The IDA credit will fill part of the financing gap for rehabilitating small-scale irrigation schemes financed through the District Irrigation Development Fund (DIDF) and support the dissemination of integrated soil fertility management techniques. To date, the credit is providing support to 94 small-scale irrigation sub-projects, and 3 soil fertility management demonstrations. The project funds are financing half of the subsidy for agricultural inputs through the National Inputs Voucher Scheme (the other half is financed by the government). The vouchers were distributed in time to 1.5 million farmers and input purchases are ongoing. The training of agro-dealers is also underway. The vouchers are distributed and redeemed coinciding with the start of the agricultural planting season (which starts in most places in October/November). The IDA Credit also provides support to safety net interventions in

The IDA credit will reduce nutrition insecurity of vulnerable populations, in particular children under five. The scaling up of the community nutrition program reached 35 percent by the end of 2009 (from 22 percent in June 2009). For the cash transfer component, 5,893 women in the regions of Sedhiou and Kaolack have received their allocations. The number of beneficiaries is expected to reach 24,400 by the end of the year. An impact evaluation is being prepared.

About 7,894 tons representing 80% of the 9,800 tons of fertilizer procured have been distributed to producers. The stock procured represents 115 percent of the initial plan, which was to procure 8,500 tons of fertilizer. A first estimation by PMU shows that about 31,640 farmers benefited from the distribution of 80% of the stock of fertilizer. On average the area for cereals reached 2 to 5 ha, against 1 and less than 1 ha estimated in the project paper.

The GFRP additional financing has disbursed US $5.2 million, i.e. 75 percent of the total grant. 92 schools in poor rural areas prone to floods received funds to prepare meals during school year 2008-2009 and 2009-2010. The pilot has become very popular reaching more than 21,000 pupils. The pilot has been assessed and preliminary results shows that a) the program has been very popular; b) had positive impact on selected school indicators (enrollment, attendance); c) has contributed significantly to the local economy by providing an additional source of income to communities and by reducing the burden on families. An additional $4.4 million has been provided to the Government of Togo under the CRW to scale up the operation. Almost 40,000 children in 180 schools will benefit from daily meals during school years 2010-2012 though this additional funding. The second component on procurement and distribution of fertilizers and seeds has distributed 4,275 tons of fertilizers to

Four NGOs have been contracted to provide services in agricultural productivity and safety nets covering six counties. To date US$ 4.7 million (or 94 percent) of the $5 million grant has been disbursed. A total of 186,845 farmers have received at least one improved technology for food production, post harvest practices and processing. A total of 130 extension workers from the six counties were trained on agronomic practices and post-harvest management. In total, 7,593 feddans (1 feddan=1.038 acres) have been opened and some were already planted with staple food crops. In terms of safety nets, 24,462 individuals or 4,077 HHs, have received cash transfers from public works. The major activities for safety nets are: opening and rehabilitation of roads and bridge, construction of community storage facilities (stores), and HHs storage facilities (granaries). In total, six stores of average capacity of 250 metric tons have been constructed in three of the six counties. There is an additional store with capacity of 500 metric tons under construction. About 380 granaries each with capacity of 1-5 metric tons have been

constructed in 3 of the 6 counties. The project has also supported installation of a maize mill and huller, the first of its kind in the region, with capacity of 96 metric tons of flour per month, producing high quality maize flour. A 10 meter bridge is also being constructed in Raja county that will link two productive areas to markets. Total 21 kilometers of access roads has been constructed through the cash-for-work program while 85 kilometers of feeder road has been assessed and awaits construction.

The grant under the Social Safety Nets Project has supported food/cash for work programs. The program is currently serving 1.05 million beneficiaries across the country, with approximately 756,000 located in the Mid and Far-West districts. The program has employed 168,263 workers. Support has helped improve food sufficiency levels for an additional 2-2.5 months for the most vulnerable households. Koshi post-flood recovery projects in Saptari and Sunsari have been completed. In Sunsari, the project supported over 7,500 families through the recovery and rehabilitation projects of flood-damaged infrastructures. Livelihood activities have been actively promoted through various vocational trainings and project schemes including the creation of irrigation and drinking water schemes, and the construction/rehabilitation of community buildings, wooden bridges and rural roads, among others. The program also supports the provision of multiple micronutrient powder (MMP) with essential vitamins and minerals for children aged 6-59 months, across 33 districts. The first year annual report shows that the project is on track for most of the year one Project Development Objectives (PDO) indicators. The project provided on average one meal a day for 14,102 students (100.7 percent of the target) though the school feeding program; generated 77,000 workdays (175 percent of the target) through the food-for-work program and supported the production of over 2,500 tons of rice (96 percent of the target). The school feeding program was implemented in 116 schools in five regions and is providing on average about 14,102 daily meals. As of end December 2009, WFP had used 313 metric tons of food. The food-for-work program started on April 2, 2009. As of end December 2009, the food-for-work program had provided jobs for about 9000 people corresponding to at least 77,000 work days and distributed 231 metric tons of cereals. About 1,700 ha of rice land was rehabilitated through the food-for-work program. Under the food production component, over 2,500 tons have been harvested as a result of distribution of seeds by WFP and by the Ministry of Agriculture.

