GENERAL REQUIREMENTS

This unit shall be manufactured in the United States in accordance with IC 5-22-15-21.

This liquid deicing system is being purchased as a primary liquid deicing unit to be used in anexclusive airport operation.

The mission of this unit will be to perform deicing operations on airport-paved surfaces underextreme winter climate conditions experienced in the Midwest.

All bids received for this unit will include all items listed in these specifications whethersupplied by the chassis manufacturer or not. All items manufactured by outside supplier firmsshall be included in the total purchase price of the vehicle.

The Airport Authority reserves the right to reject any and all bids. Should the Authority elect toaward the bid, it will be awarded to the lowest responsive and responsible bidder.

All repair and/or replacement parts comprising components of this unit must be available fromthe manufacturer for a minimum of ten (10) years after purchase.

All items listed in these specifications are to be considered minimum requirements. Allexceptions are to be noted. Bidders shall state what individual components they are supplyingshould a component differ from that specified, and they should state the difference under thecompliance section.

If a bidder is meeting a specified item, they should indicate yes in the space provided undercompliance section. If they are not, they should indicate no and provide an explanation for thedeviation.

The Fort Wayne-Allen County Airport Authority (FWACAA) will be responsible for delivery ofthe chassis to the awarded bidder. The awarded firm will be responsible for assembly of allrequired equipment and return delivery of the completed unit to FWACAA at 11414 W.Perimeter Road, Fort Wayne, IN 46809.

Qualification of supplier:

Supplier of the deicing equipment must have five years of experienceof supplying similar equipment to the airport industry. A list of fivecontact/references must be included with the bid package. Product Tank Configuration and Material

Product Tank: The 3000 Gallon product tank shall be constructedof 12 Gage 304 stainless steel with flanged heads and two baffles. _______ ______

The sump shall be a full length, trough with mid tank or rear outletallowing for full drainage and easy cleanout of the product tank. _______ ______

The manhole shall consist of a low profile, 16-inch Tiona manhole with a10-inch filler cap and quick release clamping system. _______ ______

A sight gage shall be located on the front head, street side, with500-gallon interval markings. _______ ______

An external red led full light shall be provided on the rear area of thesystem to indicate full tank level during tank fill. _______ ______

Tank Level Gauge:

The Control system shall include an ultrasonic tank level gauge withcontinuous readout on the controller screen located inthe cab to include low level alert. _______ ______

Sill Mount System:

The tank shall be secured to the vehicle of a Sill Mount system. Thesill shall be attached to the vehicle by means of a spring mountingsystem, or v-style mount. All back-up and reinforcements shall be304 stainless material. Allowing for stress relieving during rackingand rolling effects of the vehicle frame. _______ ______

Fenders: The rear wheels shall be covered with non-corrosive, highimpact plastic or Stainless-steel type. They shall be of sufficient sizeto prevent tires from throwing spray onto tank of vehicle. Front andrear mud flaps shall be installed on both wheels. _______ ______

Ladder: Mounted street side to extend from top of tank to no lowerthan centerline of axles. Must be sized to allow for easy access totop of tank without obstruction. _______ ______

Hydraulic System

Hydraulic System Overview: Hydraulic system shall be frontmounted off the engine crankshaft with live power. No electric

or auxiliary motors. _______ ______

All fittings and hydraulic hoses shall have a pressure burstrating of at least four times that of the relief settings of the hydraulicsystem. All hoses shall be protected against vibration, truck exhaustheat, friction and wear. _______ ______

Adequate reservoir sizing shall allow for dwell time of the hydraulicfluid during normal operating conditions. Reservoir shall bemounted to allow for adequate head pressure to the inlet of the pump,eliminating potential for startup cavitation of the hydraulic pumpsystem. he reservoir shall be equipped with strainers in the outletports to protect the pump from large debris damage. _______ ______

Filtration of a minimum of 10-micron absolute shall be incorporatedinto the hydraulic system. _______ ______

Hydraulic Pump & Motor:

The pump and motor shall be of a variable speed pump design,equipped with a pressure compensating system shall be sized toallow for adequate operation of all functions of the deicing system,minimum 100cc. _______ ______

The motor shall be sized to provide maximum operation of theliquid product pump. _______ ______

The pump shall be on demand at all times, providing flow andpressure when needed by the operator. Pressure relief settingsshall be preset to allow for maximum performance, without degradinglife of the hydraulic system. _______ ______

Hydraulic Valving:

Valves required for spray boom and pump operation shall bemounted inside a weather sealed enclosure. _______ ______

Spray boom valves shall be clearly marked for individual operationand troubleshooting. The valving controlling the liquid productpump shall be integral to the ground-oriented spray control system.This valving shall allow for functioning of all pumping operations. _______ ______

