (vii) Additional support as needed to ensure that all service providers understand the terms of their performance-

based contracts and that the conditions of the contract are assessed uniformly across service providers. (viii) On a half yearly basis, the Agency should organize one short term (2 days) workshop to discuss the challenges/

issues faced by the service providers in the process execution during the project rollout. During these workshops the Agency should provide refreshers on the operating procedures, focusing on areas that are posing challenges for the service providers.

➢ In the year I, this workshop may be conducted for all the stakeholders ( Education service provider, vocational skill training , business skill training, JWDS-SPIU,DRIU,BRIU ) in all the four districts in the first phase may be conducted.

➢ In the second year , for phase-II district this workshop may be conducted in two batches for 2-3 districts at one time. This may be followed for next phase-III districts .

➢ This workshop may include 2-3 representatives from each service provider and all the concerned SPIU team, one participants from each respective DRIU and BRIU.

(ix) Training on monitoring, reporting and documentation (best practices/innovations etc.) ➢ The agency will conduct 1 day training on monitoring tools and formats , reporting system and

documentation of best practices/innovations etc. ➢ Two representatives from each services are to be included in the training. This training would also include

concerned participants from JWDS . One participants from each DRIU and BRIU may be included for this training.

3.3 Training and Advisory support to JWDS

The Agency will provide regular supervision and in-time advisory services to JWDS team for any mid-course correction in the project implementation, if needed

(i) Provide 2 days’ orientation training to JWDS officials, Tejaswini- SPIU, DRIU and BRIU staff on the execution of

standard operating procedures as per the Guideline and their role with respect to the institutional service providers

(ii) Provide regular supervision and advisory support to JWDS aiming towards streamlined project operations (iii) The agency will establish its office and depute a core team at State headquarter for day to day interaction and

guidance with SPIU, Tejaswini , various service providers and related support to JWDS during the assignment period.

4. Period of Consultancy The period of assignment will be three years effective from the contract signing date, subject to satisfactory performance determined by the JWDS. Any change in the period of assignment will only be made after mutual review by both the parties.

Reporting Arrangements The Agency will report to the Project Director Tejaswini / COO, JWDS and will work closely with the State Program Manager- Education and State Program Manager- Skills and Employment, in the JWDS PIU & his/her teams responsible for the implementation and supervision of the institution level interventions under the project. The Project Director Tejaswini / COO, JWDS will establish and implement procedures for reviewing the Agency's progress and approving outputs. In addition, the Project Director / COO, JWDS would assign a focal point person for the Agency from the JWDS PIU who will communicate the progress to the involved parties and ensure all necessary support to the consultant for the timely completion of this assignment. Annex-1: Brief overview of the Project

TEJASWINI PROJECT FOR SOCIO-ECONOMIC DEVELOPMENT OF ADOLESCENT GIRLS AND YOUNG WOMEN IN JHAKRHAND

1. Project Objectives The Project Development Objective is to improve completion of market-driven skills training and secondary education for adolescent girls and young women in select districts of Jharkhand4. 2. Implementing Department Department of Women, Child Development and Social Security, Government of Jharkhand 3. Scope and Coverage The project will be implemented in 17 districts5 of Jharkhand where SABLA scheme of Government of India is not being implemented. The 2 districts i.e. Dumka and Ramgarh, among the selected districts, have been chosen for piloting intensive interventions to increase participation in and completion of training and educational interventions, and for better key project outcomes.

The project will be implemented over five years, with a total cost of $90 million, including $63 million loan from the World Bank.

4. Target Group The primary project beneficiaries are adolescent girls and young women in the age group of 14-24 years from the state of Jharkhand. As per Census, 2011 there are about 3.24 million adolescent girls and young women in the state, of which an estimated 56% of young women (ages 15-24) from Jharkhand were neither engaged in education, employment, or training, compared to 19% of young men from the same households.6 The vulnerable among the target group belong to ST and SC accounts for 27% of the total target group population.

The project will simultaneously enhance the capacity of the government officials and functionaries engaged in delivery of relevant policies and programs at the state, district, block and GP level, NGOs, associations for adolescent girls and young women, and other community based organizations (CBOs) by simplifying procedures and clarifying roles, building skills and minimizing the service delivery barriers. 5. Brief Project Description Jharkhand Women Development Society (JWDS) will implement the Tejaswini project under overall supervision and guidance of Department of Women, Child Development and Social Security (DWCDSS), Government of Jharkhand. The major activities/ interventions under the project are:

(i) Establishing and Operating Tejaswini Clubs: Groups of Adolescent Girls and Young Women (AGYW) identified and enrolled with the project will be formed in 17 identified project districts. These groups will be referred as Tejaswini Clubs.

(ii) Life Skills and Business Skills Training: Life skills education will be provided to all AGYW beneficiaries enrolled with the project under Tejaswini clubs. Besides, community-level business skills training will be provided to the interested beneficiaries for increasing young women’s capacity to generate income through self-employment and micro-enterprise.

(iii) Providing Non-formal Education and Vocational Skills Training: It is envisaged to link beneficiaries aged 14-20 years to enhanced bridge and non-formal education through the open schooling system. Simultaneously, beneficiaries aged 16-24 years will be linked to vocational skills training (for both wage employment and self-employment) through performance-based contracts with select qualified providers.

