Another Revolution• 1789 – French citizens revolt
– Lower classes paid high taxes– Wanted a constitution to limit king’s power and protect basic
rights
• Americans are split• For:
– Thomas Jefferson – “They have the same problems we did!”– “They were our allies in the Revolutionary War!”
• Against: – Alexander Hamilton, John Adams – “They are killing lot’s of their own people!”– “They aren’t democratic!”

• Getting involved:• U.S. signed a treaty with France making them
allies
• Staying out:• If U.S. got involved, most of Europe would be
against them– Most countries in Europe still had monarchs

Neutrality – Not taking sides
• France– Neutrality Proclamation (1793) :
– The United States will not choose a side in the French Revolution
– American’s CANNOT choose a side
• Britain– Great Britain had been capturing U.S. Ships
• Jay’s Treaty (John Jay arranged it)– Britain pays for damaged ships and gives up forts out west
– U.S. pays debts to British Merchants
– DOES NOT: Protect the rights of America’s neutral ships

Washington says “Good-bye”
• Washington’s Farwell Address in 1796:
“Tis our true policy to steer clear of permanent Alliances, with any portion of the foreign world… The great rule of conduct for us, in regard to foreign nations is… to have with them as little political connections as possible”
