About the Bankwest CurtinEconomics Centre
The Bankwest Curtin Economics Centre is an independent economic and social research organisation located within the Curtin Business School at Curtin University. The centre was established in 2012 through the generous support from Bankwest (a division of the Commonwealth Bank of Australia), with a core mission to examine the key economic and social policy issues that contribute to the sustainability of Western Australia and the wellbeing of WA households.
The Bankwest Curtin Economics Centre is the first research organisation of its kind in Western Australia, and draws great strength and credibility from its partnership with Bankwest, Curtin University and the Western Australian government.
The centre brings a unique philosophy to research on the major economic issues facing the state. By bringing together experts from the research, policy and business communities at all stages of the process – from framing and conceptualising research questions, through the conduct of research, to the communication and implementation of research findings – we ensure that our research is relevant, fit for purpose, and makes a genuine difference to the lives of Australians, both in WA and nationally.
The centre is able to capitalise on Curtin University’s reputation for excellence in economic modelling, forecasting, public policy research, trade and industrial economics and spatial sciences. Centre researchers have specific expertise in economic forecasting, quantitative modelling, micro-data analysis and economic and social policy evaluation. The centre also derives great value from its close association with experts from the corporate, business, public and not-for-profit sectors.
About the Workplace Gender Equality Agency
The Workplace Gender Equality Agency is an Australian Government statutory agency created by the Workplace Gender Equality Act 2012.
The Agency is charged with promoting and improving gender equality in Australian workplaces.
We work collaboratively with employers providing advice, practical tools and education to help them improve their gender performance. Our staff are workplace gender equality specialists and provide industry-specific advice.
We also work with employers to help them comply with the reporting requirements under the Workplace Gender Equality Act 2012. This reporting framework aims to encourage measures that improve gender equality outcomes and has been designed to minimise the regulatory burden on business.
The Agency uses the reporting data to develop educational benchmark reports based on six gender equality indicators. The benchmark reports can be customised by industry and organisation size and enable employers to identify areas for focus, develop informed strategies and measure performance against peers over time.
We are committed to promoting and contributing to understanding, acceptance and public debate of gender equality issues in the workplace. We work collaboratively with employers, business, industry and professional associations, academics and researchers, equal opportunity networks and women’s groups and regularly speak at private and public events on workplace gender issues.

Welcome to the launch of the first BCEC|WGEA Gender Equity report series: Gender Equity Insights 2016: Inside Australia’s Gender Pay Gaps. This report represents the first major outcome
of an important partnership between the Bankwest Curtin Economics Centre and the Workplace Gender Equality Agency, with WGEA’s valuable Gender Equity data enabling new insights into gender pay gaps across Australian organisations.
The persistent gender pay gap is an economic, political and social issue. Gender pay gaps do not always signal direct discrimination, but remain problematic for a number of reasons. They represent poorer outcomes for women in terms of economic and personal freedoms; lost human capital potential and investment; and an impairment of economic growth for a nation seeking to remain competitive on a global scale.
The report series combines an ongoing assessment of gender pay gaps in Australia with special investigations that bring new perspectives to bear on this centrally important topic.
In this first report, we focus on the link between female Board representation and the size of the gender pay gap. Our research has uncovered some of the strongest evidence to date that shows greater representation of women on Boards is associated with a significant reduction in the gender pay gap.
The report findings also draw attention to the greater remuneration men receive compared to women in almost every scenario, but particularly among more senior occupation levels and when additional remuneration is taken into account.
On behalf of BCEC and WGEA, we would like to welcome you to the launch and hope that the report findings generate much needed discussion and debate about how to promote pay equity throughout Australian workplaces. Deborah Terry AO Vice Chancellor, Curtin University
Professor Deborah Terry AO was appointed Curtin University’s Vice-Chancellor in February 2014 and is the current President of the Academy of Social Sciences in Australia (ASSA) and member of the Board of Universities Australia. She is also on the Board of AARNET, Australia’s Academic and Research Network and previous Chair of the Australian Council of Learned Academies and the Australian Research Council’s College of Experts in the Social, Behavioural and Economic Sciences.
Professor Terry AO completed her PhD in Social Psychology at the Australian National University. She had a distinguished career at the University of Queensland, initially as an internationally recognised scholar in psychology, before progressing through a number of senior leadership roles, including Senior Deputy Vice-Chancellor. She was made an Officer in the General Division (AO) in June 2015 for distinguished service to education in the tertiary sector.
Libby Lyons Director, Workplace Gender Equality Agency
Libby was appointed as Director of the Workplace Gender Equality Agency for a period of five years from October 2015. Prior to joining the Agency, Libby held senior management roles across the corporate and government sectors in the energy, resources and telecommunications industries.
Libby started her working life as a primary school teacher and so has experience in working in both female and male dominated industries and understands first hand that a more diverse work group makes for better decision making and organisational performance.
Rebecca CassellsPrincipal Research Fellow, Bankwest Curtin Economics Centre
Rebecca oversees the Bankwest Curtin Economics Centre’s Focus on the States and Gender Equity research series. Prior to her role at BCEC, Rebecca worked as an independent consultant, working with state and federal government departments on a number of major economic evaluations. Rebecca previously spent many years with the National Centre for Social and Economic Modelling (NATSEM), where she held the position of Principal Research Fellow and leader of the Women, Children and Families team.
Rebecca has a diverse research portfolio that deals both with research methods and policy evaluation. Her principal areas of research include: gender equality, poverty and disadvantage, social exclusion, wealth and superannuation; child wellbeing; education inequality; and the role of geography in influencing social and economic outcomes.
Rob De Luca Managing Director, Bankwest
Rob was appointed Managing Director of Bankwest in April 2012. Before joining Bankwest, Rob held a variety of Senior Executive positions with the Commonwealth Bank, including Executive General Manager Retail and Business Banking, Executive General Manager Corporate Financial Services and Head of Group Investments for ASB in New Zealand, a subsidiary of the Commonwealth Bank.
Rob previously worked with National Australia Bank and held a number of roles across Corporate Strategy, Institutional Banking and Business Banking. Rob has a Bachelor of Economics from Flinders University and a Master of Business Administration from Adelaide University. He has also participated in Senior Executive programs at Columbia University and the University of Washington in the US.
He chairs Bankwest’s Diversity & Inclusion Council and represents Bankwest on CEOs for Gender Equity (WA). The CEOs for Gender Equity in WA brings together some of WA’s leading male and female CEOs and Chairpersons to ensure the issue of women’s representation.
Alan Duncan Director, Bankwest Curtin Economics Centre
Prior to becoming the Director of the Bankwest Curtin Economics Centre and the Bankwest Research Chair in Economic Policy, Curtin Business School, Professor Alan Duncan was the Director of the National Centre for Social and Economic Modelling (NATSEM) at the University of Canberra. Alan has a range of research interests including welfare policy evaluation, childcare affordability, employment incentives, population dynamics, labour market and welfare program participation, poverty and inequality, and economic and social wellbeing.
In 2000 Alan was awarded the Frisch Medal from the Econometric Society for excellence in applied economic research. He has served on a number of senior advisory panels and boards for government and public sector organisations in the UK, Europe and Australia, advising on areas including tax policy, pensions, labour markets and household welfare.
Since becoming Director, Alan has led BCEC research teams in the delivery of major research reports with a focus on West Australian issues – income and wealth, housing affordability, workforce and skills, poverty and disadvantage – and presented extensively at public forums on economic and social issues of concern to the WA economy and society. He looks forward to expanding the Centre’s reputation within WA and nationally.
