The delegates were welcomed by Dr. Tahir

M. Hayat, Acting MD & Vice President/

Head GT&GE Division. On this occasion,

Dr. Hayat gave a corporate presentation to

visiting dignitaries. He highlighted

NESPAK achievements with special

emphasis on projects in hand. Dr. Hayat

also explained the working of NESPAK,

human resources, projects and financial

status as well as its expertise regarding

various engineering fields. The

presentation was followed by a question

and answer session, which showed a keen

interest in NESPAK and its various

projects.

ngr. Dr. Tahir Masood has taken Eover the charge of Managing

Director/ President of NESPAK on July

13, 2018, according to a notification

issued by the Ministry of Energy (Power

Division).

Dr. Tahir Masood is a well-known

professional engineer of Pakistan who

possesses a highly distinguished

academic and professional record. He

secured second position in B.Sc. Civil

Engg. (Honours) in 1983 at UET Lahore

and was awarded a Silver Medal and a

Merit Scholarship by the Govt. of

Pakistan for Graduate Studies. He

obtained M.S. in Civil Engg. in 1986 and

Ph.D. in Civil Engineering in 1990, both

from the University of California,

Berkeley, USA.

A distinguished Civil Engineer by

profession, Dr. Masood is well-versed

with the various disciplines of

engineering and carries a diverse work

record of 34 years in Corporate

Management, Project Management,

Geotechnical, Hydro & Thermal Power

Engineering and Dams. He started his

career as a junior engineer with

NESPAK back in 1984 and later served

on key positions in other high profile

engineering organisations like M/s

Balfour Kilpatrick Limited. Before

assuming the charge of MD NESPAK, he

was serving as the Chief Executive

Officer of a Consulting Engineering firm

M/s Berkeley Associates Pvt. Limited.

During his illustrious career, he has

worked on many mega projects of

national importance such as 1223 MW

CCPP Balloki, 1180 MW CCPP Bhikki

Power Project, 2x330 MW Engro Thar

Coal Fired Power Project, Sindh-Engro

Coal Mining Project, Orange Line Metro

Train Project, Tarbela 4th Extension

Project, 1450 MW Ghazi Barotha

Hydropower Project, Chashma

Hydropower Project, Khanki Barrage

Project and a large number of

hydropower and dam projects across

the country.

Dr. Masood has been an avid writer and

has a large number of technical

publications to his credit. He has also

been a Guest Speaker at many

institutions including UET Lahore,

Govt. Engineering Academy,

Lahore etc. In the field of

research, he has served as a

NESPAK has been providing

consultancy services to

Communication & Works

(C&W) Department,

Government of the Punjab,

for the design and

construction supervision of

Lower Dewal Landslide along

the Rawalpindi Murree

Kohala Road. A site visit was

conducted by the

geotechnical design and

project management team

along with XEN, Highway

Division, Murree and SDO,

Highway Sub-Divison, Murree

during April 2018. The objective of this visit

was to verify the design of proposed

remedial measures and to discuss further

mitigative measures. The proposed

mitigative measures plan was laid out in

the field and ground-truthing was done.

The Upper Dewal site was also visited for

finalisation of design.

In addition, the team also visited the

since the completion of the pojects in

2016, maintenance of the poject sites has

Mother and Childcare Hospital in Murree

Geotechnical and Geo-environmental

Engineering (GT&GE) Division is

undertaking the 16 MW Naltar-III

Hydropower Project in Gilgit-Baltistan as a

design Consultant to EPC Contractor (M/s

Heavy Mechanical Complex-HMC).

NESPAK has almost completed detailed

engineering design of the project while

supervision is being done by NESPAK

engineers along with other HMC

supervisory staff. Substantial earth works

for a powerhouse, forebay and

construction of an access bridge have

been completed. The project is planned to

Strengthening Works of Mangla Reservoir Rim

Geotechnical and Geo-environmental

Engineering (GT&GE) Division of NESPAK

was assigned a task by WAPDA to provide

consultancy services for “Strengthening

Works of Mangla Reservoir Rim along the

Mirpur-Kotli road near Khaliqabad Chowk,

Shanwari Restaurant (Package - I), and

along Mirpur bypass road (package-II)”.

The scope of services included detail

design, preparation of tender documents

and construction supervision.

Strengthening works for both the

packages have substantially been

completed. Defect liability period (DLP) of

package-I was completed in May 2018

whereas DLP of Package II will be

1,180 MW RLNG Based CombinedCycle Power Plant at Bhikki

The Government of the Punjab through

its company Quaid-e-Azam Thermal

Power (Pvt.) Ltd. (QATPL) engaged

NESPAK as its primary consultant to

establish 1,180 MW Regasified-Liquified

Natural Gas (RLNG)-based Combined

Cycle Power Plant (CCPP) on a piece of

land measuring approx. 800 kanals

situated in Bhikki, Sheikhupura, Punjab.

