The upstairs private meeting room at Sconyers BBQ was at peak capacity as more than 50 GUCA members and guests packed in for the East Georgia Industry Meeting in Augusta, Ga. on Jan. 13, 2011. This was an open invitation event for GUCA members, prospective members, municipalities and government officials. Georgia 811 Liaison Holly Files provided those in attendance with an informative presentation regarding Damage Prevention. Her presentation highlighted damage prevention as well as large project ticket issues. Those in attendance were advised to resource the GUCA Web site at www.guca.com for the large project ticket step-by-step process. In addi- tion, they were advised to resource the Georgia 811 Web site at www.gaupc.com and become familiar with the information provided as well as the assigned liaison in their region. GUCA members and guests also were addressed by GUCA President Mitch Stephens, John D. Stephens Inc. He welcomed everyone to the meeting and thanked Construction Perfected Inc. and John D. Stephens Inc. for their generous sponsorships. Stephens also encouraged the mem- bers to stay active and participate in future GUCA functions. Those in attendance also were updated by GUCA Executive Director Vikki McReynolds about upcoming events, safety classes and industry and legislative issues, as well as GUCA membership and the benefits pro- vided to GUCA members. The importance of generating new membership was emphasized by promoting membership recruitment in the area to strengthen GUCA’s East Georgia membership. Grantham will fill the spot vacat- ed by former Board chairman Bill Kuhlke who resigned his post last December. Grantham thanked Mr. Kuhlke and acknowledged their lifetime friendship. “All my life has been about commitment. And I pledge to continue that promise of commitment to the citizens of this state and the people of our district,” said Grantham to his caucus members. Grantham, an Augusta native, is the president and CEO of Forest Sales Corporation, a company he founded in 1968. He served on the Augusta/Richmond C o u n t y Commission for seven years from 2003 until 2010. He also served on Georgia Port Authority from 1972 until 1984, serving as chairman in 1974 and 1980. His extensive community and civic activities include the Augusta State University Board of Trustees from 1982 to 1986, Augusta Museum Board of Directors from 1993 to 1996 and the Boy Scouts of America Advisory Board of Augusta for more than 35 years. Grantham will serve the remaining three years of Mr. Kuhlke’s term which expires in April 2014. He will begin serv- ing immediately. Emily G. Dunn Businesswoman Emily G. Dunn fills the spot vacated by former Board mem- ber Steve Gooch who was elect- ed to the State Senate last November. “Thank you for your vote of confidence, and I look forward to working with you,” said Dunn to members of her con- gressional caucus. “As you get to know me, you will find that I am a diligent and hard worker.” Dunn, a Fannin County native now residing in Blue Ridge, is President of Tom’s Amusement Company Inc. and is currently the Vice President of the Board of Directors for the Amusement and Music Operators Association. Dunn also has served on the Fannin County Board of Education since 2000 and is Chairman of the Fannin Literacy Action Group. As an active member of her community, Dunn also serves on the Board of Directors of North Georgia Technical College and on the Board of Trustees of Fannin Regional Hospital. She also served as Chairman of the Fannin County Chamber of Commerce from 2006 to 2009 and is still an active member. New Members Elected to State Transportation Board

Don Grantham has been elected to represent the 10thCongressional District on the State TransportationBoard.

Jeff LewisFormer State Representative Jeff Lewis was elected to the

State Transportation Board on Feb. 9 by a caucus of staterepresentatives and senators from the 11th CongressionalDistrict. Lewis’ term will begin April 15, 2011.

“I am truly honored to have been chosen for this impor-tant position,” Lewis said, pledging to keep an open line ofcommunication with legislators. “I believe I have a good rep-utation for working well with others. I look forward to join-ing the Board and using my General Assembly experience tobe an active transportation advocate for all of the areas thatencompass the 11th Congressional District as well as allGeorgia shortterm and longterm transportation needs.”

A Rome native now residing in Cartersville, Lewis servedBartow County residents for 16 years as a StateRepresentative from District 15. He served as Chairman ofthe House Energy, Utilities and TelecommunicationsCommittee.

