G.S.R. 347(E).-In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession
of the Subordinate Statistical Service (Group B- Gazetted) Rules, 2002 and the Subordinate Statistical Service (Group C)
Rules, 2002, except as respects things done or omitted to be done before such supersession, the President hereby
makes the following rules, namely: -
1. Short title and commencement:-
(1) These Rules may be called the Subordinate Statistical Service Rules, 2013.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions:-
In these Rules, unless the context otherwise requires -
(a) "ACP" means the Assured Career Progression Scheme for the Central Government Civilian Employees;
(b) "Commission" means the Union Public Service Commission;
(c) "Controlling Authority" means the controlling Authority referred to in rule 5;
( d)"Departmental Promotion Committee" means a Committee specified in Schedule IV for considering the cases
of promotion or confirmation in any grade of Group B post of the Service;
(e) "Duty Post" means any post, whether permanent or temporary, included in Schedule-I
(f) "Government" means the Central Government;
(g) "Grade" means any of the Grades of the Service specified in Schedule I;
(h) "Schedule" means a schedule amended to these Rules;
(i) "Scheduled Castes" and "Schedule Tribes" shall have same meaning respectively assigned to them in clauses (24)
and (25) of article 366 of the Constitution;
(j) "Service" means the Group B posts of the Subordinate Statistical Service constituted under section 4;
3. Scope:- Number of pOsts that will be placed in different grades of Subordinate Statistical Service (SSS) [Group
B] is specified at Schedule I amended to these rules.
4. Constitution of the Subordinate Statistical Service:
There shall be constituted a service known as the Subordinate Statistical Service (SSS) consisting of Group "B"
Statistical function posts as specified in Schedule - I annexed to these rules. The Group 'B" posts of the service shall
consist of person's appointed to the service under these rule:
5. Controlling Authority:
The Ministry of Statistics and Programme Implementation shall be the Controlling Authority.
6. Future maintenance of Service:
(1) The vacancies in any of the grades referred to in Schedule-I and Schedule V shall be filled in the manner as
provided in these rules.
(2) The method of recruitment, the field of selection for promotion or absorption, including the minimum
qualifying service required in the lower grade or lower grades, as the case may be, for promotion or absorption to the
posts in respective grades of the Service shall be as specified in Schedule-II amended to these rules.
(3) The direct recruitment to the Service shall be made on the basis of open competitive examination to be held
by the Staff Selection Commission on the basis of educational and other qualifications and experience and age limit as
specified in Schedule-III amended to these rules.

(4) The promotions to Grade I and Grade II of the Service shall be on the basis of selection on the
recommendations of the Departmental Promotion Committee as specified in Schedule-IV amended to these rules.
(5) The promotions to Grade I of the Service on the basis of Limited Departmental Competitive Examination
(LDCE) as specified at Schedule VI annexed to these rules shall be made on the basis of the order of merit
recommended by the Controlling Authority, taking into account the total marks obtained by the members in the
written departmental examination and the marks obtained on the assessment of Annual Confidential Reports or Annual
Performance Appraisal Report (APAR), as specified in that Schedule.
Where juniors who have completed their qualifying or eligibility service are being considered for promotion,
their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed
their probation period, for promotion to the next higher grade along with their juniors who have already completed
such qualifying or eligibility service.
7. Filling of duty posts by Deputation (including short-term contract):
(1) Notwithstanding anything contained in these rules, where the Controlling Authority is of the opinion that
considering the number of vacant posts, it is necessary or expedient so to do, it may for reasons to be recorded in
writing and in consultation with the Commission, fill up vacant duty posts in any grade by deputation (including short-
term contract) from amongst officers working in the Central Government or the State Governments or Union
Territories, Public Sector Undertakings (PSU) or recognized research institutions or universities, statutory or
autonomous bodies or semi-government organisations holding analogous posts and having the requisite qualifications
as specified in Schedule — III.
(2) The period of deputation or short-term contract shall be for a period not exceeding three years.
8. Seniority:
The seniority of the members recruited to the Service shall be determined in accordance with the general
instructions issued by the Government in this regard from time to time.
Note: For determination of seniority, the pay scales held by the members of the Service on regular basis as on
1st January 2006, and not the scales granted under the Assured Career Progression (ACP) Scheme, if any, shall be taken
into account. The Assured Career Progression (ACP) already granted shall, however, not be withdrawn. However,
promotion to the Non-functional Grades under the Subordinate Statistical Service (Group B- Gazetted) Rules, 2002 and
Subordinate Statistical Service (Group C) Rules, 2002 shall be taken into account for the purpose of placement in the
revised scales.
9. Probation or Training:
(1) Every candidate appointed to the service either by direct recruitment or by promotion shall be on probation
for a period of two years;
Provided that the Controlling Authority may extend the period of probation in accordance with the
instructions issued by the Government from time to time:
Provided further that any decision for extension of a probation period shall be taken within eight weeks,
after the expiry of initial period of probation and communicated in writing to the concerned candidate together
with reasons for so doing within the said period.
(2) During the period of probation or any extension thereof, the candidate may be required by the Government to
undergo such courses of training and to pass such examinations or tests (including examination in Hindi) as the
Government may deem fit, as condition for satisfactory completion of probation.
(3) On expiry of the period of probation or any extension thereof, the candidate shall, if considered fit for
permanent appointment, be confirmed in their appointment.
(4) If, on expiration of the period of probation referred to in sub-rule (1) or any extension thereof, as the case
may be, the Controlling Authority is of the opinion that a candidate is not fit for permanent appointment, or if any time
during such period of probation or extension, it is satisfied that he will not be fit for permanent appointment on the
expiration of such period of probation or extension, it may discharge or revert him to his substantive post or pass such
other orders as it thinks fit.
10. Appointment to the Service

