2. Introduction

GeM is a one stop Government e-Marketplace (GeM) to facilitate on line procurement of

common use Goods & Services required by various Government Departments / Organizations

/ PSUs. GeM aims to enhance TRANSPARENCY, EFFICIENCY AND SPEED in public

procurement. It provides the tools of e-bidding, reverse e-auction, and demand aggregation to

facilitate government users to achieve the best value for their money.

GeM seek to consistently SIMPLIFY the procurement process, REDUCE operational costs,

increase SMEs/MAKE IN INDIA participation, deliver better QUALITY and LOWER

PRICES.

2.1. Role of Analytics in GeM

Analytics helps organizations in harnessing their

data, and in using it to make more informed,

evidence based decisions, which in turn leads to

increased operational efficiency, higher savings

and happier customers. It helps the government

to improve its procurement performance and

efficiency.

Although the platform allows the market forces

of demand and supply to dynamically determine

the transactions and prices (subject to the GFR framework), COMPETITIVENESS,

FAIRNESS, and USER FRIENDLINESS of Marketplace, along with BETTER PRICES,

BALANCED DEMAND AND SUPPLY, TRANSPARENCY, and ACCOUNTABILITY

need to be ensured by a robust ANALYTICS building block. Some of the envisaged benefits

of Analytics on GeM are depicted below:

Support in Migration from GeM 2.0 to 3.0

•All the Stakeholders such as buyers, sellers and GeM internal users would be able to track and monitor their KPIs

•Spend Analytics Metrics would help the buyer identify the potential saving opportunity and to make a good procurement decision.

•Help in GeM admin for taking action against fraudulent cases, support in TP creation

Transparency

•Analytics would help in ensuring transparency and fairness by highlighting hidden trends and patterns such as price trends, vendors colluding, fraud detection etc.

•High Level government spend analytics for public

Better Planning

•Provide better demand forecasting abilities helping in better planning at the end of buyer as well as seller. This visibility can also help in better fulfilment by seller as based on forecast the inventory planning can be done by seller at his/her end.

Reasonability of Decisions

•Though the market forces would play a role, the platforms still needs to ensure for reasonability in terms of price and delivery. Parameters such as price reasonability analysis and vendor rating would help in enforcing the same.

Customer Service

•Support in resolution of Customer issues by Analysis of logged tickets, SLA adherence, TAT, system performance bottlenecks etc.

•Customer experience enrichment by features such as product reccommendations etc.

2.2. Analytical Life Cycle

Analytics evolves depending upon dimensions: which are time, complexity, customer

evolution, analytical value, as well as the longitudinal growth of data. The Different Stages of

As depicted above in GeM 3.0, Analytics is the centre piece for every business application.

3. Purpose of the Document

For the implementation of an efficient business intelligence platform, it is imperative that an

effective reporting, analytics, and information delivery framework be designed. This strategy

includes the effective consumption of data by end users to drive a proactive decision making.

The purpose of this document is to address all stakeholders’ requirements of short term and

long term from both MIS/Reporting perspectives, and analytics. This document will cover:

Stakeholder Landscape

GeM Analytical Maturity Model and its Road map

Possible MIS/Analytical requirement of identified stakeholders.

Note: The reports/analytical requirements covered in this document are as per the current

requirements of the project. As Analytics is an evolving subject, more reports, as well as

Analytics requirements, will come in the future depending upon the situation as well user

requirements.
