Pursuant to the provisions of paragraph 4 of Article 4 of the Arrangement Regarding Inter­national Trade in Textiles, I am instructed by my government to inform the Textiles Sur­veillance Body of the amendment of the cotton, wool and man-made fiber textile agreement be­tween the Government of the United States of America and the Government of Sri Lanka. The original bilateral agreement and prior amend­ments have been notified and circulated as COM.TEX/SB/608.

This amendment establishes an additional specif­ic limit pursuant to the consultation procedures set out in paragraph 7 of the Agreement. The growth (7 percent), swing (7 percent) and carry­over/carryforward (11/6 percent) provisions of the basic agreement apply.

Attached hereto are copies of the notes giving effect to this amendment.

UNITED STATES AND SRI LANKA AMEND TEXTILE AGREEMENT

The United States and Sri Lanka exchanged notes dated March 16, 1981 to amend the existing bilateral textile agreement. The texts of the notes follow:

Dear Sir,

I refer to paragraph 7 of the agreement between the

United States of America and Sri Lanka relating ro trade in

cottor, wool, and man-made fiber textiles and textile products,

with -.nnexes, effected by exchange of notes July 7, 1980 ("The

Agreement"), and to discussions held between representatives

of our two governments concerning exports from Sri Lanka to

the United States of products classified in textile category

334 ("Other Men's.and Boys' Cotton Coats").

On behalf of my government, I have the honor to propose

that Annex B of The Agreement be amended to establish a specific

limit for category 334 as follows:
