The World Congress of Muslim Philanthropists (WCMP) is a global network of donors, foundations, and socially responsive corporations established to advance eective and accountable giving. WCMP is a unique catalyst for partnership across public, private, and social sectors, oering information and resources to link donors with social investment opportunities. As a trusted broker of collaborative relationships, WCMP mobilizes nancial and human resources to address global issues and advance ecient philanthropy.

Today, there are an estimated 1.6 billion Muslims, constituting 24% of the world's population. Within this group there is a potentially enormous—but as yet untapped—resource base on which philanthropies can build new initiatives to advance social justice. WCMP has developed a strategic framework for responding to this opportunity, identifying critical areas for strengthening Muslim philanthropy. WCMP's agenda includes hosting an annual conference and donor roundtables; facilitating giving networks; establishing a philanthropic academy; oering consulting and operational assistance; promoting research and dissemination of knowledge; andcreating an information-sharing mechanism that will inform grant-makers about the operation, structure, and standing of potential grantees. In pursuit of this agenda, WCMP is building a collaborative network of individuals and institutions that are enthusiastically committed to build a better world.

Dear Delegates,

For me, it was important, even necessary, that the Global Donors Forum was held beyond the connes of the Middle East, or West Asia as we in Malaysia prefer to describe the region. Dierent perspectives and experiences open up new vistas and can be liberating.

While Islam is Malaysia's ocial religion, the country is multi-racial, with people practising dierent religions, reecting the fundamental tolerance of the Islamic faith. In the Southeast Asian region with a population coming on to 600 million, over 40 per cent of the people are Muslims. Indonesia has the world's largest Muslim population. Like Malaysia and Indonesia, most other Southeast Asian countries are democracies at various stages of development. The economies have been growing fast with a regional GDP now of now about USD2 trillion, actually larger than that of Russia and closing in on Britain's.

Thus, Malaysia and Southeast Asia represent a context of diversity and moder-nity in which the Islamic religion thrives. There are challenges of course. As elsewhere the extremist threat is serious. Democratic practices are not perfect. There is still a diverse range of often sharp inequalities. The unfortunate and those at the bottom of the economic heap tend to get left behind. Muslim care and giving, therefore, are still relevant, even if in a more open and vibrant envi-ronment. There remains the common tragic challenge across Muslim communi-ties in all regions to achieve a reign of justice and to oer hope instead of cruelty or despair. May the forum be of help in rising to it in true Islamic fashion.

In its 4th annual convening in Dubai in March 2011, the World Congress of Muslim Philanthropists reported that individual governments were falling behind in the provision of social safety nets, leaving the philanthropic and private sectors to carry increasing responsibility for meeting basic human needs. This trend, coupled with a global nancial and sovereign debt crisis that further limits government capacity, could have disastrous consequences for the billion or more people who experience hunger and poverty. Forum participants agreed that WCMP can play a crucial role in building a global culture of common concern and collaborative action to address pressing global and regional challenges, most notably poverty, hunger, disease, and conict.

Islam has always been a faith and a culture that emphasizes building community, sharing wealth and upholding the rights of the poor and marginalized. WCMP exists to advance these values of social justice by creating vehicles through which Muslim philanthropy can become more strategic, eective and accountable.

The Global Donors Forum 2012 is designed to build on the outcomes of the past four forums, bringing together distinguished philanthropists, public and private sector leaders, social investors, and experts from around the world to take this important discussion forward. The 2012 forum will examine current trends in eective grantmaking and impact investing, connecting them with needs and opportunities on the ground. This forum will also announce and launch crucial new philanthropic initiatives that have emerged from the past four forums.
