ARTICIE XXVIII NEGOTIATIONS
Notification by Finland
The following communication has been received from the leader of the Finnish delegation.
"Acting on instructions received from my Government I have the honour to inform you that they wish to enter into negotiations with the interested contracting parties to the General Agreement on Tariffs and Trade, under the provisions of its Article XXVIII, with a view to withdrawing or modifying certain conventional rates contained in Schedule XXIV to the Agreement «
"I enclose lists giving details of the proposed withdrawals or modifications as well as relèvent statistical information, and I should be grateful for your kind assistance for the purpose of having them distributed to the CONTRACTING PARTIES.
"The Finnish Government are prepared to initiate negotiations in Geneva at any tims convenient to the interested contracting parties."
The attached lists are distributed only in one copy to each delegation*

of duty is applicable if the importer is able to prove that corresponding goods are not commonly manufactured in Finland (See Explanations t» the Finnish Customs Tariff).
As a result of changes in the Nomenclature of the Finnish Customs
Tariff the following amendments should be made in the text of certain
headings and itams in Schedule XXIV. (negotiated with BX,DEN)
The text of heading to items 3o-o34,/~3o-o36 (negotiated with r:J, 3o-o38 (UK),
and ex 3o-%Ô5 (BX) now reading "Lacquers (lac varnishes), also coloured
or contain!ag colours"
should read "Lacquers (lac varnishes), also coloured or containing colours;
even if put un for retail sale:"
The text of item 47-o22 (FR) now reading as follows
"Machine felt, even endless woven or joined together in the form of
sleeves; press cloth"
should be amended to read
