Global Monitoring Plan for POPsTracking pollutants HE-02
Katarina MagulovaHE-02 C2 LeadApril 30, 2014
Key 2014 Outputs Session 5HE-02 C-2 Task Overview
Collection of POPs data from all UN regions is going on Ambient air (background)Human milk according to the WHO/UNEP protocol, human bloodWater (only PFOS)
Data collection and processing through the newly developed GMP data warehouse
Standardization of the collected data Manual or electronic data entryData validation procedures (factual and political)Data presentation interfaceLink to existing databases
Key 2014 Outputs Session 5HE-02 C-2 Task Overview
Preparing the regional GMP reportsFive regional GMP reports developed by December 2014
Endorsement of GMP dataEndorsement of the regional reports by the respective UN RegionsEndorsement by the Conference of the Parties to the Stockholm Convention in May 2015
GMP database will be made available to broad public ½ half of 2015
• GMP has been established under the Stockholm Conventions Article 16 on Effectiveness evaluation. Paragraph 2 of Article 16 states that:
“In order to facilitate such evaluation, the Conference of the Parties shall, at its first meeting, initiate the establishment of arrangements to provide itself with comparable monitoring data on the presence of chemicals listed in annexes A, B and C as well as their regional transport….“
• GMP is entirely driven by Parties to the Stockholm Convention– Purpose, objectives , outputs, approach and structure– Implementation plan /standardization of procedures, core media– Global organization group and regional organization groups composed of
nominated experts– In kind support through national monitoring activities, regional/global monitoring
activities and strategic partnerships– Donor support to cover the costs of the GMP and perform monitoring activities in
regions with limited monitoring activities to ensure global coverage
Key 2014 RequirementsFUTURE REQUIREMENTS FOR OBSERVATIONS AND INFORMATION
• The Conference of the Parties to the Stockholm Convention is the major customer of the GMP. Any requirements are channelled by decisions adopted at the meetings of the Conference and are implemented through the GMP Global Coordination Group and the Secretariat
• Broad public will be encouraged to make use of the POPs monitoring data through the GMP data warehouse, however, any requirements would need to be channeled through the GMP Global Coordination Group and approved by the Conference of the Parties
• First effectiveness evaluation of the Stockholm Convention will be performed in 2017. Major input will be provided by the GMP
• Depending on the outcomes of the first effectiveness evaluation the Conference of the Parties may either reinforce its requirements for observations and informations towards the GMP or revise/modify them

Cross-Task Activities
• Major challenge for the GMP is to evaluate the regional and global transport of POPs. – Hemispheric/global transport modeling – Meteorological and climate data
Challenges, Issues, and Gaps Hindering Progress
• Global harmonization– Global Coordination group– GMP data warehouse
• Ensuring long-term sustainability– Increased national involvement– Continuing support by strategic partners– Donor support
