CALL TO ORDER Dr. Weil called the meeting of the Georgia Composite Medical Board to order at 8:00 a.m. AGENDA Dr. Butler submitted a motion, seconded by Dr. White, to approve the agenda of the June 5-6, 2014 meeting. The motion carried unanimously. MINUTES Dr. White submitted a motion, seconded by Dr. Butler, to approve the minutes of the May 1, 2014 meeting. The motion carried unanimously. ELECTION OF OFFICERS Dr. White made a motion before the Board to nominate Dr. Retterbush as Chairperson and Dr. House as Vice Chairperson.

Dr. Deloach motioned the nominations be closed. Dr. Butler seconded the motion and it carried unanimously. Dr. Retterbush was elected Chairperson for the FY of FY 2015 and Dr. House was elected Vice Chairperson for the fiscal year of FY 2015. Dr. Weil and Ms Hughes recognized Emmalie Kirkland for her thirty years of service. Ms. Hughes introduced new employee Mary Griffin to the Board. Dr. Deloach motioned to go into closed Session to discuss investigative matters. Dr. Butler seconded the motion and it carried unanimously. Dr. Weil declared the meeting in Open Session LAW ENFORCEMENT ACTION REPORT Emmalie Kirkland, Acting Director of Investigations, presented the Law Enforcement Report for the Board’s review. Dr. Deloach submitted a motion, seconded by Dr. Gross, to accept the report. The motion carried unanimously. The Board took the following actions:

1. Ohio Medical Board requested information in investigative file 20111498. Board approved to share information.

2. The Ohio Medical board requested information in investigative file 20130093. Board

approved to share information. 3. The New York Medical Board requested information regarding compliance concerning file

20101993. Board approved to share information. 4. California Office of Admissions requested information in investigative file 20090998. Board

approved to share information. 5. R.B.Y., M.D. – approved to offer voluntary surrender. 6. Alfred Edwards, Jr., M.D. – Accepted application for inactive status application. 7. John Mark Rowles, M.D. – Approved Public Consent Order with terms and conditions. 8. Julie Michele Crusor, M.D. – Approved Public Consent Order terminating Probation. 9. 2012147 – Denied request to return to practice in Georgia. 10. EXECUTIVE DIRECTOR’S REPORT LaSharn Hughes, Executive Director, presented the following information for the Board’s review. Dr. Deloach submitted a motion, seconded by Dr. Mohan, to accept the report. The motion carried unanimously. The Board took the following actions:

1. David N. Westfall, M.D. – Final review regarding micro-dermal implants. Motion Dr. Gross to approve the final letter. Seconded by Dr. House and motion carried

2. Reviewed an email from Jim Cleghorn regarding problems with the Board of Nursing. For information only.

3. Letter from Raymond Kalinsky, – regarding opening a ventilator unit in Georgia. Board advised opening fine but must have a licensed professional to run.

4. Charmaine Faucher, PA-C, Ex-Officio Board Member emailed regarding Schedule II. Board advised as long as the physician writes the prescription for the patient. The physician can not sign a blank prescription.

5. 6. RESOLUTION TO SUPPORT GEORGIA PRESCRIPTION MONITORING PROGRAM

WHEREAS, the Georgia Composite Medical Board recognizes that there is a prescription drug abuse problem in the state of Georgia;

WHEREAS, the Georgia Composite Medical Board believes that the Prescription Drug Monitoring Program provides a tool for licensed prescribing practitioners and pharmacists to monitor the amount and frequency of prescription drug use; and WHEREAS, physician, physician assistants, advanced practice registered nurses and dentists and other prescribing practitioners in the State of Georgia and the pharmacists filing those prescriptions are increasingly using and relying on the Prescription Drug Monitoring Program to avoid duplication of prescription medication and abuse of prescribed medications. IT IS HEREBY RESOLVED by the Georgia Composite Medical Board that continued funding of the Prescription Drug Monitoring Program is essential to the State’s continued efforts to combat prescription drug abuse. Adopted: June 9, 2013

7. Garry Siegel emailed regarding charging for medical records. Board does not have jurisdiction.

8. Reviewed Board meeting dates for the rest of year. 9. Caminade Moscatiello emailed regarding standing order requirements. Board advised it

must be a Physician, Physician Assistant, or APRN. A medical assistant cannot order medicine.

Dr. Deloach motioned to go into closed session to discuss investigative matters. Dr. Mohan seconded the motion and it carried unanimously. Dr. Weil declared Open Session.

10. Board discussed tabled cases, and approved two chances for interviews to come to Board for interview. Within six months. If the invites fails to come fro interview in the six month time period the file goes back to Investigative Committee for a final review and action.

ADJOURNED Dr. Butler moved to go into Closed Session to conduct Investigative Interviews. Dr. Retterbush seconded, the motion and it carried unanimously. Dr. Weil then declared the meeting would be open session upon completion of the investigative interviews for the purpose of holding committee meetings.

Other Business: 1. Tabled review of the Frequently Asked Questions for pain management rules. 2. The Board reviewed the “Guidelines for Use of Controlled Substances for Treatment of Pain”

to consider if the guidelines are still necessary in light of the adoption of Rule 360‐3‐0‐.06, “Pain Management.” The Board approved the Committee recommendation to keep the Guidelines in place at this time.

ACUPUNCTURE ADVISORY COMMITTEE Dr. Butler presented the report of the Acupuncture Advisory Committee as a motion. Dr. Deloach seconded the motion, and it carried unanimously. The Board took the following actions: Accepted the following Quarterly Reports:
