Introduction
Capacity building enables continuous upgrading of skil ls
and knowledge management and implies increasing the
capabil ity of the organization to achieve its goals and is
crit ical to knowledge based organizations enabling it to
respond to new challenges.The prevalent system of technical
education, in the absence of any formal system of updating
knowledge and skil ls, has been merely focussed on teaching,
imparting knowledge & skil ls as per curriculum which has
resulted in a signif icant mismatch between the industry needs
and the existing skil l set of the students.
The continuous changes in the field of Technology and
trends in imparting Technical Education has challenged the
faculty to update curriculum and knowledge so as to keep
pace with the changes . The challenges of bridging the gap
between existing curriculum and competencies and the
required standards entails continuously monitoring and
updating the knowledge & skil ls by way of creation of a sound
system of training for better deliverance. A degree course in
Engg /Pharmacy/ITI with right kind of skil ls enables a student
with exciting jobs in the emerging sectors. A step forward, in
this direction is to impart teaching & training on industry
recognized skil ls.

Broadly the expected outcome of the departmental effort being:
(a) to develop patterns of teaching at Diploma level, undergraduate /
postgraduate level in Technical Education in all its branches so as
to demonstrate a high standard of technical education;
(b) to bring together technical educational facilities of the
highest order for the training of students in all
important branches of Engineering, Pharmacy,
Vocational Education ; and
(c) to attain Self-sufficiency in technical education to meet
the needs of trained technical manpower.
The object of the sound system of training proposed to be evolved
being:
• to update the entire process of teaching & training by
updating curriculum and faculty so as to match the global
standards :
• to collaborate with Training Service providers & client
organizations with continued interface for enhancing the
quality of training :
• to make Technical Education Institutions as centres of
excellence by providing opportunity to the faculty and the
staff to grow, develop and promote best training practices.
• The task for evolving the system that ensures updating of
curriculum and faculty entails identif ication of knowledge
about recent advances, emerging technological trends etc and
prescription of mechanism and processes for ensuring the
continuous update. An effort by way of collecting and
analysing the data about changes, emerging areas , and
devising a plan for the update of curriculum and faculty has
been undertaken in the Department of Technical Education.
Interest in f ine tuning monitoring the collection of data most
appropriate and reliable types and sources of data, the
processing, analyzing data, to cater to the identif ied needs
has been undertaken so as to mainstream the present system.

• Through a series of synopsis, deliberations, presentations etc
a methodology has been evolved for continuous update. In
order to facil itate effective transfer of acquired knowledge and
skil ls, the endeavour is to even undertake efforts for updating
training techniques, varying from the tradit ional lecture
method, hands on training, participative and experiential
learning .
• Conduct the post-entry foundational, refresher and specialized
training programmes for Faculty of different disciplines
through in-house Key Resource Persons/ identif ied Training
Providers so as to increase their professionalcompetence;
• Assess the training needs of Teachers of various Technical
Education Institutes , enlist areas of interest of members of
Faculty, identify the new emerging technologies areas, trends
and to organize training programmes to meet these needs;
• To provide faculty support to f ield Institutions by way of
conducting Training programmes, assist in designing training
courses and help them in preparing their training materials;

Chapter-I
Overview of the Department
The State has endeavoured to open a spectrum of Technical
Education Institutions at ITI, Diploma, and Degree level. An
Institute of Engineering and Technology has been opened at
Pragati Nagar in Shimla district and a Hydro Engineering
College in Bilaspur district is proposed to be opened at
Bilaspur and overall growth of these Technical Education
Institutions has been exponential.
The focus of the department has been on the
development and strengthening of the institutional capacity.
The emphasis so far has been on the aspects of the current
and future needs through delivery of quality education. The
effort has been made to enhance the capacity of human
resources through quality Technical Education.

