NoticesNEW DRIVER TRAINING PROGRAMME COMING

The Ministry of Communications, Works, Transport & Public Utilities commences registration for its new Driver Training Programme, in collaboration

with the Sir Arthur Lewis Community College.

Over the years, the Ministry has realized that there is a need to augment the level of education existing amongst Saint Lucian drivers. It is very evident that the true responsibilities of a driver do not manifest themselves in today’s driving and vehicle care habits. With this in mind the Ministry has gone a step beyond the current popular Defensive Driving Programme to develop a comprehensive Driver Education Training

Programme, which targets drivers especially those involved in the commercial and commuter service sectors. The Defensive Driving Course was introduced to Saint Lucia In the early 1990s. This course was later modified to suit local driving situations, which helped drivers to identify potential hazards, predict their likely response, and make the safest possible maneuver. Currently, this course is pursued by holders of provisional licences and drivers wishing to obtain a public service vehicle endorsement. The course modules will be effectively delivered by committed professionals with high levels of interest in road safety. The programme follows a comprehensive approach, as it will not only cover the improvement of skills needed in driving, but also teach drivers how to develop the right attitude and emotions in driving. It also incorporates lessons about vehicle safety and economy, customer service, motor insurance and legislation to name a few. The objectives of this programme seek to improve the level of responsibility in Saint Lucian drivers, instill a business sense especially in drivers involved in the commercial and commuter service sectors, create a greater awareness and inculcate respect of and for the laws governing road use. This programme will be administered by the Continuing Education Department of the Sir Arthur Lewis Community College. The official launching of the programme is scheduled for the first week in October 2009.

MINISTRY OF AGRICULTURE, LANDS, FORESTRY AND FISHERIES

The Ministry of Agriculture, Lands, Forestry and Fisheries wishes to inform the public that it will be authorizing a three day islandwide harvesting

of white sea urchins (sea eggs) from Tuesday 29th September to Thursday 1st October 2009 (both days inclusive). To ensure that the sea egg population is not over harvested, and that juveniles (young sea eggs) remain for the benefit of future harvest, all harvesters are required to adhere to the following conditions: 1. Persons must harvest only years that are at least

9.0 cm (3.5 inches) in diameter (measured at the widest length across the body of the animal);

2. There should be no harvesting in any Marine Reserve such as the Maria Island Nature Reserve and the reserves within SMMA and CAMMA;

3. No Scuba gear is to be used for harvesting of sea urchins;

4. All sea urchins must be brought to shore for breaking and processing (no activities are to be carried out at sea);

5. All persons who operate as “cleaners” must bury urchin shells on a daily basis, placing them above the high tide mark and covering them with at least six inches of sand;

6. All harvesters and cleaners must make available to the Department of Fisheries any data on sizes and weights, as requested;

7. No exportation of sea urchin is permitted without first obtaining the required export permit from the Department of Fisheries. Only export for personal consumption will be entertained (i.e., quantities of less than 10 Lbs).

Persons failing to adhere to the above conditions will be liable to a fine of up to five thousand dollars ($5000.00), as stipulated by the Fisheries Regulations No.9 of 1994 Section 36(a).

The Department of Fisheries will be conducting monitoring activities islandwide to obtain an estimation of the landings during this open period and will be working along with the Police Department to ensure that all persons abide by the harvest conditions slated above. All harvesting activities must cease after this stated period. No persons are allowed to have in their possession or expose for sale any sea urchins after the closure of the official harvest period. Harvesters and the general public are hereby urged to observe and comply with the aforementioned conditions.

NOTICE: SEA TURTLE FISHERY

MINISTRY OF AGRICULTURE, LANDS, FORESTRY AND FISHERIES

The Ministry of Agriculture, Forestry and Fisheries wishes to inform the public that the sea turtle fishery is in effect from October 01, 2009 to

December 31, 2009, both days inclusive.

To ensure sustainable harvesting of this resource, all fishers and the public are required to adhere to the following conditions: .• Only traditional sea turtle fishermen shall partake in

the sea turtle fishery.• The sea turtle fishery shall extend from October 1st,

2009 to December 31st, 2009, regardless of weather conditions, unless otherwise specified by the Chief

Fisheries Officer. No authorised, traditional sea turtle fisherman shall fish for, remove from the fishery waters, or at any time have in his possession, expose for sale, sell or purchase any sea turtle from January 1st, 2010, unless otherwise specified by the Chief Fisheries Officer.

• Only Green, Hawksbill and Loggerhead sea turtles shall be permitted in the catch. All Leatherback sea turtles caught shall be released immediately by fishermen.

• Only sea turtle nets shall be used for targeting sea turtles during the above-stipulated period. No other gear shall be permitted for the targeting of sea turtles.

• A maximum of three sea turtle nets shall be permitted per traditional sea turtle fisherman, for the targeting of sea turtles.

• There shall be no fishing of sea turtles within 100 metres of the shore.

• There shall be no fishing for sea turtles over coral reef areas.

