1. The expenditure of ~ 85.9.73 lakh (Rnpees Eight Crorc FiJty Nine Lnkh and SeventyThree Thousand ollly) wfll be debited to Demand No. 51 - "pepartment of School Education &Literacy, 360 I - Grants-in-Aid to Slate Governments (Major Head). 112- Grants for State PlanSchel11es (Sub-Major Head), .187 - Elementary Education-National Programme of Mid DayMeals in Schools (Minor Head), 0 I - Assistance to Stales (Sub Head), 01.02 - Amount to be metfrom Prarambhik Shiksl1a Kosh (Detailed Head) 01.02.31 - Grnnts-in-aid - General for 2016-'17(PI"n).

8. The State Finance Department must release Central Assistance along with the minimummandatory matching Stale share to the Education Dcparlme.nt or the nodal department forimplementation of Mid Day Meal Scheme (MDMS) immediately. The Education Department or thenodal department for MUMS must release the Central Assistance 'along with State Government'smandatory matelling con,ribufi()n to the schools/implementing agencies within a week.

9. The above grant is Stibjecl to tlie following conditions: -

[A] Cost offoodgrains:(i) District administration will ensure til a! every consuming un.it maintains a buffer stock

of food grains required for n month to avoid disruption due to unforeseen exi&encies.

(iil Foodgrains lInder Mid Oay Meal Scheme for the I" two quarters during 2016-17would be supplied at NFSA rates i.c. Rs. 2 per Kg of wheat and Rs. 3 per kg. of riceinstead of existing GPL mtes as per the guidelines issued by this Department videletter No. S-1/2016-Dc$k(MDM) dated 29.04.2016. The taxes if any levied .by theSfate/UT would be borne by the Gov!. of India.

(iii) State Government will nominate an officer who will be, responsible for receiving·thebills submitted by FC1 and ellsuring payment to it in time. FCI will intimate itsaccount number i:!.ndmode of receiving of payment to the nodal. officer. who shouldbe made responsible for transferring money/depositing cheque in that account. StateGo\~. will ensure timely payment to FCI by dislrict authority.

(iv) All other provisions made in the above guidelines issued should be strictly complied.(v) The SlateslUTs may evolve a system for on-line payment 10 FCI to avoid delay.(vi) The information on month-wise payment to rCI may be made available to this

Department on regular basis.

In] Cooking Cost:

(i) Slate/UT's nonn of expendituro lowards cooking COSIshall under no circumstancesbe fixed at a level less Ihan ~ 3.59 uplO 30'" June. 2015 and ~ 3.86 from I" July,20 ISonwards per child per school day for primary stage and ~ 5.38 upto 30'" June,20lSand ~ 5.78 from I" July, 20lS onwards per child per school day for upperprimary stage and NCLP schools.

(iil Slate Government should release 10% minimum mandatory State Share of cookingcost simultaneously.

(iii) Stat.slUTs will nOI red.uce its own budgetary all.ocnlion [or cooked Mid-Day MealProgramme below the level of BE: 2005-06.

(iv) As stipulated in the MOM Guidelines, 2()06 [para 3.3(iv)], States/UTs shall ensurethat a minimum ·of one-month's requirement of cooking cost is available in eachschool as advance through-out 2015-16.

(v) The Stat.slUTs may evolve 'oniine transler of funds to schools/implementingagencies.

ICJ Transportation Cost:

(i) The admissibility of transportation assistance for II Special Category States hasbeen revised to the rate prevalent under the public Distribution System (PDS) inthese States viz. Arunachal Pradesh, Assam" Himachal Pradesh, Jammu &Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura andUttarakhand in place of the earlier assistance at a flat rate of' 125/- per quintalvide order No. 1-1/2009-0esk(MDM) dated 24.11.2009 effective fr01111.12.2009.The utilisation of tliis grant should be commensurate with the actual quantity offood grains lifted and transported under the Scheme. Requirement ofTransportation cost may vary from districi to district Within StatelUT dependingupon the topography 'and distance to be transported. StateslUTs may therefore,reallocate this grant amongst the districts as per the requirement and as perState/UT norms.

rDj Honorarium to Cooks-cum-Helpers

(i) State GoV!. Illust ·also release minimum matching contribution of ~ lOO/- per cook-cum-helper as State's share w'ithoutany delay ·so thai minimum amount ofhonorarium of f 1000i- per month per cook-cum-helper is paid through e-transfer into their bank accoum. The States. may top up their share for releasing more than~ 10001-per 1110mhper cook-cum-helper.

(ii) State Govt. may give priority to weaker section oJ the socicty like women, SC/ST.OBC. Minorities in engaging thecQok-cum-helpers.

(iii) The cook-cum-helper should be engaged purely on part time basis. Central Govt willnot bear any past service liability in respect of cook-cum-helper.

(iv) Separate account will be maintl,ined by the State· Government for the Centralassistance being released under each category (Primitry and Upper Primary)separately to meet thc payment of cook-cum-helpcrs 'under the Scheme

lEJ MME:

(i) Central assistance will be utilized for Management, Monitoring and Evaluation(MMEl I.e. 1.8% of total recurring Central Assistance i,e. Ca)Cost of food grains, (b)tooking cost, (c) transport assistance & (d) honorarium to cook-cum-helpers as perthe guidelines issued by (his Minislry's lener No. 1-1512009-0esk (MOM), dated21.6.20 10.

rFj GENERALThe gr~nl shall be subject to the following conditions:

(i) It shall be utilized only for undertaking activities proposed in the Annual Work Plan& Budget for the year 2QI5-16. and as' approved by Ihe Programme Approval Board,and by the Government of India on the basic norms of expenditure.