All appointments to the Service shall be made by the Controlling Authority.
11. Date of Appointment:
The date of appointment of a person to the Service or post on a regular basis shall -
(a) in the case of a direct recruit to Statistical Investigator Grade II or post be deemed to be the date of his
actual joining the grade or post, as the case may be; and
(b) in the case of officers promoted to Statistical Investigator Grade I and Statistical Investigator Grade II or
post, be the date on which he was included in the Select list for promotion to that grade or post as the
case may be, or the date on which he was appointed to the grade or post as the case may be, whichever
may be later.
12. Deputation:
Any officer of the Service may be required by the Controlling Authority to serve in any post on deputation for a
specified period as decided by it.
13. Saving
Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes and other special categories of
persons in accordance with the orders issued by the Government from time to time in this regard.
14. Other Conditions of Service
The conditions of service of the members of the service in respect of matters not expressly provided for in these rule's, shall, mutatis mutandis and subject to any order issued by the Government in respect of the Service, be
the same as those applicable to officers of the Central Civil Services in general.
15. Disqualification
No person shall be eligible for appointment to the Service,
(a) Who has entered into or contracted a marriage with a person having a spouse living;
(b) Who having a spouse living has entered into or contracted a marriage with any other person, shall
eligible for appointment to the said posts:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable
to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from
the operation of this rule.
16. Liability for Service in any part of India:
Officers appointed to the Service shall be liable to be serve anywhere in India.
17. Power to relax:
Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for
reasons to be recorded in writing, and in consultation with the Commission, relax any of the provisions of these rules
with respect to any class or category of persons.
18. Interpretation:
If any question as to the interpretation of these rules arises, the controlling authority shall decide the same.

structure based on the 6th CPC recommendation has been extended, shall be deemed to have been placed in the
revised merged Pay Band or scale of pay of Rs. 9300-34800 (PB-21 Plus Grade Pay of Rs. 4200 and re-designated as
Statistical Investigator Grade II.
(iii) All the officers who were appointed or promoted to Grade I post of Statistical Investigators on regular basis in
the pre-revised scales of Rs. 7450-11,500 after 1.1.2006, the date from which the revised pay structure based on the
695 CPC recommendation has been extended, under Subordinate Statistical Service (Group B - Gazetted) Rules, 2002
shall be deemed to be placed in the revised Pay Band or scale of Rs.9300-34800 (PB-2) plus Grade Pay Rs. 4600 from
the date of such appointment or promotion;
(iv) All the officers, who though were appointed or promoted to Grade II post of Statistical Investigator on regular
basis in the pre-revised scale of Rs. 6500-10,500 after 15t January 2006, the date from which the revised pay structure
based on the 6th CPC recommendation has been extended, under Subordinate Statistical Service (Group B) Rules, 2002
but were occupying the posts of Grade III of SSS as on 1.1.2006 shall also be deemed to have appointed to Grade II of
Service in the revised Pay Band/Scale of Rs. 9300-34,800 (PB-2) plus Grade Pay of Rs. 4200 and re-designated as
Statistical Investigator Grade II w.e.f. 1.1.2006;
(v) All the officers, who though were appointed/promoted to Grade III posts of Statistical Investigator on
regular basis in the pre-revised scale of Rs. 5500-9000 after 15' January, 2006, the date from which the revised pay
structure based on the 65h CPC recommendation has been extended, under Subordinate Statistical Service (Group C)
Rules, 2002 but were occupying the posts of Grade IV of SSS as on 1.1.2006 shall also be deemed to have appointed to
Grade II of Service in the revised Pay Band or Scale of Rs. 9300-34,800 (PB-2) plus Grade Pay of Rs. 4200 and
re-designated as Statistical Investigator Grade II w.e.f. 1.1.2006;
(vi) All the officers who were appointed/promoted to Grade IV posts of Statistical Investigators on regular basis in
the pre-revised scale Rs. 5000-8000 after 1.1.2006, the date from which the revised pay structure based on the
66 CPC recommendation has been extended, under Subordinate Statistical Service (Group C) Rules, 2002 shall also be
deemed to have been appointed to Grade II of the Service in revised Pay Band or scale of Rs. 9300-34800 plus Grade
Pay of Rs. 4200 from the date of such appointment or promotion;

(vii) Those candidates who could not be absorbed in accordance with Subordinate Statistical Service (Group 8-
Gazetted) Rules, 2002 and Subordinate Statistical Service (Group C) Rules, 2002 may be considered for absorption in
the appropriate grade, depending upon the availability of vacancies, in accordance with Rules 3(v) of the rules on the
recommendation of the Selection Committee specified in sub-rule (viii);
(viii) The appointment and absorption of incumbent(s), whose post(s) will be en-cadered after initial constitution of
the service, will be considered on the recommendation of a Selection Committee, consisting of Deputy Director
General (DDG) of Central Statistical Office (CSO) as chairman and three other members, not below the rank of Deputy
Secretary to the Government of India, to be constituted by the Controlling Authority.

Provided that no departmental examination shall be held and the post shall be filled 100% by promotion till all the incumbents holding post of Statistical Investigator Grade-11 with combined regular service of ten years or more in Grade II in PB-2. Rs. 9300 -34800 with Grade Pay of Rs. 4200 and in the erstwhile Grade III (pre-revised scale of Rs. 5500 – 9000) and in the erstwhile Grade IV (pre-revised scale of Rs. 5000 – 8000) on the date of commencement of these rules arc considered for promotion to the post of Statistical Investigator Grade-I. Thereafter, the post shall be filled by the above method of recruitment.
(2) For promotion on the basis of LDCE:
Statistical Investigators Grade-11
in PB-2, Rs.9300-34800/-with Grade Pay of Rs. 4200 with 5 years
regular service in the grade and
have completed the probation
successfully shall be eligible for Limited Departmental Competitive
examination.

(ii) For absorption:
Officials in Pay Band-2 of Rs.9300-34800
plus Grade Pay of Rs.4200 with three
years of regular service in the grade in
different Ministries/ Departments
recognized by the Controlling Authority as
feeder grade posts considering statistical
functions, shall be eligible for absorption
in the post of Statistical Investigator
Grade-II.
(iii) For direct recruitment:
The educational qualifications and age
limit for direct recruitment shall be as
specified in Schedule III annexed to these
rules
Note: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis
by an officer prior to 1.1.2006, the date from which the revised pay structure based on the Sixth Central Pay
commission recommendations has been extended, shall be deemed to be the service rendered in the corresponding
grade pay or pay scale extended based on the recommendations of the Pay Commission.

Minimum educational and other qualifications and age limit for direct recruits to Statistical Investigator Grade II duty posts in Subordinate Statistical Service
Age Limit: Not exceeding 32 years
(Relaxable for Government servants up to 5 years in accordance with the instructions or orders issued by the Central
Government in this regard from time to time)
Note: The crucial date for determining the age limit shall be the closing date for receipt of the application from
candidates in India and not the closing date for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur,
Nagaland, Tripura, Sikkim, Laddakh division of 1 and K State, Lahol and Spiti District, Pangi sub-division of Chamba
district of Himachal Pradesh, Andaman and Nicobar Islands or Lakshadweep.
Educational qualification:
A candidate for direct recruitment to the grade of Statistical Investigator Grade-II of the service must have obtained the following educational qualifications, namely:- (a) Bachelor's Degree in any subject from a recognised University or Institute with at least 60% in Mathematics at I2'h standard level;
Or (b) Bachelors Degree in any subject with Statistics as one of the subjects at degree level.
Note: Qualifications are relaxable at the discretion of the Staff Selection Commission in the case of candidates
otherwise well qualified.
