PREDGOVOR

Opći izbori za zakonodavna tijela u Bosni i Hercegovini održani 1996; 1998; 2000. godine provedeni su u skladu sa Pravilima i propisima Privremene izborne komisije Bosne i Hercegovine. Izbori održani 2002, 2006, 2010. 2014. i 2018. godine provedeni su u skladu sa odredbama Izbornog zakona Bosne i Hercegovine.

Na nivou Bosne i Hercegovine održavaju se izbori za članove Predsjedništva Bosne i Hercegovine i izbori za Predstavnički dom Parlamentarne skupštine Bosne i Hercegovine.

Na nivou Federacije Bosne Hercegovine održavaju se izbori za Predstavnički dom Parlamenta Federacije Bosne i Hercegovine i izbori za Kantonalne skupštine.

Na nivou Republike Srpske održavaju se izbori za predsjednika i potpredsjednike RS i izbori za Narodnu skupštinu RS.

Podaci o općim izborima u Bosni i Hercegovini publikovani su korištenjem podataka Izborne komisije Bosne i Hercegovine.

Podaci su publikovani: za nivo Bosne i Hercegovine (izbori za Predstavnički dom Parlamentarne skupštine BiH i izbori za članove Predsjedništva BiH),za nivo Federacije BiH (izbori za Predstavnički dom Parlamenta FBiH),

za nivo Republike Srpske (izbori za Narodnu skupštinu RS i izbori za predsjednika i potpredsjednika RS).

FOREWORD

The General Elections for governmental bodies in Bosnia and Herzegovina of 1996, 1998 and 2000, were conducted in line with Rules and Regulations of the BiH Provisional Election Commission. Elections held in 2002, 2006, 2010, 2014 and 2018 were conducted in line with provisions of the new BiH Election Law.

On state level, the following elections are conducted: for members of BiH Presidency and for the House of Representatives of the Parliamentary Assembly of BiH (PABiH) .

On level of the Federation, the following elections are conducted: for the House of Representatives of the Parliament of the Federation of BiH (PFBiH) and for Cantonal Assemblies.

On level of Republika Srpska (RS), the following elections are conducted: for President and Vice President of RS and for the National Assembly of RS.

Data on General Elections in Bosnia and Herzegovina are published using data from the Electoral Commission.

The published data are: for state level - on elections for the House of Representatives of PABiH and elections for members of BiH Presidency,

for the level of Federation of BiH - on elections for the House of Representatives of PFBiH,for the level of Republika Srpska - on elections for the National Assembly of RS and elections for President and Vice President of RS.

U tabelama su dati podaci o broju izbornih jedinica, broju kandidatskih lista, broju ovjerenih kandidata, broju registrovanih glasača, broju glasača koji su glasali, broju važećih glasačkih listića i odzivu glasača. Posebno se daje prikaz izabranih kandidata po kandidatskim listama, spolu, etničkoj pripadnosti, starosnoj dobi i dostignutom nivou obrazovanja.

Ovom publikacijom željeli smo na pregledan i popularan način približiti širem krugu korisnika rezultate Općih izbora u Bosni i Hercegovini (održanih 07. oktobra 2018. godine).

The tables provide data on electoral units, number of candidate lists/political parties, number of certified candidates, number of registered voters, number of voters who voted, number of valid ballots and voter turnout. An overview on elected candidates by candidate lists, sex, ethnicity, age and level of educational attainment is provided.

The aim of this publication was familiarizing broader public users with General Elections results of BiH (held on October 07 2018).

Odziv birača je iznosio 54,0%, što je manji odziv nego na izborima 2014. godine (54,5%). Broj nevažećih glasačkih listića iznosio je 156 444 (ili 8,6% u odnosu na broj birača koji su glasali). Na izborima 2014. godine broj nevažećih listića iznosio je 8,8%. Među izabranim poslanicima je 16,7% žena, što predstavlja smanjenje u odnosu na izbore 2014. godine (23,8%).

Turnout was 54.0%, a smaller than in 2014 elections (54.5%). Number of invalid ballots was 156 444 (8.6% of voters). In the 2014 elections the percent of invalid ballots was 8.8%. Among the elected members, 16.7% are women, a decrease in comparison to 2014 elections (23.8%)

METODOLOŠKA OBJAŠNJENJA

Biračko pravo Pravo glasa i pravo da bude izabran ima, svaki državljanin Bosne i Hercegovine koji je registrovan za glasanje na teritoriji Bosne i Hercegovine sa navršenih osamnaest /18/ godina života. Svi državljani BiH koji imaju biračko pravo, imaju pravo da se registruju i da glasaju lično u općini na teritoriju BiH u kojoj imaju prebivalište. Državljanin BiH, koji privremeno živi u inostranstvu i ima biračko pravo, ima pravo glasati lično ili poštom za općinu u kojoj je imao prebivalište prije odlaska u inostranstvo, ako u toj općini ima prijavljeno prebivalište i u trenutku podnošenja zahtjeva za registraciju. Državljanin Bosne i Hercegovine koji posjeduje dvojno državljanstvo u skladu sa članom 1, 7d Ustava BiH, ima pravo registrovati se i glasati, samo ako je Bosna i Hercegovina država njegovog prebivališta.

NOTES OF METHODOLOGY

Voting right Each citizen of B&H who has attained 18 years of age has the right to vote and to be elected. All citizens of B&H who have the right to vote will have the right to register and to vote in person in the municipality where they have their permanent place of residence. A citizen of B&H who temporarily resides abroad and has the right to vote, will have the right to register and to vote in person or by mail, for the municipality where the person had a permanent place of residence prior to his or her departure abroad, provided he or she is registered as a permanent resident in that municipality at the moment of his or her application for registration. A citizen of B&H who holds dual citizenship pursuant to Article 1 (7) (d) of the Constitution, has the right to register and to vote, only if B&H is the country of his or her permanent residence.

Election for National Assembly of Republika SrpskaThe National Assembly of the Republika Srpska shall consist of eighty-three (83) members, who shall be directly elected by voters registered to vote for the Republika Srpska. The mandate of members of the National Assembly of the RS shall be four (4) years.

Election for President and Vice Presidents of Republika SrpskaThe President and two (2) Vice Presidents of Republika Srpska shall be directly elected from the territory of Republika Srpska by voters registered to vote for Republika Srpska. A voter registered to vote for the President of the Republika Srpska may vote for one candidate only. The candidate from each constituent people receiving the highest number of votes shall be elected. Among these three (3) candidates, one from each constituent people, the candidate receiving the highest number of votes shall be elected President, and the two candidates receiving the second and third highest number of votes shall be elected Vice Presidents. The mandate for the President and Vice Presidents of Republika Srpska shall be 4 years.

Predstavnički dom Parlamentarne skupštine Bosne i Hercegovine je najviše tijelo zakonodavne vlasti u Bosni i Hercegovini. Broji 42 poslanika.

Predstavnički dom Parlamenta Federacije Bosne i Hercegovine je najviše tijelo zakonodavne vlasti u Federaciji Bosne i Hercegovine. Broji 98 poslanika.

Narodna skupština Republike Srpske je najviše tijelo zakonodavne vlasti u Republici Srpskoj. Broji 83 poslanika.

Poslanici su predstavnici naroda izabrani na neposrednim izborima. Predstavnički mandat obavljaju u skladu sa ustavom, zakonom i poslovnikom o radu.

Aktivno izborno pravo je pravo glasa osoba koje su registrovane za glasanje.

Pasivno izborno pravo je pravo osobe da bude izabrana.

Predstavnički mandat je mjesto u parlamentu koje izabrani kandidat dobija danom izbora u isti. Mandat pripada nosiocu mandata, a ne političkoj stranci, koaliciji ili listi nezavisnih kandidata koja ga je predložila na kandidatskoj listi.

The House of Representatives of the Parliamentary Assembly of BiH is the central legislative representative body in the B&H. It comprises 42 deputies.

The House of Representatives of the Parliament of FBiH is the central legislative representative body in the Federation of B&H. It comprises 98 deputies.

National Assembly of Republika Srpska is the central legislative representative body in the Republika Srpska. It comprises 83 deputies.

Deputies are representatives of the people who elected in indirecte election. The mandate of deputies is performed in accordance with 83 the Constitution, laws and Assembly proceedings.

Active right to vote is the right to vote.

Passive right to vote is the right to be elected.

Deputies mandate ist seat in the Parliament which elected deputies gets at the day that he has been chosen. Mandate belongs to holder of mandate, but no to the political party, coalition or list of independent candidates which nominated him.
