Combating child abduction, sexual abuse andexploitation on multiple fronts bycommissioning original research into thestatus of child protection laws around theworld, creating replicable legal tools,promoting best practices, buildinginternational coalitions, bringing togethergreat thinkers and opinion leaders, andcollaborating with partners in the field toidentify and measure threats to children andways ICMEC can advocate change.

Regional Representation

Responding to local and regional needsand developing customized programs whileraising global awareness of our missionareas. Our Asia-Pacific regional office isbased in Singapore (ICMEC Singapore)and our Latin America and Caribbeanregional representation is based in Brazil(ICMEC LAC).

The Global Initiative for Child Health & Well-Being is in the process ofcreating a training program specifically for healthcare providers andothers in child-serving professions with the goal of increasing the numberof adults who understand the issues of child sexual abuse andexploitation and are competent to intervene.

You might remember that, back in late 2011, ICMEC, Telefono Azzurro,Ospedale Pediatrico Bambino Gesù, and the Mayo Clinic hosted a forumin Rome to build awareness and create an action plan for world leaders toaddress child sexual abuse and exploitation as a public health crisis. Theattendees adopted a 20-point action agenda entitled “The Declaration ofRome.” The first action taken as a result of the Declaration was thecreation of a Global Health Coalition to address child sexual abuse andexploitation as a public health crisis.

To continue this important work ICMEC is partnering withthe U.S. Department of State, the Council of InternationalSchools, and several other large international educationalorganizations, whose memberships includes more than 600schools and 475 colleges and universities representing 109countries. This new collaboration will allow ICMEC toreach and train school healthcare professionals, as well asschool administrators, educators, support staff, parents, andchildren.To determine the training curriculum, ICMEC hosted atwo-day roundtable with global medical and educationalprofessionals. The result was a comprehensive 90-minutetraining curriculum, which ICMEC will pilot in Ghana, AbuDhabi and Atlanta over the next six months.As you can see, we are making great progress. As partnersin this work we will be sure to keep you updated. Wesimply couldn’t do the work we do if not for our donors,partners and volunteers. Thank you for being a part of ourwork. The Global Missing Children’s Center (GMCC) is excitedto announce the launch of the new Global MissingChildren’s Network (GMCN) website –www.internationalmissingchild.org! As a key initiative of theGMCC, the GMCN has been working to build a newwebsite to foster a better understanding of the issues relatedto missing/abducted children while providing a centralplace to coordinate a global response.

Just a few weeks ago, the GMCC helped facilitate aworkshop between Alerta AMBER (Mexico) and (U.S.)AMBER Alert Coordinators in Texas on how to collaborateon cross-border abductions involving rapid emergency childalert systems. The workshop aided in cultivatingrelationships as promoting a better understanding of eachcountry’s systems. A follow-up meeting is planned for laterthis year in Atlanta.

Earlier in the summer, the GMCC chaired a session at the2nd International Missing Adults and Children AcademicConference in Brussels on Psychological Consequences ofMissing a Loved One: Theory, Coping and Treatment. Thediscussion focused on the use of cognitive behavior therapyas a treatment option for individuals who have a missingperson in their lives.

As we move into winter, GMCN members are preparing forthe 7th Annual GMCN Conference, which will take placethis year in Singapore from December 2-4. Representativesfrom more than 20 countries will gather to discussprevention, as well as responses to missing/abductedchildren.

The Global Training Academy continues to stay busyproviding training to law enforcement around the world. Sofar this year, we have taken our Investigating Cyber CrimesAgainst Children International Training to Argentina, HongKong, India, Peru, the Philippines, and Qatar. OnSeptember 14th and 15th, ICMEC will partner with UNODCand UNICEF to provide regional training in Thailand. Wewill finish out the year with training sessions in Bulgaria,Romania and Taiwan. To date, ICMEC has trained morethan 7500 law enforcement officers from over 115countries around the world.

The Koons Family Institute on International Law & Policywelcomes the fall 2015 intern class! As ICMEC’s researchprojects and programs of work expand, the contributionsmade by our interns continue to be extremely important. In2015 alone, we have hosted 27 interns who contributed atotal of 5,000 volunteer hours.

As you know, research plays a critical role in our workaround the world. Consider this: as we work towardcompleting the 8th edition of our groundbreaking report ChildPornography: Model Legislation & Global Review, earlyresults indicate that 19 countries have improved or enhancedtheir anti-child pornography legislation since the 7th Editionwas published in late 2012.

The last five months have been busy for ICMEC Singapore!On May 26 ICMEC Singapore spoke at the AustraliaPayments Clearing Association’s toan assembly of financial institutions, payment gateways andonline payment mechanisms all coming together to addressfraud and other operational risk within the global paymentssystem.

On June 23-24, ICMEC Singapore participated alongsideAllen & Overy, a leading global law firm and ICMEC’s pro-

bono partner in the Asia Pacific Financial Coalition AgainstChild Pornography (APAC-FCAP), at The Global Network ofPublic Interest Law’s Asia Pro-Bono Forum

held in Bangkok on June 23-24.

In July ICMEC Singapore hosted the 3rd APAC-FCACPRoundtable in Hong Kong. The roundtable, hosted by Allen& Overy, was comprised of 14 guest speakers and 49participants. The roundtable initiatives continue to build onthe engagement and partnerships established with existingindustry, regulatory agencies and law enforcement.

Finally, at the end of August, ICMEC Singapore successfullyconvened the 10th APAC-FCAP meeting in Singapore with 60participants from nine countries. The half-day forum hostedby PayPal Singapore, continued the awareness and educationefforts of ICMEC Singapore on the issue of online childsexual exploitation, bringing together a diverse group ofstakeholders to foster new cross-sector partnerships. PayPalpresented on their internal due diligence on the issue.

In May, ICMEC LAC traveled to Jamaica to participate as akeynote speaker at a stakeholder consultation organized by

Hear the Children’s Cry, and to attend eventscommemorating the Missing Children Awareness week.Hear the Children’s Cry is the non-profit organizationbehind the creation of the Ananda Alert (Jamaica’s versionof AMBER Alert). The consultation included discussion ofpossible solutions for the missing children “crisis” inJamaica and the participation of major local organizationsinvolved with child protection. ICMEC LAC shared goodinternational practices, guided some of the discussions andprovided technical assistance to the Ananda Alert System.ICMEC LAC is working with Hear the Children’s Cry toensure their future representation of Jamaica in ICMEC’sGlobal Missing Children Network (GMCN).

In June ICMEC LAC, in collaboration with INHOPE(International Association of Internet Hotlines) andINTERPOL South America, held a regional roundtable andtraining to discuss trends, challenges and successes incombating online crimes against children. The event tookplace in Buenos Aires; over 100 participants from 8countries.

ICMEC LAC has been an integral member of the LatinAmerica & Caribbean Movement for Children and hasparticipated since in a number of events and workinggroups aimed at coordinating advocacy efforts concerningviolence against children. Additionally, ICMEC LAC is nowleading, with ECPAT LAC, a Working Group on SexualViolence through Information and CommunicationTechnology.

ICMEC LAC has been invited by UNICEF and GSMA toparticipate in the regional implementation of theInternational Telecommunications Union’s Child OnlineProtection Guidelines by presenting at workshops, training

sessions and roundtables focused on online child online.ICMEC LAC first joined this initiative in October 2014 inParaguay, and has since worked with local partners in Boliviaand Ecuador to build institutional capacity and promoteenhanced coordination between private initiatives andgovernments on issues related to online child protection.As an expert on issues concerning missing children, ICMECLAC has been selected as a Permanent Member of agovernment Working Group in Brazil for the development ofa national missing children policy. ICMEC LAC has beeninvited to present on the recommended strategy for missingchildren and international good practices, and has providedsupport for the development of a national campaign formissing children prevention.

In Colombia, ICMEC LAC continues to be an active member of the Mesa TIC por la Infancia – an inter-institutional working group led by NGO Red PaPazfocusing on child protection online. ICMEC LAC has beensharing best practices and providing input and support tolocal activities carried out by Te Protejo (the Colombianhotline for online child protection). ICMEC LAC also hasbeen collaborating with Red PaPaz/Te Protejo staff andINHOPE on a series of events and activities geared towardshotlines and strengthening local responses.
