GFCI Protection: An OSHA Requirement on the Job Site OSHA definitely means business, with fines for willful violations reaching as high as $70,000! The secondmost common OSHA electrical violation at construction sites involves non-compliance with either theAssured Equipment Grounding Program or Ground Fault Protection. Whichever program you choose,portable GFCI Cord Sets or an approved grounding conductor program, make sure it is used 100% of thetime. Ignoring OSHA requirements can cost money as well as business. Compliance with OSHA and NECstandards is absolutely mandatory, and use of Leviton GFCI Cord Sets is a reliable, economical way toaccomplish that.

GFCI Cord Sets Must Have Open-Neutral ProtectionOpen-Neutral Protection immediately trips the GFCI if the neutral conductor on the line side is opened.This eliminates the possibility of the GFCI Cord Set having a live hot leg, even though it may appear asthough power is off due to the open neutral. A normal GFCI receptacle would not be able to trip underthese conditions.

Automatic vs. Manual Reset Cord SetsAutomatic Reset GFCI Cord Sets (black body) automatically reset ON when power is restored. Manual Resetunits (yellow body) will not automatically reset after power interruption; the reset button must be pushed in.

Other GFCI manufacturers have taken the alternate route inthe 2006 UL Standard by providing an indicator light for end-of-life indication. They allow the compromised GFCI to bereset, thereby permitting it to continue delivering unprotect-ed power to the GFCI face and downstream receptacles. Wedisagree with this approach.

GFCIs are first and foremost proven safety devices. TheNational Electrical Code requires GFCIs to be installed inbathrooms, kitchens, workshops and other locations wherewater is present and there’s a risk of ground fault shock

hazard. Leviton believes that a GFCI should be replacedimmediately if it no longer provides ground fault protection.There is absolutely no people protection when a compro-mised GFCI functions as a “live” standard receptacle.

That’s why Leviton’s SmartLockPRO GFCI performs a self-test every time it is reset. If it is not capable of responding toa ground fault, the reset is blocked. Leviton’s SmartLockPRO approach locks out a compromised GFCI, thereby pro-viding the safest and smartest solution to people protection.

Underwriter’s Laboratories (UL) has issued newrequirements on GFCI functionality effective July 28, 2006:

Line-Load Reversal Indication

If an old style GFCI is miswired with a line-load reversal, itis a potentially hazardous situation because the GFCIreceptacle face will be live and unprotected even after theGFCI is tripped.

2003 UL Standard:• There must be a diagnostic indicator if a miswiring (line-

load reversal) occurs during installation. However, the GFCIreceptacle’s face may still be live and unprotected.

New UL 2006 Standard:• If a miswiring (line-load reversal) occurs during installation,

the GFCI must not be capable of supplying power to eitherthe GFCI’s face or to feed-through terminals.

The SmartLockPRO Solution:• SmartLockPRO provides a true dead-face design with an

LED indicator for line-load reversals.

“End-of-Life” Indication

GFCIs reach the end of their service life when they nolonger provide ground fault protection. As with any electronic device, a GFCI can be damaged by surges,other electrical disturbances, or environmental andphysical abuse.

2003 UL Standard:

• There are no requirements related to “end of life”

New UL 2006 Standard:

• GFCIs are required to provide a visual and/or audible indication OR be able to render themselves incapable ofdelivering power when they no longer offer ground faultprotection based on a failure to pass their internal test.
