GLOBAL ENTERPRISE REGISTRATION ger.co Chambers - Join the Global Initiative to Cut Red Tape: GER.co Article for WCF Newsletter by Ann Low, Deputy Director, Office of Investment Affairs, U.S. Department of State The Global Enterprise Registration portal (GER.co) is a public-private partnership that is making it easier for start-ups to register their businesses and existing businesses to register new companies all over the world. GER.co has links to official business registration websites in economies worldwide and a rating of the user-friendliness of each. A simple green dot rating on GER.co lets businesses immediately see whether a government's online process is clear and complete. By clicking an economy's name on GER.co, the user is immediately connected to the best starting page for registering a business. From there a user can click the government's home page and in the best websites, find loads of other administrative procedures that also are online. For example, Rwanda has put applications for intellectual property protection online and Guatemala put its foreign trade processes online. Knowing what is on a government's website, and what is missing, and reaching the right website quickly saves businesses time. Did you know countries in West Africa have some of the most user-friendly websites in the world? Many governments put administrative processes online but lack funds to publicize their websites. By visiting GER.co and the underlying linked websites, businesses encourage transparency and good governance. More visits motivate governments to put more processes online and maintain their websites. Online processes reduce corruption by informing users of official costs, time required for a process and how to do the process. The best websites are single windows which allow users to complete the transaction online and thereby eliminate face-to-face interactions, which each can be an opportunity to offer or solicit a bribe. GER.co's mission is to promote simple online administrative processes everywhere. It focuses first on business registration because 1.8 billion workers – 60 percent of the global workforce – are employed in the informal economy. These individuals do not have access to workers' protections or bank accounts to grow their businesses, which translates into a huge untapped economic potential. On July 24, the U.S. Department of State, the United Nations Conference on Trade and Development and the Kauffman Foundation's Global Entreprenurship Network signed a memorandum of understanding to support and promote GER.co. • raising awareness of the GER.co website among their members; • following @gerdotco2019 on twitter; • promoting the website's "Go Green by 2019" campaign; and • rating their experiences registering businesses using the simple "rate a website" form on GER.co. Once enough businesses have completed the forms, those ratings will be published on GER.co and serve as a counterpoint to a government's self-assessment, or the rating done by the GER.co team. The GER.co "Go Green by 2019" campaign aims to inspire the 59 economies that have not yet put their business registration processes online to do so, and thereby become green on the GER.co world map. The "Go Green by 2019" campaign invites the rest of the world to make their websites more user-friendly, and thereby earn higher green dot ratings on GER.co. GER.co celebrates progress. Governments that complete the online website self-assessment form, which allows them to see their websites from the user's standpoint, are recognized with gold star bursts on GER.co.
