MCKILLEN MANAGING EDITOR The Germantown Village Board last week opted against placing a binding referendum on the spring bal- lot that would have allowed the village to exceed its revenue limit to pay for increased staffing for the Germantown Fire Department. A draft referendum prepared by the board would have allowed to the village annually exceed the current levy limit by 8.96 percent. A proposal for a referendum has been suggested by Fire Chief Gary Weiss. If voters approve a referendum, it would fund additional full-time staff for the Fire Department while also continuing to use part-time employees. At the start of discussion on the matter at the Dec. 1 Village Board meeting, Village Attorney Brian Sajdak said “we don’t have all the answers to at this point” as to how state law would require the referendum to be presented on the ballot. Sajdak said he talked with a Department of Revenue representative, who indicated that a spring referendum would not be possible because the village didn’t have enough information to proceed with a referendum and suggested the village wait on the question. The Germantown Village Board last week optedagainst placing a binding referendum on the spring bal-lot that would have allowed the village to exceed itsrevenue limit to pay for increased staffing for theGermantown Fire Department.

In the three and a half years sinceHartford residents Brian and NancyGehrung brought their daughter, Ava, intotheir home from China, their lives have beenfilled with lots of laughter and love.

“She is sweet, happy, loving, funny,”described Nancy in an interview with theExpress News. “She is a great kid who lovesto make people laugh.”

The effervescent nature of the nine-and-a-half-year-old–a “little person” with the sameform of dwarfism as her adoptive par-ents–makes it especially hard for thosearound her to watch her experience so muchpain from the near-constant seizures thatplague the girl.

“She has experienced a lot of trauma inher short life,” said Nancy.

It was clear early on that Ava had neu-rological issues so soon after he adoption,Nancy took her daughter for a CAT scanthat delivered devastating results.

“Before we even got home from theappointment, the doctor’s office had calledus,” she said. Tests had revealed that Avahad suffered a massive stroke at birth andthat had affected 75 percent of the left sideof her brain, and the Gehrungs were toldseizures would be a side effect.

“A month later we saw her first seizure,”said Nancy. It was even worse than theythought, she said, as a MEG scan that cap-tured pictures of Ava’s seizures revealed thatthe affected part of her brain–the occipitallobe–was continuously seizing. “In two anda half hours she had at least 200 seizures.”

The Gehrungs decided surgery was thebest option and a year ago they attempted atwo-part process; however, Ava was onlyable to make it through the first half of the sur-gery due to an undiagnosed blood clottingdisorder.

A second attempt at the surgery duringwhich doctors severed the part of her brainthat is seizing from the healthy areas was

made at Children’s Hospital Nov. 3.“The surgery itself went smoothly with no

complications, but the recovery has beenslow and painful,” Nancy said. “I’m guess-ing it will be about four to six months beforeshe is really back in action, and hopefullythere won’t be any more surgeries after this.”

It has been a long journey for the family.Married for six years, the Gehrungs

decided to adopt Ava after seeing her on theLittle People of America adoption website.Nancy already had two grownchildren–Collin and Shannon O’Connell, 21and 19, respectively–but wanted to start afamily with Brian.

They adopted Ava “and we neverlooked back,” said Nancy.

Despite her struggles–emotionally andpsychologically Ava is about four yearsold–the girl brings much joy to the familyand has many gifts, her mother said.

“Because the right side of Ava’s brain isstrong, she is extremely creative. She loves topick up odd things and make beautiful artout of them,” Nancy described. “She is ahuge fan of Disney princesses and she loveseveryone in her family so much.”

The surgery appears to have been a suc-cess, which is exactly what the Gehrungswanted, but the medical bills remain. Also,with Brian undergoing back surgery andpossibly missing up to six months of work atthe Menomonee Falls Post Office, the fami-ly’s finances will likely be a struggle for thenear future.

The community has been incredibly sup-portive through everything, Nancy said.

Family friends Bob Howe and Gloria-Jean Siegel-Howe held a fund raiser forAva–at which more than $5,000 wasraised–at Trysting Place Pub in MenomoneeFalls in September.

“It was so humbling for us,” said Nancy.“It was wonderful, but weird to have peoplegiving us money.” Through that event, theparents were able to get Ava a motorizedwheelchair and now they are looking to

POLICE BLOTTERcommunities have used estimates on figuresfor referendum questions.

Sajdak cited the 8.96 percent pro-posed increase along with new develop-ment as factors that would make it difficultto estimate the levy for next year. Sajdaksaid the proposed resolution before theboard “took the easy way out” by assum-ing no allowable increase in the levy. Hesuggested the village wait until the fall of2015 for the village of referendum.

When asked by Trustee Terri Kaminski“what could wrong” by going ahead withthe referendum, Sajdak said if the villagewent ahead with the current question andlater received an allowable increase in thelevy limit, the increase allowed by the ref-erendum question would be partially offsetby the allowed increase in the levy.

“The risk is in essence you throw awaywhatever that potential increase you wouldhave gotten otherwise is,” Sajdak said.

Administrator Dave Schornack said thevillage should hold off and get actual num-bers to proceed with the referendum ques-tion.

“With the amount of money we’re look-ing at, the last thing we need is to get intothis and then have somebody find faultwith the process that we’ve taken — thatwould be the worst thing for us,”Schornack said.

Schornack said doing an election inthe fall would cost the village $10,000 to$12,000, since there are no other elec-tions on the ballot.

Trustee David Baum suggested doingan advisory referendum in the spring. ClerkBarbara K.D. Goeckner said it would be

cheaper for the village since it would occurduring a regularly scheduled election.Trustee Terri Kaminski said an advisory ref-erendum could “test the water” for whatresidents thought about a full-time FireDepartment.

“If the appetite wasn’t there to go full-time, then we still have a problem,” Baumsaid, indicating the village would need tofind another avenue to address staffingneeds in the Fire Department.

However, Trustee Robert Warrendescribed the advisory question option as“a half question, it’s a slippery slope. Wewant to throw some numbers out there, wejust can’t ask, ‘Do you want to go full time(for the Fire Department)?’ Ask me, ‘Do Iwant a new car?’ Well, yeah. ‘Do I have topay for it and how much?’ Well, maybethat’s a different story.”

The board also discussed options forsurveying residents on their views of a full-time department prior to a referendumquestion.

The current situationWhile the discussion continues on

future staffing options, a decision will needto be made soon regarding current staffingon the weekend. While part-time staff isworking on the weekend, the funding forthat schedule runs out in April.

Weiss told the board that his challengeis to take the funding for the current sched-ule and make it last through all of 2015.

“I will stretch out the $94,000 to last aslong as possible, and when it’s gone theweekend staffing is going to have to stopand the extra shifts are going to have tostop,” Weiss said.

A new one stop shop for furniture, appliances, cabi-netry and construction and building supplies just openedin Germantown.

The Habitat for Humanity ReStore, the ReStore affiliateof Habitat for Humanity of Washington and DodgeCounties, opened last September at W188N10707Maple Rd., Germantown, Wis to much excitement.

"It’s the only store in the world that helps build homes,"ReStore Manager Bernie Hletko said.

Indeed the ReStore is the only retail store that actuallyhelps people get brand new, affordable housing as allthe profits go straight into Habitat’s home constructionand home repair programs.

But that’s not all. The ReStore takes donations from thepublic and nationwide businesses and offers them to cus-tomers at half off of retail. Imagine finding a brand newAnderson window at half cost. They even offer free pickup for donations.

"It’s amazing what you’ll find at the ReStore," Hletkosaid. "It has everything and the kitchen sink."

With the profits from their three ReStores as well asgrants from various organizations such as ThriventFinancial, Habitat for Humanity of Washington andDodge Counties is currently building their 31st home. Incollaboration with that the affiliate has helped to repairnumerous homes through their "A Brush With Kindness"program.

"The way the ReStore works with the affiliate is notsomething you see everyday," Hletko said. "To see suchcollaboration and such a willingness to help other peopleis amazing. I’ll be hard pressed to find another nonprofitthat is set up like Habitat. We are one of a kind because

at the end of the daywe will do anything tohelp these people."

So what is a Habitathouse? How do peo-ple qualify for one?

Executive DirectorRussell Wanta said thata Habitat home is anaffordable house builtcompletely by volun-teers that through thepower of partnershipand a zero interestloan is made availableto people that demon-strate a strong need.

"We like to partnerwith people in the community that need a hand up in life,"Wanta said. "Through 250 hours of partnership andfinancial commitment to us we are empowering thesedeserving people to own their homes and be an activepart of the neighborhood and the community."

Wanta said the ReStore is one of the most crucial waysthey make these affordable homes possible. He addedthat the secret to all of Habitat’s success is "average peo-ple that are looking to make a difference in their commu-nities."

"We are 100% volunteer powered," Wanta said."Everyone you see out there with the exception of thebuild site supervisors is a volunteer. Without these won-derful volunteers, we would be left scratching our heads

wondering what to do." Volunteers are a necessary portion of the Habitat

model. "The volunteers are what make the store, they are one

of our greatest assets and we are always looking formore," Wanta said.

The next day the Chargers traveled toWatertown and topped the Goslings, 40-29. Drazewski and Tommy Hickey both ledHamilton with 11 points each.

Menomonee Falls had a 2-2 record tostart the season. After opening the season

The Hamilton girls basketball team wasunable to recover from an early deficitagainst Green Bay Preble Nov. 29, as theChargers lost to Preble 62-54 at theBrookfield Central Thanksgiving Shootout.

Preble held a 18-12 lead after the firstquarter and held on to a lead of betweensix and nine points during the second quar-ter. A basket by Macy Williams with 54 sec-onds left in the third quarter cut the Preblelead to 39-34 but Preble answered with abasket on the other end with 4 seconds leftin the quarter. A three point basket bySammy Hagenow at the 6:27 mark of thefourth quarter made the score 43-37 infavor of Preble, but Hamilton could not getany closer.

Afterward, Hamilton Coach Bill Scasnyindicated that his team’s defense was aconcern, as they did not block out or seallanes to the basket for Preble.

“Back to the drawing board, Scasny

said.Scasny also said seven turnovers con-

tributed to Preble taking an early lead.“One day to work on it, then we got a

game on Tuesday (Dec. 2), so we’ve got tokeep moving on,” Scasny said.
