What is the GFSP goal?
rapid scaling of food safety practices around the world

Food Safety in Dairy DevelopmentStakeholder Consultation Workshop - East Africa, ILRI Campus, Nairobi, 3-4 November 2014
In what ways can open models achieve this goal?
leverage investmentsimpact diverse stakeholders
foster diverse business models

How does the GFSP do this?
first - adopt open operating policies
#1 Partners will give consideration to the adoption and use of open strategies and tactics across all GFSP activities including: open content (including Open Educational Resources and Open Courseware), open data, open access (research), open government, open source software, open standards, open policy, open licensing and open hardware.
#2 To stimulate innovation in the adoption of open methods and the creation of new business models that leverage open methods GFSP partners should consider the use of open competitions either within specific projects or in general.

How does the GFSP do this?
second - start sharing in multiple languages
develop ways to share open and proprietary knowledge assets
create a hub for sharing best practicesFood Safety in Dairy Development
Stakeholder Consultation Workshop - East Africa, ILRI Campus, Nairobi, 3-4 November 2014
What should technology do?
provide a federated infrastructure as the data sharing backbone
develop a modular and scalable architecture that may embrace and facilitate the creation of
“global” networks for food safety capacity building

/ features
Validation of GFSP platform features
• example of representative institute: International Livestock Research Institute (ILRI)
• example of representative persona: (i) ILRI epidemiologist & (ii) advisor of dairy producers in Kenya
• collection of microbial dairy quality data
• data sharing• …
case study 1ILRI epidemiologist
Food Safety in Dairy DevelopmentStakeholder Consultation Workshop - East Africa, ILRI Campus, Nairobi, 3-4 November 2014
1i persona
• investigates of the behavior of diseases in animal populations (e.g. through interviews with farm workers)
• characterizes diseases in animals and humans in the hope of better understanding the infectious agent
• gathers data on disease hosts• interested in zoonoses (e.g. examines zoonotic diseases in pigs at
slaughter, checking the occupational risks at work)• collects samples for laboratory analysis (together with a medical officer)• analytical techniques to discover the infectious agent from a sample of
population• characterizes the infectious agenthttps://aghealth.wordpress.com/2014/10/16/slaughterhouse-5/
Annie Cook, a graduate fellow at the International Livestock Research Institute (ILRI) in Kenya, is a veterinary epidemiologist with the following responsibilities:

1ii related information / data
• population demographics & statistical data• research articles in journals publications• newsletters• conference presentations & papers in published
proceedings• chapters in books• corporate outputs • secondary / processed data• food risk assessment• project reports, papers and documents
Food Safety in Dairy DevelopmentStakeholder Consultation Workshop - East Africa, ILRI Campus, Nairobi, 3-4 November 2014
1iii challenges in current workflow
• data collection and sharing• limited primary data discovery and validation• time-consuming & laborious data identification and
documentation• limitation in accessing relevant publications• difficulty to discover peers to collaborate / to exchange
of knowledge and experience• multiple databases for processed data storage and
curation• dissemination own research outcomes

1iv possible platform features
Food Safety in Dairy DevelopmentStakeholder Consultation Workshop - East Africa, ILRI Campus, Nairobi, 3-4 November 2014
improve curation of data• focus on making data documentation, storage,
management and sharing easiera) migrate existing databases (Mahider, ILRI website, ILRI
datasets Portal, ILRI GIS Portal & Podomatic) in single data repository
b) improve data organization & classification schemes (e.g. by zoonoses)
c) improve data curation & filtering workflows (document & store data once, feed multiple sites/access points)
Food Safety in Dairy DevelopmentStakeholder Consultation Workshop - East Africa, ILRI Campus, Nairobi, 3-4 November 2014
central data repository
advanced data organization & classification
use single data repository for all ILRI sites
improve discovery & processing
• focus on zoonotic diseases reportsa) extend coverage of data typesb) extend coverage of data sources (include more sites
with zoonoses and infectious agents)
Food Safety in Dairy DevelopmentStakeholder Consultation Workshop - East Africa, ILRI Campus, Nairobi, 3-4 November 2014
add more (relevant) data sources
connect with other research groups
• focus on exchanging knowledge / experience among different research groupsa) find research groups with similar research activities

community of ILRI / external epidemiologists
case study 2 advisor of dairy producers
Food Safety in Dairy DevelopmentStakeholder Consultation Workshop - East Africa, ILRI Campus, Nairobi, 3-4 November 2014
2i persona
• offers co-operative dairy farm planning services and guidance on milking efficiency to help achieve the best results from farmer's equipment & animals.
• provides training for the farmer and employees at system start-up, schedule follow-up visits for system evaluation, and offer ongoing advisory services for more efficient farm management.
• interested on dairy management, milk quality and food safety, forage quality, animal health and well being
Eric is a Dairy Farm advisor in Kenya. He is interested in educating himself with the basic aspects of Food Safety in order to support milk producers with high quality advisory services. He believes that the online training could be an ideal way to learn more information about HACCP principles and certification on dairy products.

2ii related information / data
• research articles in journals publications• newsletters• conference presentations & papers in published
proceedings• chapters in books• corporate outputs • secondary / processed data• food risk assessment• factsheets

2iii challenges in current workflow
• easy way to follow educational content (online trainings / courses) on food safety issues, as Good Manufacturing Practices (GMPs), standards (Codex Alimentarius), regulations, certifications on dairy products
• difficulty to discover educational resources and training courses on Food Safety
• connect with the community of dairy experts (advisors of dairy products) from a wide range of regions

expectations(from GFSP documents)
“Address critical gaps in coordination of capacity building initiatives through an open source knowledge sharing platform and community of practice.”
“The GFSP will help improve access to such capacity building programs both through establishing and/or supporting a virtual depository, and through engaging and facilitating the stakeholders’ access to these programs.”

hub vs. centralized approach• information resides at site of provider
– (metadata) descriptions exchanged, facilitate information dissemination & demonstrator; same provenance & maintenance
– powerful framework for multilingual information discovery• secure & safe way of exchanging information
– define access, use, re-use rights & licenses– unique identification of information entities; Communication,
Coordination, Collaboration, Educations and Training (CCCET) across disparate systems
• enhancing existing sites/platforms with information– existing systems interoperable; not building yet-another-system– users discover more relevant data through platforms they already use

next steps• deploy & validate GFSP demonstrator (Global Food
Safety Knowledge Hub)– develop core infrastructure components & services – test & validate in selected KLSWG use cases (e.g. JIFSAN,
NCFPD, MSU, …)– integrate with Hubnet
• Pilot setting up local GFSP demonstrators (Local Food Safety Knowledge Hubs) in capacity building projects– adapt & provide federated knowledge discovery services
