    The Office of Civil Defense ismandated to administer the countrys

    disaster risk reduction andmanagement (DRRM) programs andactions, and fully implement the statepolicies that govern these initiatives.

    The Magna Carta for Women(Republic Act 9710) and thePhilippine Disaster Risk Reductionand Management Act (Republic Act10121) espouse a DRRM systemwith a gender perspective andprovides social protection to the mostvulnerable sectors of society. Women

    as part of the society share theburdens brought by a disaster to theircommunities. It is in this context thatwomen should have a share in theadvocacy and actions to protect thecommunities against hazards anddisasters, and should not be lookedupon as mere recipients ofgovernments aid.

    Putting these policies into practice,OCD takes the lead in ensuring thatgovernments DRRM programs, plans

    and actions not only respond to theexceptional needs of women and

    their children, but are also gearedtowards empowering women andtheir communities against thedetrimental effects of disasters.Women and communities should bemade aware of the hazards they arefacing and informed of the measuresthat can protect them from the risks.

    Community-Based DRRM programsshould also be employed to increasewomens capacity to reduce risks andmanage disasters. Participation and

    leadership roles in DRRM actionsshould be encouraged given thatwomen are in position to influencetheir own families and communities.Womens active participation will alsoensure that their special needs aregiven attention.

    Womens empowerment in DRRMwill lead the nation towards thedevelopment of empoweredcommunities that are safer, adaptive,and disaster-resilient.

    National Disaster Risk Reduction and Management

    Thousands Join 1st QuarterNationwide Simultaneous Earthquake Drill

    The National Disaster Risk Reductionand Management Council (NDRRMC)and Office of Civil Defense (OCD) led

    the conduct of the First QuarterNationwide Simultaneous EarthquakeDrill on March 19, 2014 with BicolUniversity (BU) in Legazpi City as theceremonial venue.

    Gracing the event are NDRRMCChairperson and Defense SecretaryVoltaire T. Gazmin, NDRRMCExecutive Director and OCD

    Administrator Eduardo D. Del Rosario,Albay Governor Joey Sarte Salceda,Legazpi City Mayor Noel E. Rosal and

    BU President Fay Lea Patria M.Lauraya PhD. The earthquake drill inBicol region simulated a magnitude 6.7Sorsogon earthquake with fire scenarioas a secondary hazard.

    Across the nation, over 400,000individuals joined in earthquake drillsorganized by OCD Regional Officesand Local DRRM Offices involvingmore than a thousand schools,hospitals, government buildings andprivate institutions.

    Metro Manila

    More than a hundred governmentagencies, public schools and privateinstitutions participated in the drill,including the City Halls of Muntinlupa,Taguig and Quezon City. OCD CentralOffice, likewise conducted anearthquake drill followed bydemonstrations on fire control and drillevaluation meeting.

    At the NDRRM Operations Center, aCommunications Exercise wasconducted to test the effectivenessand efficiency of the communications

    system and corresponding responsesfrom all concerned agencies.

    Luzon

    In Bauang, La Union, twenty fiveyoung individuals who trained underthe municipalitys Civil Defense forKids Program assisted in theearthquake and tsunami drill held atPayocpoc Sur Elementray School.They demonstrated the proper way of

    doing the duck, cover, and hold. Thprogram aims at enhancing thcapabilities of younger generation ipreparing for disasters and jumpsta

    the implementation of various childoriented DRRM activities in the region

    At the Lal-lo National High School Municipality of Lal-lo, Cagayan, thSchool Disaster ManagemenCommittee performed its roles anresponsibilities through the IncidenCommand System with the Principaacting as the Incident Commandeduring the school drill.

    No one can predict when anearthquake would actually occur. It isbest that we prepare for differenthazards like earthquake so that wewill know what to do and where to gowhen it strikes, OCD II RegionalDirector Norma C. Talosig said.