There are 14917 students are being trained in the 81
Govt. ITIs 9 Polytechnics, 01 B. Pharma and 1 Engg. College
of the State. An excellent infrastructure has been created to
impart Technical Education, Vocational Education to ensure
qualitative Technical Education in the state. The growth of
industry in Himachal Pradesh in the recent years has
generated consistent demand for semi-skil led, skil led and
highly skil led manpower. Developing a training manual is
considered to be an important part in designing a formal
training program. A formal training manual clearly exhibiting
the pattern to be follwed , shall ensure periodic updation. It
shall also ensure that all the training information on skil ls,
processes, mechanism, periodicity, areas of interest and
other informations necessary to perform the task. This
training manual shall support the training objectives and
systematize the effort of updating by way of being the
reference framework for operationalization & conduct of future
training programmes .

Chapter-II
Training Policy
[2.1] TRAINING POLICY:
As per training policy,2009 of the State Government, every
personnel from Class-I to Class –IV is required to undergo
training for his skill development at the time of induction and
at least once in f ive years or before promotion. The training
policy has following important features.
[2.2]TRAINING FOR All :
The objective of the policy is to provide training to all Govt
servants at regular intervals during their career for better
deliverance of services .
[2.3] The Department of Technical Education is entrusted with the
task of :
• developing the patterns of teaching at Diploma
level, undergraduate / postgraduate level in
Technical Education in all its branches so as to
demonstrate a high standard of technical
education; and to bring together technical
educational facilities of the highest order for the
training of students in all important branches of
Engineering , Pharmacy , Vocational Education with
focus on skill development and creation of Human
Resources with spectrum of technical
competencies.
The Department is providing the technical education at
Degree, Diploma and Craftsmen level courses through the

To manage and regulate this task of providing Quality
technical education , a periodic review/updation of all
curricula is undertaken to update the knowledge and skil l of
existing faculty members on continuous basis as per current
needs of curriculum. This can only be achieved through
training and retraining of faculty through either administering
“in house training programmes” at Institute level or through
“Training Providers” by deputing the faculty to undergo
training/exposure/visit at already identif ied Organization/
Industry. The present Training Manual is an attempt in this
direction to address all the issues related to training needs of
Institutions under the control of Department of Technical
Education. Training for the staff involved in teaching shall
comprise of :
• In-house Training to be provided by the identified
Expert Faculty in the area of the discipline
concerned by way holding of workshops,
seminar/presentations .
• In the areas of new & emerging technologies by
way sponsoring selected Faculty to the identified
Training Providers.

The endeavour shall be to enlist the specif ic area of interest
and specialization of each faculty in the concerned discipline
who shall be continuously updated by way of
seminars/workshops/ training programmes. Such members of
the faculty shall function as Key Resource Persons of the
special ized area of the concerned discipline and shall in turn
share knowledge about newer concepts , technologies,
practices & procedures in the In-house training programmes/
workshops etc.
[2.4] Periodic updation of Curricula of all Engineering
Disciplines:
Updation of Curriculum as per the demand of
Industry/Service Sector and Development of appropriate
Course material along with effective implementation of
curriculum are the major init iatives of the Department.
Curricula of various disciplines is being periodically revised
once in three years. There is a well established mechanism in
the directorate of technical education under “Composite
Curriculum Development Cell” to undertake revision of
syllabi of all disciplines in association with faulty members
from institute of higher learning, industries partners,
principals & faculty members of polytechnics . As per the
existing mechanism Curriculum Development Cell invites
synopsis from the identif ied members of Faculty in each
discipl ine to be submitted before the start of acedemic year
and after scrutiny the members are invited for deliberations
and newer technology areas are short l isted . Update of
curriculum changes in the institutions l ike IIT’s , BITS Pilani,
Thapar Institute of Engg & Technology, PEC Chandigarh etc is
kept and shortl isting is done by the CCDC Cell in the
Directorate. This shall serve as a premise and starting point
for identif ication of Training Deficit in emerging areas and for
undertaking the steps for Training Need Analysis.
TRAINING NEEDS ANALYSIS : An objective assessment of
specif ic training needs and perceived training needs of faculty
engaged in teaching-Learning activit ies at Technical