Hydraulic Tank; Tank shall be fabricated of aluminum or stainlesssteel for corrosion prevention. Tank shall be sized to permit properoperation of hydraulic system as designed. _______ ______

Liquid Pumping System

Liquid System Overview:

The product liquid system shall be powered by a centrifugal pump. _______ ______

Plumbing will be constructed of a minimum of three-inch pipe and hose.All piping and hose shall be protected against vibration, truck exhaustheat, friction and wear. _______ ______

Spray boom section shutoffs shall be of a butterfly or ball design,with cab operated hydraulic or electric, actuators. _______ ______

Drainage valves shall be installed in all low points for full drainageof the liquid plumbing system. _______ ______

Total plumbing system must be designed with all non-corrosivematerials, to include piping, valves, nozzles strainers, and manifoldand spray bars. _______ ______

The total liquid conveyance system shall utilize flanged fittingsinstead of threaded fittings wherever possible to eliminate leakingof the deicer chemical. All fittings to be sized in accordance withpump capacity and free of any restrictions to limit flow requirementsof total liquid system. _______ ______

A 3-inch standard height fill point must be provided with dripless malecamlock fitting. _______ ______

Centrifugal Pump:

The pump shall be a single station, centrifugal pump design.Constructed to be capable of 600 GPM at 50 PSI to meet deicerrequirements for all application rates. _______ ______

Housing shall be of a cast iron construction with impeller design of amaterial compatible with deicing chemicals. _______ ______

Centrifugal pump shall be equipped with adequate coupling toallow for transfer of energy from the hydraulic motor to the liquid

The pump shall be equipped with a drain valve to allow for completedrainage of the pump housing. _______ ______

Spray Booms

Spray Boom:

The spray boom shall be constructed of seamless tubular steel withadequate strength to support typical forces experienced in mobileapplications. _______ ______

The boom shall provide a 75-foot overall uniform spray pattern. _______ ______

Spray tubes carrying deicer fluid to be constructed of stainless-steeltubing. Extending boom nozzles over the driver’s side entrance isprohibited, eliminating the possibility of chemical dripping ontothe operator during ingress/egress. Tip folds may be incorporatedinto this design. _______ ______

The spray boom shall be rear mounted. _______ ______

Automatic Folding Stow/Deploy booms:

A break-away boom system shall be provided that will allow a boomto over-ride the deployment system in an event of boom contact withan obstruction. Manual or automatic reset acceptable. _______ ______

Spray Nozzle System:

Spray nozzle system shall consist of variable rate or fixed orificetype sized to provide adequate application rates over the completeoperating range of the unit without having to be manually changed fordifferent application rates. _______ ______

Nozzles shall be quick lock type for ease of maintenance. Checkvalves will be provided at each nozzle to eliminate dripping of productwhen not in use. _______ ______

Controls, Electrical & Lighting

A microprocessor-based control system shall be included for controlof spraying applications regardless of vehicle speed and/or boom widthsbeing utilized. _______ ______

All controls must be operable from inside cab. It may be a combinationof touch screen and manual switches. _______ ______

Diagnostic screens shall aide in the trouble shooting and operation. _______ ______

The Controller shall be software based and programable for neededchanges and upgrades. The control system must be capable of beingcalibrated for different size nozzles and application rates. _______ ______

The spray boom shall consist of independent shut off sections, eachlinked into the control system for accurate totalizing of the area sprayed. _______ ______

All wiring shall be enclosed in plastic molding and protected from theelements. Connectors must be of weather sealed designed. _______ ______

Controller must be capable of changing application rates on the gowithout entering data into the controller due to the crucial nature of thedeicing application process. _______ ______

Lighting:

The boom shall incorporate three LED marker lights on each sidewith one of these located near the end of the tip providing for overallwidth verification at night. _______ ______

LED work lights shall be provided to illuminate each section of thespray boom, and the pump station. _______ ______

A Whelen amber LED beacon model L41AP shall be provided onthe rear top of the tank. _______ ______

Training and Manuals

Operator & Mechanic Training:

Training on the operation of the liquid deicing system must beperformed at the delivery location. A minimum of four hours ofequipment training will be provided covering areas such as operation,service and overall system familiarity. This section of training willfocus on operating this specific piece of equipment, its control console,its hydraulics, its valving, etc. _______ ______

Manuals:

Service and parts manuals must be provided at the time of delivery.These shall cover the maintenance, service and operation of all thesub-systems of the liquid deicer. Parts books for quick selection ofservice parts must be provided with system schematics, selectedCAD drawings and desktop published photos. _______ ______

Additional Equipment

Pavement Temperature Sensor:

Pavement temperature sensor shall be mounted on the mirror bracketof the chassis. This unit shall have a display permanently mountedin the cab, which shows continuous pavement temperature andoutside air temperature. _______ ______
