Wills Attendance Cr Daniels attended the meeting at 2.32pm PRESENTATION Presentation was made to Michelle Doughty who was won the Central Queensland 2018 Queensland Training Awards. The Queensland Training Awards 2018 Central Queensland Regional Final was held in Mackay on Saturday 21st July 2018 and Central Highlands Regional Council were present both as a category sponsor and with three employees listed as finalists against two categories. Council sponsored the “Community Training Initiative of the Year” category, which recognizes proving outstanding assistance to Queenslanders to gain the skills, experience and VET qualifications required to enter and stay in the workplace, by a community-based not for profit organization. This was awarded to the “Central Queensland Multicultural Association Inc., for there programs in assisting migrant people with access to traineeships to equip participants with skills for work and vocational pathways. As an employer Central Highlands Regional Council, was represented with finalists across two categories, Joel Paulson was a finalist in the Aboriginal and Torres Strait Islander Student of the Year category. While William DeVreede, Michelle Doughty and Joel Paulson were the three finalists in the Bob Marshman Trainee of the Year category. This is the first time since the awards started in 1982 that all finalists have come from the one employer, which is a proud achievement for Central Highlands Regional Council Michelle Doughty was announced as the 2018 winner of the Bob Marshman Trainee of the Year category, for Central Queensland and as a result will go onto the State Finals scheduled in Brisbane in September 2018. Michelle completed a Certificate III in Conservation and Land Management, with training provided by Queensland Agricultural Training Colleges, as Trainee Ranger for Council. COMMUNITIES Rural Services Meetings Executive summary: A request has been received from Councillor Rolfe regarding the re-establishment of the Rural Services Meetings due to the perception of there being an increase in pest and weeds in addition to concerns regarding road side trees, stock routes and common agistment. The number of enquiries relating to rural services represented just 8% between July 2017 and July 2018. The recommendation is not to support the re-establishment as there is no demonstrated need based on the types of enquiries/complaints received. Devoting resources to this is not recommended when there are other issues which the Rangers need to address through their Initiatives Action Plan. Resolution: Cr Rolfe moved and seconded by Cr Brimblecombe “That Central Highlands Regional Council officers provide a further report including workshopping with Council at the Strategic and Briefing Forum of 28 August 2018 with the view to establishing a Rural Services Committee Meeting Framework with an approach for regional and sub regional considerations to strengthen stakeholder collaboration and outcomes.” 2018 / 07 / 24 / 002 Carried (9-0)

Bryant attended the meeting at 3.15pm Emerald Council Office Executive Area Repair and Refurbishment Executive summary: The report provides Council with information on the outcome of the Emerald Council Office Executive area refurbishment project including a breakdown of the local content engaged for the project, project variations and re-use of items, and insurance claim details. Resolution: Cr Rolfe moved and seconded by Cr Brimblecombe “That Central Highlands Regional Council receive the report noting the volume of local content achieved through the delivery of the project, and the project variations that occurred.” 2018 / 07 / 24 / 003 Carried (9-0)

CORPORATE SERVICES Operational Plan 2018-2019
Executive summary:
The draft Operational Plan for the 2018/2019 year was considered at the General Council Meeting held 24 June 2018 and was adopted subject to amendments.
The various items identified have been reviewed and incorporated into the final version, along with the relevant 2018/2019 budget information, which resources the activities to be undertaken.
Resolution: Cr Nixon moved and seconded by Cr Rolfe “That Central Highlands Regional Council re-adopt the Annual Operational Plan for the 2018/2019 financial year as amended.” 2018 / 07 / 24 / 004 Carried (9-0)

