GECOM Must Explain Ballot Box Tampering At Diamond On
Wednesday, 30th November 2011

On elections day, and on the days after the elections, APNU sought
explanations from GECOM’s Chairman, Dr. Steve Surujbally, and Chief
Elections Officer, Mr. Gocool Boodoo, on many irregularities, but to date no
explanations have been given. In fact, in many instances neither Surujbally nor
Boodhoo could be contacted, but the queries were transmitted to GECOM. I am
seeking through the media to bring to the public’s attention ballot box
tampering at Diamond, East Bank Demerara, Region 4, and to force a response
from GECOM, the Police, and the PPP. I received reports of ballot boxtampering at Diamond from two groups of citizens, and I personally debriefed
them.
In the first instance, at around 4 p.m. on Wednesday, 30th November 2011, an
alert citizen observed a white Nissan double cab with license plate PNN 6170
and the police emblem on its sides, traveling out of Eccles Industrial Site.
There were two uniformed police ranks in the vehicle. The vehicle stopped at
the traffic light, and the citizen pulled up alongside it. He was able to see into
the vehicle and he saw 10 ballot boxes with the letters “PPP/C” taped aroundsome of the boxes.
The citizen became suspicious since all ballot boxes were supposed to be
locked down and secured on elections night Monday, 28th November 2011. He
followed the police vehicle up the East Bank Demerara roadway all the way to
the abandoned Diamond Estate Staff Compound. The police vehicle entered
the compound which was guarded by armed men.
The citizen reported to me that he saw a number of ballot boxes in the
compound, and men were opening the ballot boxes and removing large brownenvelopes from them. He took a picture of the scene and left after some armed
men were showing an interest in his SUV. The photograph of the compound is
attached below.

In the second instance, a group of five citizens, responding to telephone calls
they received of “skullduggery” at Diamond, went to the same Diamond Estate
Staff Compound at around 6 p.m. by which time the place was getting dark but
in the light in the compound they saw men opening ballot boxes, removing
large brown envelopes, and loading the boxes in a Canter truck. They took pictures from about 200 metres away, but it was dark and only the vehicle tail
lights were visible. They attempted to follow the truck but got stuck at the
traffic light at Diamond.
They saw that an individual was clearly in charge of the operations in the
Diamond Estate Staff Compound and he was identified as a PPP activist and
the Chairman of the Diamond/Grove NDC. Other sources, however, identified
the same PPP activist as the Overseer of the Diamond/Grove NDC. What is
clear is that a PPP activist who is an official of the NDC was involved.
I call on GECOM, the Police, and the PPP to explain to the Guyanese nation
what exactly took place at the Diamond Estate Staff Compound on Wednesday,
30th November 2011.
