IMMIGRATION: Georgia reports she arrived in the USA from Canada in 1978 as a student in Palm Beach County. There is no indication that she ever returned to Canada. Georgia Anna Hiller (2003) on her first US voter registration (Collier County). Voted in her first election in 2004. Tony registered to vote in Collier County on 8/9/1999. Residence and Citizenship: Her mother was European-born. (According to Georgia, her mother and grandmother were concentration camp survivors.) Her father reportedly is European too. (In the Vollmer document, Gayle Vollmer says that Georgia identified her father as Jewish also but Georgia has said she was raised Episcopalian.) Georgia identifies her “family” roots as Hungarian and at least her father’s origin as a village in northern Hungary close to the Czech border. Georgia speaks fluent idiomatic Hungarian. (Also claims to speak French and German) Father is older. By self-report, Georgia lived in Europe in childhood. Her marriage license application says she was born in Canada. She likely was a Canadian citizen until 2003. Her 1984 marriage was to a foreign (Netherlands) national. She probably used some combination of student visas and green cards to remain in country until after her marriage to Tony Hiller in 199. This marriage enabled her to apply for citizenship. Either she did not choose to become a citizen until 2003 or else she simply did not register to vote until then. She registered to vote on 1/17/2003; first vote in 2004. Her only response in a forum to a question regarding how she remained in the country for so long without being a citizen was “legally”. Community Activity (Claims at forums and in literature): “Founder of Orange Blossom-Pine Ridge Alliance”: Group was formed by John Garbo to fight a feared widening plan for Orange Blossom. There was no county plan to widen the road. The Alliance was incorporated by Harold Mason, John Caffrey, John D Garbo, Tyle Day. Orange Blossom-Pine Ridge Community Alliance Inc is located at 1908 Fairfax Cir Naples, FL 34109. Orange Blossom-Pine Ridge Community Alliance Inc was incorporated on Thursday, February 07, 2008 in the State of FL and is currently active. John D Garbo represents Orange Blossom-Pine Ridge Community Alliance Inc as their registered agent.. Paul Bute is now the corporate secretary. Articles say its purpose is “an alliance of owners joined together to protect and assist in the growth of our community area.” Minutes for only one meeting (4/2008) are available. Communites at the posted meeting were Calusa Bay, Mill Run, Heron Pointe, Pine Ridge, and Emerald Lakes. Representatives were not named. “Issues were the Savannah Place Update. (Builder withdrew the bid for “affordable” housing and now is down to 20 single-family units. Some opposition from the group & drainage issue and that needs to be addressed). The county wants to have the entrance directly across from the Heron Point, Timberlake Entrance. This would create a four way stop sign and problems for Heron point with stacking of cars as we did on Goodlette Frank widening. The group is also concerned with what amenities are going in, (tennis courts, lights, etc.) The area is quite confined and it might infringe on the surrounding private residents).” Pete Carioscia was the minute taker. Group remains incorporated but their mission and meeting status is not clear. Georgia was not listed at the initial meeting. She has not been an officer. “Founder and Chair of North Naples Community Alliance”: This is an ad hoc group whose meetings had attendance by some residents of the communities of Pelican Bay, Beachwalk, Vanderbilt Beach, and Naples Park. It was formed to fight the pier and to gain support for Pelican Bay issues by Dave Trecker and Bob Naegel. It has no legal structure or standing and no official membership or elections. Dave Trecker chaired the first meeting. (Georgia apparently came but too late to sign in. Ergo she may be able to call herself a “founding member”.) Dave was the chair until November 2008 when he asked for recruit to take his place. Kathy Robbins of Vanderbilt Beach was asked to do so and declined. Georgia must have agreed to do it but if so she could only have chaired one meeting. No meetings have occurred since then. Bill Klauber stepped in the next month when the focus shifted to keeping the library branch open. The “Save the Vanderbilt Library” initiative was a subgroup of the NNCA group that formed and operated outside of the group. Georgia was not involved with them all reports. Although she claims to have guided their efforts, the members of the subcommittee have indicated that she personally was not helpful to them. This group held some fundraisers but gave up when it became too expensive to keep the Library open. (Note: David Trecker is supporting Joe Foster.)

“Instrumental in the creating a program to put automatic defibrillators in all sheriff’s vehicles a memorial to husband, Tony”: Sheriff’s Department began their program in 2004, three full years before Tony died. The program has been grant-based. Sheriff’s Department CFO says no money or impetus was provided directly by Georgia nor was she instrumental in developing the program or the grants. CFO believes there may have been some contact between Georgia and the officer in charge of the grant program, but identified it as probably negligible. There was an American Heart Association Donation to the program in 2008 but those dollars were for continuing education and for maintenance of the equipment. The CFO was unaware of any involvement with that donation but identified it as possible. “Chair of a special project of the American Heart Association to put automatic defibrillators in all sheriff vehicles”: Georgia made this claim in her presentation to the Republican executive Committee. According to the American Heart Association, they had no such committee. There was a ball in Collier County in 2008. Georgia worked on the ball committee purely as a volunteer and appeared at the event asking for stage time. On stage, she announced that she had collected a large sum personally which she was donating to the sheriff’s program and asked others to chip in. Some did. The money was turned over the Sheriff. The entire action was a complete surprise to the AHA according to them. “Board membership on the EDC” – At the Bentley Village forum, Georgia stared that she had been on the Board of EDC when she first moved to Naples. The EDC says that their board records date back to 1984 and give no indication that she ever was a board member. “Drafted Land Development Codes”: In at least two forums, Georgia claimed that she had drafted Land Development Codes to prevent flooding in the Estates and elsewhere and to insert lot area ratios into codes for Pine Ridge. Both CDES and the County Attorney’s office state that she never drafted any codes as a volunteer or in any other capacity. The lot area ratio idea originally was a suggestion of Brad Shiffer, a member of the Planning Commission who lives in Pine Ridge. Georgia was in favor of it. Georgia does spontaneously contact staff and offer unsolicited suggestions. Collier County Productivity Committee: Her first meeting was 3/21/2007. Last meeting was 12/02/2007. Committee did not meet in July or August. She missed a meeting in April 2007 (Tony’s death). She was not reappointed. Commissioner Henning was the liaison for the committee during her tenure. He tried to get her reappointed as a representative to an opening in his district although she lives in District 2. Commission dissented and Doug Fee was appointer to the District 2 seat. Despite her claims of important special projects, minutes reflect nothing significant about her tenure .
