Design Assurance System
Design Assurance System (DAS): The total structure of organization, responsibilities, procedures and resources to ensure the proper espo s b t es, p ocedu es a d esou ces to e su e t e p opefunctioning of the Design Organization.

Compliance Verification Engineer
The number of key persons within the DOA such as Head of DOA, Chief of Airworthiness Office, Chief of Independent Monitoring, and Personnel who make d i i ff i i hi d i l i (CVE AE)decisions affecting airworthiness and environmental protection (CVE, AE) are together uphold the DAS

• In order to be independent, the CVE is required to be not involved in the creation of compliance data although the CVE would be allowed to work in
j ti ith D i E i (DE) h li d tconjunction with Design Engineers (DE) who prepare compliance data.
• As long as the functions of showing compliance and verification of compliance are strictly and undoubtedly independent the same person could act as DE as

Term of Approval & CVE Relation
1. The Approved Design Organization have sufficient and pp g gadequate (qualified and competent) staff to be able to work within its Terms of Approval (ToA). CVE have special qualifications and able to provide assurance of the design or modification of a product.
Note:Terms of approvalThe terms of approval shall identify the types of design work, the categories of products, parts and appliances for which the design organization holds a design organization approval, and the functions and duties that the organization is approved to perform in regard to the airworthiness and characteristics of noise, fuel venting and exhaust emissions of products. For design organization approval covering type-certification or TSO authorization

for Auxiliary Power Unit (APU), the terms of approval shall contain in addition the list of products or APU. Those terms shall be issued as part of a design organization approval. (CASR 21.251)

• Compliance Verification Engineers (CVE):
Those personnel who are responsibility in showing compliance process. He/she must be familiar with the airworthiness and environmental protection requirements as well as means to provide compliance certificationas means to provide compliance certification. Qualification
• CVE needs to have appropriate education and professional experience. In pp p p paddition to the purely technical qualification, it is important that the CVE has profound knowledge about the details of the compliance showing process which is defined in the DOH.process which is defined in the DOH.
• CVE should have minimum requirement of at least 3 years experience as a DE, or 8 years experience as Aircraft Engineer, or Master degree in related discipline with 1 year experience, and has been trained per DOH Chapter 1.9.1.
• Furthermore he/she needs to know and understand the airworthiness and environmental protection requirements as well as to provide complianceenvironmental protection requirements as well as to provide compliance with these requirements.
