AN INTRODUCTION TO GIDIFA

VisionThe Global Infrastructure, Development and International Finance Agency is an InternationalEffort initiated under the Distinguished Leadership of the Honorable Angel Ferdinand Marcosin cooperation with the United Nations, One-Hundred and Eighty-Two Nations, States andKingdoms and bound by Oath and Purpose to alleviate the suffering of the impoverishedaround the globe through vast economic reform and infrastructural development on a globalscale and to create a new system of Economic and Social Freedom for all peoples of theworld.

Mission StatementTo establish a revised Economic System with provisions for Social Responsibility amongGlobal Governments and to develop a new system wherein all of the peoples of the world canenjoy Social and Economic freedom and no longer suffer from impoverishment.

Stated Goals and Purposes

1. The distribution of wealth in accordance with the International Treaties surrounding theHistorical Assets and the Disbursal of Funds in accordance with the decision of the WorldCourts

2. The provision of Free Educational Opportunities for peoples around the world

3. The provision of Employment and Employment Opportunities for all peoples

4. The provision of safe and secure housing for people around the globe

5. The provision of Emergency and Non-Emergency Medical Facilities around the globe forthe purpose of creating and maintaining at least a minimal set of standards and for theprovision of free medical care to all people alike

6. The Provision of Disaster Relief Supplies, Finances and other means as may be requiredto respond to disaster whether natural or otherwise

7. The provision of the means to research and develop methods of an increased symbiotic(and mutually beneficial) relationship between humans, the environment and necessaryinteractions between the twain and other environmental concerns for the benefit of mankind

8. The Provision of a Global, Gold-backed system of Currency with checks and balancesfrom three separate agencies to insure the equitable creation, distribution and utilization ofwealth globally, supplementing the current economic system not only as a Gold-BackedEconomic System but a Value-Based Economic System to sustain, support and strengthenthe current Economic System and Global Economy, National Economies and LocalEconomies

9. To provide funding for Global Projects for the eradication of poverty

10. The establishment of Global Debt Facilities, Bullion Banks, Vaults and Bullion FacilitySites on a global scale to adequately manage currencies and prevent the constant inflationaryand deflationary periods that destabilize economies at present.

11. The establishment of such Security Personnel as may be necessary to provide for thePhysical, Structural, Electronic and other concerns of Security as may be needed.

12. To implement Global debt forgiven and global Debt Facility, also re distribution of Fundsto all citizen of the World by buying toxic assets and obligation and securities.

ABOUT GIDIFAFor far too long the world has suffered from War, Poverty, Famines, Disasters and othergrievous and devastating impacts that ruin and shatter lives, dreams, hopes and leave manyof the impoverished, under-classes and working class poor people without hope for the futureor any potential for improving their median quality of life. Going back through history, it seemsthat the vast majority of these wars are economic in nature. It is believed by our foundingmembers, the founding Nation States and others who work in accord with us (and we withthem) that the continual cycle of war and impoverishment can not only be stopped, but can bedone so in a manner that causes minimal economic disruption if any and improve the lives ofeveryone from the very bottom economic rungs to the highest levels of economic prosperity.In order to achieve the stated goals and purposes of this organization, it has been formed asa Sovereign Agency engaged in a Treatise, Collaborative Effort between one-hundred andeighty-two Member Nations, The United Nations, its Agencies and Committees and under theguidance of the Honorable Mr. Angel Ferdinand Marcos.

ORGANIZATIONAL STRUCTURE of the Diplomatic Corps

SECRETARY GENERAL, CHAIRMAN & Global Ambassador

The Honorable Mr. Angel Ferdinand MarcosThe Honorable Mr. Angel Ferdinand Marcos has been working in cooperation with PrivateEnterprises, Governments, Government Representatives and Government Agents andAgencies across the globe in order to provide an alternative model to the Debt-BasedEconomic system that has plagued the world for some four-hundred years and beenresponsible for an untold number of wars and deaths, generally among the poorest and mostdestitute of people. Rather than utilizing the machinations of war to thin-out the populationand “reset” the Economic System as has been done for so many years, the Honorable Mr.Angel Ferdinand Marcos has worked in close cooperation with experts around the globe tocreate a Value-Based Economic Model that will prosper only if and when the currency is putinto circulation and being used as it should be, by the people and not solely by the select fewas has been the case.

Any and all Staff Members, Security Personnel and others as may be accompanying and/orworking either directly or indirectly with the Secretary General in an official capacity and/orworking directly for or with the Secretary General in any capacity shall enjoy the privilegesand bear the burdens of Global Diplomatic Immunity. All such personnel shall be issuedspecial Diplomatic Badges by the Secretary General in accordance with InternationalTreaties, International Law and the rulings of the World Courts regarding Global DiplomaticImmunity. Such Badges shall be “Permanent” Identification Badges in the case of regularpersonnel and shall be issued on a temporary or “as-needed” basis for other personnel thatmay be accompanying the Secretary General. All such Staff Members shall serve at the solediscretion of the Secretary General.

The General AssemblyThe General Assembly shall initially be an Assembly comprised of Heads of State and otherHigh-Level Political Appointees as may be selected from the Member Nations not to exceedtwo-hundred (200) people, but may upon the discretion of the Secretary General be expandedto include Heads of State, former Heads of State and other Global Political Leaders shouldcircumstances require it or should additional Nations be formed during the existence of thisAgency. Each and Every Member of the General Assembly shall enjoy the privileges and bearthe burdens of Diplomatic Immunity in accordance with International Treaties, InternationalLaw and as supported by the World Courts. Any and all Staff Members for Members of theGeneral Assembly shall enjoy the privilege and bear the burdens of Diplomatic Immunity onlywhen engaged in and/or for the Official Business of said Members and/or the GeneralAssembly and/or GIDIFA.

The General Assembly shall have voting power on matters of Global Affairs and other aspectsin regards to the efforts to eradicate the scourge of poverty from the global scene. Thesematter shall include but shall not necessarily be limited to Global, Local and NationalEconomics, the implementation of Global Economic Policies and Disbursements, theprovision of Funding for the UN, the provision of Funding for the IMF, the provision of fundingfor the World Bank, the provision of Funding for the BIS; matters and concerns of Housingand Homelessness; matters of Global, National and Local Education and insuring thatsufficient facilities, teachers and materials are supplied to allow for and encourage theVocational and Scholastic Educational Opportunity for all people around the globe; Issues ofAgriculture, Sustainable Agricultural Pursuits, issues of Food Security and other Agriculturalbased concerns; Environmental Issues including (but not limited to) Global Climate Change,the research and integration of more Symbiotic Enviro-Human Relations, Alternative EnergyResources, Sustainable Energy; and any other such issues as may have an adverse impacton the world as a whole or in part.

Select Committees and Sub-CommitteesIn order to complete the Missions and Purposes as set forth in these pages, there are sometwo-hundred (200) Committees and Sub-Committees in addition to the individual Agencies,Inter-Agencies and Specialized Agencies of GIDIFA. Committees are initially set-forth andcommissioned to address specific challenges being faced in and around the world at anygiven time. While the Committees and Committee Members will look at the complete overviewand the “big picture”, most of the issues and challenges the world is facing are very large andcomplex and require a multitude of solutions. To that end, the Sub-Committees shall betasked with providing viable solutions to individual aspects of larger problems to bringtogether a more complete, long-lasting solution. To insure that the Functions of GIDIFA arecarried out properly both within the Global Infrastructure, Development and InternationalFinance Agency, the Committees will be divided into unique and individual categories ofInternal Committees and External Committees, each to deal with separate issues accordingly.

Internal Committees

Internal Committees shall be formed as necessary to address the issues of Internal Concernfor GIDIFA in order to insure that all internal operations function efficiently. InternalCommittees shall be responsible for the compilation and analysis regarding the internalfunctions within the Agency and then making such recommendations as may be necessary.Such recommendations shall include but shall not necessarily be limited to Budgets, FacilityOperations, Logistics, Support, Supplies and other matters necessary for the successful day-to-day operations within the Global Infrastructure, Development and International FinanceAgency. “Permanent” Internal Committees will be established to address continual issuessuch as those of Logistics and Support. Temporary Internal Committees may be establishedas needed only upon the recommendation of the General Assembly and the approval of theSecretary General.

External Committees

The External Committees are formed in accordance with the many treaties signed, the wishesof the founding Nation States, the Corporate Heads of over twenty-two thousand CorporateEntities and the Secretary General, the Honorable Mr. Angel Ferdinand Marcos. ExternalCommittees shall be established based upon the most pressing global concerns at any giventime in order to address those concerns and formulate a series or selection for a Plan ofAction that will be presented to the General Assembly for further discussion and for a vote.

Program and Project Managers

Program and Project Managers shall be those responsible for the evaluation, analysis andreports of the individual Projects and Programs being undertaken and implemented byGIDIFA and will be directly responsible for any and all Reports to the Executive Board ofDirectors, the General Assembly and as needed, to the Secretary General. Program andProject Managers shall insure that all Programs and Projects of GIDIFA are properly andadequately recorded, budgeted, enacted and completed in accordance with ICNL and otherInternational Standards already in place.

ORGANIZATIONAL STRUCTURE OF THE EXECUTIVE CORPSThe Executive Corps (more specifically the Executive Board of Directors and/or the OriginalMembers) as described in Article 2 and Article 5 of the Articles of Agreement for the GlobalInfrastructure, Development and International Finance Agency serves as a direct support stafffor the Secretary General and Global Ambassador, the Honorable Mr. Angel FerdinandMarcos.

The Executive Board of DirectorsThe Executive Board of Directors is granted full voting rights in accordance with the Articles ofAgreement for the Global Infrastructure, Development and International Finance Agency.Their primary function is to evaluate the current Global Socio-Political/Socio-Economicalevents at any given time and specify a preference for the order in which these issues can beaddressed in order to prevent the spread of economic or social distress, violence or otherbehavior which would be detrimental to any and all efforts to maintain Social and Economicpeace and freedom for all of the peoples of the world.

Security Forces, Agents, Agencies and Inter-AgenciesGiven the sensitive nature of the Global Infrastructure, Development and InternationalFinance Agency, it will be necessary to establish, organize and maintain a large security forceof sufficient means to deal with International Crises and economic and physical attacks onInfrastructure locally, nationally and globally. The initial structure of such shall commence withthe immediate introduction of Ten-Thousand troops (10,000) as security personnel for GIDIFASites, Structures, Facilities, Communities and any and all such properties as may bereasonably considered to be under the direct control and/or influence of the GlobalInfrastructure, Development and International Finance Agency. Troop numbers will beexpanded to an

estimated One-Hundred Thousand (100,000) Troops as Member Nations and TreatySignatory States, Nations, Sovereigns, Kingdoms and other officially recognizedGovernments commit the necessary Troops, Equipment and Resources. The Utilization ofsuch forces shall be subject to Votes of the General Assembly upon recommendation by theExecutive Board of Directors and shall be Subject to the Approval and/or Denial as per theFinal Decision of the Secretary General. The organizational structure for the Security Forces,Agents, Agencies and Inter-Agencies of the Global Infrastructure, Development andInternational Finance Agency shall be “Parallel” in nature with all Authority as granted by theSecretary Generals, the Executive Committee and the General Assembly to relevant andrespective Leaders for each and every Agency or Branch of Service as may be established inorder to insure Economic Freedoms, Social Freedoms, Human Rights and the freedom fromOppression and to protect the Assets, Reserves, Facilities and any and all Property that may

be construed to be under the protection of the Global Infrastructure, Development andInternational Finance Agency. Each Leader shall serve as the Executive Head of theirrespective Agency, Branch or other formation and shall carry out the call of duty as assignedby the Secretary General and/or the General Assembly and Executive Board of Directors inaccordance with new and established International Treaties.

GENERAL POLICIES & PROGRAM OVERVIEWGiven the nature of the Global Infrastructure, Development and International Finance Agency,the General Policies will, by necessity, be broad and inclusive. The ultimate purpose of theGeneral Policies is to insure that a return to the current, troubled Socio-Political Environmentsis not only “not financially viable” but also counter-intuitive and detrimental to thoseInternationally recognized Governments as may commit such atrocities.

Alternative Energy Policies and ProgramsGIDIFA proposes a constant policy of Research and Development in regards to AlternativeEnergy and alternatives to the Structural Power Grids that are currently so prevalently in usearound the globe. Any and all programs that show promise in their ability to reutilize waste inan efficient manner for the purposes of production of Alternative Fuels and/or for reutilizationfor the production of new Goods and Materials in such a manner as to increase productivitywhile at the same time preventing or greatly diminishing the release, use or other introductionof harsh chemicals and/or compounds and/or waste into the environment. Such programsshould have a focus on the efficiency of reduction of Waste and By-Products that may behazardous to humans and/or the environment.

Economic Policies and ProgramsThe Economic Policies of GIDIFA are designed in such a way as to stabilize and support thecurrent Economic System without the need for a major, global financial restructuring.Historically, such “Economic Restructure Policies” have led to Global Warfare and unduehard-ship negatively impacting the world’s poorest peoples disproportionately. Such anEconomic Policy will be backed by Gold, Historical Assets and other Holdings and Assets asmay be included and would create nine “Continental Currencies”. (With China and Russiaboth being granted the status of Continents rather than nations for the purposes of theseEconomic Policies) These nine “Continental Currencies” will be established for the solepurpose of strengthening and stabilizing Local and National Economies and to increase thepotential for National and International Trade.

Such a Value-Based Economic System will function best and only continue to grow so long asa sufficient amount of the currency is kept within the hands of the people and circulating insuch a way as to create growth. In order to facilitate this economic flow, “Off Market” tradingof any and all Reserves that may be traded will be traded in accordance with the Original,Internationally recognized Treaties. As such, Seventy Percent (%70) of all Off-Market Tradingwould go directly to the benefit of the Peoples of the World through the funding of Projectsand Programs to include (but not necessarily be limited to) Education, Environment, Healthand Services, Food Security, Agricultural Production, Alternative Energy Resources,Technological Advancement, Public Utilities and any other such programs as may bebeneficial to the Stated Goals and Objectives of eradicating poverty from the world in whichwe all must live.

Educational Policies and ProgramsThe lack of a viable Education is one of the very common factors among homelessness,hunger, the strife and primary causes for poverty in the world today, Despite all of theadvances, Education remains overly expensive and out-of-reach for most common peopleand especially so for the Working-Class Poor and the Under-classes of citizens. To this end,the Educational Policies of the Global Infrastructure, Development and International FinanceAgency are such that Education will be made free for those who are not able to afford it andheavily subsidized for those that can afford it. This program, like virtually all of the programs of

GIDIFA, is designed to augment the current methods and current system while at the sametime avoiding any major restructuring as has proved to be extremely detrimental in the past.

Additional Policies and Programs will include the construction of schools to provideeducational opportunities where none are currently available. All of the schools will be eclecticin nature and offer a combination of Vocational and Scholastic educational opportunitiesbased on individual Aptitude Batteries that have been wholly customized and created for thepurposes of identifying where any and all individuals, young or old, have the best opportunityfor success among the choices available to them.

Further educational programs shall allow for the creation of “Cottage Industries” whereinAdults and older School-Aged Children will be capable of working in “Real-World”environments for the sake of “Live” training in viable industries. Such programs may or maynot be directly Owned and/or Operated by GIDIFA but all shall be required to maintain acertain level of standards in accordance with the terms of their Individual Contracts withGIDIFA in order to maintain their status as Educational Providers and to enjoy any and allbenefits thereof.

Environmental Policies and ProgramsThere are numerous Environmental Issues and Concerns that need to be addressed inregards to the Earth we live in and the unique, symbiotic relationship between humans, localecosystems and the environment. As such, the issues of the Environment are wide and far-ranging. While this Charter does go into some detail regarding the Environment andEnvironmental Issues and Concerns, it is not limiting Projects and Programs to the scope asdefined within this Charter. Environmental Policies are also exceptionally diverse given thepace at which the environment changes both naturally and as a result of the actions ofhumanity. The Environmental Programs and Projects will focus primarily on (though not belimited to) the following.

Water and Soil Conservation

Fresh water and ecological growth are an important part of the overall symbiotic relationshipbetween humankind and the environment. If the Human Race is to survive as a species, such

policies are going to be necessary to insure that the globe can handle the vast numbers ofhumans as populations continue to rise.

The primary focus of these Water Conservation programs should be those that utilize naturalcondensation and other methods for the “creation” of potable drinking water in sufficientquantities without outside power sources, batteries or other complex, environmentallyquestionable methods. While powered models can and will be considered, preference will begiven to those units that leave as small a “footprint” as is possible given the technologies ofthe day. Additional preferences will be given on the Research and Development of new andimproved technologies in the field of Water Conservation.

Soil Conversation will be given the same approach in regards to Research and Developmentbut the focus should be on Project and Program Management and the long-term care ofEcological and Environmental restorative projects and programs. Programs focusing onsecondary concerns (for the purposes of this section) such as reforestation efforts, drainage,irrigation, wastewater management and other environmental research and development andprojects that focus on or have results that will directly and positively impact Soil Conservationwill all be given due consideration.

Clean Water, Proper Drainage and Wastewater Treatment

Clean water is only one portion of the issue facing people around the world today. In far toomany locations, even the most basic needs of proper drainage are not adequately addressed,much less larger issues with wastewater and wastewater treatment. Programs and projectsthat focus on the delivery of clean water, the condensation or production of clean water are anefficient means of addressing many of the central issues but they do not address the manycauses and detrimental effects that the lack of proper draining have on the environment andon the people.

Oceans, Stillwater and Rivers and Aquatic Life

The oceans, large bodies of water and rivers and runoffs are an immediate concern in thearea of Environmental Restoration and Utilization and as such are a primary concern andfocus of the Environmental Efforts of the Global Infrastructure, Development and InternationalFinance Agency. Projects that provide viable solutions to issues of pollution, run-off, erosion inaddition to any and all projects focusing on the preservation, conservation and sustainabilityof the natural Aquatic Wildlife will be given preferences.

“SuperFund” Sites, Toxic Dumps, Cleanup and Renewal and Removal of Toxic Assets and Site Cleanups

The “Superfund” Sites are among the most common sites in the world that need excessivelevels of attention and care for the environmental restoration project if and when the hazardsare safely removed. Thus, any and all sites where there is excessive radiation or other toxichazards will be given a priority among the Programs and Projects advanced by the GlobalInfrastructure, Development and International Finance Agency. Among the lesser-known sitesare those where “Toxic Assets” (such as the Black Coffins and other similar holding containersfor Historical Assets) are stored. Many of these storage sites are in lightly populated areasunderground but still cause great harm to the environment and to the peoples in the area.Other similar sites are

frequently underwater and have proven to be even more hazardous to the local EcologicalSystem and the surrounding peoples. As such, these sites will receive a priority for funding asthe Historical and other Toxic Assets are removed, re-packed and stored in safer, more“environmentally friendly” methods wherein they can more safely be utilized as reserves andfor the purposes of trade.

De-forestation and Reforestation Efforts

If there is any major effort to confront the realities of CO2 in the atmosphere, it will also haveto be tempered with the inclusion of programs to increase the natural production of oxygen aswell. Since any “spike” in CO2 prevalence in the atmospheric gases can be directly correlatedto the deforestation taking place around the globe, special consideration will be given to anyand all programs that provide for viable solutions, research and development in the area ofReforestation Efforts. Such programs as Sustainable Timber Practices, Reforestation thatincludes upkeep and proper maintenance of said projects and other efforts that will increasethe level of tree growth and help to restore the global environment to a more sustainable levelwill be given priority.

Disaster Preparedness and Mitigation

As a lack of preparedness is the primary cause of Loss of Life during Disasters, Natural andOtherwise, special focus will be given to Disaster-Prone areas where an above-average loss-of-life is a common occurrence. The focus in this case will be on Disaster Mitigation andpreparation for and prevention of the wanton destruction as so commonly occurs in suchDisasters, Natural and Otherwise. Due to the large and diverse nature of concerns around theglobe, this will be a very wide-ranging and broad category of Projects and Programs that mayoverlap with other programs and projects in different areas. Special Considerations will begiven to any and all Proposals that show a promise for the viable prevention of loss of life anddestruction of property.

Disaster Relief

No amount of preparation can prevent all Disasters so it is necessary to have a system inplace that is capable and always prepared to effectively respond to Disasters when they dostrike. While the Global Infrastructure, Development and International Finance Agency doeshave its own key Personnel and Equipment in place, there is always room for more Aid andmore Relief after a Disaster has occurred. This shall be one of the more selective andrestrictive of Programs and Projects from GIDIFA but there will be available funding for thosethat can show a more effective means to Disaster Response and other areas not currentlyutilized.

Waste Management and Reutilization

Waste Management and Waste Reutilization are both important for Environmental Concernsand for the efforts to form a more and wholly symbiotic relationship between Humans and theEnvironment. As such, a focus on the programs and projects submitted to the GlobalInfrastructure, Development and International Finance Agency will be dealing with thesematters. Focus should be limited in scope to Programs and Projects that will focus on theextraction of viable materials, chemicals and other useful substances from waste, viablemeans of waste disposal and other such projects as may show to have some ability to reducethe negative impact of human waste on the environment.

Science and TechnologyScience and Technology are the best hope of the Human Race not only for the survival andprosperity on this planet we call home but also throughout the Universe. A very large andconcerted effort is already under way to substantially increase funding for the Sciences andTechnology. Plans are underway for entire communities to be developed for the exploration ofnew concepts, ideas, innovations and inventions in regards to the Sciences andTechnologies.

RFI and Proposal SubmissionsProposal Submissions may be completed electronically or through the regular Postal Serviceto the International Headquarters of the Global Infrastructure, Development and InternationalFinance Agency or GIDIFA. From time to time GIDIFA may have urgent requests and/orrequirements that need to be fulfilled and may post an RFI on its website. It is imperative thatall Submissions and Submission Packages be properly completed and filled out and that therelevant Category or Categories are clearly marked.

Project Funding and DisbursementAt such a time as a Project or Program has been selected, gone through all of the properchannels and been selected, funding will be cleared for disbursement. Once the Funds havebeen cleared, there will be a thirty day delay in actual delivery of funding to the ProgramManager or their Lawful and Authorized Representatives.

Grant Management and Fiscal AccountabilityAll Programs approved and Grants issued shall be subject to regular accountability as perICNL Standards except and unless otherwise specifically noted within the terms of theContract of Agreement. These standards shall include but shall not necessarily be limited to aregular and complete account of funds spent, a regular and complete accounting of Phaseimplementation and Phase completion of the project and any other information as may needto be provided as per the terms of the Contracts of Agreement. All Programs and Grants shallbe subject to Auditing at any time as may be deemed to be prudent and/or necessary by theGlobal Infrastructure, Development and International Finance Agency. Any and allDiscrepancies can and shall be used as proof of Breach of Contract on the part of theProgram Manager, individuals, corporations, companies and/or any other Corporeal Entitythat may reasonably be concluded to have/have had/having need to know about saidDiscrepancies. Discrepancies in Accounting and/or Phase Implementation/Completion shallresult in a forfeiture of any and all rights associated with the Contract(s) of Agreement andshall result in the Termination of any and all portions of and/or entire Programs and/orProjects of such a Program Manager, related individuals, authorities and/or companies andcorporations that are directly in said Program and may be reasonably be construed to be arelevant party that has or should reasonably have had an awareness of such discrepancies.Any and all entities, individuals, corporations, companies and/or other Corporeal Entity foundin violation of the terms and conditions as set forth in their Contract(s) of Agreement shallforfeit any and all rights to further claims, adjustments and/or additional projects funded eitherdirectly or indirectly by the Global Infrastructure, Development and International FinanceAgency.

Humanitarian ConcernsIt is one of the stated Goals of the Global Infrastructure, Development and InternationalFinance Agency to Provide Economic Freedom to all of the peoples of the world. Such a featis not possible without some provision for the many concerns involving everything from themost basic of Human Rights to the most complex and involved issues of Human Oppressionthat occur around the globe today. As such, Humanitarian Concerns shall be a primary focusof GIDIFA including (but not necessarily limited to) the following causes.

Emotional and Mental HealthIssues of Emotional and Mental Health are among the most arbitrarily diagnosed and definedand difficult to resolve issues among the most basic of Human Rights. In far too many cases,people who do suffer from Mental Disabilities may be entirely unaware of their condition yetsuch a fact also makes it tragically easy for people to abuse the system as well as beingabused by the system and those around them. Research, development and any programsthat do rely solely on the application of dangerous, often fatal pharmaceuticals shall receive apreference and be a major focus on a more global scale.

Equal Rights and ProtectionEqual Rights should be about Equal Opportunity and not about Equal Results. Rather thanlowering the standards for certain classes of people, the educational opportunities for thosepeople must focus on areas wherein the student has a better chance of not only discoveringtheir strengths but to have the opportunity to develop and improve them. While it may beunfortunate that so much effort will be needed and so many “cultural norms” will have tobrought into question, such egregious abuse of the population must not be allowed tocontinue. Historically at least, any effort to “punish” such nations as have may systems thatpromote, allow or otherwise entertain the oppression of one class for the benefit of anotherhas proven ineffective and often resulted in a negative impact most heavily borne by the verypeople it was supposed to help. Programs need to be set forth and put in place that willassure a global society free of such oppression.

Persons with DisabilitiesSome people who are less-than-capable in one area may be highly skilled in other ways butmay need some assistance or have special needs that should be accommodated if they areto be allowed to become productive, contributing members of society. While great progresshas been made in some areas regarding the ability of the partially disabled to access Publicareas and Private, Commercial Interests, there is still much more that needs to beaccomplished and should be addressed utilizing global standards to insure their access andability no matter where they may be in the world.

Human Trafficking and SlaveryAmong the most egregious and abusive of Human Rights violations is the enslavement ofanother or the inability of an individual to pursue their own pursuits in life. The number ofthose held captive in the world today is estimated to be more than thirty-million people, morepeople now than ever before in the history of the Human Race. Until such a time as slaveryfor whatever purposes it may exist, this must be a priority concern for the GlobalInfrastructure, Development and International Finance Agency.

The Right to Basic Life and LibertyThe most inalienable of all Human Rights is the very right to life itself. Such a life should befree of war, terror, enslavement or bondage (physical, economical or otherwise) and in such amanner so as to leave the individual capable of pursuing that about which they are trulypassionate. As such, all member states of the Global Infrastructure, Development andInternational Finance Agency shall be called upon to insure not only the promotion of thoseideas for which GIDIFA stands, but to actively seek to end those practices which aredetrimental to society, the human race and the individual and to hold those who oppress andabuse accountable for their actions.

Concerns of DefenseThe Global Infrastructure, Development and International Finance Agency shall by nature bea solely defensive construct. As such it will have an Armed Forces sufficient in size, trainingand equipment to be able to defend all of the Global Infrastructure, Development andInternational Finance Agency sites around the globe. GIDIFA shall also utilize RapidDeployment Forces though these troops shall be held in reserve and training until such a timeas they may be needed for Natural Disasters, attacks on GIDIFA facilities and/or otherwisecalled upon for active service. They shall not be an Offensive Military Force and GIDIFA willnot maintain an Offensive Force of any kind.

Treaty Obligations and CommitmentsGIDIFA and all Signatory Member Nations shall accept and acknowledge any and allObligations as agreed upon and affirmed in the final Treaty Negotiations. One of the PrimaryIssues will be the establishment of GIDIFA Facilities and even Communities within eachSignatory States. These communities will, where possible, be built in and/or around theCentral Banking and Global Debt Facilities built and operated by the Global Infrastructure,Development and International Finance Agency. Such obligations shall include but shall notnecessarily be limited to the following:

Centralized, Cooperative CommunitiesIdeally, communities will be built at the same locations as the Vaults, Bunkers, Bullion Banksand other GIDIFA Facilities but this may not always be a viable option. However, each andevery Signatory State shall have at least one Sovereign, Centralized Cooperative Communitybuilt within its borders. This community shall be set aside as Sovereign Territory and shall beused to facilitate initial programs for housing for the homeless, social and sociologicalassistance for the formerly homeless, educational institutions, research, development andlaboratory facilities and any and all other such facilities as may be necessary and/or prudentfor the creation of peaceful technological, sustainable and educational pursuits, socialstability, social freedom and opportunity for all of the peoples of the world. Furtherconsiderations will be given to allowing for the provision of jobs, housing and otheropportunities to the local population centers based on a case-by-case analysis and review bythe local Signatory Body and the Global Infrastructure, Development and InternationalFinance Agency.

Mutual Defense AgreementsAny and all facilities owned, operated and otherwise under the direct or indirect control of TheGlobal Infrastructure, Development and International Finance Agency shall be and shallremain Sovereign Territory, shall be manned, staffed and protected by Sovereign Forces andAgents but shall also have the support and backing of the local and/or national troops inregards to extenuating circumstances and at such times as these facilities may be threatenedeither directly or indirectly.

Furthermore, it is also understood that all Signatory States, Kingdoms, Nations, Sovereignand other such governments may have signed on to and agreed to the terms of the GIDIFATreaty shall provide that assistance which may be required in order to support the lawfuldefense of any and all other Signatory bodies, governing or otherwise. Such obligations of thetreaty shall not be misconstrued in any way so as to justify offensive action on the part of thetroops save in direct response to attack or an imminent threat of attack, oppression or othersuch detriment to the social and economic freedom of peoples from around the world. Itshould furthermore be noted and understood that such actions shall not rely on, depend uponor otherwise be directly influenced by the presence of or the lack of presence of any natural

resources, assets or dependent in any way upon the race, color or creed of the individuals inany given location.

Peacekeeping MissionsHuman nature being what it is, it is imperative to examine the need for Peacekeeping forcesvery closely. There are a great many nations around the globe where such troops areroutinely needed for the prevention of Genocide and other crimes against humanity. SuchForces shall be built around a Central Command manned by Sovereign Soldiers from theGIDIFA Armed Forces and reinforced as necessary and agreed upon by the Signatory Bodies.Signatory Nations may also be requested and/or required to contribute such assets,equipment, materials, supplies and/or logistical support as may be necessary to facilitate anyand all operations of the Peacekeeping Forces in agreement with the terms of the GIDIFATreaty.