    At Bagong Nayon II Elementary andHigh School in Antipolo City, theearthquake drill highlighted theevacuation and rescue routineparticularly for physically challengedstudents. The teachers were alsoasked to demonstrate their first aidcapabilities since they would serve asthe first responders in the event of adisaster. In the whole CALABARZONregion, around 21,000 individuals fromgovernment agencies and localgovernment units participated.

    In MIMAROPA, more than fifty schoolsand government institutions joined theearthquake drill. Scenario usedenabled local disaster managers andrescuers to demonstrate theirresponse capability. They showeddifferent techniques in removingpersons from unsafe situations andbring them to treatment areas. Afterthe drill, an evaluation meeting washeld to discuss observations duringthe drill, and on how the communityresponse mechanisms can beimproved.

    In the Cordillera Administrative Region(CAR), more than 23,000 personsfrom 38 universities, schools, nationalagencies, local government units andprivate businesses and organizationsparticipated in this nationwideexercise. Baguio Citys Rizal National

    High School served as CARceremonial venue. It can be recallethat Baguio City was devastated by killer earthquake in July 1990.

    Visayas

    Around eight thousand studentschool and government workers anmembers of the communities from thsix provinces of Western Visaya

    joined the exercise. OCD VI RegionDirector Rose T. Cabrera said that thsimultaneous drill tests emergencresponse plan and provides evacuatioregimen in schools, governmenfacilities, homes and establishments.

    equipment and capabilities of itsEmergency Rescue Team. More than9,000 persons from ninety othervenues in the region participated in thedrill. This exercise was highlywelcomed after the Bohol Earthquakein October 15, 2013.

    Though ravaged by Typhoon Yolandaon November 8, 2013, Eastern VisayasRegion actively participated in thisnationwide activity. Over 27,000students, teachers, governmentofficials and workers, and privatecitizens evacuated their buildings andhouses.

    Mindanao

    Northern Mindanao Medical Center inCagayan de Oro City served as theceremonial venue for the earthquake

    drill in Region X. The hospital waschosen to gauge the efficiency of thewarning dissemination system, thelevel of preparedness, and theresponse capability of the largestgovernment-owned health institution inNorthern Mindanao. Other governmentof f ices, schools and pr ivateestablishments in other parts of theregion also joined the drill.

    In Davao City, government employeesof Mindanao Development Authorityand Social Security System alsoparticipated in the earthquake drill.OCD XI and Regional DRRM Councilmembers were also deployed to theprovinces and other cities in DavaoRegion to observe, assess andevaluate the capabilities andreadiness of the participatinginstitutions.

    Despite the presence of a lowpressure area, three schools fromMati City and the Davao OrientaDPWH 2ndEngineering District Officparticipated in the exerciseCompostela Valley and Davao deNorte however postponed the activitdue to the continuous rainfall in thprovinces causing flood in the areas.

    Alongside the earthquake driGeneral Santos City DRRM Officconducted a CommunicationExercise using the citys Rescue 72Emergency Hotline.     Government Continues Effortsfor Typhoon Yolanda Victims

    Office of the President and will be thebasis for the Rehabilitation and

    Recovery efforts of the government forareas affected by the disaster tohasten the rebuilding of communities,and the reconstruction of damagedinfrastructures. This is on top of otherongoing government assistance whichincludes food-for-work and alternativelivelihood program, and construction ofbunk houses for displaced families.

    The NDRRMC also conducted aReflection Workshop on Typhoon

    Yolanda on February 27, 2014 aRichmonde Hotel, Eastwood, Quezo

    City. The activity aims to capture thexperiences immediately before, durinand after Typhoon Yolanda hit thVisayas, including the lessons learneand perceived gaps, in order to furthestrengthen the countrys disaster risreduction and management systemThe event was attended by the disastemanagers who were directly involved the preparations and response to thonslaught of the typhoon.     The National Disaster Risk Reduction

    and Management Council (NDRRMC)created a National Post-DisasterNeeds Assessment (PDNA) Teamchaired by the Office of Civil Defense(OCD) with other members comingfrom other concerned governmentagencies. PDNA aims to firm up thegovernments continuing effort to helpthe victims and communities hit byTyphoon Yolanda on November 8,2013.