The EPC contract was signed with a

(JV) of Harbin Electric International Co.,

China (HEI) and Habib Rafiq (Pvt.)

Limited, Pakistan (HRL). The CCPP at

Bhikki will employ two gas turbines of

GE 9HA.01 make, two Heat Recovery

Steam Generators (HRSGs) of

Hangzhou Boiler Group make (Nooter

Eriksen, USA licensee) and one steam

turbine of Alstom make. Unit nos. 1 & 2

of Bhikki project have been in

commercial operation since June 17,

2017 and May 08, 2017 after successful

completion of performance test of Unit

no. 1 and 2 on May 07 and 22, 2017

respectively. Final testing and

for development of industries in light of

CPEC, create mass employment

opportunities, skill development of local

population and to best utilise the

resources to boost the country's economy.

Investment Program (PICIIP), Local

Government and Community Development

(LG&CD) Department, Punjab has

engaged a NESPAK-Artelia JV for providing

Engineering Consultancy Services for

planning, design and construction

supervision for PICIIP in Sahiwal and

Sialkot, Punjab. NESPAK will act as Lead

as well as national partner, whereas M/s

ARTELIA International SAS (France) is

providing international input for the project.

The main objective of the project is to

improve urban sectors including water,

sanitation, urban transport and spaces

(e.g., parks, canal banks) in these cities.

The consultancy agreement for the project

was signed on April 18, 2018, and EPCM

teams commenced the project on April 30,

2018. The project duration is 36 months

and it has been bifurcated into two parts; (i)

Complete project as per TOR and (ii)

Priority works of the project up to contract

award of $46 million in the year 2018 as per

ADB requirement. Priority Projects include

upgradation of parks, bus terminals and

procurement of solid waste machinery for

Sialkot and Sahiwal.

NESPAK has completed topographic

survey of parks and bus terminals. On the

basis of topographic survey and data

provided by the Client, Environmental &

Public Health Engineering Division of

NESPAK has prepared Inception including

design basis report of priority packages

and submitted to the Client for approval.

NESPAK has also prepared data validation

report of priority projects as per the

requirement of the project. The concept

design of parks for both cities has been

prepared by NESPAK and submitted to the

Client for approval.

Water distribution networks in Oman

NESPAK has been providing consultancy

services for construction of Water

Distribution Network for Nakhal, Awabi &

Wadi Al Maawil Wilayats in Al Batinah

Region Phase-1, Sultanate of Oman. The

scope of work includes construction

supervision for installation of HDPE pipes

with outside diameter varying from 63 mm

to 355 mm (252 km) and D.I pipes of

diameters DN 400 & DN 500 (06 km)

including all fittings, isolation valve

chambers, washout chambers, air valve

chambers and fire hydrants.

As per Contract requirement, a QHSE

workshop was conducted on the project

on January 17, 2018. In this workshop,

Consultants and Contractor presented

their procedures and processes for the

implementation of quality and safety. The

workshop was attended by Client's

representatives including Mr. Ghalib Amer

Al-Musallami, Project Manager, Mr.

Subraish Nair, Quality Section Head, Mr.

Mohammad Al Hadrami, Safety Section

Head and other officials. On NESPAK

behalf, Mr. Khadim Jakhar, Regional

Manager, Oman office, Mr. Muhammad

Sajid, Project Director, Mr. Abdullah

Hussain, Project Coordinator and Mr.

Abdul Qayyum, Resident Engineer

attended the workshop. Similarly, the

Contractor's General Manager, quality and

safety managers and project manager also

attended this workshop.

NESPAK in association with M.H.Aitah

Consultant continued to provide

consultancy services to the Ministry of

Environment, Water & Agriculture for

construction supervision of 'Water

Transmission from Khulais & Rabigh Dams

to Jeddah Project - Completion Phase-I &

Phase-II' costing Rs. 18.0 billion (US$

173.8 million).

About 96 % of Phase-I project has been

completed and its completion is expected

in December 2018 at a cost of Rs. 5.3

billion (US$ 51.4 million).

The Ministry of Water and Irrigation,

Jordan Valley Authority Amman, awarded

design review and construction

supervision of Raising of Waleh Dam to the

Joint venture (JV) of NESPAK and

Consolidated Consultants Group (CCG)

Jordan in May 2017. Letter of

commencement was issued to the

NESPAK-CCG JV in July 2017. Design

review of the project has been completed

and is now under

execution stage.

The construction of Khawaja Fareed

University of Engineering & Information

Technology, Rahim Yar Khan has been

completed at a cost of Rs.3,847 million.

The project was inaugurated by Mian

Muhammad Shahbaz Sharif, Chief Minister

Khawaja Farid University ofEngineering & Information Technology

of Punjab, on May 5, 2018. The Project

has been completed within a period of

24 months.

The project comprises academic

blocks, a central library, an

administration building, a students’

hostel and residences for teaching

staff along with infrastructure and

external developments. NESPAK

services include master planning,

architectural and engineering

design, tender documentation and

construction supervision.

NESPAK has completed the review of

feasibility study report and preparation of

tender documents for selection of EPC

Contractor for 20 MW Hydropower project.

Geotechnical and Geoenvironmental

Engineering Division (GT&GE), NESPAK in

association with M/s Technical Resource

Services (TRS) had won the project on

Engineering, Procurement and

Construction basis. The contract

agreement was signed on

March 03, 2017 between the Water and

Power Department, Gilgit and NESPAK.

Hanzel�Gilgit Baltistan20 MW Hydropower Project

NESPAK has established project office at

Gilgit in July 2017. Brief scope of

consultancy services includes the review

of feasibility study report, preparation of

tender documents for EPC Contractor,

detail design review, and construction

supervision. Total duration of the project is

five years including one year of Defect

Liability Period. Currently the project is in

tendering process for selection of EPC

Contractor and invitation for bids had been

advertised on May 28, 2018.

EIA Studies of ADP Schemes 2017-18 in Faisalabad

Water & Sanitation Agency (WASA),

Faisalabad has awarded NESPAK a

project for conducting “Environmental

Studies of ADP Schemes (2017-2018) of

WASA Faisalabad.” The consultancy

agreement was signed on March 26, 2018.

NESPAK scope of services included

establishment of baseline environmental

(physical, biological and socio-economic)

conditions, identification of anticipated

environmental impact & their mitigation

measures, formulation of Environmental

Management Plan (EMP) and preparation

of EIA and IEE Reports of water supply

and sewerage schemes. Deliverables of

the project include an inception report,

draft and final the IEE and EIA reports. The

project duration is three months.

QMS. Construction sites of Lahore,

Karachi and Islamabad offices were also

visited. Audit Reports were generated

based on Audit findings and the reports

were later closed after ensuring

implementation of the recommended

corrective actions.

Two days Surveillance Audit was

conducted by the Lead

Authority/Technical Expert of TUV Austria

Bureau of Inspection & Certification in

June 2018 at various Divisions in

NESPAK House, Lahore, Islamabad Office

and Disaster Management &

Reconstruction Division, Islamabad.

The Audit was extensive and its objective

was to measure the conformance of

NESPAK QMS to meet the requirements

of ISO 9001:2015 Standard. The QMS was

found compliant with the requirements of

the Standard by the TUV Auditors and

NESPAK was recommended for

continued certification.

Rehabilitation of Residential Colony

NESPAK signed an agreement with the Central Power

Generation Company Limited (CPGCL), GENCO-II,

Guddu for preparation/ modification of master plan for

Rehabilitation of 425 Acre Residential Colony at Thermal

Power Station Guddu. A kick-off meeting took place at

Guddu on May 02, 2018 attended by CEO, GENCO-II,

Guddu, Genera Manager/Head Architectural & Planning

Division NESPAK Karachi and other officials from both

sides. The participants also surveyed the residential colony and

noted that the colony had been developed in phases

without any existing and future planning needs. At

present, water supply and sewerage network systems

are almost collapsed. Unauthorised extension of

allocated house space has narrowed streets/ roads

which are causing road accidents at frequent rate. Illegal

cattle farming and poorly planned shopping markets/

commercial areas are also posing environmental hazard.

No proper maintenance/ rehabilitation program has been

undertaken for the last two decades.

NESPAK scope of services includes architectural &

engineering design and detailed construction

supervision. Mr. Rashid Hussain, Principal Engineer,

Architectural & Planning Division, Karachi has been

nominated as the Project Manager.

The Lahore Ring Road Southern Loop 22.4 km long was

completed in a record time of one year with the project

construction cost of Rs. 25 billion. It was opened to

traffic on December 22, 2017. Since then commuters

with all types of personal and commercial vehicles are

using this facility on a regular basis. The Lahore Ring

Road is generating a lot of revenue through Toll Tax

giving the expected financial support to the

concessionaire in accordance with its financial model. At

the time of substantial completion some balance works

such as Intelligent Transport System (ITS), Drainage

system up to intended outlets (Hudiara Drain, Charar

Drain etc.) and LRRA Office Complex Building were

remaining to be completed which are near completion.

Independent Engineer of NESPAK monitoring teams are

frequently visiting the ongoing balance work to keep up

the quality of work as per project specifications. The

completed Lahore Ring Road is providing an efficient,

congestion less alternate route to road users, thus

saving time, fuel and wear and tear of vehicles.

