BEST MANAGEMENT PRACTICESTEMPORARY DUST CONTROL
1.THE GRADED AREA OR PROJECT SITE THAT IS CLEARED OF VEGETATION SHALL BE DAMP FOR SEVEN (7) DAYS AWEEK . AT THE END OF EACH DAY, THE SITE SHALL BE SUFFICIENTLY DAMPENED WITH WATER CONTINUOUSLY SOTHAT THE SITE WILL REMAIN MOISTENED DURING THE NIGHT.
2.THE CONTRACTOR SHALL CONDUCT HIS OPERATIONS SO THAT EXCAVATION, EMBANKMENT, AND IMPORTEDMATERIAL SHALL BE DAMPENED ON A CONTINUAL BASIS TO PREVENT DUST PROBLEMS.
3.IN APPLYING FOR A GRADING PERMIT, THE CONTRACTOR SHALL SUBMIT PLANS, SCHEDULES AND/OR WRITTENMEASURES WHICH PROVIDE FOR DUST CONTROL. THE DUST CONTROL MEASURES SHALL CONTAIN POSITIVESTATEMENTS WHICH REQUIRE ACTION OR WORK THAT WILL PREVENT DUST PROBLEMS. NO PERMITS WILL BEISSUED UNLESS THE COUNTY IS ASSURED THAT DUST PROBLEMS WILL BE MINIMIZED.
TEMPORARY EROSION CONTROL MEASURES
1. TEMPORARY VEGETATIVE COVER SHALL BE PLANTED WITHIN A PERIOD OF 30 CALENDAR DAYS AFTER THE SITEHAS BEEN GRADED OR BARED OF VEGETATION OR IF FINAL GRADING OF THE SITE WILL BE SUSPENDED FOR MORETHAN 30 CALENDAR DAYS.
2. TEMPORARY VEGETATIVE COVER SHALL CONSIST OF 40LBS. COMMON RYE GRASS SEED PER ACRE AND 400 LBS.PER ACRE 10-10-10-OR EQUIVALENT WORKED INTO THE SEED BED BEFORE PLANTING. A TEMPORARY SPRINKLERSYSTEM IS TO BE INSTALLED CONCURRENTLY WITH ALL PLANTINGS. PLANTING AND MAINTENANCE OF GRASS SHALLCONFORM TO THE "HAWAII STANDARD SPECIFICATIONS FOR ROAD, BRIDGE, AND PUBLIC WORKS CONSTRUCTIONS,1994", AND ITS AMENDMENTS.

ALL CONSTRUCTION WORK IS TO BE CONSTRUCTED IN ACCORDANCEWITH THE PUBLICATIONS HAWAII STANDARD SPECIFICATION FOR ROAD,BRIDGE AND PUBLIC WORKS CONSTRUCTION, 1994 AND STANDARDDETAILS FOR PUBLIC WORKS CONSTRUCTION, DATED 9/84. THE STANDARDDETAILS ARE AVAILABLE AT THE COUNTY OF KAUAI CLERKS OFFICE.
2. NO GRADING WORK IS ALLOWED BETWEEN 7 P.M. TO 7 A.M. ON ANY GIVENDAY OF THE WEEK, AND NOT TO BE DONE ON SATURDAYS , SUNDAYS ANDHOLIDAYS WITHOUT PERMISSION FROM THE COUNTY ENGINEER.
3. THE CONTRACTOR IS TO NOTIFY THE PUBLIC WORKS DEPARTMENT FIVE(5) CALENDAR DAYS PRIOR TO COMMENCING ANY GRADING WORK. NOTIFYPUBLIC WORKS INSPECTION SECTION WHEN THE WORK IS COMPLETED ANDREADY FOR INSPECTION.
4. CONSTRUCTION PLANS ARE VALID FOR A PERIOD OF ONE YEAR FROMTHE DATE OF APPROVAL. IF CONSTRUCTION DOES NOT COMMENCE WITHINTHIS ONE YEAR TIME FRAME, THEN THE CONSTRUCTION PLANS WILL HAVETO BE RESUBMITTED TO THE COUNTY AGENCIES FOR REVIEW ANDAPPROVAL.
5. ALL GRADING, GRUBBING AND STOCKPILING WORK SHALL BE DONE INACCORDANCE WITH COUNTY OF KAUAI ORDINANCE NO. 808. THECONTRACTOR SHALL INFORM THE COUNTY ENGINEER OF THE LOCATION OFTHE DISPOSAL SITE. THE DISPOSAL SITE MUST ALSO FULFILL THEREQUIREMENTS OF THE SEDIMENT AND EROSION CONTROL ORDINANCE.