    NDRRMC through OCD first conducted

    an Orientation-Workshop on January 8-10, 2014 in Cebu City to equip themembers of PDNA teams prior to theirdeployment in the affected areas fromJanuary 11 to February 28.

    The National PDNA Team wasorganized into the livelihood, social,infrastructure, resettlement, cross-sectoral and support clusters, toensure that all areas of concern arecovered and given ample attention.

    The PDNA teams conductedassessments in Tacloban City, EasternSamar, Leyte, Western Samar, Biliran,Southern Leyte, the northern area ofPalawan and Cebu, and the PanayProvinces of Aklan, Antique, Iloilo andCapiz.

    After the assessment and validation,the PDNA teams submitted therequired reports to the NDRRMC. Thefinal report will be submitted to the

    NDRRMC Unveils HumanitarianResponse Depot

    Envisioned to become a hub ofhumanitarian activities not only for thePhilippines but also for the Asia PacificRegion, a refurbished Philippine AirForce warehouse was inaugurated asa humanitarian response depot underthe management of the PhilippinesNational Disaster Risk Reduction andManagement Council (NDRRMC) onMarch 25, 2014 in Air Force City,Mabalacat, Pampanga.

    The Inauguration was attended byNDRRMC Chair and DefenseSecretary, Voltaire T. Gazmin andSpanish Foreign Minister, H. E. JoseManuel Garcia Margallo. Joining theguests of honor were Spanish

    Ambassador to the Philippines, ,H. E.Jorge Domecq, NDRRMC Vice Chairfor Response and Social WelfareSecretary, Corazon Dinky Soliman,Health Secretary Enrique Ona,Undersecretary for Local Government,Usec Austere Panadero (representingNDRRMC Vice-Chair forPreparedness and Interior and Local

    Government Secretary Mar Roxas),NDRRMC Executive Director and CivilDefense Administrator, Usec Eduardo

    Del Rosario, and representatives fromthe Department of National Defense,Local Government Academy, DILGregional offices, Office of Civil DefenseRegions III and V.

    Also gracing the event are Nueva EcijaGovernor Aurelio Oyie Umali andLocal Chief Executives frommunicipalities of Nueva Ecija with theirrescue groups and as well as thosefrom the Province of Albay, officers ofthe Spanish embassy, CooperacionEspanola, World Food Program (WFP)and the United Nations Office for theCoordination of Humanitarian

    Assistance (UNOCHA).

    The Humanitarian Response Depot isa joint-project of the NDRRMC and theGovernment of the Kingdom of Spain,through its aid agency CooperacionEspanola. The Department of NationalDefense funded the renovation of theold Air Force Warehouse while Spainfunded the acquisition of disasterresponse equipment. Spanish Foreign

    Minister Margallo and Sec. Gazminunveiled the depots commemorativemarker signifying that the development

    OCD Hosts Knowledge Sharingon Typhoon Haiyan for

    European Union DelegatesThe magnitude of the calamitybrought by Typhoon Haiyan (Yolanda)is so unprecedented, that we in theEuropean Union would want to be ofgreater assistance to the Philippines inthe disaster risk reduction andmanagement effort, as well as learnfrom this experience, said Dr.

    Agostino Miozzo, Chief of theEuropean Union (EU) delegationduring the Knowledge Sharing activityhosted by the Office of Civil Defense,

    at the NDRRMC Conference Room onFebruary 11, 2014.

    The visit of the EU delegation wasorganized to share the Philippinesexperience in managing the effects ofTyphoon Yolanda (Haiyan) with focuson the steps undertaken to overcomethe post-disaster challenges.

