    The Germantown Village Board approved the 2014budget Nov. 18 after several minutes of discussion whichincluded rejecting a motion to restore $89,000 worth ofreductions.

    The village portion of the tax levy will be$11,073,943, a 4.88 percent increase form last year.The tax rate will be $4.66 per $1,000 assessed valua-tion, a .17 percent increase from the current year. Theresident of a home with an assessed value of $200,000will pay an additional $1.54 in the village portion of theproperty tax bill.

    A motion to remove $600,000 from the water utilitycapital portion of the budget that would pay for the engi-neering and design of a main under Hwy. 41/45 fromthe budget was rejected by a 4-4 vote. Trustees Jeff

    Hughes, Art Zabel, David Baum and Village PresidentDean Wolter voted to remove the item from the budgetwhile trustees Shane Daniels, Mel Ewert, AlVanderheiden, and Jeff Werderman voted to keep theitem in the budget. Trustee Terri Kaminski was not pres-ent at the meeting.

    "We have to be ready to do it if we see the need,"Vanderheiden said in opposing removing the item fromthe budget.

    Zabel, who introduced the motion, replied that theitem is in the water utility capital budget, which is a sep-arate entity from general fund borrowing.

    "If something occurs, the water utility always has t heright to go out and do it's own borrowing. It doesn't haveto be jointly done with the general fund," Zabel said.

    with Nicholas, who was born during thethird century in the village of Patara. Atthe time the area was Greek and is nowon the southern coast of Turkey. His

    wealthy parents, who raised him to be adevout Christian, died in an epidemicwhile Nicholas was still young. ObeyingJesus' words to "sell what you own andgive the money to the poor," Nicholasused his whole inheritance to assist theneedy, the sick, and the suffering. Hededicated his life to serving God and wasmade Bishop of Myra while still a youngman. Bishop Nicholas became knownthroughout the land for his generosity tothe those in need, his love for children,and his concern for sailors and ships.Under the Roman Emperor Diocletian,

    who ruthlessly persecuted Christians,

    Bishop Nicholas suffered for his faith,was exiled and imprisoned. The prisonswere so full of bishops, priests, and dea-cons, there was no room for the real crim-inalsmurderers, thieves and robbers.After his release, Nicholas attended theCouncil of Nicaea in AD 325. He diedDecember 6, AD 343 in Myra and wasburied in his cathedral church, where aunique relic, called manna, formed in hisgrave. This liquid substance, said tohave healing powers, fostered the growthof devotion to Nicholas. The anniversaryof his death became a day of celebration,St. Nicholas Day, December 6th

    (December 19 on the Julian Calendar).Through the centuries many stories and

    legends have been told of St. Nicholas'life and deeds. These accounts help usunderstand his extraordinary characterand why he is so beloved and revered asprotector and helper of those in need.

    Trustee Shane Daniels then said the budg-et was "a little light and we weren't takingadvantage of the levy amounts that we haveavailable to us" and proposed restoring fund-ing for $89,000 worth of items. A motion wasthen approved to split that motion into severalseparate motions.

    The board then considered the followingmotions:

    Restoring $2,000 for Parks andRecreation supplies. That would includereplacement parts for several pieces of equip-ment, wood chips, and picnic tables.

    "My biggest concern with that particularone is if we start breaking tables, they keepdisappearing, playground equipment breaksand is not repaired that's a pretty negativeimpact to citizens and we're talking $2,000here," Daniels said.

    Vanderheiden said the Parks andRecreation budget is "dynamic" and has move-ment as far as revenue increases. He said pre-vious Parks and Recreation Director Brett

    Altergott was able to absorb such items intothe budget.The motion was rejected by 2-6 vote.Restoring funding for buildings mainte-

    nance and major repairs worth $4,000,including lighting upgrades for t he library. Themotion was rejected by a 2-6 vote.

    Placing $13,000 for a new paint striperin the budget. Public Works SuperintendentJay Olszewski said the village used the paintstrip for crosswalk and stop bars. He said thecurrent striper is 15 years old and the villagehas "issues with it regularly.

    The motion was rejected by a 3-5 vote.Placing $30,000 for snow and ice sup-

    plies back in the budget. Olszewski said theitem is weather based and current predictionhave suggested this winter will be mild. If thevillage needed additional salt, it could obtainit through it's contract with the stateDepartment of Transportation.

    The item was rejected by a 1-7 vote.Restoring $15,000 to purchase a used

    pickup truck for the Parks and RecreationDepartment. Daniels noted that a few vehicleswere removed from the budget.

    "Who's to say next year we're not going tohave five or six vehicles we're going to need topurchase," Daniels said. "Start chipping awayat this stuff."

    Olszewski said the pickup would replaceone that has been used by the village for thepast 24 years. The current vehicle is used towater hanging baskets on Main Street. Hesaid the current vehicle needs extensive bodywork.

    The motion failed by a 2-6 vote.A motion to add $25,000 toward Fire

    Department salaries. Wolter said the villagehas approved funding for keeping weekendhours going to keep weekend coverage inplace. He said the village didn't want to com-mit additional funds until a new fire chief whocould present a plan to the board was onboard.

    "An additional $25,000? I might havesome trouble with that until I see what the planis long term," Wolter said.

    The motion was rejected by a 3-5 vote. Theboard then approved the budget.

    The Germantown Village Boardapproved a full water rate study Nov. 18.The board approved the proposal fromBaker Tilly, which submitted a proposal

    for $4,900, the lowest bid of three firmswho submitted bids for the full rate study.

    The village has already approved a 3percent simple rate increase. Trustee Art

    Zabel said his problem was that the vil-lage is now doing a study to look atrates, which could increase by the middleor next year.

    "Every time there's a rate study, I very

    seldom find they decrease or stay sta-ble," Zabel said.

    Village President Dean Wolter saidthat based on his experience on theVillage Board, the village has tended todelay rate increases for several yearsand when one was needed or required itwas a larger increase all at once insteadof smaller increases over several years.

    Wolter added that the village has alower water rate in comparison to sever-al other communities.

    "Once the study gets put out in frontof the PSC (Public Service Commission),it's hard to pull it back," Zabel said.

    Director of Public Works Dan Ludwigsaid the recommendation for the study

    came from the committee level and willinclude a new customer class and usingconservation water rates, which will bestudied in conduction with the water ratestudy.

    The water rate study was approvedwith Zabel voting against the proposalwhile it was supported by the rest of theboard.

    ApprovedThe board approved $7,500 in fund-

    ing through the Tourism and BettermentFund for the Washington CountyConvention and Visitor's Bureau. TheTourism and Betterment Fund is fundedthrough the village's hotel tax, and state

    law requires a certain percentage ofthose dollars be directed toward tourism-related activities.

    Village Board approves water rate study

    The Germantown School Boardapproved the construction of a permanent

    ticket booth at Datka Stadium earlier thismonth.

    During a Nov. 11 board meeting, theboard approved construction of a perma-nent ticket booth structure to replace a tem-porary booth that is used for sportingevents.

    The estimated project cost is $13,000and will be covered with $6,500 eachfrom the athletic repair account and thecommunity services fund.

    Board member Bruce Warnimont notedthat the idea has been rumored out there

    for over a dozen years.The permanent structure is projected to

    be constructed this spring.In another matter, the board accepted

    a donation of $250 from the BairdFoundation as a matching gift to Amy BelleElementary School parents Mark Stoffels$250 donation in April to be used for tech-nology improvements at the school.

    The Germantown boys volleyball teamcame up just short in the state tournament,falling to traditional powerhouse MilwaukeeMarquette in a final that was the third five-setmatch over two days.

    Marquette won its seventh boys volleyballtitle with a 21-25, 25-20, 23-25, 25-22, 15-12win over Germantown Nov. 16.

    Im just proud of the guys, simple as that,Germantown Coach Brian Rushmer said afterthe title match.

    In the first game Germantown held a 14-10 lead but Marquette went on a 5-1 run totake a 15-14 lead. After the teams tradedpoints, Germantown went on a 3-1 run to take

    a 19-17 lead. Germantown stayed in the leadthe rest of the way.

    In the second game the teams were tied at19-19 when Marquette scored six of the finalseven points to even the match.

    In the third game Germantown held a 15-9 lead but the Hilltoppers rallied and a tip killtied the score at 17-17, prompting Rushmer tocall time out. The Warhawks then scored thenext three points, prompting Marquette CoachEric Sullivan to call time out.

    Germantown held a 24-20 lead butMarquette scored the next two points, leadingto another Germantown time out. Marquette

    scored one more point before Jon Averkampsealed the game win with a tip.Marquette took control of the four th game,

    as the Hilltoppers held a three-to-five pointlead throughout the set. Germantown ralliedfrom a 24-20 deficit by scoring three straightpoints before Marquette scored the last pointto force the fifth game tiebreaker.

    The teams were tied at 12-12 after a killattempt by Marquette went out of bounds.Following a Marquette time out, the

    Hilltoppers scored the final three points for thetitle.

    Theres a lot of good players on that

    team, Rushmer said of Marquette.Averkamp led Germantown in the matchwith 22 kills.

    The seniors on the team Averkamp, JakeShowalter, Jacob Reynolds, Troy Thompsenand Brett Dzik were part of a team thatadvanced to its first title match and thirdstraight appearance at the state tournament.Averkamp and Showalter started all fouryears.

    Its a group Ill never forget, Rushmersaid of the seniors.

    Germantown opened the tournament witha 26-28, 25-27, 25-18, 25-15, 15-11 win overMiddleton in the quarterfinal Nov. 15. After

    staying close but losing the first two games,Germantown scored five points in the thirdgame to open up a 2-6 lead, a run whichincluded three aces by Ben Walter. A fourpoint run sealed the game win.

    A four- and five-point run gaveGermantown a 19-9 lead in the fourth gamefollowing a block by Troy Thompsen. The finaltwo points were scored by Jon Averkamp, wholed Germantown with 22 kills.

    In the third game the teams were tied at 8-8 but a kill by Averkamp gave Germantown alead it never surrendered.

    Afterwards, middle hitter Luke Deubler said

    the team made approximately 25 mistakes dur-ing the first two games. The focus after t he sec-ond game was on having Germantown play itsgame.

    If we play our game well definitely win,Deubler said.

    Deubler added that the one adjustmentinvolved having the back row players read theMiddletons approach for possible tips.

    Rushmer said the key to the third game wascoming out strong, as Germantown held the

    lead for most of the third game, which then car-ried into the fourth game.

    Germantown had to rally from behind less

    than 15 hours later, taking the court for a noonmatch against Waukesha Catholic Memorialin the semifinal Nov. 16. Germantown won 23-25, 18-25, 25-14, 25-18, 15-13, Germantownopened a 3-1 lead in the first game but theCrusaders erased the deficit and held the leadfor most of the game, as a kill by Jon Rymersecured the first game for Catholic Memorial.The Crusaders then broke open a close secondgame by scoring six of the final seven points.

    Germantown broke the third game openwith a six-point run that gave the Warhawks a10-5 lead. Germantown then scored eight of

    the final nine points to force the fifth game. Theteams were tied in the third game whenGermantown scored the final two points toadvance to the title game.

    Rushmer was asked about the prospects forthe volleyball program, which has made threestate tournament appearances after beingstarted eight years ago.

    Our goal is to be right back here againnext year, Rushmer said.
