General Information – This Handbook is produced in advance and is subject to any action that may cause revision or curtailment of classes, divisions, awards, premiums, or regulations listed.Damage and Insurance: The 20th District Agricultural Association shall not be responsible for accidents or loss that may occur to any

of the exhibitors or exhibits at a show.Awards: If the signature of owner/agent is printed instead of written on the entry blank, awards may be forfeited.Ribbon Placement: Placement of ribbons does not guarantee correct placing in judging. Only the official placing on the judging sheet

constitutes the final placement.Errors in Premium Payment: Errors will not be corrected unless applied for prior to October 3, 2014.Judging: Judging will not be held in any class for late exhibitors.Indoor Exhibit Release: Exhibits may be claimed on Monday, September 8, 2014 from 2:00 p.m. to 7:00 p.m., unless otherwise specified.

No entry will be released without presentation of claim tags. Entries and exhibits not claimed by 4:30 p.m. on Friday, September 12, 2014 will be disposed of at the Fair’s discretion.

Entry Procedures and Information 1. Use one entry form for each still exhibit department. Use one livestock entry form for each specie of animal. 2. It is the exhibitor’s responsibility to make corrections on entry forms and return before the entry deadline. 3. Entries close according to the following schedule:

4. Entries in the 4-H Department are restricted to bonafied members of a Placer County 4-H Club. Entries in the FFA Department are restricted to FFA members enrolled in Placer County FFA Chapters. Entries in Grange Departments are restricted to youth Grange members enrolled in Placer County Granges. Independent exhibitors MUST reside in Placer County.

5. NOTICE: Entries in 4-H, FFA, Independent and Grange divisions are restricted to residents of Placer County. Exhibitors whose club or chapter is in Placer County but who do not reside in Placer County must submit a letter requesting a waiver from this requirement to Gold Country Fair Management. The letter should explain the exhibitor’s reason for enrollment in an organization outside of their county of residency. In the case of livestock projects, the letter must also state the exhibitor’s guarantee that they intend to sell market animals at Placer County and/or Gold Country Fairs exclusively (the only exception is to sell a market animal at Junior Grand National or California State Fair).

6. Exhibitors of market animals are eligible to show and/or sell in only one county’s fairs during a calendar year. Exceptions – California State Fair, Great Western, Junior Cow Palace.

7. FFA members may participate in classes when they enroll in high school vocational agricultural classes and may exhibit as members to the end of the calendar year following graduation.

8. 4-H members: A bonafide 4-H member is a youth five (5) years old or in kindergarten as of December 31, 2013, to exhibit as a Primary member. Primary members are eligible to enter primary classes only. Primary members are not eligible to show large livestock or sell in the Livestock Auction. Junior, Intermediate and Senior 4-H members must be nine (9) years old or in the 4th grade by December 31, 2013. Exhibitors are eligible to compete/exhibit through December 31 of the year they turn 19 years of age. Any questions as to eligibility rest with the Placer County 4-H Leader’s Executive Committee.

9. Grange members may exhibit if they are at least 5 years of age as of January 1, 2014, and until the end of the calendar year in which the member reaches age 19. Grange members ages 5 through 9 are subject to the same rules as 4-H Primary members.

10. Independent Exhibitors must be at least 9-years-old or in the 4th grade by January 1, 2013. Exhibitors are eligible to compete/exhibit through December 31st of the year in which they turn 19 years of age. Independent Junior exhibitors must enter an open junior class unless one is not available. If an open junior class is not available, junior exhibitors may enter an appropriate FFA or 4-H class if they meet all appropriate FFA and/or 4-H age/grade, and State Rules requirements. Juniors who have been FFA, 4-H or Grange project members within 60 days prior to the Fair are not eligible to compete in that project as independent juniors (150 days for market beef). Each entry in these divisions shall have been made or produced by the exhibitor. Entries shall be made on Junior Department entry forms provided by the Fair. The signature of a parent or guardian is required. State and Local Rules apply to all entries and scorecards in corresponding Senior and Junior Department classes shall be used unless otherwise provided in these divisions.

11. ALL 4-H Leaders, 4-H exhibitors, FFA Advisors, FFA exhibitors, Independent exhibitors and their parents MUST have com-pleted mandatory Quality Assurance/Ethics Training. Entry forms will not be accepted if training was not completed.

12. All Independent Exhibitors are required to show proof of liability insurance. County, District, and State Fairs cannot legally carry liability insurance covering junior exhibitors and/or their exhibits. Obtaining liability insurance is the responsibility and at the discretion of the junior exhibitors. A policy may be purchased by all exhibitors from California Fairs Service Authority (through the fair office) at a minimal cost.