    Civil Defense Executive Officer,Director Honorato S. de los Reyeswelcomed the EU delegation andexpressed his thanks, on behalf of the

    NDRRMC and OCD, for theoverwhelming support of the EUmember-states in the Philippineseffort to address the growing demandsof the calamity-stricken communities.

    Maj. Reynaldo B. Balido Jr. PA of theNational Disaster Risk Reduction andManagement Operations Center(NDRRM OpCen) gave the EUdelegates a comprehensive briefing onthe Typhoon Yolanda-wroughtcalamity, from its very inception up tothe post-disaster activities, includingthe challenges and lessons learned.

    These words presented by RebekaRyvola in her paper on GenderEquality through Disaster & ClimateChange Readiness: From Policy toPractice summarizes the reasons onw h y g e n d e r a n d w o m e ne m p o w e r m e n t s h o u l d b emainstreamed into Disaster RiskReduction and Management (DRRM).

    PNP Officials Undergo IncidentCommand System Course

    OCD I conducted a three-day BasicIncident Command System (ICS)Course for Regional, Provincial, Cityand Municipal Police Officials ofRegion 1 on February 18-20, 2014 atSea and Sky Hotel and Restaurant,Brgy. Pagdaraoan, City of SanFernando, La Union.

    Participants considered ICS as a vitaltool for effective disaster response.The lecturers provided the participants

    an overview, background, concepts,principles and features, capabilities,organization, facilities and commonterminologies. After the lectures, theparticipants demonstrated what theyhave learned on basic ICS functionsthrough exercises and classdiscussion context.

    PSSUPT Moro Virgilio M. Lazo, PoliceRegional Office 1 OIC Director,emphasized the importance of ICS to

    fully optimize the disaster response ofthe PNP workforce. He shared that hefinds ICS as a systematic way ofhandling disaster situations.

    OCD I Regional Director Melchito M.Castro gave his appreciation for theparticipation of the PNP officials in thethree-day ICS training.     Media practitioners of Region 1 gainedfundamental knowledge on DRRM

    during the two-day DRRM Seminar-Orientation for Media Practitioners inRegion 1 on March 13-14, 2014 at Seaand Sky Hotel and Restaurant, SanFernando City, La Union.

    20 media practitioners from all overRegion 1 gained basic knowledge onDRRM through lectures by the OCDPublic Affairs Office, DOST, PAGASA,and PHIVOLCS. The seminar coveredtopics on the Philippine Disaster RiskReduction and Management

    Overview, Understanding Hazards:Effects to People and Environment,Mitigation and Warnings, MediaRelations in Emergency, Tips toDRRM Partners in Working with theMedia, and PHIVOLCS Informationand Warning Products.

    The overall event was a success asmanifested by the positive feedback ofthe media practitioners on the two-daylive-in Seminar/Orientation.

    Melchito M. Castro, Regional DirectoOCD Region 1, hopes that the mediwould use their newly gaineknowledge in providing reliable anhelpful news to the public.     OCD III facilitated the drafting of thLocal Disaster Risk Reductio

    Management (DRRM) Plans of province, two cit ies and onmunicipality. A total of four hundreseventy six (476) participants from thLocal DRRM Offices of PampangaMasinloc, Balanga City and City oSan Fernando joined the planninworkshop.

    OCD VIII assisted the delegation fromthe Vietnamese Government whoarrived in Tacloban City for aTechnical Visit to the Philippines onMarch 11, 2014. The Delegation washeaded by Mr. Nguyen Xuan Dieu,General Deputy Director, Directorateof Water Resources (DWR) cum

    Permanent member of CentralCommittee for Flood and StormControl (CCFSC), Ministry of

    Agriculture and Rural Development(MARD).

    The purpose of the visit was to getlearning experiences and goodpractices from the affected areas ofTyphoon Yolanda. Visited areasinclude the Cities of Ormoc andTacloban and the Municipality ofTanauan, Leyte.