Development of Bahawalpur Industrial Estate

Punjab Industrial Estates

Development and Management

Company (PIEDMC) has engaged

NESPAK to carry out master planning

and detailed design services for

infrastructure development of

Bahawalpur Industrial Estate. The

main objective of the study is to

develop an integrated industrial

estate with the purpose to create a

platform for industries, mass

employment opportunities, skill

development of local population and

to utilise the resources to boost the

country's economy.

NESPAK has completed topographic

survey, ground water study,

hydraulics and hydrology study,

geotechnical investigations of the

project area as per TOR. NESPAK

has also developed a master plan

of the industrial estate, which has

been approved by the Client.

Based on the above studies,

investigations and approved

master plan of the industrial estate,

NESPAK has prepared and

submitted draft feasibility study

report. After approval of the draft

feasibility study report from the

Client, NESPAK has prepared final

feasibility study report and

submitted to the Client for approval.

Public Hearing for Flyover at

Shaukat Khanum Chowk, LahoreThe public hearing meeting of

Environmental Impact Assessment

(EIA) of Shaukat Khanum Flyover

was held at Alhamra Art & Cultural

Complex Lahore on February 24,

2018. The participants included

officials from NESPAK, LDA, EPA-

Punjab, Shaukat Khanum Hospital

and the general public. The

proposed flyover will be

constructed at a cost of Rs. 947

million at Shaukat Khanum Chowk

along Khayaban-e-Jinnah, Lahore

and will be 625 metre long.

High Level Bridge Over River Jhelum

Mr. Javed Munir, General Manager/Head,

Water & Agriculture Division signed an

amendment to the Consultancy Services

Agreement for the ADB funded Jalalpur

Irrigation Project. The original consultancy

agreement was signed in March 2016 for a

period of two years which now has been

extended by 9 months up to December

2018.

The scope of the services includes

detailed design of Irrigation and drainage

network, updating Land Acquisition &

Resettlement Plan (LARP) and EIA studies,

preparation of tender documents, PC-I and

construction drawings. The construction

work is expected to commence by

January 2019.

The proposed Jalalpur Irrigation Project

will enhance agricultural production by

providing irrigation supplies to 170,000

acres. Under the project, a new irrigation

system will be designed to irrigate areas of

Tehsil Pind Dadan Khan of District Jhelum

and Tehsil Khushab of District Khushab on

right bank of the River Jhelum.

over the River Jhelum at

Langerwala Pattan on May 23,

2018. It will provide travel

convenience to more than 2.7

million people of District

This bridge will connect

and distance between Sargodha,

5000 cars. The proposed master plan has

been planned to utilise maximum land use

of the site through efficient vehicular and

pedestrian circulation and it's out fall in the

immediate vicinity and traffic movement.

This has made the master plan not only a

futuristic, but also practicable and

implementable based on international

standards.

Stormwater Drainage System from Haji Camp to River RaviNESPAK has been providing consultancy

services for the project: Construction of

Storm Water Drainage System from Haji

Camp to River Ravi via Laxmi Chowk,

McLeod Road, Nabha Road, Chauburji

and Sham Nagar since May 2017. The

project consists of construction of storm

water drains and laying of Precast RCC

conduit units to cater for stormwater not

only from projected catchment area but

also along the route

of the project. Total

length of the drain

is 9,055m. To date

progress of work is

65% and the project

Impact Assessment (TIA) and Traffic

upcoming Mega Mall Project in DHA

Canal and Water Resource Management

Information System were successfully

completed. Four major projects awarded

during this period include Rehabilitation of

Trimmu & Panjnad Barrages, Detailed

design of Jalalpur Canal System, Study of

Hill Torrents and Extension of Warsak

Canal Project.

Training sessions

Mr. Saad Hussain, Senior Engineer Construction

Management (CM) Division, NESPAK conducted

training sessions regarding Cost Estimates and PC-1

on indigenously developed software by NESPAK at

Planning & Development Department Quetta,

Balochistan from April to 9-15, 2018. The CM

Division has signed an agreement with

Communication & Works Department, Government

of Balochistan for updating/ revising Composite

Schedule of Rates 1998 for Balochistan. Officials

from various departments of the provincial

government and software experts of WR&IT Division

NESPAK who have helped develop the software also

attended these training sessions.

Seminar

National Highway Authority (NHA) in

collaboration with Japan International

Cooperation Agency (JICA) organised

a seminar on “Landslide Risk

Assessment and Management” at

NHA Headquarters, Islamabad on

April 20, 2018. The objective of the

seminar was to build awareness on the

issues related to landslides and

implementation of the countermeasures.

Experts from leading Japanese

international companies shared their

experiences on countermeasures for

road disasters as well as the lessons

learnt from the landslides in Japan. Mr.

A NESPAK-ILF Joint Venture (JV) is

providing Consultancy Services to Punjab

Buildings Department, for the subject

project. The work is being executed in

three phases. NESPAK-ILF JV has

successfully completed the Phase-I

activities.
