SB 1383 and what it Means for Me?
California passed Senate Bill (SB) 1383 to curb greenhouse gas emissions by setting a statewide goal to reduce organic waste disposal 75% by 2025. How? The plan is to establish or enhance local food donation programs and turn organic waste (both food and yard waste) into beneficial compost and energy. What does this mean for me? California residents, businesses and multifamily complexes will be required to separate their food and yard waste and place them in a separate organics cart. City of Palmdale residents will be notified in advance when this will begin in your neighborhood. In the meantime, WM is preparing for other aspects of SB 1383, including the requirement that all trash, recycling and organics containers
be color-coded statewide by 2036. Eventually, your carts will all have dark gray bodies, each with a different colored lid—green for organics (food waste and yard waste), blue for recycling (bottles, cans, paper, cardboard, and glass), and black for trash. WM has started transitioning carts to the new color scheme on a replacement basis. Make sure to “Check the Lid” for information on what materials go into each cart. REPORT ILLEGAL DUMPING! Illegal dumping is an unlawful disposal of waste on road right-of-way or private property and is a serious problem for the community. It also poses a threat to public health, safety and the environment.

ANTELOPE VALLEY ILLEGAL DUMPING TASK FORCE (AVIDTF) The AVIDTF is dedicated to the development and implementation of illegal dumping prevention programs to mitigate illegal dumping in the County Unincorporated Areas of Antelope Valley.
The Task Force meets the first Wednesday of even months (February, April, June, August, October and December) at 2 p.m. at the following location: Fire Station #129 - Training Center 42110 6th St. West Lancaster, CA 93534

NEW TRASH COLLECTION SYSTEM FOR NORTH COUNTY COMMUNITIES Los Angeles County Public Works is working diligently to propose a new trash collection system that will best serve the unique, diverse and remote unincorporated areas in Acton, Agua Dulce and the Antelope Valley. The new proposed Garbage Disposal Districts (GDD) will enhance the quality of life for residents by keeping communities clean by ensuring proper waste collection and reducing the instances of illegal dumping. Los Angeles County proposes to establish three GDDs in the Antelope Valley and one in Acton/Agua Dulce. There will be two opportunities to participate in the district’s formation. Vote 1: Approve Service Fees Proposition 218 requires that effected individuals be notified whenever local governments in California add or increase local taxes for specific programs. The proposed GDDs will result in a fee appearing as a line item on future tax bills. Landowners in each proposed GDD will receive notification via the U.S. Postal Service of the proposed fee for their property. Prior to sending this notice, the county will host community meetings to explain the process including how the fee was determined. Landowners should expect to receive this notice in the summer of 2022. As part of this process, a Protest Hearing will be held where landowners can show support for or against the proposed fees. If the majority are not opposed, the service Fees will be considered by the Los Angeles
County Board of Supervisors. Vote 2: Approve Garbage Disposal Districts In each GDD area, registered voters will be asked to approve a ballot measure that will create the GDD, likely in early 2023 through a special election. If Vote 1 and Vote 2 are approved, the County will move forward with establishing the GDDs. A waste hauler for each GDD will be contracted to provide trash, organic waste and recycling services. Services are expected to begin in July 2023. If vote 1 or 2 is not approved, the County will establish new Exclusive Residential Franchises in the four areas to provide trash, organic waste and recycling services. This will be necessary because the current “open market system” does not comply with State law. Although establishing GDDs takes additional effort on the part of the County, this system provides the most benefits to the community. Together we will establish a solid waste collection system that encourages vibrant, waste- conscious communities and addresses the unique needs of the community.
PROPERLY DISPOSE OF SOLID WASTE Los Angeles County hosts numerous collection events to help residents dispose of unwanted items, such as mattresses, tires and household hazardous and electronic waste.