    They met up with officials of Taclobanand Ormoc City and the Mayor ofTanauan, Leyte to talk about actionsand responses before and after thetyphoon, as well as plan to furtherenhance these responses in order to

    the same training course at VillEstela, Maramag, Bukidnon. Bottrainings were participated in by thmembers of their respective DRRMCouncils.

    To date, fourteen (14) LDRRMCs wertrained on Basic ICS two (2) of whicwere already done with the All-HazarIncident Command System Trainingone (1) Basic ICS in the RegionaLevel participated by the DRRM focapersons of the member agencies oRDRRMC XII; and, one (1) IntegratePlanning Course for the SelecteGraduates of Basic ICS.

    Local Disaster Risk Reduction and Management

    OCD II Conducts Series of Community-BasedDRRM Activities in Divilacan, Isabela

    Divi lacan is a second classmunic ipa l i t y s i tuated in theNortheastern part of the Province ofIsabela. It lies between the Pacific

    Ocean and the Northern SierraMountain Range. Moving in and out ofthe municipality is through motorizedboats (from Sta Ana, Cagayan) or bysmall planes (8-seater and 3-seater)via Tuguegarao City in Cagayan andCauayan City in Isabela.

    The town is directly exposed tomonsoon wind systems and isfrequently visited by tropical cyclones.While they have survived thesehazards in previous years, the people

    in this coastal town need to be furthercapacitated to be more proactive anddisaster-resilient as outside help couldnot come in immediately when theyhit.

    With this, OCD II headed by RegionalDirector Norma S. Talosig conducted aseries of Disaster Risk Reduction andManagement (DRRM) trainings and

    activities to capacitate not only themembers of the Municipal DRRMCouncil but also the local folks whoare affected first when disaster strikes.

    A Community-Based Disaster RiskReduc t i on and Management(CBDRRM) Training was conductedon February 21-22, 2014. The trainingwas participated in by members of theBarangay DRRM Committees from thetwelve barangays of the municipality.The three-day event focused on

    Hazards Mapping, Community RiskAssessment and DRR Strategies.

    A Mountain Search and Rescue(MoSAR) Training was likewiseconducted on February 19-24, 2014,with the assistance of Bureau of FireProtection-Search and Rescue Unitbased in Metro Manila. This trainingaimed to train members of DivilacanRescue 314 and some employees ofthe LGU on different types of roperescue, basic mountaineering andproper way of handling patients.

    According to the participants, thetraining is very useful for themespecially that their terrain is generallysloping to undulating hills.

    OCD II also reviewed the Local DRRMPlan of the municipality. One of therecommendations of Director Norma

    Talosig was for the Council and othepartners and stakeholders to sievaluate and enhance their LDRRMPlan in order to ensure that DRR-CCis integrated in their DevelopmenPlans.

    The GMMA READY & Risk AnalysisProjects Information, Education andCommunication Campaigns for the 16

    cities and 1 municipality in GreaterMetro Manila kicked off in Taguig Cityon December 16 and 17 , 2013. Thissignalled the start of a city-widedistribution of hazard and risk mapswi th accompanying workshopconducted by experts fromPHIVOLCS, PAGASA, Mines andGeosciences Bureau (MGB) and theNational Mapping and ResourceInformation Authority (NAMRIA). Theworkshops were coordinated by theOffice of Civil Defense as the

    implementing agency for the projects.

    To date, IEC campaigns wereundertaken in collaboration with theLGUs of Marikina, Valenzuela, Makati,Las Pinas, Paranaque, Pateros,Navotas , Munt in lupa, Pas ig ,Mandaluyong, San Juan, Malabon,

    Pasay, Malabon and Quezon City.

