Training Programme - 2014

International Training Centre of the ILO (ITC-ILO)

The Centre is the training arm of the International Labour Organization, a specialized agency of the United Nations System with the mandate to promote Decent Work. It has over 45 years’ experience in providing training and learning opportunities as well as advisory services in the fields of social and economic development for the benefit of representatives of:• governments;• workers’ and employers’ organizations;• other partner organisations like development banks,

the United Nations system and ILO.

To date, more than 200,000 women and men from over 190 nations have benefited from the Centre’s training and learning services. In recent years, the Centre has implemented an annual programme of some 450 to 500 training activities for the benefit of approximately 12,000 to 14,000 participants/year.

The Centre offers short professional training courses, academies, tailor-made learning events, as well as, advisory services for human resource development. The Centre also engages in the conceptualization and implementation of training projects for institutional development. It also offers Masters programmes run under the umbrella of the Turin School of Development. Activities take place on our campus in Turin, in the participants’ home countries, at a distance or through a blend of these.

Sustainable Development and Governance Programme (SDG)

The Centre’s learning and training offerings in the field of Sustainable Development and Governance are designed to enhance “effectiveness” and “value for money” in the management of public resources for the realisation of the Millennium Development Goals and the evolving post 2015 Development Agenda. The SDG programme is also a provider of results-based management training in support of the operationalisation of the “ILO Declaration on Social Justice for a Fair Globalization, 2008” and related Areas of Critical Importance (ACIs).

The target audience of SDG Programme’s portfolio of learning and experience exchange products and services are public officials and other staff who are involved in the design, implementation and oversight of programmes and projects in the fields of good governance and Sustainable Development.

By virtue of its long-established partnerships with UN sister organisations, the Bretton Woods institutions, the OECD and world-renowned universities, the SDG Programme is in a privileged position to be a leader in the conceptualisation of an innovative learning offer which incorporates cutting edge theories with proven best practices in a unique competency-based training package.

Sustainable Development and Governance Programme (SDG)

We provide learning and training opportunities that aim:

“to enhance professionalism and integrity in the management of public resources in support of good governance and sustainable development”.

Our training and advisory services are intended to upgrade both individual and institutional performance in achieving the economic and social outcomes prescribed in national development plans and poverty-reduction strategies.

We design and deliver our courses in partnership with UN sister agencies and key international institutions like the World Bank, Regional Development Banks, universities, and inter-governmental organizations such as the Organization for Economic Co-operation and Development-OECD.

Our training activities are delivered in a number of languages (English, French, Arabic and Russian) in the fields of:• Public Procurement Management and its Oversight• Programme and Project Cycle Management • Public Sector Management

There are four categories of training activities:• short standard courses for practitioners • Master programmes lasting one year for young

professionals and fresh university graduates• tailor-made activities organised in response to

specific demand whether in Turin or in field locations• capacity-building projects

Standard and Tailor-made courses are designed to impart essential competencies that are needed for specific jobs in public management.

We also provide advisory services for public procurement reform at the legal, institutional and managerial levels, as well as assistance in designing, implementing and evaluating development projects and programmes.

In partnership with the University of Turin and in collaboration with other international organisations, the Sustainable Development and Governance Programme (within the context of Turin School of Development,www.itcilo.org/turinschool) offers a number of Master’s programmes that prepare fresh graduates and junior professionals, from both developed and developing countries, for immediate involvement in social and economic development work and /or for the performance of jobs that require a subtle understanding of the rules of the globalized economy

How to apply for participation in our courses

All standard courses are open to interested candidates who are involved in the implementation of public sector reform programmes or development projects funded by the UN, EU and/or Multilateral Banks’ as well as bilateral technical assistance programmes which normally have budgetary allocations earmarked for training expenses.

Participation in our standard courses is processed by filling a Nomination Form accompanied by a commitment letter duly signed (with institutional stamp) by the participant’s sponsoring institution.

Course costs

The fees shown against each training activity incorporates both the tuition fees as well as the subsistence costs.• Tuition fees cover course preparation, implementation

and evaluation; training materials and books; the use of training facilities and support services, including online resources. Some courses include a study tour.

• Subsistence costs cover full board and lodging on the Centre’s campus; laundry (for courses longer than one week); local study visits; a supplement for additional travel and living expenses during study tours (when foreseen); emergency medical insurance; some recreational activities.

Travel

The participation fees shown against each course exclude the cost of travel between the participant’s home country and Italy. Participants must ensure that they have a valid passport and appropriate visas for Italy as well as for any country in which a transit or stopover to or from the course venue is required, and for all countries in which study tours are scheduled as part of the programme. The cost of the visa, airport taxes and internal travel in the participant’s home country are not covered in the abovementioned participation costs.

Training Programme - 2014

Sound Public procurement (PP) management is indispensable for effective national development while being at the same time a key indicator of good governance.

