We hope to see you again! TRIP REPORT The Gartner PPM & IT Governance Summit 2013 was held on 3 – 4 June 2013 at the Lancaster Hotel in London. This report summarizes and provides highlights from the event. Overview From the start of the 2013 summit planning process, our delegates told us two things very clearly: 1. They needed help in choosing the right projects 2. They needed guidance on streamlining implementation and achieving improved efficiency within their organizations And all because they were looking to achieve a core objective – Maximize the results from every investment that they make! It was therefore very clear to Gartner that the business need for program and portfolio delivery is surging in 2013. However, our delegates and clients told us that despite this, they were faced with a shortage of skilled IT staff, which in turn was preventing them from addressing anything more than the most urgent of priorities. Many of those attending the event told us that as their strategies continue to evolve in Europe’s challenging economic state, they are struggling to maintain an accurate view of their program’s evolving goals. overviewFrom the start of the 2013 summit planning process, our delegates told us two things very clearly:

In response, we therefore organized this year’s summit around 3 tracks:

• Programs and Portfolios: Striking Strategic Balance

• IT Governance: Who Decides What, and How to Meet Business Objectives

• The Dynamic PMO: Driving Change beyond IT

We created several different session formats that could facilitate all the discussions we wanted delegates to have around these issues, and in response to their feedback around their key challenges. We also invited guest speakers, including Dr. Bent Flyvbjerg who spoke about IT project risk and ‘avoiding black swans’ – which received a fantastic response from delegates.

The event was a great success, and continued to build on the success of our previous events! We are delighted by your feedback, as most of you have told us the conference has achieved your objectives!

This report will help you summarize some of the key findings from this year’s summit, and demonstrate the importance of this event.

Key take-aways

• Use the ‘Nexus of Forces’ – the convergence of mobile, cloud, big data and social media – as a catalyst for more aggressive goals and a mandate for change within organizations

• PPM leaders need to understand their organization’s view of what is ‘effective governance’, and design portfolio governance accordingly

• To achieve true agility and adaptiveness takes discipline and a willingness to face reality – Making poorly thought-out changes will benefit no one within your organization

• PPM leaders need to introduce their boards and business unit leaders to the idea that the value that they gain from IT will be limited without a clear strategy

• Look to implement metrics and measures that are simple, and intuitively obvious and always focused on goals

• PPM leaders should look to lead the way in encouraging independent thought and avoiding group-thought – they should seek to nurture and protect the organization’s introverts!

• Compliance should be managed as a part of organizational risk management

• When seeking new investments within your organization, look to explain them in the context of how they will help to reduce cost in the business and advance the mission

Summit opening Keynote: Generating Change energy: The enterprise PMo and the agile enterprise Donna Fitzgerald and Matthew Hotle, Gartner

During the opening keynote address, Gartner analysts Donna Fitzgerald and Matthew Hotle shared how businesses are competing in a world in which agility and adaptability have become critical components of business strategy. The project-based delivery and prioritization methods, management techniques and organizational models of the past simple won’t handle the complexity of tomorrow’s portfolio management. The provocative session included discussion of using pace layering and a recommendation to create a new IT product management role to oversee end-to-end performance.

Guest Keynote: are you really Practicing Portfolio Management? Mark A. Langley, PMI and Matt Light, Gartner

Project Management Institute’s Mark A. Langley and Summit Chair Matt Light shared what it takes to sustain and enhance strategic competitiveness in today’s increasingly uncertain, complex business environment. Step one: Monitor your organization’s entire portfolio to balance risk and understand relationships.

Guest Keynote: Why your IT Project Might be riskier than you Think: how out-of-control IT Projects can end executive Careers, bring Whole Companies down, and What You Can do about It Dr. Bent Flyvbjerg, Professor and Chair, University of Oxford

Whilst many IT projects deliver on-time and on-budget, a few run the risk of turning into ‘black swans’. These ‘black swans’ are contagious – they have a knock-on effect to other IT projects, disrupt the business, and can sink executive careers and even whole companies! During this presentation, Dr. Flyvjberg explained to the audience the three key questions they should ask themselves in identifying and avoiding ‘black swan’ IT projects: What challenges do ‘black swan’ IT projects pose?; What are the root causes of a project becoming a ‘black swan’?; What cures exist against ‘black swans’?

Closing Keynote: PPM Must address the Challenge of legacy 2.0 Andy Kyte, Gartner

Gartner analyst Andy Kyte’s energetic, fast-paced keynote illustrated the risks of maintaining costly and bloated application portfolios and offered strategies for portfolio managers to meet changing business needs in a timely and efficient manner.