    The IEC campaign and workshotarget participants who are the locagovernment units down to thbarangay level. The workshop, whicis aptly titled: Multi-Hazard and RisMaps IEC Campaign present thvarious hazards specific to each citand its barangays. Using the Hazarand Risk Maps developed under thtwo projects, participants from varioubarangays , LGUs and othestakeholders get an up close anpersonal look at the areas as well athe facilities and structures which wbe vulnerable to hazards like GrounR u p t u r e , G r o u n d - S h a k i n gLiquefaction, Tsunami, EarthquakeInduced Landslides, Severe WindFlood, and Storm Surge.

    The objective of the workshop is tgive a deeper understanding of thcitys vulnerability to certain hazardand encourage first responders, locD R R M O , e m e r g e n c y h e a l tmanagers, and barangay officials tbe pro-active in ensuring the safety otheir communities and in preservintheir economic resources.     Atty. Priscilla P. Duque, MNSAscontribution to the OCD as aninstitution cannot simply be measuredby her years in service. She started inOCD as a Legal Aide, hired on anemergency basis on April 3, 1974.

    Since then, she had served the OCDfor 39 years.

    She rose from the ranks from being alegal aide, becoming a Civil DefenseOfficer, to a Public Relations Officerand to Assistant Civil DefenseExecutive Officer with the rank ofDirector I.

    A proud daughter of Nueva Ecija, shefinished her baccalaureate inEconomics from the University ofSanto Tomas. Her thirst for knowledgeled her to pursue studies on

    jurisprudence in Manuel L QuezonUniversitys Law School, consequentlyearning her second degree: Bachelorof Laws.

    Understanding that she needed to putall her knowledge into the perspectiveof national security, being an officer inthe civil defense establishment, shetook up and earned her mastersdegree in national securityadministration at the National Defense

    College of the Philippines.

    An important achievement was herinvolvement in the crafting of thePhilippine DRRM Bill which gave birthto the ratification of Republic 10121,which effectively revolutionized thePhilippine DRRM environment into a

    husband, Armando and their 6children: Shahani, Bernard, Gerald,Milani, Armida and Aireen Victoria.

    She has gone into the GreatBeyond, where the fields are

    eternally green and each day iswelcomed by a swift sunrise andcooled by a calm breeze; where onlydew and joyful rain fall from the sky;and no harsh tempests nor violentupheavals disturb the peace. She isremembered as a fair-handedservant-leader, leading by taking thehand of her colleagues andsubordinates and serving themalong the way and enabling them viacapacity-building. Her sense ofhumor and maternal concernlightened the burden of hecticschedules and activities while herattention to details maintained focuson the achievement of goals with astrong orientation on systems andprocedure.

    In her passing, she will surely bemissed. Not just by her family, not

    just by her friends, not just by hercolleagues in OCD and the DRRMcommunity, but most of all, therandom people whom she hadtouched through her profound

    knowledge and whose lives she hadchanged in the effort to build a safe,disaster-resilient and climate change

    adaptive Philippines.

She hadbeen Philippines representative to anumber of international disastermanagement conferences andtrainings. For her erudition on thefield of disaster management, shehas been hailed as a DRRM Guru

    and had received numerous awardsand recognitions locally andinternationally.

    On February 11, 2014, she finallywent off to her date with the Deityafter battling cancer for more than 2years. She is survived by her

    The Philippine Institute of Volcanologyand Seismology (PHIVOLCS), inassociation with Japan InternationalCoorperation Agency-Japan Scienceand Technology (JICA-JST) Project

    and the Association of StructuralEngineers of the Philippines (ASEP)recently launched its House Safe IsMy House?information materials.

    The project features a self checkquestionnaire for earthquake safety ofconcrete hollow block (CHB) houses,one of the most common type ofhouse in the country. The 12-pointchecklist as shown on the right can beused by homeowners to assess thecondition and earthquake readiness of

    their houses based on standards ofthe National Building Code andStructural Code of the Philippines.

    By answering the questions, the useraccumulates points assigned to thechoices. The total score will thenindicate the earthquake readiness ofthe house being evaluated. Thefollowing are sum total and therecommended actions for thehomeowners:
