Background & Purpose
Was designed to evaluate plan holders emergency response. Exercises
Vessel/Facility Response Plans. Tests Oil Spill Removal
Organizations and Facility owned equipment. Evaluates spill
response time. Facility / Vessel Selection
Risk based candidate selection process Past performance in spills
or exercises. Safety and environmental compliance history of the
plan holder. Concerns about the equipment meeting planning
requirements. Proximity to environmentally sensitive areas. Public
safety, economic or political concerns. Products carried or
transferred. Use a realistic scenario to test plan holders response
capabilities
Exercise objectives Scope of GIUE is the Average Most Probable
Discharge (AMPD)a discharge of the lesser of 50 barrels or 1
percent of the volume of the worst case discharge during cargo
transfer operations. Use a realistic scenario to test plan holders
response capabilities Primary objective is to deploy response
equipment Boom deployed within one hour Recovery Device deployed
within two hours Conduct exercise safely Safety is paramount to
success of exercise.
GUIE Execution Safety is paramount to success of exercise.
Facility/Vessel will be issued with an Initiation letter and
scenario. Field observers will document actions and performance on
scene. A time line noting important events and notifications will

A GIUE is unsuccessful if; The response plan could not be properly
implemented. The response resources were not operational or
available. The response personnel were not adequately trained.

Facilities and Vessels They receive credit for the following.
Qualified Individual notification exercise Equipment deployment
exercise Unannounced exercise Will not be subject to another GIUE
for 36 months Results and feedback are delivered in a letter issued
by the Captain Of The Port. (COTP) U.S. Coast GUARD Sector Columbia
River