PP cuts across all economic sectors and constitutes around 15-30% of the gross domestic product in all countries. Hence its significance for enhancing market competitiveness and sustainable development.

Setting up effective national PP systems has often been a challenge, not least because a combination of factors related to i) on-going deficit in competent human resources, ii) the need to keep up-to-date with the ever-increasing complexity of the legal framework, iii) the globalization of markets, and iv) the sophisticated new contractual and tendering mechanisms.

For two decades, the Centre has been the leader in the development of competency-based procurement management training programmes, in collaboration with the World Bank and the OECD. Our Training modules cover all categories (goods, works and services) of procurement

in accordance with the World Bank’s procurement guidelines, the UNCITRAL model law and/or the EU Procurement directives. In addition, training modules have been developed on project financial management and on international financial reporting standards.

The SDG Programme also actively supports national procurement reform worldwide through its contribution towards building national capacity development for improvement or modernization of the four pillars of effective national PP systems, namely:• legal framework;• institutional framework;• administrative and managerial processes and systems,

including bidding documents and training systems;• market competitiveness and systems for detection and

prevention of fraud and corruption.

SDG’s involvement in the procurement reform of Bangladesh (2002-2006) was awarded a “best practice” rating in an independent evaluation by the World Bank Institute. Similarly, its involvement in creating national

teams of Procurement trainers in Central and Eastern Europe (currently EU Member States) and Western Balkans countries and Turkey was positively acknowledged by the EC and the OECD. The training materials developed under these capacity building initiatives were translated into the respective national languages.

The Centre has also been involved in the development of national certification schemes for procurement trainers and practitioners. These schemes are based on written examinations and follow-up performance assessments. For countries without such schemes, the Centre offers a path for alternative certification through an academic qualification in the form of an European Master’s degree in public procurement management for sustainable development, which it delivers in partnership with the University of Turin and UNCITRAL (for the English version) and additionally SciencesPo (for the French Version).

In addition to the training activities, our programme is currently implementing the following two projects:• “Capacity Building in Procurement - Rwanda”

twinning arrangement with the University of Rwanda (formerly the School of Finance and Banking – funded by the World Bank and the Government of Rwanda), 2013 - 2015

Project and Programme Cycle Management

For long, the desired outcomes of development programmes and projects were compromised by a shortage of well-trained project personnel. Amongst the most notable skill deficits is the one related to inadequate proficiency of programme staff in the application of project cycle management (PCM) techniques. PCM provides an overall analytical and decision-making framework for results- based management (RBM). Proficient use of project management tools and techniques facilitates the conceptualisation and implementation of programmes and projects that are relevant, feasible and effective in combating underdevelopment.

In the aftermath of the Paris Declaration on Aid Effectiveness (2005) and the introduction of new modalities to deliver development aid, including sector-wide approaches and budget support funding, the emphasis on RBM in development was heightened. This has raised the levels of competencies needed by national recipient agencies and the respective oversight bodies.

Project cycle management techniques can guide alignment of programmes and projects’ outcomes with development goals, thereby facilitating achievement of the results as

stipulated in national sustainable development plans.

Mastering the principles and techniques of programme and project cycle management have become critical for any development worker. Assessing performance and “value for money” during implementation of programmes and projects is a function that managers should undertake continuously. Monitoring of progress lays the groundwork for evaluation of programmes and projects for relevance, impact, effectiveness, efficiency and sustainability. Such evaluation is needed to maximize learning, to improve project management processes and to demonstrate value for money to partners. The Sustainable Development and Governance Programme provides training and learning opportunities which explore the full spectrum of competencies needed for successful project and programme cycle management, including team work and interpersonal skills. Special emphasis is placed on cross-cutting issues like human rights, gender equity and environmental sustainability

Training Programme - 2014

Turin School of Development

In 1998, the SDG Programme started its pioneering effort in launching a multi-disciplinary postgraduate programme in Management of Development which was later converted into a full-fledged Master degree programme in the year 2000. Currently the SDG Programme, under the auspices of the Turin School of Development, offers five multi-disciplinary Master’s programmes to an international audience of recent graduates and career professionals.

Through these Masters, the Turin Centre aims to contribute to the preparation of future experts and leaders capable of dealing with the economic, social and environmental challenges of the 21st century.

Over the last 14 years and in partnership with UN agencies and academic institutions, the SDG Programme graduated approximately 1,300 students in the following specialisations:

Contracts and Dispute Resolution• Master of Laws (LL.M.) in Intellectual Property

The SDG’s Master’s programmes are blended learning opportunities composed of a mix of face-to-face interactive classroom learning with distance learning and home-based research work; all packaged in a pragmatic and intensive delivery modality which is time-saving and cost effective especially for persons with ongoing job responsibilities that may limit their chances for pursuing postgraduate education requiring longer periods of separation from the job.