• Sea turtles shall be landed whole.• No products are to be made from turtle shell or their

products for sale or export.• Sea turtles shall be taken to a designated landing

site, where sea turtle data shall be collected, unless otherwise specified by the Chief Fisheries Officer.

• No sea turtles shall be slaughtered or sold on beaches or in other open places. Only designated landing sites and fish markets shall be used.

• All fishermen shall permit the collection of data by Fisheries Data Collectors and or/Fisheries Officers.

• Only sea turtles at and above the sizes stipulated in the Fisheries Regulations No.9 of 1994, shall be targeted:

Hawksbill sea turtles: 27.22 kg (60 pounds) Green sea turtles and Loggerhead sea turtles:

34.02 kg (75 pounds)• No person shall interfere with any sea turtle nest or

sea turtle that is nesting.• No person shall at any time, disturb, remove from the

fishery waters, expose for sale, sell, purchase at any time or have in his possession any sea turtle eggs.

• No sea turtle shells shall be sold to locals or visitors.• No sea turtle shells shall be exported.• No sea turtle meat shall be exported.• No attempts shall be made to sell sea turtle meat to

tourism establishments that cater primarily to visitors. • Each contravention of the above Conditions shall

result in a maximum fine of five thousand dollars ($5000) as stipulated under the Fisheries Act No. 10 of

1984 and the Fisheries Regulations No.9 of 1994.

IBM is being investigated by the US Department of Justice over allegations of anti-competitive behaviour, a computer industry trade body has said.

The Computer and Communications Industry Association (CCIA) said the investigation came after it urged officials to look into the matter.

CCIA accuses IBM of withdrawing software licences from business clients who do not also buy its hardware.

IBM denies any wrongdoing and says it will co-operate with any investigation. The Department of Justice has declined to comment.

‘No merit’

The CCIA said the investigation centred on IBM’s mainframe operating systems. The

IBM ‘in anti-competition probe’

association’s spokesman, Ed Black, said the scope of the Justice Department study was “quite broad”.

The news comes a week after an anti-competition complaint against IBM by software developer T3 Technologies was thrown out by a judge in Manhattan.

“We understand the Department of Justice has asked T3 for documents from the litigation,” said IBM in a statement.

“IBM intends to co-operate with any inquiries from the Department of Justice. “We continue to believe there is no merit to T3’s claims, and that IBM is fully entitled to enforce our intellectual property rights and protect the investments that we have made in our technologies.”

League will make domestic cricket stronger - Modi

Lalit Modi, chairman of the Champions League Twenty20’s governing council, is certain the tournament will result in the “rapid growth” of club cricket around the world. Modi also said there was a strong chance the Champions League would be taken to non-cricket playing countries as a means to expand the game’s reach and get other countries to embrace cricket.

“The Champions League has been developed to embrace club cricket all round the world,” he said on the day of the tournament launch in Bangalore. “It’s a place where we can find young cricketers who then play for their national sides. The IPL is a great example of a domestic club-level tournament, and similarly nations around the world have club tournaments. The objective here is not to make money, it is to build the game, to build club-level cricket, to find and nurture new talent. Money is not the criteria. The objective here is that we have some of the best players around the world and we hope that in years to come the Champions League comes to symbolise what the UEFA [version] is to football.

“From this year itself the tournaments in countries like Sri Lanka, New Zealand and West Indies will

become more competitive. You’ll see players who were not participating in domestic tournaments who will now take part and do well. Before, once players graduated from their clubs, they became international players and if at all they went back to their clubs they hardly played a few games. But the rules of the Champions League are that you have to play for your club, and your club must win to participate here. You won’t get a chance to be here unless you’ve not played for your club.”

Dean Kino, head of business and legal affairs for the Champions League, said one positive fallout of this competition would be to give context to domestic cricket. “It increases the passion of grassroots cricketers to be involved for their states and provinces. If you look at the interest in the KFC Twenty20 Big Bash in Australia and the IPL over the last six months, you will see that the result of going to the Champions League has been hugely stimulating. At the domestic level it will drive young cricketers to the game and that will build on domestic cricket and make it stronger.”

Modi felt there was no better format than Twenty20 to draw new audiences and one way to do so was to broadcast matches across the world in different languages. While the current focus is to take the Champions League to participating nations, there is a definite plan to expand the competition. “That is a definite possibility. The immediate future is that we have South Africa, Australia and New Zealand as leading candidates and the objective would be to move within the participating countries,” he said. “But we must make the competition more broadcast-friendly and show it to countries that have never seen cricket before. Like the IPL did, we have to get more women and children hooked onto this game.”

The governing council has definite plans to take the tournament on the road, with Modi confirming that future editions will move from country to country. Kino said the concept was to move the competition around as much as possible. “We will look at newer, cricket-playing countries primarily but beyond the next ten years a decision will be taken as to whether it is appropriate to bring the game to non cricket-playing countries. We want to take the grassroots level of cricket to as many countries as possible.”