13. FFA: The official FFA Show Uniform shall be worn by all FFA exhibitors and by helpers in individual and chapter groups while show-ing at the Gold Country Fair. The official FFA Show Uniform shall consist of the following: white pants, white shirt with FFA emblem attached to left pocket, FFA tie, clean shoes or boots, cuffs to be worn over boots, FFA jacket, no hats or head gear of any kind.

4-H: Every 4-H exhibitor of livestock must wear the official uniform of his or her organization while showing his or her animals. The following 4-H uniform specifications must be followed: Boys: 4-H cap (appropriately worn); 4-H tie; white shirt, short sleeve or long sleeve, buttoned at wrist; white or logan green pants with belt when belt loops are provided; shoes or boots are required; boots, if worn, should be inside pants leg. Girls; 4-H cap (appropriately worn); white blouse and white skirt or white dress of comparable design; green 4-H collar with 4-H emblem on back corners, with a simple white ring fastener; OR: Boy’s complete Uniform: 4-H cap (appropriately worn); white tailored short sleeve shirt, green 4-H collar; white or logan green ankle length slacks or jeans with belt when loops are provided; shoes or boots are required; boots, if worn, should be inside pants leg.

Independents: Must wear whites during competition. “Whites” shall consist of new-appearing, white trousers or skirt and a new-ap-pearing, white blouse or shirt. Hats are not acceptable. Open-toed foot wear, shorts, tee-shirts, sleeveless shirts or clothing with any artwork or embroidery are not acceptable. Any exhibitors not conforming to these qualifications will be disqualified from the class.

14. Any junior exhibitor staying in a camper facility on the Gold Country Fairgrounds must be under the direct control and supervision of a responsible adult. Note: Anyone who had not made prior reservations will not be permitted to stay on the Fairgrounds.

15. The rules and regulations prescribed for the Junior Department have been formulated with the cooperation and approval of state leaders of junior groups. Rules applying to the Senior Department also apply to the Junior Department.

16. Representatives and leaders of the junior groups should consult with the Fair Management in preparing the Exhibitor Handbook for the Junior Department. The divisions and classes to be included in the Exhibitor Handbook should be selected so as to provide the maximum of competition in order that the greatest benefits of the program of education by comparison with established standards may be achieved.

17. Junior exhibitors are required to conform to written State and Local Rules and/or instructions. Failure to comply with the rules, or damage to Fair and/or other exhibitors’ property will result in loss of premium awards and expulsion from the Fairgrounds.

18. Entries in Showmanship and the 4-H Department are restricted to bona fide members of a Placer County 4-H Club. Entries in the FFA Department are restricted to FFA members enrolled in Placer County FFA Chapters. Entries in Grange Departments are restricted to youth Grange members enrolled in Placer County Granges. Independent junior exhibitors not affiliated with any organization can enter appropriate FFA or 4-H classes if they meet the age or grade level requirements.

19. Entries in the Open Junior Department are restricted to residents of Placer County.20. Senior Dairy Goat and the Senior Sheep and Wool divisions are open to legal residents of the State of California. Sr. Dairy Goat Divi-

sion is open to the World. Placer County Senior Sheep and Dairy Goat entries have priority over other areas.21. If the owner or co-owner of livestock or other exhibits used or housed outside Placer County is a bona fide resident of Placer County,

then such livestock or other exhibits in which they have a financial interest shall be eligible for entry in the local class. Evidence of residence may be required, i.e.: current driver’s license and/or voter registration card.

22. To ensure the safety of exhibitors, livestock and fairgoers, no dogs are allowed on the Fairgrounds – except those used as guide dogs for the disabled or entered in the dog show (one hour prior to and one hour after the dog show, only).

23. By the signature on the entry form, each exhibitor agrees to have his or her animals, pens, stalls, and barn aisle cleaned and in show condition twice daily, before 10:00 a.m. and 5:00 p.m. each day of the fair. Aisles, pathways, and approaches must be clean at all times. Storage of tack is forbidden in center aisle. Excessive tack and feed will be removed at the exhibitor’s expense. In addition to the above, it is required that each livestock exhibitor (seniors – herdsman) personally care for his or her animals once each day. There will be no exceptions. Periodic stall checks will be made. Failure to comply will forfeit premiums and exhibit privileges.

24. Any foul and/or abusive language, and /or physical abuse used toward any Fair Personnel, Weighmaster, Sale Committee Member, Judge, animal, etc., by an exhibitor and/or their parent will result in immediate expulsion from the Fairgrounds for the duration of the Fair and forfeiture of eligibility in future Gold Country Fairs.

