9.1.4 Financing of Work

Provide:

9.1.5 Guarantee of Use

In accordance with the list given in 9.1.1, provide a table giving a list of:

– Signed agreements with the concerned

– Agreements to be signed

A copy of all signed agreements must be given to the USOC (Theme 19 – Guarantees).

The Legal Committee and the executive management of the Bay Area Sports OrganizingCommittee (BASOC) have developed a Memorandum of Understanding (MOU) to use in obtaining agreements with venue owners and authorities. The MOU contains provisionsto confirm not only use of the facilities but also agreement to comply with conditionsexpressed in the Host City Contract, such as agreement to the “clean venues” clause. The MOU also ensures that the problems often confronted by organizing committeeswhen they negotiate agreements with venue owners after the Olympic Games have beenawarded to the city are prevented in advance. Copies of all signed MOUs are provided inTheme 19 – Guarantees.

In those cases where the venue owner or authority could not sign the MOU at this time, aLetter of Intent has been executed that provides for ensurance of use. In every case, the venueowner and/or authority has reviewed the terms and conditions of the MOU and understandsthat by the commitment expressed in the Letter of Intent that those terms and conditionswill apply. Copies of all signed Letters of Intent are provided in Theme 19 – Guarantees.Table 9.1.5 lists the signed MOUs and the signed Letters of Intent.

9.1.7 Advertising in Competition Sites.

Confirm that no form of advertising will appear at the competition sites (“clean venues”).

BASOC confirms that no form of advertising will appear at the competition sites in theSan Francisco Bay Area in 2012. All venues will be clean, in complete conformity with the conditions of the IOC. As explained in Section 9.1.5, BASOC has obtained expressedwritten agreement to this condition from the venues listed in Section 9.1.5 that havesigned the Memorandum of Understanding (MOU).

9.2 TEST EVENTS

Will you undertake, on behalf of the future OCOG, to organize test events in accordancewith the recommendations of this manual and the Rules of the Olympic Charter? Specifythe period in which the test events will be held.

BASOC understands the value of organizing test events in all sports in order to providetraining for staff and volunteers and to test the ability of each venue to provide the bestpossible competition conditions for the athletes. Test events also provide an opportunity to test systems that have been developed for the Olympic Games, particularly technologysystems for timing, results and scoring, but also venue management, spectator services,logistics and transportation, to name but a few.

Therefore, BASOC, on behalf of the future OCOG, undertakes to organize test events in accordance with the recommendations of the USOC Bid Procedures Manual – OlympicGames and the rules of the Olympic Charter, Article 55. The test events will be organized in the period from 18 to six months prior to the Olympic Games, although BASOC willundertake to organize test events outside this period where requested by the USOC, theIOC and the relevant International Federation and/or National Governing Body.

9.3 HUMAN RESOURCES

What sources will be used for recruiting personnel for the sports organization, bearing inmind all the various tasks to be undertaken? What steps have already been taken?

BASOC has already taken a major step in recruiting personnel for the organization ofsports for the 2012 Olympic Games by establishing an expert committee comprised ofOlympians from every sport on the Olympic program. In addition to recruiting

Olympians, BASOC has recruited sports administrators and coaches from each sport who are considered experts by their NGB. This committee has played a crucial role in the development of the venue plans for each sport (see Section 10.7 for the venue plans).These subject matter experts (SMEs) have been consulted throughout this process. Theyhave assured us that the venue plans contain all the critical facilities necessary to provideworld-class competition conditions for the athletes, and they have reviewed the plans andthe proposed competition schedules from drafts to final copies.

This committee represents a foundation for the human resources needed to organize thesports for the Olympic Games. From this foundation, each Olympian and SME willidentify outstanding individuals from throughout the San Francisco Bay Area to assist in building a first-class team for their sport. In fact, many of the individuals on thecommittee have already assisted in organizing Olympic competitions, world championshipsand other major events in their sport. They will also consult with their NGB and with the leadership at BASOC to ensure that individuals essential to delivering the bestcompetitions ever organized are also recruited from throughout the country and the world. With over 300 Olympians in the Northern California Olympians organization and a wealth of committed and talented individuals available in every sport, BASOC isconfident that the human resources in this region will be gathered to organize the sportsfor the Olympic Games at the highest possible standard.

9.4 SPORTS EXPERIENCE

List all international sports competitions organized in your city, region and country over the last ten years (world championships, multisports world games, continentalchampionships).

The San Francisco Bay Area has a rich tradition of organizing major sporting events. Table 9.4 provides a list of the international sports competitions organized in this regionover the past ten years.

9.5 IF CONGRESSES

Will you undertake, on behalf of the future OCOG, the organization of congresses ormeetings during the Olympic Games or in the period immediately preceding or followingthe Olympic Games for those IFs that request such meetings?

BASOC, on behalf of the future OCOG, commits to organize congresses and/or meetingsfor those International Federations (IFs) that request such meetings at the time of the 2012 Olympic Games. The San Francisco Bay Area possesses a wealth of hotel and othermeeting facilities to ensure that each IF will be able to hold its congress and/or meetings in a dedicated facility.

Table 9.5 delineates the current status of requests by IFs for congresses and/or meetings perthe Sport Specifications distributed by the USOC. BASOC is fully prepared to organizenot only these requested congresses, but also any congresses that may be requested prior tothe 2012 Olympic Games.