Funding Compacts and AgreementsThe Annual Budget for the Global Infrastructure, Development and International FinanceAgency will total One-Trillion (US) Dollars per annum. (1,000,000,000,000) Said funds shallbe set aside from the Membership Fees and Dues of the Signatory Bodies and shall besupplemented as necessary from the General Funds of GIDIFA. Peacekeeping Missions andother Authorized and Lawful actions as may be pursued by GIDIFA in accordance with its ByLaws, Articles of Agreement and Charter and between Signatory Bodies will be financed inaccordance with the terms as set forth for the individual and independent projects, programsand/or other efforts as may be undertaken and/or supported by the Global Infrastructure,Development and International Finance Agency.

Physical and Cyber Infrastructure and SupportThe establishment of Physical and Cyber Infrastructure will ultimately take place in thestreets, precincts, towns, cities, states and nations of the Signatory Bodies but the creation of,research and development for and implementation of the programs to build the Infrastructurewill begin with facilities located within the Sovereign Communities located in the lands asagreed upon with the Signatory Bodies.

Technological Research and Development Facilities for Humanitarian CausesTechnology is not only the key to a more fully symbiotic relationship between humans and theenvironment but breaking the cycle of poverty that is such a blight upon our world and also forthe successful transformation from a warring race to a race that focuses on Exploration andDevelopment in addition to caring for those weaker, less capable and/or simply less fortunate.For these reasons, Technological Centers will be established on each of the SovereignCommunities established within the borders of any and all Signatory Bodies where applicable.Technology should also be a means by which the Human Race can be moved forwardtowards expansion or perhaps even an evolution of the species.

Establishment of Universities and other Educational FacilitiesEach and Every Sovereign Community as built by and for the Global Infrastructure,Development and International Finance Agency shall include a University Campus with suchColleges as may be desirable, beneficial, prudent and/or necessary to promote the SignatoryBody and to promote the Research and Development of new technologies for the purposes ofHumanitarian Causes and Pursuits. Scholastic and Vocational Opportunities should be madeavailable and wherever possible, a combination thereof would be more beneficial to thestudents and should be pursued as well. The implementation of Aptitude Batteries alreadydesigned and commonly in use should give better indications of where students will be mostlikely to excel and counselors should attempt to persuade (though not to force or coerce)

students to pursue those endeavors that do provide for the maximal probability of success. Afocus should be placed on Sustainable pursuits and endeavors in addition to technologicalpursuits with special consideration being given to those programs that increase the potentialfor exploration and development and those that help to create a more wholly symbioticrelationship between humans and the environment.

Facilities for Sociological Studies, Support and AssistanceGiven the nature of poverty and its long history among the working class, the under-classesand the world’s poor, it is not expected that they can be expected to be prepared to simplymove into a new home, get a good job and become productive, contributing members ofsociety. Psychologists and counselors will be made available to all of the formerly down-trodden within the Sovereign Communities in addition to whatever numbers can be reachedoutside of those communities. Psychiatric assistance will not be available at this time due toits dependence on large Pharmaceutical companies and chemical interdiction that is oftenmore harmful than the initial difficulties being faced by those in need of such support andassistance.

Facilities for Environmental ResearchThe protection of the Environment is not only important for the purposes of developing a moresustainable way of life for humans but also to create a more wholly symbiotic relationshipbetween humans and the environment and allow for the ultimate survival of the Human Race.The earth is more than capable of supporting vastly greater numbers than those that currentlyinhabit the earth without any need for wars or other atrocities to “thin” or “cull” the population.The Environmental Technologies currently in use are more than one-hundred years old insome cases and even older in far too many important fields of study. Recent programs havefocused on alternative methods for farming and agriculture but there is still a lot more to do.

Alternative Energies FacilitiesRegardless of whether or not “fossil” fuels are sustainable or not, the fact remains that itcreates a massive change in the environment to extract it. Alternative Energy methods shouldapproach the problem from a new direction seeking out methods of producing or convertingenergy that does not detract from the symbiotic relationship that needs to be created betweenhumans and the environment. Such research should not be limited to energy resources, butshould include efforts for the conversion of new energy sources and the utilization of theenergy that is released. Engines, motors, jets and many other “propelled” objects arecurrently utilizing technologies that are well over one-hundred years old. It is not onlydesirable but necessary to develop new technologies in regards to energy and energyutilization.

Additional FacilitiesGiven the propensity for circumstances to change, it is inevitable that not all needs andconcerns can be addressed for each and every Sovereign Community before thosecommunities have been built, populated and are fully functional. Different locations alsopresent unique challenges and opportunities for the establishment of communities and therequisite facilities to allow that community to benefit from the local conditions.