(iil The assets, if any, acquired wholly or substantially out of thrs grant, should not,without the prior sanction of the Government of India, be disposed 01T, encumberedor utilized for purposes other than those for which the grant has been sanctioned.

(iii) The grantee sl,.11 maintain a separate and proper account of the expenditure incurredout of the grailt and the accounts so maintained shali be open to audit by theComptroller & Auditor General of India or any authorily deputed by him for thepurpose as per rules:

(iv) The Stare Government shall contribute and release their minimum mandatory sharesimultaneously to implerne11ling Hgencies.

(v) The grantee.shall furnish this Department with item-wise statement of expenditure ona quarterly basis and other reports on physical and financial progress in theprescribed formats. The grantee wiJi also submit annual progress within one monthfrom Ihe close of the financial year. The unspent balance. if any shall be taken intoaccount before funds of subsequent yeatS are released.

(vi) The grantee shall follow strictly all the inStructions issued by'the Gov!. of India flamtime to time with regard to the implementation' of the Scheme and the fundsearmarked for Special Component Plan for Scheduled Castes and Scheduled TribesSub Pian. Therefore, the funds are required to pe further bifurcated into these minorbudget heads i:e. for SCs and STs.

10. It is certified that the panern of assistance under the Scheme has the prior approval ofMinistry of Pinonce. It is also certified lhal th" grant is being released in conformity with rules andprinciples of tile Scheme.

8. The State Finance Department must release Central Assistance along with the IlllllimUm

mandatory matching Strite shar¢ to the Education Department or the nodal department forimplementation of Mid Day Meal Scheme (MDMS) immediately, The Education Department or thenodal department for MDMS must release the Central Assistance along with State Government'smandatory maiching contribution to the schools/implementing agencies within a week.

9, The above grant is subject to the following conditions: -

fA] Costor foodgrains:

(i) District administration will ensure that every consuming unit maintains a buffer stockof food grains required for a month to avoid disruption due to unforeseen exigencies.

(ii) foodgr.ins under Mid Day Meal Scheme for the I" two quarters during 2016-17would be supplied at NFSA rates i.e. Rs. 2 per Kg of wheat "od Rs. 3 per kg. of riceinstead of existing EPt.. rates as, per the guidelines issued by this Department videletter No. 5-1I2016-DesJ«MDM) dated 29.04.2016. The taxes if any levied by theS'tatelUT would be borne by the Gov!. oflndia.

(iii) State Government will nominate an officer who wUl be responsible for receiving thebills submitted by Fel Ulid ensuring payment to it 'in lime. Fel will int.imate itsaccount number and mode of receiving of payment to the nodal officer. who shouldbe mude responsible for transferring moncyldcpos'iting ·cheque in that account. StateGavl. will ensure timely payment to Fel by district authority.

(iv) All other provisions made in the above guidelines issued should be Strictly complied.(v) The Sta\es/UTs may evolve a system for on-line payment to Fel to avoid delay.(vi) The information on OlontlHvise payment to FCI may he made available to this

Department on regular basis.

IBI Cooking Cost:

(i) StateJUT's norm of expenditure towards cooking cost shall under no circumstancesbe fixed at a level less than ~ 3.59 uptc 30" June, 20 I5 and ~ 3.86 from I" July,20 ISonwards per child per school day for primary stage and ~ 5.38 upl030'h June,'20lSand < 5.78 from I" July, 2015 onwards per child per school day for upperprimary slage and NCLP schools.

(ii) State Government should release 10% minimum mandatory State Share of cookingccst simultaneously.

(iii) StatesiUTs will not reduce it, own budgetary allocatipn for cooked Mid-Day MealProgramme below U,e level of BE: 2005-06.

(iii) As stipulated in the MOM Guidelines. 2006 [para 3.3(iv)], StateS/UTs shall ensurethai a minimum of-one-monOl's requirement of cooking cost is availabJe in each~choolas advance through-oul20 15-16.

Cv) The StatesiUTs may evolve online transfer of funds to schools/implementingagencies.

fCi Transportation Cost:

(i) The admissibility of transportation assistance for II Special Category StateS hasbeen revised to the rate prevalent under the public Distribution System (POS) inthese States viz. Arunachal Pradesh, Assam, Himachal Pradesh. Jammu &Kashmir; Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripur. andUttarakhand in place of the eariier assistance at a flat rate of' 125/- per.quintalvide order No. I-I /2009-Desk(MOM) dated 24.11.200.9 effective from J .12.200.9.The utilisation of this grant should be comm.ensurate w[th the actual' quantity offood grains lifted and transported under the Scheme. Requirement ofTransportatiOll cost may vary from district to district. within StateJUT dependingupon the ·topography and distance to be transpOl1eq. StatesJUn Inay therefore,reallocate this grant amongst the districts as per the requirement and as perSrate/UT norms.