Institutions is considered as f irst step. Training Needs
Analysis (TNA) is used as a tool to identify the gap between
existing and required skil ls, knowledge and attitude so as to
improve the performance of faculty & other support staff
involved in teaching & training so as to achieve the desired
goals and objectives of the Department of Technical
Education.
Needs assessment is based on the Job Content, job analysis,
departmental needs, crit ical job and individual performance
requirements. A systematic process that includes three levels
of assessment shall be undertaken once in two years well
before the beginning of academic session. Job Content &
performance analysis of each category shall be based upon the
field verif ications, inputs from field off icers, curriculum up-
dates, synopsis, performance appraisals etc which shall be
considered amongst others by a specially constituted
committee at the level of Directorate.
Procedure for TNA:
TNA shall be carried out once in two year through a
structured proforma. Teaching faculty shall analyze his/her
current knowledge and skil ls and the desired knowledge and
skil ls for effective performance of his/her current job profi le
as well as perceived future/prospective job profi le and f i l l up
TNA proforma indicating training needs. Principal shall ensure
timely submission of the proforma for the f inal scrutiny by a
committee headed by DD(T&P) which shall analyze the TNA
proforma and consolidate/classify the training needs. The
three levels of assessment shall be undertaken :
• Assessment made on the basis of feedback regarding emerging
technologies, curriculum changes, annual results in the
concerned subject etc.
• Individual response and assessment based upon the response
to a structured questionnaire and the felt needs.

• Assessment at the Directorate level broadly based upon the
Performance appraisals.
The use of these three levels of assessment would be referred
to a special ly constituted committee under the chairmanship
of Joint Director comprising of:
[i] Deputy Director (T&P) [Training Manager]
[ii] HOD Composite Curriculum Development Centre,
[iii] Principal JNEC,
[iv] Principal Pharmacy College,
[v] One Principal each from a Polytechnic & ITI,
[vi] One Workshop Supdt / Group Instructor.
The Committee shall examine the crit ical gaps based upon the
inputs and determine the following:
• Determines the difference between required or desired level
and actual or current skil l levels.
• Explores the causes and reasons for any existing
discrepancy or gap as well as the precise training areas
considering the f inancial implications, in-house capacity
and other exigencies. The Committee shall recommend the
names of faculty member:
1. Eligible to undergo in-house training programmes within
the institution
2. Eligible to undergo on the job training to be provided by
the already identif ied training institute/training providers.
The training calendar of the Department to be prepared and
circulated amongst al l Institutions.

[3.1]For teaching faculty

[3.2] For non-teaching technical staff [workshop Supdts,

Domain specif ic knowledge , recent advances in new
technologies, concepts , equipments ,operational aspects of

demonstration and aspects related to imparting practical
training.
[3.3] For non-teaching ministerial staff member:
Non Teaching Staff mainly comprises of off ice /ministerial
staff handling administrative / Establishment related
supporting functions. Basic areas identif ied for induction
training are as under:

For the purposes of induction training / ongoing training of
the non-teaching staff the Departmental needs shall be sent to
HIPA. Identif ication of training needs shall be done on the
annual basis and the staff shall be sent to H.P. Institute of
Public Administration for training in the identif ied areas.
[3.6] Approval of Training Plan
The training plan shall be f inalized and the training calendar
so drawn shall be got approved from the Principal Secy Tech
Edu to Govt of H.P. in the f irst quarter of f inancial year well
before the start of Acedemic Session. Hence training in more
than one discipline is required to be given to keep the officers
up-to-date in all disciplines of the department in order to
disseminate best technical knowhow to Faculty according to
their needs.
The department has identif ied the training organizations
located in various parts of the country who are involved in the
conduct of short term/long term training programmes .
[3.7 ] Training budget
Most of the Institutions identif ied for training especially for
Faculty of Polytechnics & ITI`s are the Institutions of Govt of
India and provide free training The state Govt shall provide
adequate funds under the state plan scheme for providing
training to the employees of the state Department of Technical
Education. The H.P. state training policy 2009 aims at
earmarking approximately 1% of the salaries head of annual
budget for incurring expenditure on training of employees in
the department of Technical Education under ―SOE Training.
The funds allotment under the ―Training shall also be uti l ised

