Section-lCOACHING AND ALLTED SCHEME FOR THE CANDIDATES/STUDENTS OF ASSAM FORUNDERGOING FREE QUALITY COACHING PROGRAMME OF CIVIL SERVICEIXAMINATION1.1 Introduction:

This is an initiative of Government of Assam to enable youths to prepare for the competitiveexaminations in a holistic manner.

1.2 ObjectivesState Level Advisory Committee (SLAC) for Students and Youth Welfare, Assam aims thatdeserving youths would be trained for the competitive examinations as per their capabilities andmerit and thereby make them employable. SLAC is set up to bring more focus and coordination tothe youth development initiatives. SLAC would like to empanel reputed and experiencedNcOs/Trusts having relevant experience of minirnum 3 years in competitive examination trainingand coaching as per eligibility and evaluation criteria. Program quality and irnplementation will bemonitored and evaluated by SLAC as per its Quality Standards and Procedures.

1.3. Technical Qualification/ Eligibility:[Al Following types of organizations will be eligible -

a. The bidder must be a non profitable NGOregistered under Societies Registration Act. XXI of1860 and should be operational in Assarn for the last 3 years.

b. The NGOs should have registration in NGO Darpan portal under NITI AAYOC, Govt. oflndia.

c. The bidder must have previously executed any Central/State Government projects of followingnature with a work order value of minimum 40 lakh (single project).i ) Coach i ng for M EDI ACA L/ENGIN EERINC /C LAT/CAT/MAT Exam inationii) Coaching for IBPS BANK-PO/SSB/RRB EXAMINATION

d. Experience of coaching of minimum 500 students in tlre last 3 years under any one of theabove mentioned Government projects.

e. The Bidder must enclose copies of appropriate documents to establislr tlreir TechnicalQualification as above.

f. 'Ihe B idder shall have to subrn it the proof of payment of EM D Rs 72,000,00 ( Rupees Seventy

Two Thousands only) in the forrn of FD/Demand Draft/Banker's Cheque be pledged in favourof the "Member Secretary, State Level Advisory Committee (SLAC) for Students and YoutlrWelfare, Assam" from any Nationalized Bank/Scheduled Bank payable at Guwahati.

g. The bidder has to submit the cash deposit receipt of Rs.2000/- as tender fee which can be

k. Bidders shall subrnit an Affidavit that his/her Firm is not under a declaration oflneligibility/Blacklisting for corrupt and fraudulent practices or for any other causes by Govtof Assam and or Govt of lndia or any other State. Bid without this affidavit will be surnrnarilyrejected.

l. The Member Secretary, State Level Advisory Committee (SLAC) for Students and YouthWelfare, Assam is not bound to accept the lowest rates, The Member Secretary, SLAC mayreject any or all tenders without assigning any reason thereof. The decision of the BidEvaluation Committee (BEC) will be final and binding to all in this regard.

m. The approved Bidder must furnislr an undeftaking to the effect that it would accept all termsarrd conditions.

p. The bidders have to submit a detailed power point presentation on the explanation ofconcept and execution plan of the coaching programme.The soft and hard copies of thepresentation must be submitted along with the technical bid. The soft and hard copies

submitted by the parties will be the property of office of Member Secretary, State Level

Advisory Committee (SLAC) for Students and Youth Welfare, Assam. Technical bid without

the sof and hard copy of the presenataion will be sumrnarily reiected.

q. All Bid Documents should be self-attested by the Bidder concerned.r. Payment is sub.ject to the submission of Bill in triplicate by the Competent Authority and

subject to availability of fund urrder FOC.1.4: The selected Agency shall facilitate the following arrangements (Scope of Works):

a. Preparation and presentation of a detailed plan on various services and areas of the project

including concept, lay out, thematic understanding. overall operation and management of the coaching

programme and execution at all the venues finalized.

b, Management of logistics pertaining to overall deliverability of the project.

c. The NGO/Trust will appoint faculties, centre coordinator and Project Officer for coordinating

with SLAC. The agency should provide a list of manpower that will be deployed for executing

the project.

d. The NGO/Trust will present an execution plan and get it approved from the authority.

e. The NGO/trust will also have to make arrangements for inaugural and closing function.

f. The NGO/Trust will have to nrake an online por-tal for registering the aspirants of the State

for the coaching. ln case of higher number of registered aspirants. screening test will be

required to conduct.

g. The NCO/Trust will have to subrnit a daily progress report of the coaching programme to

SLAC. Moreover,the NGO/Trust will have to subrnit a project report( soft copy and hard copy)

after the successful conduction of the coaching along with photos, database, registration forrn ofstudents.

1.5. Centre arrangementThe agency needs to make necessary arrangement for undergoing the coaching classes at all

the centres finalized by SLAC.1.6. Publicity and Promotion

Media and Publicity of the coaching camp will be handled by the selected NGO.

