INTRODUCTION The purpose of this document is to provide our clients a complete package of our environmental engineering capabilities. The information in this document can be used to put Geotech Engineering and Testing on your team to provide engineering services. We provide our services in Texas, Louisiana, New Mexico and Oklahoma. Geotech Engineering and Testing (GET) is a Texas owned, multi-disciplined organization of licensed engineers, geologist, field and laboratory technicians, and clerical personnel who combine their technical capabilities, past experience, dedications, and enthusiasm to offer the finest service through a combined team effort. The firm offers a wide range of services for commercial, residential, public, and industrial clients. GET has a staff of about seventy (70) engineers, technicians, and support staff. The firm, which was established in 1985, provides the following services:

o Environmental engineering, including Phase I and Phase II site assessments, monitor well installations, property transfer assessments, geologic fault studies, and underground storage tank contamination studies.

o Geotechnical engineering, including soil borings, laboratory testing, engineering analyses, recommendations regarding foundations, pavements, slope stability, retaining walls, construction, etc.

o Construction materials engineering, including earthwork, asphalt, steel, and concrete testing during construction.

o Forensic engineering, including developing causations and remedial measure for distressed buildings, foundations, retaining walls, slopes, pavements and parking lots.

GET employees have provided services on a vast number of diverse projects and clientele ranging from lending institutions, developers, contractors, government agencies, chain stores, small architectural firms to large architectural/engineering companies. The primary purpose of the firm is to provide prompt, accurate and comprehensive environmental studies, geotechnical reports, and materials testing observations and engineering services. In addition, GET strives to keep the project fees within the budget. GET encourages a continued involvement with projects starting with the initial environmental site assessment studies, remediation phase, geotechnical studies and following through into the design and construction materials testing. This ongoing association enhances project continuity and stability of the project team players. GET is a leading firm in training architects, builders, public works employees in environmental, geotechnical, materials and forensic engineering. Mr. Eastwood, the principal of the firm, conducts training seminars for American Institute of Architects, Greater Houston Builders Association, Harris County, City of Houston, Associated Builders and Contractors, etc. This firm is an approved provider with American Institute of Architects.

ENVIRONMENTAL ENGINEERING SERVICES General. There are thousands of pages of federal regulations designed to protect public health and the environment. Each state has its own environmental health and safety regulations, many of them more stringent than the federal requirements. The public demands a clean environment and healthy workplace, and regulatory agencies are increasing enforcement and imposing severe penalties for noncompliance. Together with potential litigation, these pressures are driving property owners, lenders, and buyers to the realization that environmental management makes good business sense. For more than 29 years, GET has been assessing environmental problems and providing cost-effective solutions that comply with regulations and reduce liabilities. Our environmental project managers coordinate with various technical departments and regulatory agencies to bring you a complete range of services:

Phase I Environmental Site Assessment. Environmental laws require that prospective property owners of properties conduct a reasonable and appropriate inquiry into the property, its past user, and the associated environmental liabilities. Failure to recognize environmental problems at a site results in significant financial liabilities to the purchaser or the seller. Geotech Engineering and Testing provides Phase I, Phase II, and Phase III Environmental Studies. These studies include ASTM E1527, Standard Practice for Environmental Site Assessment: Phase I Environmental Site Assessment Process, and ASTM E1528, Standard Practice for Environmental Site Assessments: Transaction Screen Process. GET has a Corrective Action Project Manager (CAPM) on the staff to conduct Environmental Engineering Services. GET provides Environmental Site Assessment (ESA) studies anywhere in Texas, Louisiana, Oklahoma, and New Mexico. Our services include, but are not limited to the following: o Site reconnaissance. o Records search and review of regulatory agencies

databases. o Communications with previous owners. o Review of historical database including Sanborn Fire

Insurance Map, City Directories, aerial photographs, topographic maps, and tax map reports for the past property use.

o Review of chain-of-title activity for evaluating past property use.

o Soil borings and monitoring well installations. o Soil and groundwater sampling. o Physical and chemical testing of soil and groundwater

samples. o Permitting and remediation, recommendations. o Asbestos and lead based paint studies. o Geological fault studies. o Truck-Mounted and ATV drilling rig and sampling o Geoprobe direct push sampling. o Cone Penetrometer Testing (CPT).