for training of departmental off icers within and outside the
state.
[3.8] Training review committees
The state level Empowered Committee headed by the Chief
Secretary wil l review Annual Action Plan for training of
employees. The training review committee of the department
under the chairmanship of the Secretary shall meet at least
once in every quarter and shall monitor and review the work
of training of Teaching & other employees of the department.
[3.9] Orientation cum Induction training plan :
Department of Technical Education shall provide orientation
cum induction training to all the newly recruited technical
off icers ie members of Faculty, Non-teaching technical staff
and ministerial staff within one year of the recruitment staff.
Department shall include this training programme in its annual
training plan and shall keep provision of adequate funds for
the purpose. The induction training programme for ministerial
staff shall be framed and transmitted to HIPA for suitably
incorporating in their training schedule.

CHAPTER IV
ITI`s [VOCATIONAL TRAINING INSTITUTES]:
The primary purpose of vocational training is to prepare
individuals especially the youth in the age group of 15-25 years
for the world of work and make them employable for a broad
group of occupation. The main vocational training schemes
comprises of Craftsman Training, Apprenticeship training,
Training for Skil led workers, Crafts instructions, Supervisors etc.
· CTS through in ITIs and ATS (mainly in industrial setting)
are the two major schemes. Those who successfully complete CTS
are generally perceived to be semi-skil led and ATS is expected to
produce skil led workers. In ATS, there is a scheme for rebate in
case relevant ITI training has been successfully completed.
Development of training programmes at the State level,
particularly in the area concerning common policies, common
standards and procedures.
Training of instructors.
Trade testing and certif ication.
Vocational training in some of the specialized areas, including
training of women through the field institutes under its direct
control.
Research in vocational training and development of
instructional material.
Training
• Providing training to the Instructors/Group
Instructors/Principals of Industrial Training Institutes,
Advanced Training Institutes, and for off icers of the
Directorate engaged in planning, execution control and
evaluation of the industrial training programme.

Projected and Non-projected training aids for effective
execution of the Industrial Training.
• Preparation of Written Instructional Material (WIMs) for
various trades under the Craft Instructors Training Programme
is under progress. The WIMs of Fitter trade have already been
developed and is in the process of printing.

JNGEC for the purpose of Training Needs Assessment and
conduct of in-house training for the faculty members has been

• ”Key Resource Persons” (amongst the existing faculty

engineering and another key resource person for VLSI
and Nano technology under Electronics & Communication
Engineering.
• Such KRP (Key Resource Persons) shall be trained,
retrained at various training institutes by attending
short term/long term courses/workshops/seminars at

national / international conferences. KRP shall
have up-to-date professional knowledge about his
identif ied area of interest / domain of knowledge and
shall be uti l ized as a Resource Person for training other
members of Faculty on interdisciplinary aspects of
respective engineering discipl ine.
1. KRP wil l be responsible to devise the short t ime training
programme in the field of his expertise for the faculty of
the department and also for faculty of other
departments and staff, conduct periodic in-house
training through seminars/workshops/presentations for
dissemination of knowledge and skil ls
• KRP wil l involve himself in providing consultancy and
undertake research projects.
1. Selection of Training Institute:
The prospective “Training Providing Institutions/
organizations” have been identif ied and this l ist shall be
updated on continuous basis In addition to this periodic in-
house training programmes will be conducted by Key Resource
Persons (KRP).
2. Frequency/Number of trainings:
The technology is changing and to address this challenge,
conduct of training programmes both in-house & in identif ied
institutions is envisaged. The Training Programme so devised
shall ensure that each member of the faculty & Non-teaching
Technical Staff shall undergo at least one in-house training
programme/conference related to his discipl ine and is sent on
Specially designed training programme conducted by identif ied
Training Provider or hands on exposure in the Industry or
National Conference/Seminar or Observership at least once in
two years in the respective area of interest.
3. In-house Seminars/Workshops & Knowledge sharing:
Each member of the faculty after attending the training
programme shall hold a workshop or deliver lecture to the