provided the authorities with needed fiscal space to compensate for the lost revenues resulting from temporary customs duty reductions for rice imports. An additional $1.25 million has been disbursed to an emergency labor intensive urban public works program that is expected to provide approximately 5,300 jobs to unskilled workers and direct and indirect benefits to a total population of around 300,000 people in 40 of the poorest neighborhoods in Conakry. A further $2 million of grant support was disbursed for the Emergency Agricultural Productivity Support project to expand a successful farmer seed multiplication network. However, since the military take-over at the end of December 2008, withdrawal applications and direct payments have been suspended while the Bank carries out its analysis of the situation, as per OP7.30. Activities for the current cropping season have been scaled back to correspond to the funds available in the designated account. Still the following achievements have been realized till date: 45 tons of improved variety ‘base seed’ produced on the research station for distribution to the existing network of seed replication farmers in preparation for the 2010 rainy season; support provided (inputs, technical services) for the production of dry-season paddy rice on 214 irrigated hectares; collection storage, treatment and packaging of 500 tons of improved seed purchased from seed replication farmers at the end of the 2008 rainy season for distribution to 16,000 smallholders for the 2009 rainy season production; 400 tons of fertilizer, and about 3500 liters of pesticides, purchased for

4,000 metric tons of fertilizers has been procured and distributed at subsidized prices and used by 33 rice producer cooperatives in the 2009 cropping seasons. Overall the project has reached 20,784 households. Findings of a farm survey carried out in the project intervention areas indicate that yields in paddy rice increased by 27% during the 2009 off-season and 14% during the rainy season, and total additional production increased by 17,346 tons, or 33%. The Government, through the Food Crisis Unit (CCA) and the Executive Secretariat of the Rural Development Strategy completed the safety nets related studies along with an action plan. The safety nets programs will be piloted using part of the net revenues from the sales of fertilizers ($2 million transferred to CCA accounts). The project closed on December 31, 2009 as initially planned. The Implementation Completion Report was submitted on June 28, 2010.

Grant support has been used to provide cash transfers to over 1,645 institutions (orphanages, poor children in boarding schools and special education schools, prisons, kindergartens, health facilities or social service institutions) that target vulnerable groups. The provision of the first batch of 17,069 food and nutritional supplement packages for around 3149 pregnant women, 2792 lactating women and 8434 children 6-24 months of age has been completed. Standardized packages include wheat flour, rice, buckwheat, sunflower oil and canned meat. Realized cost savings has increased the amount of food and supplements to be distributed. The second round was completed by September 2009. Around 7,000 pregnant and lactating women and 12,000 children received food packages. The last (third) distribution was completed in December 2009. Social work training and project evaluation work has begun.

will get about 320kg of potatoes to cover their

food and nutritional needs. All seeds are only from certified sources. Through 442 training session, 2200 participants have been trained. Due to better quality seeds and fertilizer application, the yields in winter and spring cereals have increased dramatically compared to previous years, even after accounting for better weather conditions. The project is being restructured to reallocate the funds from activities deemed unnecessary (such as the community storage places) to more community seed funds. The first batch of 3000 vitamin A and iodine test kits were distributed in March 2009. Distribution of Vitamin A to 154,000 pregnant women and 550,000 children under age five took place in June 2009. Education material on nutrition in Kyrgyz and Russian, used in training on three modules (breastfeeding, nutrition of mothers, and complementary feeding), started in June 2009 and has been conducted in 1083 Village Health Committees all over the country. The average Unified Monthly Benefit (UMB) of around US$3.5 per month has been topped-up by KGS 35 (less than S$1) per month per beneficiary since October 2008. Due to a substantially reduced number of UMB beneficiaries, the project will be able to finance UMB top-ups approximately three months longer than initially envisaged.

This additional financing will provide a one-time cash payment of US$135 to approximately 25,000 poorest households negatively affected by the food and fuel crisis. The beneficiary households will be those who received a cash payment of US$200 in 2009 under the previous Additional Financing Grant from the Food Price Crisis Response Trust Fund. These households were identified using proxy means test (PMT) formula. During the month of August 2010, a total of 24,713 poor households received a one-time cash payment of $135 each. Eligibility of households to receive cash benefit was previously confirmed through eligibility reviews and external audits conducted under the first GFRP grant. The total amount disbursed to date is about $3.3 million. The remaining balance of about $19,000 is expected to be fully disbursed to about 140 poor households during the month of October 2010. On August 19, 2010, the Bank issued a no-objection to hire an independent auditor to audit grant proceeds, namely the payment process through local banks. In addition to the financial audit, the auditor is required to carry out home visits on a sample of 3 percent of beneficiary households, to further verify the payment process and to ascertain their eligibility to receive cash benefits under the GFRP grant.

An additional $3 million has been fully disbursed to support a cash-for-work program. The Liberia Agency for Community Development (LACE) has provided temporary employment to the target of 17,000 vulnerable Liberians. This includes 9,230 men and 7,770 women from all 15 counties. Based in part from positive results of two assessments of the Project, the team has secured $7.5 million from the Africa Catalytic Growth Fund and the IDA Crisis Response Window to scale-up this intervention to reach 45,000 Liberians between 2010 and 2013. The two assessments showed very good results in terms of targeting (80% of participants in the first three quintiles); significant impact in terms of increase of net income on a yearly basis (+90%); long lasting impact on households in terms of use of these resources by investing beyond living expenditures and on fixed assets, farming and non-farming activities.

Delivery of food packages to primary health care (PHC) facilities for distribution to approximately 50,000 women attending these facilities for prenatal care, delivery or child vaccinations has been completed. Nutrition training has been delivered to 432 doctors and nurses in November 2008 and since December 2008, 70,562 pregnant and breastfeeding women have participated in nutrition education sessions, exceeding the set target of 60,000. Growth monitoring equipment was distributed to 1,195 PHC facilities. The $5 m grant for the Emergency Food Security and Seeds Imports project has fully disbursed. Distribution of 1,265 tons of high quality winter wheat planting seed to 71,500 households has been completed. Approximately 2,100 tons of fertilizer has been distributed. The grant is expected to finance approx. 500 small scale community implemented and maintained irrigation schemes in provinces most affected by the food price increase. $6.8m has been disbursed to the communities for implementation and construction work. The project finds that the previous report had been incorrect and reported higher than actual completion rates. To date, 474 irrigation schemes have been financed, of which 343 have been completed. The balance of US$ 1.1 million is expected to be disbursed to communities within the next few months. The TF closing date has passed on September 30, 2010 and a request for extension is being processed. Two completed projects have been damaged by floods and the project entity is seeking bilateral funds to repair these projects. The completed irrigation schemes will enable expansion in the area planted with wheat and other cereals.

Social Safety Net Reform Project (SSNRP) Operations Manual. The final audit report of the GFRP grant was deemed satisfactory to the Bank. The support of the GFRP grant enabled the Palestinian Authority to prove its ability to manage an effective and well targeted project that can be scaled up during crisis situations. An impact evaluation was carried out to assess the outcomes of the $5 million disbursement, in particular whether the funds were utilized by poor households to buy foodstuffs. This impact evaluation used a statistical analysis based on the Regression Discontinuity Design (RDD). It was based on the design of a household survey that was developed to collect information from beneficiary and non-beneficiary households after the program intervention. Main findings show evidence that grant beneficiaries are poorer than non-beneficiaries, and that they need more help to cover their financial needs according to the RDD estimator. With regard to quality and quantity of food, these households are consuming the same levels of food than non beneficiaries’ households.

highest ever. Sales to farmers for both the early small rains (belg) season and the large rain (meher) season was reported to have amounted to about 426,676 tons. A woreda- (i.e., district)-level sample survey and the most recent field mission indicated that farmers have received fertilizers on time and at prices comparable to 2008 in most areas. The impact evaluation study for the project, based on a farm household survey, has been completed and shows overall satisfactory implementation and impact of the project. Procurement, importation and distribution of fertilizer for the 2010 season has been largely completed.