Environmental Questionnaire and Records Search with Risk Assessment. The Small Business Administration (SBA) has an environmental policy as part of its standard operating procedure for lenders and development company loan programs (SOP 50 10 5). The policy includes Environmental Questionnaire (EQ) and Records Search with Risk Assessment (RSRA). This study will include, but are not limited to the following:

o Review of the EQ completed by lender and current owner of the property to identify concerns associated with historical activities.

o Record search and review of regulatory agencies database.

o Reviews of historical database including Sanborn Fire Insurance Maps, City Directories, aerial photographs and topographic maps.

Phase II Environmental Site Assessment. Whether conducted in response to a recognized environmental condition identified during a Phase I Environmental Site Assessment (ESA), or as a preliminary response to evidence of a release of hazardous substances or petroleum products to the environment, GET provides Phase II ESA services as a risk management tool to assist clients in making informed business decisions. Our Phase II ESA Studies are in general accordance with ASTM E 1903. GET has conducted assessment services for more than 26 years, successfully completing many of Phase II projects for the lending community and a wide range of clients. Our experience allows us to tailor our Phase III ESA services to meet clients’ objectives; whether they may be supporting the appropriate inquiry element of the innocent purchaser defense, evaluating the needs to report a suspected discharge to a regulatory agency, or providing expert litigation testimony. Phase II ESA services may range from obtaining and analyzing a single sample to extensive utilization of GET’s environmental consulting, drilling, and laboratory resources. GET provides Phase II investigation needs, including the following:

Where more extensive characterization of environmental impact or cleanup of a property is needed, GET provides a full range of continuing services. These services include: storage tank closure, interim response actions, contamination assessment, corrective action planning, remedial system installation, and operations and maintenance. Underground Storage Tank Services. A familiar name in the industry, GET has provided services to commercial, industrial, and governmental storage systems owners and operators for many years. We have consulted on many projects involving storage system compliance management, tank abandonment, removal and closure certification, and follow up assessment and rehabilitation for leaking Underground Storage Tank (UST) sites.

o Review of previous investigations and site data. o Preparation of a sampling and analysis plan and site safety

We put just the right pieces in place by drawing on a combination of in-house services and proven contractors. Our personnel are thoroughly familiar with the federal, state, and local regulatory guidelines governing storage tank systems and can put this experience to work for you by using the most cost-effective methods available. An industry leader, GET applies the best combination of conventional innovative solutions to move impacted UST sites to closure. This flexible approach is now even more important to UST owners, who face the challenge of working within limited budgets and demanding schedules to bring sites to closure. Our UST staff can create an approach that meets your unique needs. We can manage your project through any or all of the four major phases: compliance management, removal/abandonment closure, site assessment, and site remediation. GET provides the following comprehensive UST closure services:

Field Exploration Equipment. GET is equipped with five drilling rigs, including a Failing Drilling Rig, to perform wet rotary or hollow-stem borings. We also have three Lone Star and two portable rigs. We can conduct drilling and sampling with our rigs up to 150-feet. In addition, together with our subcontractor drillers, we can drill to much deeper depths, install monitor wells, piezometers, and inclinometers. Our field crews have many years of experience in various subsoil and groundwater conditions. Our commitment to the client is to provide dependable service, the best and most up-to-date equipment, and reliable drilling personnel. GET has the capability and experience in surveying and staking the boring locations, and providing clearance from underground utilities. In areas that are heavily wooded, we can arrange for clearing of the project site. We are one of the few firms in Houston with our own drilling rigs. The portable rigs are very useful on wooded or sites with soft subgrade conditions. These small rigs can go places where the larger rig cannot get to. Therefore, saving the client time and money.

GET is one of the few firms in Texas which is equipped with miniature rigs. These small, portable rigs access laborious places, such as sites that are wooded or contain wet subgrade soil conditions, without significant clearing. In addition, these rigs can be operated inside buildings and in confined areas. In general, the scope of our field work will also include obtaining soil and groundwater samples for chemical laboratory testing. All of the sampling tools and equipment is decontaminated prior to use to reduce any cross-contamination in between borings. The borings will be drilled dry, and the depth at which groundwater is encountered will be recorded. Groundwater samples will be obtained using a bailer. GET has the capability to test soil samples in the field, using an Organic Vapor Analyzer (OVA) to estimate hydrocarbon contamination. A project engineer monitors all phases of the field exploration. We place the soils and groundwater samples in airtight glass jars and place them in an ice-filled cooler. After chain of custody procedures are followed to maintain and document possession, the samples are transported to a chemical testing laboratory for chemical testing. Excess soils and groundwater will be placed in drums on site. In addition, we can handle contaminated soil and groundwater disposal. GET can grout boreholes after the completion of borings. Laboratory Testing Capabilities Chemical Testing. GET has access to an accredited analytical testing laboratories to analysis the soil and groundwater samples for the presence of chemicals. Some of our typical chemical testing consists of the Total Petroleum Hydrocarbon (TPH), Benzene, Toluene, Ethylbenzene, and Xylenes (BTEX), Methyl Tert-Butyl Ether (MTBE), Heavy Metals and Volatile Organic Compounds (VOC) analysis. In addition, we can test building materials for asbestos and lead based paint. Physical Testing. Geotech Engineering and Testing’s Laboratory Testing has the capabilities to perform testing under controlled conditions in order to evaluate not only standardized test of materials, but also tests of new materials used in research and development.

Engineering Analysis and Report. The field and laboratory data combined with our engineering recommendations are presented in an engineering report. The report addresses specific project environment, design, construction, and quality control requirements. We combine our depth of experience with the latest in environmental, geotechnical, construction materials engineering and computer techniques to provide information necessary for the project. Our professional staff of engineers has intimate knowledge of the expanding technology, its uses, and its limitations. GEOTECHNICAL ENGINEERING SERVICES Geotech Engineering and Testing and its staff members have many years of experience in conducting geotechnical engineering services for more than 20,000 projects. The firm conducts over 900 geotechnical studies a year. Virtually every structure requires consideration of subsurface features unique to the locale. Our team of geotechnical consulting engineers evaluates the characteristics of subsurface soils and groundwater. After the engineers interpret this data, they make recommendations on soil parameters used for design and construction purposes. The technical staff of Geotech Engineering and Testing strives to keep abreast of new developments and procedures utilized in quality control programs. Our engineers and field technicians provide a vital link between the owner, professional design team and the contractor. GET's abilities in construction materials testing include testing and monitoring of the following:

o Concrete testing, including but not limited to; slump, air, cylinders, beams, yield, coring, cement content, mix design verification, batch plant inspection and rebar inspection.

FORENSIC ENGINEERING SERVICES Geotech Engineering and Testing's staff specializes in buildings, retaining walls, slopes, and pavement distress studies. Our firm is considered a leading firm in this field. We have specialized equipment and sampling devices that enable us to obtain soil samples in limited access areas. Furthermore, with strong instrumentation and non-destructive testing. GET's in-house laboratory (testing facilities) capabilities we can evaluate distressed structural materials and evaluate the causes of distress and proper remedial measures. During the past 27 years, GET's staff has conducted many forensic engineering projects. Furthermore, our staff members are often hired as expert witnesses and have also testified in court. SAFETY Our primary concern is the health and safety of our clients, public and our employees. Geotech Engineering and Testing has a Safety and Health program in place. We have been qualified by Pacific Industrial Contractor Safety (PICS) Auditing to perform work for major clients. ACCREDITATIONS Geotech Engineering and Testing possesses qualifications comparable to an ISO 9000 company. The firm is accredited by the American Association for Laboratory Accreditation (A2LA). The scope of our accreditation includes geotechnical, construction materials testing ASTM E329, C1077 for concrete, D-3740 for soils and D-3666 Bituminous. The firm has also been inspected by Cement and Concrete Reference Laboratory (CCRL), for concrete and aggregate testing. We calibrate our equipment at least every 12 months. Geotech Engineering and Testing is also involved in the American Association of State Highway and Transportation Officials (AASHTO) materials reference laboratory program. Through rigorous quality control procedures, we assure our clients the most accurate test results. An in-house quality assurance program is maintained for all of our testing equipment. This process includes updating calibrations of equipment, records and spot checking of test procedures being used by GET's staff and procurement of the newest equipment to ensure reliability.