Departmental/Inter-Deptt on knowledge sharing on new
concepts & procedures. The faculty after going through series
of training programmes in the identif ied area of interest
/emerging area shall be a key resource person for that area
and his services as an expert shall be so uti l ized.
4. Identification of National/International Training Institutes
There are number of Training Institutes/Service Providers
catering to the specif ic needs of Technical Teachers and have
their own training calendars available on their respective
URLs. The Department has compiled the training calendars of
such service providers in the form of a booklet and the same
shall be circulated by Deputy Director (T&P) well before the
start of Academic Year amongst the faculty members.

Pharmacy faculty and their domain specific knowledge has been identified.
Key Resource Persons shall be deputed to attend STCs/LTCs, Seminars,
Workshops, conferences. Preference shall be to sponsor the faculty
members for Paper/Oral Presentations. However in case of Poster
Presentation sponsorship shall be limited to once in two years. KRPs shall

• To init iate act ion on al l receipts of or urgent nature after i t being
seen by Director .
• To keep a watch over t imely submission/receipt of
returns/statements .
• To monitor the work under charge with regard to various activi t ies,
schemes, programmes related to Technical Education of the
department and attend meetings to represent the department as
and when directed and to present the view point of the
department. The off icer is required to submit a resume of the
del iberations of the meetings.
• To monitor and inspect the ongoing Insti tutions and suggest ways
and means for improvements, i f any; prepare, analyse and suggest
new measures, new innovations, improvements for the department.
• To train and guide the staff under him and to point out their
shortcomings and def ic iencies i f any, for remedial action.
• To oversee that the Superintendents/Senior Assistants working
under him hand perform in the manner prescribed in the off ice
manual.
3. CCDC & Technical Officers : The Technical off icer is incharge of one
section and has to perform the fol lowing duties and functions:-
• To init iate the process of update of curriculum development ,
synopsis and inputs , evaluation of emerging technologies and
orginsation of Faculty workshops .
• To undertake technical examination of al l matters and to provide
inputs regarding procurement proposals of machinery & equipment
received from field insti tutions.
• To prepare and examine estimates of c ivi l works , Structural
/Architectural drawings and to give advice on other technical
matters; To prepare the papers and compile data for meetings and
ensure t imely submission.
• Inspections of the exist ing Institutions , proposed new Insti tutions
for aff i l iat ions.
• Submission of the important communications for perusal of the
higher authori t ies through Branch Off icer, at dak stage, in case any

such communication has not been seen by the said
authorit ies;Timely submissions of matters related to their charge.
4. Duties of the Dy Controller of Finance and Accounts: To assist
and advise on al l f inancial matters . As Off icer incharge of the Budget
Branch , al l f inancial decisions related to Institutions , Schemes,
opening of new Institutions , Land transfer cases and as a member in
committees l ike Standing Purchase Committees, Standing Disposal
Committee, Departmental Promotion Committee, Liaison and co-
ordination work in respect of audit.Financial concurrence of al l the
proposals including service matters.Besides aforesaid , the fol lowing
functions shal l be perfomed by the off icer :
• Preparation and review of expenditure vis-a-vis budget
al location. Preparation of annual accounts.
• Scrutiny of pay f ixat ions , pension cases and issue of PPO,
reti rement /death gratuity, commutation order etc.
• Implementation of activit ies related to modernization and
computerization of f inance & accounts funct ions.
• Any other work assigned by the Director.
5. SUPERINTENDENTS/ ASSISTANTS . :
Superintendents Grade-II working in the Directorate supervise work of
some of the deal ing hands posted in a section and submit through the
immidiate Off icers and his absence submit cases direct to the higher
off icer. Assistants ( Sr. & Jr. ) deal with receipts and submit cases to
the Section Off icers or Superintendents. The Assistants are required to
compile data, statist ics or information and deal matters so as to
present complete cases with al l relevant data, and information with
past precedents and viable/feasible solutions to faci l i tate the
authori t ies to arrive at a def ini te decision. The Assistants are thus
basic to the administrative machinery. Depending upon urgency, need
and publ ic interest, the Assistants can be asked to undertake any
job/assignment, but general ly, the main duties, functions and
responsibi l i t ies of the Assistants involve handl ing of the work relating
to:-
• Receipt, diary dispatch, typing record maintenance.
• Various duties in reception and varied assignments in off ice of
Ministers and senior off icers.
• Opening and maintenance of f i les, referencing deal ing cases
including noting and draft ing, recording of f i les, maintenance and
updating of various types of data, statist ics and information and
maintenance of various registers.

