THIRD SPECIAL SESSION 2015 HOUSE LOCAL BILL NO 19-22 SI

A LOCAL APPROPRIATION BILL FOR AN ACT FOR THE FIRST SENATORIAL DISTRICT

To appropriate $4400000 from local license fees collected for poker and pachinko slot machines in the First Senatorial District and for other purposes

BE IT ENACTED BY THE FIRST SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4 DIVISION 1 TITLE 1 OF THE

COMMONWEALTH CODE

Section 1 Findings and Purpose The purpose of this Act is to appropriate the amount of

$4400000 from local license fees for poker and pachinko slot machines collected pursuant to 10 CMC

sect 1901 to activities for the First Senatorial District The Commonwealth Legislature enacts this

legislation under its authority in Article II sections 1 and 6 of the Constitution of the Northern Mariana

Islands The First Senatorial District Delegation finds that there is a need to provide a subsistence

allowance for residents of the First Senatorial District who are undergoing dialysis and treatment for

terminal illnesses and the Rota Municipal Scholarship Fund

Section 2 Appropriations and Expenditure Authority The amount of $4400000 is

appropriated from local license fees for poker and pachinko slot machines collected pursuant to 10

CMC sect1901 for the following purposes

a) The amount of $3065000 to the Department of Finance for the purpose of providing the

monthly subsistence allowance for residents of the First Senatorial District who are undergoing dialysis

treatment and treatment for terminal illnesses as provided in Attachment A covering final payment

for the month of October 2014 full payment for the month of November 2014 and partial payment

for the month of December 2014 The expenditure authority shall be the Secretary of Finance

b) The amount of $13 35000 for the Rota Municipal Scholarship and the expenditure

authority shall be the Chairperson of the Rota Municipal Scholarship Foundation Board

1 Section 3 Reproeramming Notwithstanding any laws provisions or regulations to the

2 contrary funds appropriated under this Act shall not be reprogrammed for any other purpose

3 Section 4 Severability If any provision of this Act or the application of any such provision

4 to any person or circumstance should be held invalid by a court of competent jurisdiction the remainder

5 of this Act or the application of its provisions to persons or circumstances other than those to which it is

6 held invalid shall not be affected thereby

7 Section 5 Savings Clause This Act and any repealer contained herein shall not be

8 construed as affecting any existing right acquired under contract or acquired W1der statutes repealed or

9 under any rule regulation or order adopted under the statutes Repealers contained in this Act shall not

10 affect any proceeding instituted under or pursuant to prior law The enactment of the Act shall not have

11 the effect of terminating or in any way modifying any liability civil or criminal which shall already

12 be in existence on the date this Act becomes effective

13 Section 6 Effective Date This Act shall take effect upon its approval by the Governor or

14 becoming law without such approval