6. THE CONTRACTOR SHALL REMOVE ALL SILT AND DEBRIS, RESULTINGFROM HIS WORK, THAT HAS BEEN DEPOSITED IN DRAINAGE FACILITIES,ROADWAYS AND OTHER AREAS. THE COSTS INCURRED FOR ANYNECESSARY REMEDIAL ACTION TAKEN BY THE COUNTY ENGINEER SHALL BEPAID FOR BY THE CONTRACTOR.
7. ALL SLOPES AND EXPOSED AREAS SHALL BE SODDED OR PLANTEDIMMEDIATELY AFTER THE GRADING WORK HAS BEEN COMPLETED.
8. CONTRACTOR MUST OBTAIN ALL NECESSARY PERMITS BEFORECONSTRUCTION COMMENCES. PERMITS TO INCLUDE, BUT NOT LIMITED TOGRUBBING, GRADING, STOCKPILING, ETC.
9. DURING CLEANING OPERATIONS, THE CONTRACTOR SHALL SUPPLY AWATER TRUCK FOR DUST CONTROL PURPOSES. EXCESS WATER,INCLUDING SILT AND DIRT, SHALL NOT BE ALLOWED TO RUN OFF THEPROPERTY.
ENVIRONMENTAL PROTECTION NOTES1. IN ACCORDANCE WITH CHAPTER 11-60.1, AIR POLLUTION CONTROL, TITLE 11, STATEADMINISTRATIVE RULES, THE PROPERTY OWNER OR DEVELOPER SHALL BERESPONSIBLE FOR ENSURING THAT EFFECTIVE CONTROL MEASURES ARE PROVIDEDTO MINIMIZE OR PREVENT ANY VISIBLE DUST EMISSION CAUSED BY THECONSTRUCTION WORK FROM IMPACTING THE SURROUNDING AREAS INCLUDING THEOFF-SITE ROADWAYS USED TO ENTER OR EXIT THE PROJECT. THESE MEASURESINCLUDE BUT ARE NOT LIMITED TO THE USE OF WATER WAGONS, SPRINKLERSYSTEMS, DUST FENCES, ETC.
2. IN ACCORDANCE WITH CHAPTER 11-55, WATER POLLUTION CONTROL, AND CHAPTER11-54, WATER QUALITY STANDARDS, TITLE 11, STATE ADMINISTRATIVE RULES, THEPROPERTY OWNER OR DEVELOPER SHALL BERESPONSIBLE FOR ENSURING THAT THEBEST MANAGEMENT PRACTICE TO MINIMIZE OR PREVENT THE DISCHARGE OFSEDIMENTS, DEBRIS, AND OTHER WATER POLLUTANT INTO THE STATE WATERS ISPROVIDED.
3. IN ACCORDANCE WITH CHAPTER 11-58, SOLID WASTE MANAGEMENT CONTROL, TILE11, STATE ADMINISTRATIVE RULES, THE PROPERTY OWNER OR DEVELOPER SHALL BERESPONSIBLE FOR ENSURING THAT GRUB MATERIAL, DEMOLITION WASTE ANDCONSTRUCTION WASTE GENERATED BY THE PROJECT ARE DISPOSED OF IN A MANNEROR AT A SITE APPROVED BY THESTATE DEPARTMENT OF HEALTH. DISPOSAL OF ANYOF THESE WASTES BY BURNING IS PROHIBITED.
4. THE PROPERTY OWNER OR DEVELOPER SHALL BE RESPONSIBLE FOR OBTAININGALL APPLICABLE PERMITS FROM THE DEPARTMENT OF HEALTH INCLUDING , BUT NOTLIMITED TO, NATIONAL POLLUTION DISCHARGE ELIMINATION SYSTEM (NPDES) PERMITSFOR STORM WATER, HYDROSTATIC TEST AND DEWATERING DISCHARGES, PRIOR TOCOMMENCING CONSTRUCTION.
5. THE CONTRACTOR SHALL REMOVE ALL SILT AND DEBRIS RESULTING FROM THISWORK AND DEPOSITED IN DRAINAGE FACILITIES, ROADWAYS AND OTHER AREASIMMEDIATELY AFTER EACH RAINFALL EVENT. THE COST INCURRED FOR ANYNECESSARY REMEDIAL ACTION BY THE COUNTY ENGINEER SHALL BE PAYABLE BY THECONTRACTOR.
