Unless otherwise indicated, all of the motions offered at this meet- ing were carried with the following vote: Ayes: Wirtz, Faulstick, Sol- berg, Merrill, Graettinger. Nays: None. Abstentions: None. Motion by Merrill, seconded by Wirtz to approve the agenda for No- vember 27th, 2018, with the addition to approve hiring Gary Atherton & Jacobson-Westergard for Drainage FEMA assessments. Motion Carried. Motion by Solberg, seconded by Faulstick to approve the minutes for November 20th, 2018. Motion Carried. Motion by Roger Faulstick, second- ed by Craig Merrill to approve hiring Gary Atherton, per the consensus of the Board at the August 14th & 21st, 2018, meeting as recorded in the minutes, at $57.62 per hour plus mileage at $.50 per mile to prepare the 2018 FEMA disaster Drainage District Assess- ments for Palo Alto County due to the experience with the drainage districts in Palo Alto County. Motion Carried. Motion by Keith Wirtz, seconded by Linus Solberg to approve hiring Ja- cobson-Westergard & Associates, per the consensus of the Board on August 21st, 2018, meeting as recorded in the minutes, to prepare drone flights of Palo Alto County Drainage Districts for the 2018 FEMA disaster assessments at $150.00 per mile. Motion Carried. No one was pres- ent for public comment. Walter Davis-Oeth, County En- gineer, met with the Board. Walter updated the Board on roads and bridges. Secondary Roads will con- tinue to do ditch cleaning if pos- sible depending on the weather. Motion by Solberg, seconded by Wirtz to approve an underground util- ity permit application for MidAmerican Energy in Section 26 of Emmetsburg Township. Motion Carried. Motion by Faulstick, seconded by Solberg to approve an underground utility permit application for Iowa Lakes Regional Water in Section 21 & 28; 33 & 4; 4 & 9; 9 & 10; Highland and Sil- ver Lake Townships. Motion Carried. Motion by Solberg, seconded by Faulstick to approve an underground utility permit application for Iowa Lakes Regional Water in Section 14 of Sil- ver Lake Township. Motion Carried. Motion by Solberg, seconded by Wirtz to approve hiring Melissa Hall for the Office Manager Position in the Secondary Roads Department at $20.00 per hour effective on Decem- ber 7th, 2018; with the following steps on 7/1/2019 $21.00 per hour; and 7-1- 2020 $22.50 per hour. Motion Carried. Paul Molitor, Extension Council, and Bryan Whaley, Extension Direc- tor, met with the Board to discuss the current lease for the Carnigie Library Building which will expire in 2021. The Board will review options for the roof and front steps of the building. Donell Doering, Elderbridge, met with the Board for the annual report and budget request for FY19-20. The budget request for FY20 is $7,450. Joe Neary, Zoning, met with the Board. Present: Patrick Boggess, Jacobson-Westergard; Mitch Baum, Summit Pork; Dean Gunderson. Motion by Solberg, seconded by Wirtz to approve a conditional use permit for JR Brown & Tom Brown in Section 4 of Vernon Township. Motion Carried. This site meets the Good Neighbor Policy. Motion by Solberg, seconded by Merrill to approve a conditional use permit & Master Matrix for Summit Pork II, LLP in Section 22 of Vernon Township. Motion Carried. This site meets the Good Neighbor Policy. Motion by Solberg, seconded by Wirtz to approve a conditional use permit & Master Matrix for Summit Pork II, LLP in Section 10 of Vernon Township. Motion Carried. This site meets the Good Neighbor Policy. On 12/01/2018 at 5:40 a.m. the Palo Alto County Sheriff’s Office was called to investigate a one vehicle accident in the 3800 block of 280th Street. Following an investigation it was determined that a 1999 Chevy Silverado owned and driven by Michael Lynn Lundgren of Graettinger was westbound on 280th Street. Lundgren loss traction on the ice covered road- way causing the Chevy to spin sideways in the roadway, entered the south ditch and rolled, coming to rest on its driver’s side. The Chevy was deemed a total loss. No injuries were reported on scene. Lundgren was issued a cita- tion for Failure to Maintain Control. On 11/30/2018 at 10:02 a.m. the Palo Alto County Sheriff’s Office ar- rested Ryan Michael Manwarren, 21, of Emmetsburg on a valid Palo Alto County warrant. The warrant was for failure to appear on the original charge of Disorderly Conduct, a simple misdemeanor. Manwarren was unable to post the $500.00 