1.7 Responsibitity & Obligationa. The interested parlies shall submit their Bid Documents for the execution of the above

scope of work. Any rnodification in the scope of work shall be included in the proposal.

b. The selected agency shall act in a transparent manner for the coaching programme and

shall not in any way act in the manner that is detrimental to the interest and reputation

of the Office of The Member Secretary, State Level Advisory Corrmittee for Students

and Youth Welfare, Assanr

c. The selected agency shall urrdertake to abide by all the Rules, Regulations and Laws ofthe land and shall be liable and responsible for arry violation of Rules, Regulations and

Laws directly or indirectly related to their responsibilities lor the coaching camp.

l. 8, Tender Process/submission of BidA. Technical Bid

a. Potential Applicant must complete the undertaking placed at FORM TECH-1.

b. Only one original form of proposal signed by the Authorized Signatory of the NCO in ink is

required by the Authority. No typed or pencil signatures will be accepted. The proposal

submitted must be without any overwriting, correction, double typing etc.

c. The Bidder shall submit the Bid Documents in 2 (Two) envelope systems - Technical Bid in

one envelope and Financial Bid in tlre otlrerenvelope. Both envelopes shall be sealed and put

i) Technical Bids will be opened at 03:00 PM on 28/1212018 (tentative) in tlre Office of the

intirnated in due course of time through reagistered email and phone.

The Bidders or their autlrorized representative(s) are requested to be present at the tirne of

For working out the combined score, SLAC will use the following formula:Total points: T (w) x T(s) + F (w) x F (s), where

T (w): weight of technical score which is 0.8

T(s) :technical score obtained by the bidder

F (w) :weight of financial proposal i,e.0.2F(s) = financial score of the financial proposal obtained by the bidder.LEC= Lowest evaluated cost of the financial proposal.EC= Evaluated cost of tlre financial proposal.The proposals will be ranked in terms of total points scored. The proposal with the highest total pints(H-l) will be considered for award of contract and will be called for negotiations, if required. ln theevent of a tie, the bids with the highest technical score will be rated as the best bid. Beyond that,Authority will decide the matter in its firll discretiorr. The Member Secretary, State Level AdvisoryCommittee (SLAC) for Students and Youth Welfare, Assam is not bound to accept the lowestrates. The Member Secretary, SLAC may reject any or all tenders without assigning any reasonthereof. The decision of the Bid Evaluation Committee (BEC) will be final and binding to all inthis regard.It is mandatory for the Bidder to obtain minimunr technical marks i.e. 70 Yotobe technically qualifiedand for beirrg considered for opening of their Financial Bid and evaluation thereof. 2.5 Notification AwardPrior to the expiration of the period of bid validity, the Authority will notify the successfulbidder by e-rnail or in writing by registered lettertlrat its bid has been accepted.

2.6 Issuance of the Work OrderAt the same. as the Authority rrotifies the successlul Bidder that its bid has been accepted" the

The Performance Guaranteeslrould remain valid for a period of 90 days beyond the date of cornpletion of the works.

b. The Authority is not bourrd to accept the lowest rate of any bid without assigning anyreason for non-acceptance.

c. After issue of the Work Order, the Perforrnance Guarantee will be forfeited in case of underdelays in performance by the agency.

d. The Authority reserves the right to cancel the work order of any agencylagencies in case ofcharge in the procedures or unsatisfactory services.

e. In the event of any dispute, the Tribunals and Courts in Guwahati will have the exclusivejurisdiction in respect of all maffers pertaining to the agreement between agency and theAuthority.

2.9. Confidentiality:

Information relating to evaluation of proposals and recommendations concerning awards shall not be

disclosed to the agencies who submitted the proposals or to other persons not officially concerned withthe process, until the publication of the award of contract. The undue use by any agency of confidentialinformation related to the process may result in tlre rejectiorr of its proposal and may be subject to the

provisions of the Authority's antifraud and corruption policy.

DESCRIPTION OF APPROCH, METHODOLOGY AND WORK PLANFOR PERFORMING THE ASSICNMENT/JOB

(Technical approaclr, rnethodology and work plan are key components of the Technical Proposal. You

are suggested to present your Technical Proposal divided into the following three chapters:

a) Technical Approach and Methodology. ln this chapter you should explain your understanding

of the objective of the Assignment/job, approach to the Assignment/job, methodology for

carrying out the activities and obtaining the expected output, and the degree of detail of such

output. You should highlight the problems being addressed and their importance, and explain

the technical approach you would adopt to address them. You should explain the methodologies

you proposed approach.

b) Work Plan. The Agencies should propose and justify the main activities of the Assignment/job,

their content and duration, phasing and interrelations, milestones (including interim approvals

by the Ernployer), and delivery dates of the reports. Tlre proposed work plan should be
