• Jefferson sent representatives to France to secure U.S. use of the port of New Orleans

• A successful slave rebellion in French Haiti led to Napoleon’s decision to abandon North America

• There was question over whether the national government had the authority to purchase the land

• The D-R’s wanted a loose interpretation of the Constitution (a reversal from their previous positions)
