1. How many businesses were consulted in Hastings regarding the impacts to local traffic during pipeline construction? 

 

2. Were local traders told that AGL and APA expected businesses to experience limited access, increased heavy vehicles use, obstructed street access, traffic delays and detours that would impede staff and suppliers, deter potential customers, and affect the local businesses overall for up to 3 years? 

 

 

3. You mentioned the need for community consultation and stakeholder engagement regarding road closure. Do you think it’s problematic that during three years of public information sessions, AGL failed to inform the affected community that in addition to increased traffic during construction, 900 trucks per year would permanently travel on local roads to supply the proposed LNG receiving facility with flammable and toxic Mercaptan, Nitrogen and other hazardous materials?

Mr Kane, I would like to ask the following following questions of Charmaine Dunstan concerning Wooleys Rd/The Esplanade close to the proposed facility as I believe there has been insufficient consideration of the dangerous nature of this road and any impact that project traffic may have in increasing hazards. To assist in understanding the questions I have attached 9 images and I hope it is self evident which images apply to the respective questions. .   

As a resident of The Esplanade Crib Point for 34 years I would like to ask the following questions relative to the safety of Woolleys Rd and The Esplanade which constitute the 3km approach road to the proposed Receiving facility.  Q1: Have you personally examined this road?  Q2: Has there been consultation with local residents and are you aware of local knowledge of this road as being notoriously dangerous over many years and are you aware of media reports referring to this road as a “horror stretch and racetrack” and a regular site of dangerous driving?  (Images attached)  Q3: Are you aware of six fatalities which have occurred in the 3 km of this road between Stony Point Rd and the proposed receiving facility site? Two on 25/4/2008; two on 29/3/2011; one on 16/5/2016 (plus one earlier near the Stony Pt Rd intersection) and are you aware of three memorials on this short stretch of road testifying to the fatalities that have occurred ?( images attached)

Q4: Would you consider it appropriate for the study to have included serious incidents on this road outside of the 5 year window used in Technical Report “J”?  Q5: Are you aware of mitigation measures on this road in recent years including speed limits, street lighting and roadside barriers in response to multiple fatalities.  Q6: Are you aware that dangerous behaviour and seperate vehicle‐off‐road incidents continue as evidenced by tyre marks and damaged roadside barriers on this road in the past week? (images attached)  Q7: Are you aware that a section of the coastal trail linking Hastings and Stony Point runs along the verge of this road for two km between Jack’s Beach Reserve and Woolleys Beach Reserve and is regularly used by pedestrians and cyclists?  Q8: Considering all of the above, would you agree that the proposed significant increase in vehicle volumes and introduction of double B traffic to this road should be further studied relative to public safety?  Q9: There is no reference to noise from Double B trucks in the technical report but by any measure they are huge vehicles. Would you consider it relevant to consider the impact of noise from these trucks on local residents considering this is a relatively quiet rural area and this road that does not currently carry vehicles of this type.
