GDPs in Support of SWAP Initial Concepts
CDM A&D Meeting.
January 24, 2001
24 Jan 01 CDM A&D Meeting 2
There are Two Goals in the Use of GDPs in Support of SWAP Reduce Airspace Demand Reduce Arrival Rates to Avoid Airport
Gridlock
Background
24 Jan 01 CDM A&D Meeting 3
Airspace Demand Reduction
When Severe Weather requires Flight Re-Routes, the overall airspace capacity in the region around the weather is reduced Flight Demand on the Airspace must be
Reduced This only affects flights near the
weather
24 Jan 01 CDM A&D Meeting 4
Airport Demand Reduction
However, Severe Weather that is Close to a Major Terminal Area can Severely Limit the Departure Flow from the Airport Since this can lead to Gridlock, the Entire
Flow to the Airport must be Slowed This affects all flights destined for one of
the affected Terminal Areas

Solutions
Potential Solutions have been described by Rick Oisen Including Various Uses of FSM or SMT
Focus Here on Specific Uses of FSM and Airport GDPs What Can We Do to Improve GDPs in
Support of SWAP With the Tools that we Have Today?

ATCSCC Personnel Input
Cannot Readily Determine % Reduction of Airspace Capacity
Majority of SRV WX Events Become An Airport Event
Need to Determine Departure Rate to Set Arrival Rate
Known Factors Are Route Status / MIT
24 Jan 01 CDM A&D Meeting 9
Approach – Revised
Historical Departure Demand From Major Terminal Areas Broken-Down by Departure Route
Predicte Departure Delays, based on Departure Fix/Route Closures Miles-in-Trail Restrictions on Departure
Fixes/Routes
Allow Determination of GDP Rate Based on Predicted Departure Delays