Lewis is a selfemployed small businessman.Lewis is a member of the Cartersville Bartow County

Chamber of Commerce, the Cartersville Exchange Club, theCartersville Lions Club and the Georgia SpeakersAssociation.

Robert L. BrownRobert L. Brown will continue his service as a State

Transportation Board member representing the 4thCongressional District for another fiveyear term. Originallyelected to the Board in 2005 to fill the unexpired term ofBrad Hubbert, Brown was reelected to serve his first fullterm in 2006.

“I am deeply honored to serve five more years as your

Transportation Board member dealing with transportationneeds in the 4th District as well as the state,” said Brown tothe members of his delegation. “Georgia DOT is on the right

track and has developed a strategic plan that will guide thestate for years to come.”

A native of Dublin, Ga., Brown is the President and CEOof R.L. Brown and Associates Inc., an architectural and con-struction management firm in Decatur. Brown is an activemember of both the DeKalb and Metro Chambers ofCommerce and was honored with the Small Business of theYear Award by the Metro Chamber. In addition to hisTransportation Board duties, Brown serves on the AgnesScott College Board of Trustees and is the immediate pastchairman of the Georgia Partnership for Excellence inEducation.

The Georgia Department of Transportation is governed bythe State Transportation Board. Its 13 members, representingeach of the state’s congressional districts, exercise generalcontrol and supervision of the Department. Each memberserves a fiveyear term and the terms are staggered. GUCA Holds Central Georgia Industry Meeting in MaconGUCA members and guests

GUCA Assistant ExecutiveDirector Scott Brumbelow provid-ed those in attendance with aninformative presentation regardingCranes & Derricks, RemovingAsbestos Pipe and UCR CarrierRegulations. His presentation cov-ered highlights of these regulationsand how they apply to utility con-tractors.

Brumbelow stated OSHA hasissued the final rule on cranes andderricks and although excavatorsand backhoes are not included inthe Crane and Derrick Standard,rigging personnel will have to bequalified to perform rigging tasks.He said it is the responsibility ofeach company to determine what

qualifications a rigging personnelmust possess.

He also emphasized all motorcarriers operating for-hire, privateor exempt who operate a commer-cial motor vehicle in interstate(Georgia only) commerce mustobtain operating authority from theFederal Motor Carrier SafetyAdministration (FMSCA) andregister with the GeorgiaDepartment of Revenue (DOR).He said anyone operating a com-mercial motor vehicle in interstateor interstate (Georgia only) com-merce without UCRA registrationwill subject the motor carrier tofines and enforcement by theDepartment of Public SafetyMotor Compliance Division andDOR.

He said Asbestos Cement Pipe(ACP) removal is a growing con-cern for many utility contractors.ACP removal includes more thanwater and sewer pipelines, it alsoincludes gas pipelines. He stated inorder to legally remove ACP, thecompany must be certified with theGeorgia Environmental Protection

Division (EPD). He mentionedGUCA is offering an AsbestosAbatement Utility Contractorcourse to help you get utility con-tractors certified

GA DOT Awards 19 New ConstructionContracts Valued at $45 Million

The Georgia Department ofTransportation has awarded 19 newcontracts valued in excess of $45 mil-lion for transportation improvementprojects across the state, including theconstruction of a system ofcollector/distributor (CD) lanes alongInterstate Highway 20 betweenInterstate Highway 285 and PanolaRoad in DeKalb County.

The 4.7-mi. CD project, which wasawarded to C.W. MatthewsContracting Company, Inc., ofMarietta, for $30.9 million, will beginthis spring and is scheduled to be com-pleted by August, 2013. It will con-struct two, eastbound CD lanes parallelto and on the south side of I-20. Thelanes are designed to improve mobilityand safety in this corridor essentially bymoving the heavy local traffic betweenI-285 and Wesley Chapel Road off I-20eastbound and onto the CD lanes.

Detailed information on constructionand lane closure schedules will beforthcoming well in advance of occur-rence.
