2. Imports of bread grain are subject to mixing ' regulations.

3. Under the Brain Marketing Act, imports of grain and grain products are subject to variable equalization charges. Limited quantities of feed grain may be exempted from these charges, (i.e. expor­ters of seed grain, malting barley and malt may import a quantity of feed grain corresponding to the quantity exported of seed grain, malting barley and malt, without payment of the equalization charge on such imports).

Notes: 1. The average c.i.f. prices are the annual averages (arithmetic mean) of the Community import prices for the various grades included in the table, these being the grades most commonly imported into the Community.

2. The levies represent the annual arithmetic mean of the levies applied in respect of each member State.

3. The ratio between the two prices is calculated for the different cereals. It should be noted that throughout this whole period Italy has applied a special system for fodder grains involving a reduced levy, which explains the relatively lower incidences recorded for these products.

26. FINLAND

1. Imports of wheat, barley, oats and maize are subject to individual licensing.

2. Barley, oats and ' maize are subject to a fixed import levy. In addition, maize is also subject to a variable import levy but imports of maize for use as raw material for certai purposes in manufacture are exempted from import levies.

3. The State Granary is the sole importer of all food and feed grains and of products made from grains intended for human consumption.

9. SWITZERLAND

1. Domestic measures

.(i) Wheat: The Federal Wheat Administration buys domestic bread wheat at prices guaranteed by the Federal Council. Commercial millers are required to buy this wheat at prices corresponding to the cost price of foreign wheat of the same quality. The difference is charged to the Government's account

(ii) Feed grains: Allowances are paid to importers who purchase domestic feed grains, to cpver transport and marketing costs.

2. Measures at the frontier

(i) Wheat: Price supplements are levied (in addition to customs duties) in an amount fixed according to the quantities of fodder products derived from wheat milling.

(ii) Feed grains: Imports are sub.iect to licence by the Swiss Grain and Fodder Co-operative (CCF). Licences are granted within the limits of individual quotas which are based on a global quota. Imports are subject to price supplements levied in addition to customs duties, in com­pliance with the Federal regulations on reserve stocks to ensure national supplies, and to regulations for taking over any potato surplus.

Imports of most cereals, cereal products and by­products have since 1 July 1964 been subject to minimum import prices. These prices are sustained when necessary by variable levies. Twenty-two countries have signed agreements with the United Kingdom undertaking to co­operate by observing, as far as is practicable, the minimum import prices. These countries together supply over 90 per cent of United Kingdom cereals imports-.

In agreements concluded in April 1964 with Argentina, Australia, Canada and the United States concerning the possibility of applying levies on their exports, the United Kingdom undertook to maintain a fair and reasonable balance between home produc­tion and imports of cereals, and to provide the opportunity for overseas suppliers to share in the future growth of thé United Kingdom market. These agreements are no longer operative. A new agreement with these governments entered; into force on 1 July 1968 in iTotal of all which the United Kingdom gave no undertaking relating to access for imports.