cash only bond and was subsequently booked into the Palo Alto County Jail to await his initial appearance before a magistrate. On 11/30/18 at 7:46 AM, the Palo Alto County Sheriff's Office was called to investigate a two vehicle accident that happened at the intersection of West Marvin Street and South Lincoln Avenue in Graettinger. Marvis Marie Duus of Graettinger, was driving a 2008 Buick Lucerne south on South Lincoln Avenue when her vehicle was struck on the driver side by a 2007 Chevy Trailblazer driven by Lynn Therese Tatman of Graettinger. Tat- man was driving west on West Marvin Street when she attempted to make a left turn onto South Lincoln Avenue. Tatman failed to yield at the intersec- tion and her vehicle subsequently struck the Duus vehicle. Damage to the Duus vehicle was estimated at $1,500 and damage to the Tatman vehicle as also estimated at $1,500. No injuries were reported at the scene. Tatman was issued a citation for Failure to Obey a Yield Sign. On 11/30/2018 at 6:36 a.m. the Palo Alto County Sheriff’s Office re- ceived a report of an assault that occurred at a hog site located at 4461 370th Avenue in Ayrshire. Following an investigation into the report, the Palo Alto County Sheriff’s Office arrested Jamie Lee Jordan, 39, of Algona, on charges of Assault causing bodily injury, a serious misdemeanor. Jordan was booked into the Palo Alto County Jail to await his initial appearance before the magistrate. On Thursday, November 29, 2018, at 2:30 p.m., the Palo Alto Coun- ty Sheriff's Office served a 30 day mittimus on Jessica Brennan (38), of Emmetsburg following a conviction for Probation Violation, which is an aggravated misdemeanor. Brenna was already in the custody of the Palo Alto County Sheriff's Office and will remain in jail to fullfill her 30 day sentence. On Sunday, November 25th, 2018, at 11:49 p.m., the Palo Alto County Sheriff's Office initiated a traffic stop in the 100 block of East Robins Street, Graettinger, on a 2004 Oldsmobile Alero, driven by Ashley Haar (34) of Graettinger. Parking from page 1 discovered that Haar provided a false identification and also that her driver's license was suspended for non-payment of child support. Fol- lowing the traffic stop, the Palo Alto County Sheriff's Office arrested Ashley Haar for driving while li- cense suspended and providing false identification information, which are both simple misdemeanors. Haar was transported, without in- cident, to the Palo Alto County Jail and booked in to await her initial ap- pearance before a magistrate. On November 24, 2018 at 6:05am, the Palo Alto County Sher- iff's Office investigated a one ve- hicle accident on the north edge of Graettinger. A 2001 Chrysler van, driven by Humberto Castillo, age 21 of Estherville, was east bound in the 4200-blk 280 St. and lost control and entered the north ditch, coming to rest on the passenger side of ve- hicle. No injuries were reported and $2,200 in damages to the Chrysler. Humberto Castillo was issued a cita- tion for failure to maintain control. At 7:07 p.m. on Thursday, No- vember 22, 2018, the Palo Alto County Sheriff's Office was called PA Sheriff from page 2 to the 5200 block of 390th Street for a report of a vehicle driving on the railroad tracks. Upon further in- vestigation, it was determined that Irene Arroyo of San Antonio, TX, was driving her 2018 Mitsubishi Outlander southbound in the 3800 block of 525th Ave when she failed to negotiate the turn in Cylinder and proceeded onto the Canadian Pacific Railroad tracks. Arroyo continued driving eastbound on the tracks un- til she came to a stop at the intersec- tion of 390th Street and 530th Ave. Following an investigation into the incident, Arroyo was arrested for the charge of O.W.I. - 1st Offense, a serious misdemeanor and Failure to Maintain Control, a scheduled viola- tion. Arroyo was also found to have a child in the vehicle at the time of the accident and was subsequently charged with Child Endangerment, an aggravated misdemeanor. No in- juries were reported from the inci- dent and damages to the Arroyo ve- hicle are estimated at $6,000. “A Criminal Charge is Merely an Accusation, and the Defendant is Presumed Innocent Until and Unless Proven Guilty.” The GTRA Dance team recently placed 2nd in two categories at State Dance. The team performed the rou- tine at a basketball game before taking it to State competition.

On 12/01/2018 at 5:40 a.m. the Palo Alto County Sheriff’s Office was called to investigate a one vehicle accident in the 3800 block of 280th Street. Following an investigation it was determined that a 1999 Chevy Silverado owned and driven by Michael Lynn Lundgren of Graettinger was westbound on 280th Street. Lundgren loss traction on the ice covered road-way causing the Chevy to spin sideways in the roadway, entered the south ditch and rolled, coming to rest on its driver’s side. The Chevy was deemed a total loss. No injuries were reported on scene. Lundgren was issued a cita-tion for Failure to Maintain Control.

On 11/30/2018 at 10:02 a.m. the Palo Alto County Sheriff’s Office ar-rested Ryan Michael Manwarren, 21, of Emmetsburg on a valid Palo Alto County warrant. The warrant was for failure to appear on the original charge of Disorderly Conduct, a simple misdemeanor. Manwarren was unable to post the $500.00 cash only bond and was subsequently booked into the Palo Alto County Jail to await his initial appearance before a magistrate.

On 11/30/18 at 7:46 AM, the Palo Alto County Sheriff's Office was called to investigate a two vehicle accident that happened at the intersection of West Marvin Street and South Lincoln Avenue in Graettinger. Marvis Marie Duus of Graettinger, was driving a 2008 Buick Lucerne south on South Lincoln Avenue when her vehicle was struck on the driver side by a 2007 Chevy Trailblazer driven by Lynn Therese Tatman of Graettinger. Tat-man was driving west on West Marvin Street when she attempted to make a left turn onto South Lincoln Avenue. Tatman failed to yield at the intersec-tion and her vehicle subsequently struck the Duus vehicle. Damage to the Duus vehicle was estimated at $1,500 and damage to the Tatman vehicle as also estimated at $1,500. No injuries were reported at the scene. Tatman was issued a citation for Failure to Obey a Yield Sign.

On 11/30/2018 at 6:36 a.m. the Palo Alto County Sheriff’s Office re-ceived a report of an assault that occurred at a hog site located at 4461 370th Avenue in Ayrshire. Following an investigation into the report, the Palo Alto County Sheriff’s Office arrested Jamie Lee Jordan, 39, of Algona, on charges of Assault causing bodily injury, a serious misdemeanor. Jordan was booked into the Palo Alto County Jail to await his initial appearance before the magistrate.

On Thursday, November 29, 2018, at 2:30 p.m., the Palo Alto Coun-ty Sheriff's Office served a 30 day mittimus on Jessica Brennan (38), of Emmetsburg following a conviction for Probation Violation, which is an aggravated misdemeanor. Brenna was already in the custody of the Palo Alto County Sheriff's Office and will remain in jail to fullfill her 30 day sentence.

Fol-lowing the traffic stop, the Palo Alto County Sheriff's Office arrested Ashley Haar for driving while li-cense suspended and providing false identification information, which are both simple misdemeanors. Haar was transported, without in-cident, to the Palo Alto County Jail and booked in to await her initial ap-pearance before a magistrate.

On November 24, 2018 at 6:05am, the Palo Alto County Sher-iff's Office investigated a one ve-hicle accident on the north edge of Graettinger. A 2001 Chrysler van, driven by Humberto Castillo, age 21 of Estherville, was east bound in the 4200-blk 280 St. and lost control and entered the north ditch, coming to rest on the passenger side of ve-hicle. No injuries were reported and $2,200 in damages to the Chrysler. Humberto Castillo was issued a cita-tion for failure to maintain control.

At 7:07 p.m. on Thursday, No-vember 22, 2018, the Palo Alto County Sheriff's Office was called

to the 5200 block of 390th Street for a report of a vehicle driving on the railroad tracks. Upon further in-vestigation, it was determined that Irene Arroyo of San Antonio, TX, was driving her 2018 Mitsubishi Outlander southbound in the 3800 block of 525th Ave when she failed to negotiate the turn in Cylinder and proceeded onto the Canadian Pacific Railroad tracks. Arroyo continued driving eastbound on the tracks un-til she came to a stop at the intersec-tion of 390th Street and 530th Ave. Following an investigation into the incident, Arroyo was arrested for the charge of O.W.I. - 1st Offense, a serious misdemeanor and Failure to Maintain Control, a scheduled viola-tion. Arroyo was also found to have a child in the vehicle at the time of the accident and was subsequently charged with Child Endangerment, an aggravated misdemeanor. No in-juries were reported from the inci-dent and damages to the Arroyo ve-hicle are estimated at $6,000.