4 Skills training under the project will comprise both vocational and business skills training and will be defined as ‘market- driven’ on the basis of skills offerings reflecting market assessments. (iv) Enhanced outreach of project intervention through intensive service delivery: Project will pilot and evaluate more intensive community-level service delivery models focused on increasing young women’s access to educational interventions, training, and employment opportunities. This intervention will be implemented in two districts (Dumka and Ramgarh) in addition to the 15 other project districts selected for non-intensive interventions. The sub-activities include:

• Deploying additional youth facilitators for every Tejaswini club, compared to one facilitator for every two clubs in the other 15 districts

• Establishment of Cluster level resource centre for AGYW

• Local full-time designated safe space (“cluster center”) leased and operated by the NGO provider in approximately 200 sites

• Interventions for enhanced outreach to hard-to-reach populations

• Top-up group cash grant will be provided to Tejaswini Clubs, that apply, having more vulnerable population to support self-employment opportunities

• Extra efforts in motivating Tejaswini Clubs with better access to informal credit support to complete business and livelihood skills training and pursue self-employment

(v) Facilitating inter-departmental coordination and convergence: Formulation of the state strategy and plan of action, developed in a consultative manner and approved by the state government, will provide a platform for convergent action of existing programs and institutions for socioeconomic empowerment of AGYW in Jharkhand.

(vi) Strengthening the M&E system: A robust M&E system will be prepared to monitor beneficiary mobilization, participation, case management, and payments as well as any grievances or appeals. The project will support the design, development, and operation of an automated program MIS for the project/.

(vii) Service provision through NGO service providers: NGO service providers will be engaged to implement the community-level interventions with regard to mobilization, engagement of youth facilitators, club formation, counselling and guidance to AGYW, and setting up of community-level full-time safe spaces (cluster centers), among others.

(viii) Benefit payment to AGYW for Completion of Vocational Skills Training and Non-formal Education: The project will provide contingent cash transfers to the beneficiaries participating in these courses for incentivizing regular participation in, and completion of Non-Formal Education and vocational skills training courses.

(ix) Capacity building of DWCDSS & JWDS and implementation support through a state level resource centre for empowerment of adolescent girls and young women that will provide ongoing support to DWCDSS in evidence-based policy and program development, process and impact evaluations, knowledge management and need-based program augmentation. Besides, an in-depth Training Needs Assessment of the project stakeholders at all levels will also be undertaken along with development of training modules.

(x) Public Education and Communication: The project would support development and implementation of a comprehensive communication strategy and campaign to raise awareness and citizen accessibility to social care services. These would include design, printing and dissemination of posters, handbills and other audio-visual materials. Community mobilization and communications with an emphasis on engaging families and community leaders (especially men) in support of girls’ program participation and broader access to educational and economic opportunities.

(xi) System strengthening through standard tools and procedures: Project will facilitate development of standard tools/ reporting formats for project; support development of relevant guidelines and guidelines for project implementation, partnerships and human resource management led by JWDS; and formulation of a state strategy and plan of action for convergent action on the empowerment of AGYW.

• Improved performance and use of Management Information System (MIS) 7. Implementation Arrangements

• State level: The Jharkhand Women Development Society (JWDS) will act as the implementation agency for the Department of Women, Child Development and Social Security (DWCDSS). A Project Implementation Unit (PIU, having thematic experts/ professionals, will be established within JWDS to support day-to-day implementation of the project.

• District level: At the district level, JWDS will set-up its own implementation support unit in every district headed by a District Coordinator. The district unit will coordinate with and supervise respective Block Resource and Implementation Units (BRIUs) to ensure that all community-level interventions undertaken by the NGO service provider, skills and education providers, and youth facilitators at the community level are carried out timely and efficiently.

• Block level: The JWDS will set up its BRIU only in two intensive pilot districts i.e. Dumka and Ramgarh. In the remaining 15 project districts, the project proposes to contract NGOs for supporting activities at the block level. The project will enter into performance-based contracts with local NGOs to operate these BRIUs.

• Cluster level: It is proposed to establish a cluster level resource centre of AGYW (cluster of 2-3 Gram Panchayats) in only 2 intensive pilot districts. Youth facilitators will support these resource centers for all community-level activities.

The chart below provides an overview of the proposed implementation arrangement of the project.

8. Sustenance

• The project focuses on linking beneficiaries to related schemes through a common platform i.e. Tejaswini Clubs as well as augments the convergence possibilities by developing state strategy and plan of action for adolescent girls and young women.

• Training of master trainers and strengthening the internal staff capacities and systems to support long-term sustenance.

Annex-2: Project Rollout Plan

Initiating from the formation of 800+ Tejaswini clubs in the first year of project implementation, around 12,000 clubs are expected to be formed during the entire project duration of 5 years. It targets the total enrollment of around 6,80,000 AGYW aged 14-24 years as members of the said clubs in the project districts. Each club targets a maximum membership count of 40 in the first year with gradual increase to 60 members in 15 non-intensive intervention districts and to 80 members in 2 intensive intervention districts till third year of Universalization. District-wise and year-wise details of club formation in project districts are given in the following graph:
