Senator Mike Crapo, U.S. Senator from Idaho (via teleconference), is a lifelong Idahoan and third-term U.S. senator. He has learned that a willingness to listen makes for a more effective leader and lawmaker. Senator Crapo’s commonsense approach and collaborative, creative problem-solving have enabled him to achieve lasting solutions to issues of importance to Idahoans and the nation. Senator Crapo serves as the fifth-ranking Republican on the Senate Finance Committee, giving Idaho an added voice in legislation that impacts their daily lives. This committee has a strong influence on what tax structure the United States uses, how to execute certain health and human services programs and implementation of reciprocal trade agreements. The committee has jurisdiction over an extensive range of important policy, including tax, health care, trade and customs and mandatory spending programs, including Social Security, Medicare and Medicaid. Additionally, the senator serves on three Finance subcommittees.

Speaker Bios

Lieutenant Governor Brad Little, Idaho State, was appointed Idaho’s 37th Lieutenant Governor on January 6, 2009. A native of Emmett in Gem County, Lt. Gov. Little is a third-generation Idahoan. He has dedicated his life and career to continuing both his family’s ranching interests and its history of service to the people of Idaho. A graduate of the University of Idaho, Little has strived to be a good steward of the land as well as a responsible citizen. He has succeeded in both areas by encouraging sustainable agriculture and by getting involved in public policy from a young age. Little was appointed to fill a Senate vacancy in May 2001, and was subsequently elected and reelected senator from District 11 four times. In the Idaho Senate, Little rose quickly into leadership, being elected by his peers as Majority Caucus Chairman in 2003. He held this position until Governor C.L. “Butch” Otter appointed him to fill the vacancy left by then Lt. Governor Jim Risch’s election to the U.S. Senate in January of 2009.

Keynotes

Dr. Laura Dawson, President, Dawson Strategic, provides advice to business on cross-border trade, market access and regulatory issues. Previously, she served as senior advisor on U.S.- Canada economic affairs at the United States Embassy in Ottawa. Dawson contributed to the launch of the Regulatory Cooperation Council, the Border Vision Strategy, and the bilateral Government Procurement Agreement. She is a Public Policy Scholar at the Woodrow Wilson International Center for Scholars and a Senior Fellow at the Macdonald-Laurier Institute conducting research in North American competitiveness, supply chains and energy policy. Ms. Dawson has conducted research for clients and scholarly publications in a number of different topics. From 1998 -2008, she was a senior associate at the Centre for Trade Policy and Law advising governments in developing and transition economies on trade and investment issues. Dawson taught at the Norman Paterson School of International Affairs and holds a Ph.D in political science.

Jeff Morris, Director, PNWER’s Energy Horizon Program, is recognized as one of the most prominent leaders on energy and technology policy. He serves on two national energy task forces, one on transmission and as co-chair of another on energy strategy. He co-founded the Northwest Energy Angels, the first North American angel investing group focused on energy start-ups, as well as the acclaimed Legislative Energy Horizon Institute. He is currently forming a regional Energy Storage Coalition. As Principal of Energy Horizon LLC, Mr. Morris directs the Pacific Northwest Economic Region’s Energy Portfolio. He is the past director of the Northwest Energy Technology Collaborative at the Washington Technology Center and serves as a trustee of the Washington State Life Science Discovery Fund. The U.S. Department of Energy has recognized his work by naming him a “West Coast Power Player.” His contributions were internationally recognized by the Canadian Consulate for eliminating commerce barriers between the two countries.

Dr. Christopher Sands, Senior Fellow, Hudson Institute, specializes in Canada and U.S.-Canadian relations, as well as North American economic integration. He is also a professorial lecturer at the Johns Hopkins University School of Advanced International Studies, an adjunct professor in Government at the American University School of Public Affairs, and lectures at the Foreign Service Institute of the U.S. Department of State and for the U.S. Department of Homeland Security. Mr. Sands currently serves as treasurer and a member of the executive committee for the Canadian Politics Section of the American Political Science Association. He is a member of the research advisory board of the Macdonald-Laurier Institute in Ottawa, and the advisory board of the Canada-United States Law Institute jointly-established by the law schools of Case Western Reserve University and the University of Western Ontario.