25. Exhibitors, leaders, advisors and parents found in violation of rules or in practicing unethical or inimical with the fair program shall be penalized by forfeiture of awards and/or privileges as may be deemed appropriate to the circumstances. The Management shall report any such incidences to the Division of Fairs and Expositions in writing and such reports may become the basis for the Gold Country Fair or any other fair to refuse entries.

26. Requests for refunds must be made in writing to the Fair, and may be granted only upon approval of the Fair Board of Directors. No refund of less than ($5.00) will be given.

a. Refunds may be made only because of sickness, accident, or death, cancellation of a class or return of entries for lack of exhibit space.

b. Non-selected exhibits in a juried show are not eligible for refunds. c. For animal classes, request must be made prior to the event. Requests involving health or soundness of an animal

must be accompanied by a veterinarian’s certificate.27. No entry will be accepted when an exhibitor prescribes conditions under which he or she will exhibit.28. The Management reserves the right to interpret the rules and regulations and to settle questions of difference.29. All Livestock and Small Animal Entry Forms that are not complete by August 5, 2014 will be charged a $5 penalty fee. The required

information and penalty fee MUST be turned in by Wednesday, September 3, 2014.30. No entry will be judged if fees are outstanding on that entry. Exhibitors whose parents or legal guardians have fees or payments out-

standing with Gold Country Fair, including the Junior Livestock Auction may not participate until payment is made in full.31. NEW: Attention Exhibitors: For 2014, 4-H Showmanship classes (Novice, Junior and Senior) will show first, followed by FFA classes

(Novice and Senior). Exhibitors winning their Novice or Junior classes may move up ONE level.

HOW TO ENTER THE FAIRHOW CAN I ENTER?At the beginning of each department is information relative to that competition. This information includes eligibility requirements, pre-reg-istration (a.k.a. entry) deadline, delivery and pick up information and judging schedule. It is also important that you read the Local Rules located at the beginning of the Handbook and the State Rules in the back pages.

WHAT IS THE PRE-REGISTRATION (ENTRY) DEADLINE?All of our departments require that you submit the entry form and fees to the Administration Office prior to the Fair. Entry Forms and fees must be received by the Administration Office before 6:00 p.m. on August 5, 2014. It is very important that you check the entry deadline in each department as not all have the same entry deadline.

WHAT IS REQUIRED OF YOUTH AND STUDENT EXHIBITORS?Youth exhibitors entering independently (not through a school or organization) must list age and have a parent/guardian’s signature. Students enrolled in a school or organization must list the school and have the instructor/teacher’s signature.

DO I MAIL OR BRING IN THE ENTRY FORM AND FEES?You are encouraged to mail the entry forms and fees, but you will not receive a return receipt. Forms and fees may be mailed immediately following the issuance of this Exhibitor Handbook. Hand delivered forms will be accepted in the Administration Office during normal busi-ness hours (8:00 a.m. to 12 noon and 1:00 p.m. to 5:00 p.m., Monday thru Friday). No forms or fees will be accepted after 6:00 p.m. on the entry deadline date. Mailed forms must be postmarked on or before the deadline date. POSTMARKS ARE ACCEPTED. No entry will be accepted with a postmark later that August 5, 2014. (Except Floriculture, Horticulture or where otherwise noted). Metered mail is not acceptable as proof of mail deadline. Gold Country Fair is not responsible for lost or misdirected mail.

SAMPLE ENTRY FORMHOW TO FILL OUT YOUR ENTRY FORM STEP BY STEP INSTRUCTIONS:

1. Start an entry form by completing the information on the top of the entry form. You must fill out exhibitor’s name, signature, mailing address, city, state, zip code, telephone number and e-mail address. Please fill out forms legibly and completely. Exhibitor’s signature is required on all forms. Failure to provide signatures will disqualify entry.

2. List the Division Number and Class Number for each entry. (BE SURE YOU HAVE THE CORRECT ONES.) Use a separate form for each exhibitor and for each division. If one form is not sufficient, use additional forms. Entry forms may be photocopied.

3. Where Class says, “Any other, please specify,” or “list variety” - this must be done on your entry forms in the Description section.

4. If you are entering a Livestock Division, fill in the information regarding sex, date of birth and eartag or tattoo. Make sure you are using the appropriate small animal or large animal Livestock Entry Form. A penalty fee will be charged for deficient forms.

5. If there is an entry fee, write the amount in the “entry fee” column. Be sure to include entry fees with your entry form(s). 6. Be sure to read the rules of the Department and Division you are entering, as well as the State and Local Rules. State

Rules are located in the back section of the Handbook and Local Rules in the front. 7. If you are not sure you are entering correctly, please call the Administration Office, and an exhibits representative will be