Jensen attended the meeting at 3.36pm Monthly Financial Report - June 2018 Executive summary: This report provides a snapshot of Council’s financial performance against budget for the 2017/18 financial year, and interim figures show a surplus of $3.1 million against a forecast deficit of $3.69 million. Note that this represents an interim result only, pending finalisation of the year-end accounting adjustments. A further

report will be provided upon completion of the Annual Report and Annual Financial Statements following audit. INFRASTRUCTURE AND UTILITIES Location of School Bus Stop Yamala Enterprise Area Executive summary: The intersection of Bonnie Doon Road and the Capricorn Highway is required to be upgraded as condition of the Central Queensland Inland Port (CQIP) development as well as to facilitate the future development of the Special Industry Zone of the Yamala Enterprise Area. School Bus Route P814 operated by Knight’s Buses and managed by Translink runs along the Capricorn Highway, stopping at several locations, between Comet and Emerald. The current stop at the intersection of Bonnie Doon Road and the Capricorn Highway, should be relocated for safety reasons as this area is needed to provide a safe run-off area for any vehicles that potentially may be caught over the rail line. A Community Survey involving 118 property owners in the surrounding area was undertaken to determine the preferred location of the bus stop with fifteen (15) responses received. Resolution: Cr McIndoe moved and seconded by Cr Godwin-Smith “That Central Highlands Regional Council approve the temporary relocation of the existing school bus stop on the Yamala School Bus Route for safety reasons, from its current position at the intersection of Bonnie Doon Road and the Capricorn Highway to Bauhinias Road during the construction period. Further, that Central Highlands Regional Council continue consultation with property owners on the permanent location of the bus stop.” 2018 / 07 / 24 / 006 Carried (9-0)
CHIEF EXECUTIVE OFFICER Show Dates 2019 Executive summary: The Minister responsible for the administration of the Holidays Act 1983, is empowered to appoint, upon request from the Chief Executive Officer of the local government for the district, a special holiday within the region whether it be a day, or the forenoon or afternoon of a day. Holidays of this nature are usually

appointed in respect of an annual agricultural show, horticultural show or industrial show or other even which would be of significance to a particular district. Resolution: Cr Nixon moved and seconded by Cr Sypher “That Central Highlands Regional Council advise the Office of Industrial Relations that it requires the following dates to be gazetted in the respective areas as the Show Holidays for 2019:

Qldwater Annual Forum 2018 - 5 to 6 September 2018 Executive summary: Qldwater Directorate Annual Forum, Technical Tour and Best of the Queensland Water Taste Test is being held on the Gold Coast from 5 to 6 September 2018. It is an opportunity to network with 80-100 water industry professionals, typically including 30+ councils/ utilities. Early bird registrations close on 17 August 2018. Resolution: Cr Sypher moved and seconded by Cr Nixon “That Central Highlands Regional Council be represented at the Qldwater Annual Forum 2018 which is being held on the Gold Coast from 5 to 7 September 2018 by Councillor Brimblecombe along with the Chief Executive Officer.” 2018 / 07 / 24 / 008 Carried (9-0)
Banana Shire Industry Summit - 16 October 2018 Executive summary: Banana Shire Council Industry Summit is being held in Biloela on 16 October 2018. This year’s theme is "Future Energy Solutions Powering Ahead in Banana Shire. Affordable, Reliable and Sustainable Energy". This report is to determine Council’s and Councillors attendance at the Summit. Resolution: Cr Nixon moved and seconded by Cr Daniels “That Central Highlands Regional Council authorise Councillors Brimblecombe and Sypher to attend the 2018 Banana Shire Industry Summit being held in Biloela on 16 October 2018.” 2018 / 07 / 24 / 009 Carried (9-0)

Australian Local Government Association (ALGA) National Local Roads and Transport Congress 2018 Executive summary: The Australian Local Government Association (ALGA) is the peak body for all local governments in Australia. It is a non-profit organisation established solely to serve the 560 local government bodies in Australia. Each year the ALGA holds an annual conference that focuses on the local roads and transport networks. The theme of this year's Congress is Connecting Transport Networks Now and into the Future. The importance of improved transport connectivity to the economic wellbeing of Australia is well established. Improved transport connectivity allows greater accessibility to employment and markets, and cost savings in terms of reduced transit times, less traffic congestion and reduced transport costs. This year’s conference is being held in Alice Springs, Northern Territory from 20 to 22 November 2018. Resolution: Cr Godwin-Smith moved and seconded by Cr Sypher “That Central Highlands Regional Council be represented at the Australian Local Government Association National Local Roads and Transport Congress 2018 which is to be held in Alice Springs, Northern Territory from 20 to 22 November 2018 by its Mayor, Councillor Rolfe and Councillor Nixon along with the Chief Executive Officer.” 2018 / 07 / 24 / 010 Carried (9-0)
GENERAL BUSINESS (Verbal matters raised by Councillors either as a question, acknowledgement and or additional follow-up by officers)
Continuation of Bus Stop discussions Cr McIndoe raised that consideration be given to further consultation with other landholders around additional bus stops west of Yamala, along the Capricorn Highway, with specific mention of Bottletree Road, Olivevale Road. Cr Rolfe also raised additional concerns on the school bus stops along the Dawson Highway, between Rolleston and Springsure, where informal use occurs using the truck stops and set down areas, along with driveways and intersections. Any further consultation on bus stops should be approached with caution given the current informal use that occurs. LGAQ Future Cities, Smart Communities, Conference – Cairns Cr Bell attended the LGAQ Future Cities, Smart Communities Conference held recently Cairns and encouraged other Councillors to view the presentations from the Conference and sought consideration of some of the technology and ideas being presented. For example, what will the impacts on blockchain technology be on councils and communities. Correspondence – Coordinator General Cr Bell tabled correspondence to the Coordinator General of the Department of State Development, that had been signed by neighbouring resource community local governments with regard to the Strong and Sustainable Resource Communities Act 2017and expressed concern that Central Highlands Regional Council was not a signatory. Cr Hayes provided an explanation. Cr Nixon moved a procedural motion that the meeting move on to the next item of business.

Central Highlands Regional Council Operational Plan 2018-2019
Our Operational Plan – Planning for this year
Central Highlands Regional Council’s Operational Plan is an integral cog in the wheel that
drives our corporate planning and performance structure. The Operational Plan is
funded through council’s annual budget and sets the year’s direction for each of council’s
departments.
It articulates our commitment to key projects, services, activities and measures the
success and areas of responsibility for 2018-2019. Council is required to report quarterly
on the progress of all operational activities to ensure financial responsibility and the
sustainability of our region and community assets.
Our Operational Plan is aligned with other key documents to detail the implementation
of our plans which are used to assist council and the community to plan for a sustainable
future. This approach ensures that efficiencies are achieved through coordinated
planning and budgeting and to ensure that arrangements are undertaken in an
integrated manner to form a strategic direction for council.

Our Corporate Plan Priorities
Our Corporate Plan outlines Council’s strategic direction over a five year period, and is
based on the outcomes and goals identified in the Central Highlands 2022 Community
Plan. The Corporate Plan assists in identification of priority projects and services, and is
used to balance delivery of those services and projects within available resources.

Linking the Operational Plan to the Budget
To achieve the strategies and goals contained within the key priorities, the Operational
Plan is financed through the 2018/19 Budget and commits Council to the allocation of
resources to ensure service delivery is undertaken and completed within the year.
Financial Performance is monitored throughout the year with monthly reports to
Council and periodic budget reviews undertaken to account for new information as it
comes to hand.

Managing Our Risks
Council’s operational plan supports the mitigation of corporate risk on a departmental
level through the identification of key strategic risks and the development of mitigation
factors, as identified in Appendix 2.
2018-2019 Operational Plan
The focus of the operational plan is on planning, delivery and monitoring the relevant
services and projects that will translate strategic priorities into actions to be
undertaken throughout the financial year. Included within the following tables are
specific actions, performance measures, targets and responsibilities for each priority