Barry Penner, Q.C. Senior Counsel, Davis LLP Vancouver, is a former provincial Minister of the Environment, and has extensive knowledge of the legislative process and policy-making across government, particularly in the area of environmental regulation and energy development. He most recently served as Attorney General of British Columbia and also served as Minister of Aboriginal Relations and Reconciliation. Barry was an elected Member of British Columbia’s Legislative Assembly (MLA) for almost 16 years, before joining the international law firm of Davis LLP as Senior Counsel earlier this year. Barry was the Minister of Environment from 2005-2010, earning him the title of the longest-serving environment minister in the history of BC. During Barry’s tenure, he approved billions of dollars in new investments for projects following comprehensive environmental assessments; including major expansions to hydro-electric facilities, new wind-power projects, pipelines, and port facilities for shipping.

Ed Schweitzer III, President, Schweitzer Engineering Laboratories (SEL), is recognized as a pioneer in digital protection and holds the grade of Fellow of the IEEE, a title bestowed on less than one percent of IEEE members. In 2002, he was elected a member of the National Academy of Engineering. Dr. Schweitzer received the 2012 Medal in Power Engineering, the highest award given by IEEE, for his leadership in revolutionizing the performance of electrical power systems with computer-based protection and control equipment. Dr. Schweitzer is the recipient of the Graduate Alumni Achievement Award from Washington State University and the Purdue University Outstanding Electrical and Computer Engineer Award. He has also been awarded honorary doctorates from both the Universidad Autónoma de Nuevo León in Monterrey, Mexico, and the Universidad Autónoma de San Luis Potosí in San Luis Potosí, Mexico, for his contributions to the development of electric power systems worldwide.

Alana DeLong, Member of the Legislative Assembly, Legislative Assembly of Alberta, was elected to her fourth term on April 23, 2012, as an MLA representing the Constituency of Calgary Bow. Ms. DeLong was appointed as a member of the Legislative Offices Committee; Public Accounts Committee; Standing Committee on Private Bills; and Standing Committee on Families and Communities. She is Chair of the Seniors Advisory Council for Alberta. Ms. DeLong is also Chair of Alberta’s Delegation of the Pacific North West Economic Region. She previously co-chaired the 2010 PNWER Calgary Summit Host Committee. Born in Nelson, British Columbia, Ms. DeLong obtained her Bachelor of Science (Honours) in mathematics with a minor in theatre.

Bruce Agnew, Policy Director, Discovery, Institute’s Cascadia Center, has been the Policy Director of Seattle-based Discovery Institute's Cascadia Center since 1993. The Cascadia Center is a strategic alliance from Vancouver, British Columbia, to Eugene, Oregon, promoting high-speed passenger rail, Interstate-5 freight mobility, seamless border crossings, bi-national and bi-state tourism marketing, and sustainable community development. From 1987-93, Mr. Agnew was Chief of Staff for U.S. Representative John Miller from Washington state's first district. Mr. Agnew is a 1974 graduate of Stanford University, and a 1977 graduate of U.C. Berkeley, Law School.

Dr. Don Alper, Director, Border Policy Research Institute, Western Washington University, is Professor of Political Science and Director of the Center for Canadian-American Studies and the Border Policy Research Institute at WWU. He holds a Ph.D. in political science from The University of British Columbia. His research interests focus on Canadian politics and British Columbia-U.S. transboundary issues. His research has appeared in numerous Canadian and American journals, studies and books. Mr. Alper was awarded a Certificate of Merit by the International Council of Canadian Studies in 2007 and the Donner Medal by the Association for Canadian Studies in the United States, also in 2007.

Representative Eric R. Anderson, District 1, Idaho House of Representatives, is currently serving his fourth legislative term. He was born in Spokane, Washington and received his undergraduate degree in in Political Science/Government. His credentials include: Cooperative Director; contracting/real estate development; board member of Northwest Public Power Assn., Northern Light Electric Cooperative, National Rural Electric Cooperative, International Foundation, NRA; received National Rural Electric, International Programs Award. He and his wife Nicky have two daughters: Krista and Alana. Anderson is the co-chair of PNWER’s Invasive Species Working Group.

Representative Deborah Boone, District 32, Oregon House of Representatives, was originally a legislative assistant for 16 years before being elected. Additionally, she has worked as a watershed council coordinator for six years and as an educational assistant in Seaside schools. She has also taught parenting classes and a welfare to work program at Clatsop Community College. Representative Boone served on Doernbecher Children’s Hospital Foundation Board, was a member of Head Start Policy Council, and was a founding member of the Oregon Chapter: National Committee for the Prevention of Child Abuse. She currently serves her community as a volunteer firefighter. She and her husband co-own a construction company and live on the family tree farm.

Larry Ehl, Publisher and Principal at Transportation Issues Daily and Ehl Advocacy Services has a passion for demystifying transportation issues and Congress, and promoting the needs and positive impacts of all transportation modes in increasing economic and community vitality. He writes and publishes Transportation Issues Daily, a nationally-recognized e-newsletter providing short, plain-language stories about what's going on in transportation policy and funding issues in Washington D.C. and around the country. Larry’s non-partisan coverage of all modes has attracted subscribers from all 50 states from business, all levels of government and both political parties. He draws upon nearly 15 years of public and private sector experience in transportation policy, funding, and advocacy.

Representative George Eskridge, District 1-B, Idaho State House of Representatives, is a 1961 graduate of Sandpoint High School. He holds a bachelor's degree in business administration from the University of Montana and is a former member of the U.S. Navy. He is involved with the Greater Sandpoint Chamber of Commerce, Elks Club, American Legion, Veterans of Foreign Wars, Vietnam Veterans of America, American Legion Youth Baseball, and Bonner County Republicans. He received the Public Power Distinguished Service Award (2002) and American Legion Dedicated Service Award (2002). He and his wife Jenise have two sons and two grandchildren.

Amy Ferriter, Invasive Species Coordinator, The State of Idaho, holds a Master’s degree in GIS/Remote Sensing from Florida Atlantic University. Prior to relocating to Boise in 2005, she worked as a Senior Environmental Scientist at the South Florida Water Management District for nearly 14 years. Her work in Florida included planning and implementing regional Everglades restoration strategies. She is enjoying developing new invasive species programs in Idaho and working in the Pacific Northwest.

Speaker Bios

Dr. Grant Forsyth, Chief Economist, Avista Corp., was Professor of Economics at Eastern Washington University for 13 years before coming to Avista in 2012. Before coming to EWU in 1999, he worked for nearly three years in the Czech Republic as an academic and private sector economist. He received his BA in Economics from Central Washington University (1988), his MBA in Finance from the University of Oregon (1990), and his Ph.D. in Economics from Washington State University (1996).He also serves on the Governor’s Council of Economic Advisors and the Spokane Mayor’s Council on Economic Policy and Forecasting.

Senator Cathy Giessel, District P, Alaska State Senate, is a lifelong Alaskan. She serves on the Labor and Commerce Committee, State Affairs Committee, Finance subcommittee on the Legislature, and the Alaska Arctic Policy Commission. Active in PNWER, she has been keenly involved with the Arctic Caucus, the Legislative Energy Horizon Institute, and co-chairs the Workforce Development Committee. Nationally, she participates in Energy Council, National Council of State Legislators, and the Council of State Governments-West. Her main focus as a legislator has been to strengthen the Alaska economy through responsible resource development and to encourage private sector job growth and creation. By profession, she is an RN and an Advanced Nurse Practitioner.

Maureen H. Gresham, Freight and Special Projects, Idaho Transportation Department, is overseeing Idaho’s first Freight Study and update to the 1996 Freight and Passenger Rail Plan. Ms. Gresham brings 17 years of planning, program management, policy/project development and public involvement experience to these efforts. She came to ITD from Atlanta, Georgia three years ago where she worked at all levels of government as well as in the private sector at an international private engineering and planning firm. Ms. Gresham received her undergraduate degree from Appalachian State University and her Masters in City Planning from the Georgia Institute of Technology. She is an accredited planner with the American Institute of Certified Planners.

Steve Griffitts, President, Jobs Plus, is a graduate of Coeur d’Alene High School and Brigham Young University, with a B.S. in Business Management Finance/Accounting/Economics. His credentials include: GTE Directories, Division Manager (Spokane), GTE Directories/Belgacom Telephone Co. (Joint Venture), Chief Operating Officer (Belgium), AT&T Director of Sales (Wisconsin/Iowa), AT&T Vice President Business Services (Missouri/Kansas), AT&T Sales Center Vice President, Western Region Government Solutions. He’s been president at Jobs Plus, Inc., since 2003. Matt McCoy, Interim Director for the International Trade Alliance, worked for many years as an account manager for United Parcel Service, focusing on international sales, as the Associate Athletic Director for Development at Eastern Washington University and as an account manager for AT&T. The International Trade Alliance aims to increase the international trade of existing Inland Northwest companies and assist in the recruitment of new businesses that would enhance the global competitiveness of the region. Mr. McCoy is a graduate of the International Management program at Whitworth University. He is past president of the Downtown Kiwanis Club of Spokane and he served for many years on the Board of the International Trade Alliance.

Dan Kirschner, Executive Director, Northwest Gas Association, has been the Executive Director of the Northwest Gas Association (NWGA) since 2002. An expert on natural gas matters in the Pacific Northwest, Kirschner works to foster understanding among opinion leaders and informed decision-making by governing officials on issues related to natural gas in the region. Kirschner adds an MBA to his policy and public affairs experience giving him a unique perspective on the intersection of public policy and business imperatives. His duties with the NWGA include formulating and disseminating market intelligence, policy analysis on issues affecting the Northwest regional natural gas market and communicating the industry’s perspective on a variety of issues to an array of stakeholders.

Alan Langford, Customs and Border Protection (CBP) Attaché to Canada, is assigned to the U.S. Embassy in Ottawa. In his role as Attaché, he is the senior CBP official and Commissioner’s representative on all CBP engagement with Canada. He is responsible for coordinating and integrating programs that screen cargo, conveyances and people who seek entry and serves as liaison with Canadian officials by providing technical assistance, fostering secure trade practices and strengthening border authority principles. Mr. Langford has over 28 years of CBP experience, and has held a number of leadership positions, including Patrol Agent in Charge, Assistant Chief Patrol Agent, and Associate Chief. Mr. Langford is married and has two grown children.

Senator Lesil McGuire, District K, Alaska State Senate, grew up with those she now represents in the Alaska State Legislature. With this lifelong perspective, she truly understands the concerns of the people in District K and the needs of the community. She served for two years as a legislative and press aide for U.S. Senator Ted Stevens, and subsequently obtained her Juris Doctorate from Willamette University College of Law while clerking in the United States Attorney’s Office in Oregon. Senator McGuire began her work in the Alaska State Legislature as the counsel for the House Judiciary Committee. She has worked diligently for nearly 12 years to make Alaska a better place for all to enjoy. A former PNWER president, the senator established PNWER’s Arctic Caucus.

Speaker BiosDan Harbeke, Director of Public Affairs for Union Pacific Railroad, acts as the public face of the company, specifically in Utah, Idaho, and Montana. Mr. Harbeke has direct responsibility for constituent and legislative issues, philanthropic giving, and public relations. He joined UP Railroad in 2004. Mr. Harbeke relocated to Salt Lake City in 2008 from Omaha, Nebraska with his wife, Jill, and previously served on the Young Professionals Council Board of Directors through the Greater Omaha Chamber of Commerce. In his spare time, he travels and speaks with college students throughout the country on personal marketing and professional development, and holds a degree in Marketing and Political Science from Creighton University.

Ricia Lasso, Regional Business Specialist, Idaho Department of Labor (IDOL), aims to help businesses become more profitable through retention/expansion efforts, workforce development and identifying opportunities for growth. Ms. Lasso was instrumental and invaluable in bringing the Idaho aerospace players to the table, and even providing the table for Idaho aerospace manufacturers to connect. Because of her groundwork, she set the stage for the formation of the Idaho Aerospace Alliance. She has successfully led the Business Team on the pilot of the Idaho Career Connect (ICC) www.idahocareerconnect.org. Senator Curt McKenzie, 12th Legislative District, Idaho State Senate graduated from Northwest Nazarene University, magna cum laude, with a double major of Physics and History. He attended Georgetown University Law Center on a full-tuition scholarship. After graduating in the top 10 percent of his class, he went to work for a K Street law firm practicing intellectual property law. Since returning to Idaho, he has tried dozens of cases to verdict before Idaho judges and juries. Senator McKenzie has gained experience as a deputy prosecuting attorney and as an associate with a large regional firm before forming his own firm. He has served in the Idaho State Senate since 2002 and currently chairs the Senate State Affairs committee as well as numerous interim committees.

Senator Alan Olsen, District 23, Montana State Senate, and Jean, his wife of 32 years (both native Montanans), have lived in rural Musselshell County since 1987. There, they have raised their three children and now have five grandchildren. Senator Olsen served on the local 4-H council as a past president, Chief of the Bull Mountain Fire Department and Chairman of the Musselshell County Weed Control Board. He also served on the board of directors of the Snowy Mountain Development Corporation and is currently serving on the board of directors of Montanans for Responsible Energy Development. Sen. Olsen first ran for elected office in 1990 and was elected to the Roundup School Board. He served 10 years on the board, 5 years as Chairman.

Kevin O’Shea, Assistant Secretary, Border Implementation Team, Privy Council Office, Ottawa, Canada, joined the Border Implementation Team as Assistant Secretary in September 2012 after spending six years at the Embassy of Canada to the U.S. as the Minister (Political Affairs) where he devoted much of this time to working on foreign, defence, border and security issues with US and Canadian agencies. Mr. O’Shea has a career of over 30 years in the Canadian Department of Foreign Affairs and International Trade. In addition to Washington, Mr. O’Shea served a three year assignment as the Deputy Head of Mission at the Canadian Embassy to the European Union (2003-2006).

Tom Power, President and CEO, Sunshine Minting Inc., has over 23 years experience in the precious metals and minting fields. He began his career in this field with Johnson Matthey Ltd., the Canadian division of Johnson Matthey PLC based in the United Kingdom. During his tenure with Johnson Matthey, Mr. Power held several key management positions including Production Manager for Mint Products, and Technical Sales Manager for Mint and Platinum Products. In May of 1997, Mr. Power emigrated from Canada to the United States to join Sunshine Minting, Inc., as the Operations Manager. As the business grew and developed, so too did Mr. Power’s responsibilities, as he was appointed Director of Operations in 1999 and Vice-President in 2001.

The Honourable David Ramsay, Minister of Industry, Tourism and Investment, Legislative Assembly of the Northwest Territories, was first elected to the Legislative Assembly of the Northwest Territories in 2003. During the 15th Legislative Assembly (2003-2007) he served as Deputy Chair of Committee of the Whole, as member of the Standing Committee on Governance and Economic Development, the Board of Management and the Standing Committee on Accountability and Oversight. Phil Rockefeller, Washington Council Member, Northwest Power and Conservation Council, was appointed on July 1, 2011 by Washington State Governor Christine Gregoire, at the conclusion of the 2011 Legislative Session. Phil received his undergraduate degree from Yale University and his law degree from Harvard. His previous work includes service in the U.S. Air Force, federal employment with the U.S. House of Representatives, and various federal agencies in the Pacific Northwest, as well as four years as assistant to former Governor John Spellman. Prior to his appointment to the Council he served 13 years in the Washington State Legislature where he chaired the Senate Environment, Water & Energy Committee.

John Sibold, Director of the State Rail and Marine Office, Washington State Department of Transportation (WSDOT) is one of the state’s most enthusiastic and effective advocates for intermodal transportation. Recently retired from WSDOT, he was called back to serve as the Director of the State Rail and Marine Office to provide management oversight of the Pacific Northwest High Speed Rail Corridor between Vancouver, B.C., and Eugene, OR. He is responsible for the completion of $800 million in capital improvements along the High Speed Rail Corridor. John recognizes the importance of a regional approach to transportation and is currently working with Oregon and British Columbia to implement a Corridor Management Plan and border pre-clearance for Amtrak Cascades trains.

Colin Smith, Past President, APEGBC received his BASc. in Mining Engineering from University of British Columbia in 1965; an MS in Mineral Engineering and an MBA from Stanford in 1972; and an Executive Program Diploma in International Business from the National University of Singapore in 1986. His career has included operations and corporate management responsibilities with major international mining companies in Nevada, California and British Columbia; private practice consulting; and over 15 years of public service with the Province of British Columbia in assistant and deputy minister equivalent positions including CEO of Forest Renewal BC; and President and Project Director of Rapid Transit 2000 Limited (Millennium Line SkyTrain Project).

Consul General Denis Stevens, Consulate General of Canada, was appointed to his Seattle post by Prime Minister Stephen Harper in August 2010. He is Canada’s senior representative in the Pacific Northwest, which includes the states of Alaska, Idaho, Oregon and Washington. Mr. Stevens hails from Montreal. He has served with the Canadian government for 17 years, 10 of them in management positions in the departments of Justice; Indian and Northern Affairs; Public Safety and at the Privy Council Office, the department that serves the Prime Minister and the Cabinet. Immediately prior to his appointment, Mr. Stevens served as Director General for Intergovernmental Relations and Public Outreach at the Department of Foreign Affairs and International Trade.

Dr. Mark Sytsma, Associate Vice President for Research, Portland State University, is additionally a professor of Environmental Science and Management, and director of the school’s Center for Lakes and Reservoirs. He has conducted research on biology and management of aquatic invasive species for 30 years. Dr. Sytsma co-authored and is responsible for implementation of the Oregon Aquatic Invasive Species Management Plan and is a founding member and past chair of the Oregon Invasive Species Council. He is involved in regional invasive species management as co-chair of the Invasive Species Committee of the Pacific Northwest Economic Region.

Senator Kevin Ranker, 40th Legislative District, Washington State Senate, possesses an extensive and diverse background developing and advancing public policy, community development strategies and conservation initiatives both in the United States and internationally. For several years, he has focused his expertise on the advancement of coastal and ocean policy with a particular emphasis on the combination of coastal economic development, energy policy and conservation. Senator Ranker has advanced key legislation focused on climate, energy, coastal and marine management, transportation, agriculture and equal rights. Legislative highlights include oil spill response and preparedness efforts and landmark legislation making Washington the seventh state to recognize full marriage equality.

He has an extensive background in transportation, andserved as Chairman of the Idaho Trucking Association and as Chairman of Idaho Truck Pac, Inc. Jerry was a member of the Idaho Motor Carrier Advisory Committee for 16 years, and is the owner and President of Western Trailers, which he founded over 40 years ago.

David Zepponi, President, Northwest Food Processors Association, has been President of Northwest Food Processors Association (NWFPA) since June 2001, after serving four years as NWFPA’s Director of Environmental Affairs. He is also President of NWFPA’s subsidiary 501(c)(3) corporation, the Northwest Food Processors Education and Research Institute (ERI), which focuses on energy efficiency, productivity improvements, and innovation. NWFPA is a leader in industrial energy efficiency and, in 2001, Zepponi was recognized by the American Council for an Energy Efficient Economy as the Energy Efficiency Champion of the Year.

BOISE, IDAHO — Idaho aims to boost its residents’ job prospects by intensifying involvement in an economic group that spans the U.S.’s Northwestern states and five Canadian provinces.

Gov. C.L. “Butch” Otter Thursday signed an executive order to create the Idaho Council of the Pacific Northwest Economic Region.

The region is a public and private non-profit created in 1991 by Alaska, Idaho, Oregon, Montana and Washington and the Canadian provinces of British Columbia, Alberta, Saskatchewan and the Yukon and Northwest Territories.

By now creating a state council, Otter hopes to increase opportunities for Idaho residents in places like Alberta, whose natural-resources boom is fueling demand for thousands of workers.

Other existing areas of interest for the group include promoting tourism, fighting invasive disease and promoting research into livestock disease.
