The Government, buttressed by substantial World Bank, IMF, AfDB, and USAID efforts, recently reported revenue growth in double digit-percentage point increases.

Paramount among Economic Recovery plans is the re-opening and rehabilitation of the private sector as an effective mechanism for increasing output, income, and employment.

Many private businesses are now contributing serious efforts towards strategic positioning to launch commercial operations in all lucrative sectors of the economy.

One of such highly viable sectors is the Mining Industry, supported by Liberia’s vast forest resources.

There are various mineral resources in Gbarpolu County; gold and diamonds are the most commonly exploited.

Gold deposits are found in Henry’s Town, Weasua, and Belekpalamu, while diamond deposits are found in Tarkpoima, Sirleaf Town, Smith Camp, and other sites.

Iron ore has been discovered, and unconfirmed reports point to the existence of potentially valuable lead, manganese, silver, fluorite, graphite and copper deposits.

The densely forested County occupies an area of approximately 1,263 square miles, and is located in the western region of Liberia. The County has borders with Lofa to the North, Bong to the East, Bomi to the South, and Grand Cape Mount County and Sierra Leone to the West.

Created in 2003 from territory previously known as Lower Lofa County, Gbarpolu is the newest of Liberia’s fifteen political sub-divisions. The County seat of Bopolu City is famous as the home and final resting place of King Sao Boso of the Kingdom of Suehn-Bopolu, who resolved the conflict between the settlers of the Mississippi Colonization Society and the natives, paving the way for their co-existence in the coastal areas.

Bopolu also served as a stop along the route for the trans-Sahara trade.

The proposed Gold/Diamond Mining project shall produce high quality gold and diamond deposits found in the Gbarma district of Gbarpolu County found on the properties of local families led by the Itoka family and the Paramount Chief, John Bunday.

After a period of sustained exploration since 1998, the Mano River Resources has launched a feasibility study that confirmed the existence of over 1.5 million ounces of ore which will result in an operating mine that will process over 100,000-150,000 ounces of ore annually. The mine, to be named the New Liberty Gold Mine, will be the first industrial mining type in the Liberia, departing from the small-scale alluvial type operation that has over the decades characterized the extraction of the mineral.

The primary market for the top quality gold and diamonds will be the European and U.S. export markets.

The secondary market for local consumption shall be the capital, Monrovia and its environs, with a population of about two million. Monrovia and its suburbs will sustain a targeted market share of one-fifth of the production volume, while the remaining four-fifths will be supplied to the investing company.

Recent feasibility study confirmed the existence of over 1.5 million ounces of ore which will result in an operating mine that will process over 100,000-150,000 ounces of ore annually.

Also, total kimberlite mineral chemistry reveals abundant high chrome G10 garnets and diamond inclusion chromites which are suggestive of high rating for diamond potential. Drilling has also been carried out with the aim of delineating 4 kimberlite pipes.

The Management Team has decided that given the event wherein the full desired funding of U.S. $10.5 Million for an operation plus multi-site plants may not be initially available, the project could be scaled down and broken up into two phases.

Phase I would entail a lower optimal level for staging a 4-site gold mining operation which would cost U.S. $7.5 Million, including working capital requirements

The Management Team estimates that given its exceptional level of financial, operational and marketing expertise, in addition to familiarity with US and European marketing territories and high efficiency rate, within three years, it will be sufficiently poised to implement strategy for Phase Two; Project Expansion Phase.

The initial phase of the project shall entail supplying the Export and Liberian markets with high quality gold.

The 4 sites shall be efficiently equipped with cutting edge equipment, dredges and washing plants to ensure maximum quality for International Standards.

Subsequent to the establishment of highly efficient operations and setting up cost-effective distribution networks, the Proposed Project shall within three years of operation launch Phase II for expansion into the Diamond industry.

Phase Two of the Gold and Diamond Mining Project shall involve the Acquisition additional equipment for the diamond mining.

Proceeds generated from Export sales shall be utilized to pay-off the second loan and interest within the fourth year of operation.

Expansion efforts shall be implemented within a three-year timeframe to expand the project through the acquisition of equipment, after paying off the initial 7.5 Million Dollars with interest.

Also, to prevent over-supply conditions and to capitalize on geographical market growth, part of the expansion phase shall involve management and agency contracts with gold and diamond dealers in the bordering countries of Sierra Leone and Guinea.

The Proposed Gold and Diamond Mining Project shall pay to the Government of Liberia all fees, corporate income taxes, and other relevant charges.

The far-reaching accompanying positive implications and socio-political economic benefits of expanding employment, output, and income, coupled with the intrinsic multiplier effect that production for export to the global market shall generate cannot be over-emphasized.

The Management Team includes well-versed Liberians with very high integrity and exceptional levels of financial, entrepreneurial, operational, credit risk management, and marketing expertise, in addition to familiarity with European and U.S. marketing territories.