• Acquisi t ion, maintenance and up-keep of stores, stocks, stationery
articles, accounts and registers;
• Preparation of al l types of bi l ls such as pay, travel ing al lowance,
medical re-imbursement, contingencies, contractors, suppl iers and
advances etc. and handl ing of cash, maintenance of cash books and
connected accounts/bi l ls registers etc.;
6. Estt Assistant : Personnel/service/establ ishment matters, including
recruitment and promotion rules, condit ions of service, posting,
transfers, maintenance of service books, index cards, service records,
preparation of leave accounts, pension papers, discipl inary matters,
personal f i les etc. etc.
7. Budget Asstt: preparation including appropriation, reappropriation,
supplementary demands for grants, addit ional grants, contingency
fund, al l matters relating to Publ ic accounts Committee, Estimates
Committee, audit paras, economy in expenditure etc. .;
• Assist ing in planning and monitoring of developmental and welfare
schemes;
• Regulatory matters such as issue of NOC`s/ Recommendations for
approval , various other types of certi f icates etc.;
8. CLERKS:
Clerks posted have to perform duties and functions as assigned to them
by the Section Off icer/ Superintendent. General duties of clerks are as
under:
• To receive the dak from the Central Registry, other sources, give
acknowledgement for the same and submit the entire dak to the
Section Off icer/ Superintendent for marking;
• To diarise al l dak in the diary register of the section;
• to see that communication from V.I.P.s, Assembly /Parl iamentary
Questions are entered in separate register.
• To distr ibute al l dak after diar iz ing to the deal ing hands as per
marking by the Sect ion Off icer/ Superintendent against proper
receipts of the deal ing hands.
• To procure stationery articles for the Section and to distr ibute the
same.
• To do type work of the section, neatly, cleanly and accurately.
• To maintain casual leave account of the entire staff posted in the
section.
• To open f i les.
• Properly maintain record and f i les as required in the Section of
posting and to maintain al l registers, prepare returns.

9. Drivers:
These posts are mandatory under the one vehicle-one driver norms to
ply and maintenance of Government vehicles .
Training Module for Training of Officers and Officials of the
Directorate of Technical Education, Vocational and Industrial
Training, H.P. Sundernagar for a period of Two Years.
Keeping in view the training needs, the Officers and Officials
working in the Directorate of Technical Education shall be provided
training of one week and short term course of 3 days in a year on
need felt basis in Office procedure and Financial Administration,
Discipl inary Proceedings, Conduct Rules, Audit and its importance
and Role of CAG with respect to Audit, Budgeting and Accounting in
Govt. Store Management, Basic Computers, Disaster Manager,
Cit izen Charter & Responsive Administration, Right to Information
Act, e-Governance and Information Technology in order to update
their skil ls and make them acquainted with Rules and Regulations as
well as day to day service matters.
Training module for training of Ministerial Staff: The training in
Office Procedure & Financial Administration, Basic computer, MS Word/ MS
Excel/ Power Point, Conduct Rules, Disciplinary Proceedings, e-
governance and information technology at regular intervals in order to
hone their skills in computer application as well as various day to day
service matters. The non technical class –IV staff like Peon & Chowkidars
shall also be provided training on their day to day activities regarding care
of the departmental property at the District level training centres of HIPA
and other institutes in order to avoid undue hardships to them in
travelling to distant institutes in the state.
